"The old conventional process to produce lithium raw material dates from 1954 (CA patent #504477A). This process produces low purity lithium carbonate (Li2CO3) only. To obtain battery-grade carbonate, another polishing process is needed. To further obtain lithium hydroxide, another chemical conversion process is needed. That is why historically, the value of lithium hydroxide has always been higher than that of the lithium carbonate precursor. With the old conventional process, the low quality lithium carbonate is precipitated from a lithium sulfate solution (Li2SO4) by adding soda ash (sodium carbonate and its impurities). The resulting reaction produces significant quantities of sodium sulfate (salt cake) as a by-product with amounts larger than the impure Li2CO3 recovered with part of the soda impurities. When this conventional process was invented, the salt cake by-product was not an issue: it was discarded in a river near the plant. This practice cannot be done today in North America. While looking to find a solution for salt cake, electrolytic salt splitting of Na2SO4 into NaOH and dilute sulfuric acid appears as a technically feasible solution to get a rid of the salt cake. However, the sodium sulfate salt splitting process has difficulties to economically compete with the chlor-alkali process, which produces millions of tons of NaOH from sodium chloride (NaCl) every year.In contrast, the process developed by Nemaska to directly produce LiOH by Li2SO4 salt splitting not only solves the environmental problems related to the conventional process to produce lithium carbonate raw material, it also produces very high purity lithium hydroxide monohydrate directly at very competitive OPEX cost in comparison with industry peers (Figure 1). It also drastically reduces the amount of reagent and the direct greenhouse gas emissions."

This subject is too broad and comprehensive to be dealt with adequately and authoritatively in this paper. It calls for the knowledge and experience of many men, but the results from such collaborative effort would be of great value, particularly if similar reports of the principal mining districts of the world were made on a standardized basis so that conditions everywhere might be directly and accurately compared. In considering conditions affecting mining in British Columbia, unfavourable as well as favourable factors must be taken into account. The unfavourable are apt to loom large and to be exaggerated rather than minimized; for it is human nature to see the blackness of the cloud rather than the silver lining; to think that one's own undertaking is beset with peculiar difficulties, and to attribute lack of greater success to out-side causes rather than to personal shortcomings. It should be recognized, however, that there is no country where the conditions for mining are ideal. The ideal mining country is the product of imagination, invested with every favourable condition found anywhere, but with none of the unfavourable conditions that are always present in reality. So if British Columbia has some handicaps to the industry, it is in good company. What is important is that the advantages compensate for the disadvantages, that the balance will compare favorably with that of competing states, for mining, like every other industry is competitive, and the cost of one's product must have a definite relationship to its price in the world's market.

Published data on the equilibria of carbon in binary Fe-C austenite with H2-CH4 and CO2-CO gas mixtures are used to obtain the constants of an equation repre -senting the activity coefficient of carbon throughout the stable austenite range of temperatutre mid compositiotl. Calculated values for the solubility of graphite are found to be in agreement with the best-published direct observations. Its heat of solution is 10,680 calper g-atom. The free energy of formation of cementite is culculated from the equilibrium compositions of austenite and of gas. Its entropy and heat of formation are also obtained. BASIC knowledge of the high-temperature properties and treatment of steels is contained in the Fe-C diagram and its extensions for the effects of alloying elements. The application of thermodynamics to the Fe-C system, with addition of alloying elements, can serve to simplify and systematize this knowledge. The points of beginning are the binary fee solution, austenite, concerning which our information is reasonably complete, and the binary carbide, cementite. Further studies must include the other phases of the binary system, a and liquid, and for these an accurate knowledge of the ? phase boundaries is essential. These studies should provide a firm base for systematic study of the effects of alloying elements on all phases of the system, their transformations, and precipitation phenomena. With the aid of the simplifying thermodynamic concepts of activity coefficients and interaction parameters it is to be hoped that the results of these studies will be amenable to computer solution thus making the information on multicomponent systems more readily available than would be possible in multidimensional diagrams. "A three-dimensional mathematical model is developed for the regenerative rotary hearth furnace with 40 meters medium diameter. The influence of combustion switchover and outlet pressure on the fluctuation and distribution of temperature and pressure is studied with numerical simulation method. The results showed that the temperature field and flow field is suitable for requirement of industrial production; the fluctuation of the temperature field and pressure is acceptable; the influence of outlet pressure on the furnace pressure is great.IntroduceRotary hearth furnace which is originally utilized as heat treating and reheating industrial furnace, now is also used for carbon based DRl production. With the need of market and the concern of resource recycling and environmental issues, the DRl production from ore or from waste material by rotary hearth furnace attracts more and more attentions from steel industry [1,2].When rotary hearth furnace works, the feed pellets are charged on the hearth and rotate within an annular furnace chamber with the process of reduction. For the sake of rapid reduction, usually the depth of the pellet is one or two layers, accounting for less than 90% of the volume of furnace. As result, the exhaust gases carry away a lot of heat, so that energy utilization efficient is low [3]. Currently, in order to reduce the consumption of energy and improve the production efficiency, many methods have been adopted. The regenerative combustion technology is one of the most promising."

"The amount of new surface generated during fracture of coal and rock has been found to be directly proportional to the amount of energy associated with the fracture. To confirm this and study the relationship between the new surface and dust aerosol formed during fracture the U.S. Bureau of Mines has conducted experiments simulating fracture as it occurs during mining operations. In addition to fracture energy measurements, fragment size distributions were determined over a size range of 0.5 microns to 1 inch. The size measurements accounted for the mass of the original sample. Material studied was Illinois No. 6 coal, coal from the Taggart seam of Virginia, and Berea Sandstone. The experiment employed a chamber to confine sample fracture fragments and a combination of particle measuring systems. Measurement methods included aerodynamic sizing of entrained dust aerosol with optical counting and inertial impaction techniques, physical sizing of non-airborne fragments by sieving, and optical sizing of fragments using optical counting and scanning electron microscopy.Results of the size distribution measurements indicate that a single size distribution law does not adequately describe the entire fragment size distribution. A combination of two size distribution laws, such as the Rosin-Rammler and log-normal distributions, is necessary to describe this size distribution. New surface created by fracture is primarily found 1n particulate between 2 and 50 microns with a mean size of 12 microns. It was also found that the specific energy of fracture can be linearly related to the .concentration of aerosol in this size range.Only a .small fraction, between 0.02 and 0.16 pct, of the dust particles .generated during fracture become airborne. The remainder adhere to the new surface created during fracture. An entrainment fraction, defined for a given particle size is the ratio of the mass of airborne particles to that of the total particles generated in that size range. This experimental entrainment fraction is related to the Van der Waals adhesion force and the electrostatic forces operating during fracture and is used to derive empirical parameters to model these two processes."

Pillars with width to height ratios of less than 1.0 are frequently created in underground hard rock mines. The strength of slender pillars can be estimated using empirically developed equations. However, the equations can provide variable results when the width-to-height ratios approach 0.5. This paper investigates some of the issues affecting pillar strength at low width-to-height ratios in hard brittle rock. The investigation includes an evaluation of empirical pillar strength data presented in the literature and observations of pillar performance in underground limestone mines in the eastern United States, supplemented by numerical modeling in which failure processes and sensitivity of slender pillars to variations in rock mass properties are evaluated. The results showed that the strength of slender pillars is more variable than that of wider pillars. The numerical model results demonstrated the increasing role of brittle rock failure in slender pillar strength. The absence of confinement in slender pillars can result in a fully brittle failure process, while wider pillars fail in a combined brittle and shearing mode. The onset of spalling in slender pillars occurs at or near the ultimate strength, while this is not the case for wider pillars. Slender pillars are shown to be more sensitive to the presence of discontinuities than wider pillars, which can partly explain the increased variability of slender pillar strength. Two examples are presented, which illustrate failure initiation by brittle spalling and the sensitivity of slender pillars to the presence of discontinuities.

It is known that Mg can act as a catalyst/solvent in the high pressure high temperature diamond synthesis. However, above pressure levels of the order of 7 GPa, and temperatures from 1700 ? 1800oC, it was not possible yet to use Mg for the industrial production of diamond. A possible alternative is the use of MgNi based alloys. However, owing to the great Mg reactivity, it was consider, so far, a difficult task to deal with such alloys. The present work presents successful results regarding the production of MgNi alloys, with different composition, at high pressure conditions. The behavior of the alloys and their microstructural characterization is analyzed.

A constitution diagram for the system Mo-Ir has been determined. The maximum solubility of iridium in molybdenum is 16 at. pct at 2110ºC and decreases to less than 5 at. pct at 1500°C. The solubility of molybdenum in iridium is 22 at. pct. Three intermediate phases appear in the system: 8 MoJr, having the p-tungsten structure; a phase, a cornplex tetragonal structure; and the hcp ? phase. Metallography, melting point determinations, X-ray diffraction and fluorescence, and electron micro-probe unalyses were employed in establishing the diagram. PREVIOUS to the present investigation, the intermediate phases in the Mo-Ir system were identified, but no detailed account of the phase diagram has been reported in the literature. Raub1 investigated alloys of Mo-Ir over an extensive range of composition between the temperatures of 800º and 1600°C. The in-termetallic compound MosIr was found to exist with nearly pure molybdenum, as the solubility of iridium in molybdenum was not detectable parametrically in this temperature range. MO3Ir was found to be iso-morphic with a ß-tungsten type structure, having a parameter of 4.959Å. An intermediate hcp phase, designated as the ? phase, ranged in composition from 52 to 78.5 at. pct at 800ºC, and from 41 to 78.5 at. pct Ir at 1200°C. Parameters noted for the ? phase were as follows: at 42.7 at. pct Ir, a = 2.771i0, c = 4.4366, c/a = 1.601; at 78.5 at. pct Ir, a = 2.736A, c = 4.378A, c/a = 1.600. Molybdenum was found to be soluble in iridium up to 16.5 at. pct Mo (83.5 at. pct Irj, with the parameter of iridium increasing to 3.845A at the solubility limit. Knapton,2 who investigated alloys between 15 and 85 at. pct Ir, essentially agreed with Raub's data, but, in addition, found a a phase in as-melted alloys near 25 at. pcto Ir. The oaphase lattice parameters were a = 9.64Å, c = 4.96Å, c/a = 0.515. The a phase was replaced by the 8 -tungsten phase on annealing at 1600°C. Knapton concluded that the a was stable only at elevated temperatures, and placed the composition of the a phase at approximately 30 at. pct Ir. The intermetallic compound Mo3Ir, with a lattice parameter of 4.965A, was included among the 8-tungsten structures reported by ~eller.' Matthias and Corenzwit,4 and Bucke15 studied the superconducting nature of MosIr, and reported a superconducting transition temperature of 8.$K. The present investigation describes the phase relationships in the Mo-Ir alloy system determined by melting point measurements, X-ray diffraction and fluorescence, and metallography. EXPERIMENTAL PROCEDURES Alloys for the determination of the phase diagram were prepared from powders. Commercial 99.9 pct Mo from Fansteel Metallurgical Corp. and 99.9 pct Ir powder from J. Bishop and Co. Platinum Works were used. The powders were weighed to nominal compositions, mixed, and then pressed, without binder, into compacts weighing 4 to 6 g. These were presintered in uacuo between 1200' and 1400°C for 1 hr, to reduce the degree of spattering during subsequent arc-melting. The compacts were arc-melted in a nonconsumable tungsten electrode furnace six times on alternate sides on a water-cooled copper hearth in an atmosphere of zirconium-getter ed argon at 500 mm of mercury pressure. In almost all cases, this procedure yielded buttons of satisfactory homogeneity. The composition of all melted buttons were confirmed by X-ray fluorescent analysis using the experimentally determined ratio of the iridium La1 line intensity to that of the molybdenum Ka1 line as a function of composition. In this determination four alloys analyzed by wet chemical methods were used as standards. An uncertainty range of ±1 at. pct has been attributed to all indicated compositions. All heat treatments and solidus measurements were carried out in tantalum resistance heating elements in vacuum conditions of 10-4 to 10-5 mm of mercury. A detailed account of this procedure has been reported by Schwarzkopf and Brophy.8 In the heat treatment and solidus measurements of iridium-rich alloys (50 at. pct Ir or greater), a tungsten lining was inserted into the tantalum resistance heating element because of a eutectic reaction which occurs between iridium and tantalum at 1948ºc.7 Heat treatments and solidus measurements carried out at compositions less than 40 at. pct Ir both with and without tungsten linings within the resistance

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. In November 2016, a 7.8-magnitude earthquake caused more than 100,000 cubic meters of rock and debris to tumble down and bury the transportation infrastructure below Ohau Point in New Zealand. All routes between the northern and southern portions of South Island were severed. To undertake the rebuilding efforts, the New Zealand government established North Canterbury Transport Infrastructure Recovery (NCTIR) – an alliance to repair the road and rail networks between Picton and Christchurch. NCTIR’s aim was to have the road open by Christmas 2017, but work also continued into 2018 to complete a number of safety improvements along the highway. The presentation will review the initial remediation attempts, the necessity to re-evaluate the original efforts, the need to incorporate techniques that were “outside-the-box” and different from traditional methods, and the logistics and planning that were required to complete the work safely. INTRODUCTION Shortly after midnight on Monday 14th November, a magnitude 7.8 earthquake struck the small South Island settlement of Waiau in North Canterbury, 100km north of Christchurch. The quake was the largest in New Zealand since the magnitude 7.8 Dusky Sound earthquake in 2009 (GNS 2016). While shaking was widespread with over 15,000 recorded ‘felt reports,’ the worst shaking occurred about 50 seconds after the quake rupturing started. The energy of the tremor progressed north over several minutes with surface rupture recorded on a total of 21 faults. The length of all the fault ruptures combined was close to 100km (GNS 2016). The degree of ground shaking was high, recorded as Modified Mercalli Intensity Scale (MMI) Level 8 – Severe. This level of shaking causes considerable damage in ordinary buildings with partial collapse including fall of chimneys, factory stacks, columns, monuments, walls, etc. At a human level, people experience difficulty standing; while furniture and appliances shift. Geologically, the damage depends on the geological setting. In Kaikoura and the surrounding area, especially the coastal highway State Highway 1, north and south of the town, many of the slopes consist of over steepened weathered, fractured greywacke. During the quake, the shaking caused significant and widespread damage with a total of 26 major slips (and many smaller slips); closing both State Highway 1 and the Main North Rail Line between Picton and Christchurch.

In Eastern Kentucky, the Darby seam has had an extensive history of coal bumps and pillar bursts. The combination of high overburden, strong rock and coal, subjacent and superjacent mines, and retreat mining has produced incidences of violent pillar failure. The influence of these factors on pillar stability and the potential to bump is illustrated in two case histories. In the first case history, a bump occurred unexpectedly during the retreat mining of a five heading continuous haulage panel. Alternative cut sequences and pillar dimensions were analyzed to identify a geometry that would reduce the potential for future coal bumps or bounces during retreat mining. The viability of the alternatives was constrained by the reach of the continuous haulage system, the overburden depth, and the presence of thick sandstones in the main roof. Each alternative was numerically modeled cut-by-cut to examine the mechanism of stress transfer, as a pillar row is retreat mined. This approach highlighted which cuts were being made in highly stressed portions of a pillar and therefore more prone to coal outbursts. Validation of the numerical modeling was accomplished by comparing the cuts where bumps and outbursts had occurred underground to the highly stressed cuts shown within the models. Recommendations of the barrier pillar width between adjacent panels, pillar dimensions, and changes in the retreat mining sequence were proposed based upon the overburden thickness, geology, and the result of the numerical modeling. The second case history documents a nine-entry panel 3,600-feet long that was retreat mined a distance of 2,064-feet without a significant roof fall or roof-floor convergence. Mine management became concerned about the potential for a coal bump or a large roof collapse within the gob and the resulting air blast. The stress on the pillar line and within the remnant pillars in the gob was quantified through numerical modeling. Changes in mining practices on the current panel were implemented to avoid a bump in the active panel. A barrier was established between the current and the future panels to protect the future panel against abutment pressures from the void area. A change in pillar centers was proposed in the adjacent panel to absorb the side abutment pressure from the gob of the active panel.

Chlorates and perchlorates, when mixed with certain reducing materials, may give a detonating explosive of considerable power. Concerning explosive chlorate mixtures, Guttman3/ states that they "have at all times fascinated inventors on account of the large amount of oxygen stored up in potassium chlorate, which can be given off so readily. When Lavoiser and Berthollet tried to make a chlorate powder in a stamp mill in 1788, they made a great show of it, and even two ladies were present. Unfortunately, after a certain amount of pounding the powder exploded and killed an official and the daughter of the Government commissary, who assisted at the experiments.***. It is interesting to observe how the same old mixtures are proposed over and over again with slight alterations only, in order to qualify for a patent. Potassium chlorate with some carbonaceous matter like charcoal, sugar, starch, glycerin, flour, or sometimes a vegetable or mineral oil and the like occurs again and again." The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. This paper highlights some of these limitations and provides selection criteria for a new organic coating developed for one such difficult application, DSI?s Omega BoltPTM Pwhich is an expandable ground support. For some time the writers have been compiling and analyzing statistics of consumption and production of petroleum, its products and related fuels, in order to arrive at a fairly accurate picture of the world-wide situation of the petroleum industry. In production, crude oil, natural gasoline, benzol and alcohol blended with motor fuel have been considered. In consumption not only refined products, but crude consumed as fuel, refinery losses, ships' bunkers and blended fuels have been taken into account to obtain a true balance between supply and demand. Statistics from practically every country and territory have been studied, and where actual figures were not available the estimates have been based on all the data available. The figures in Table 1 indicate that during the last five years the world's production has exceeded demand every year and that the aggregate difference is some 207,150,000 bbl. The supply in the United States exceeded consumption by 111,401,000 bbl. over the same five-year period and in 1931 and 1932 the demand exceeded supply, while outside the United States the excess of output over demand was 95,749,000 bbl. Table 2 combines the excess production in the United States with its favorable balance of exports over imports, showing that the United States has reduced its storage over the five years by about 136,-595,000 bbl., while in Table 3 it is shown that, including its excess of imports from the United States, the rest of the world has added 343,-745,000 bbl. to storage during the period in question, the greatest accumulation coming in 1934. Table 4 shows the world's consumption classified by countries according to the principal products. These tables also indicate that at the end of 1934 the statistical position of the petroleum industry outside the United States was decidedly unstable, a situation that probably will become more acute as a result of the added Iraq production; and that the present favorable statistical position of the industry in the United States, which is partly due to the excess of exports over imports, may be to some extent jeopardized by the unstable situation in the foreign market.

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.
