"In the last decade, the construction industry has witnessed significant changes in the project delivery systems and contractual relationships between the general contractors (GC) and Deep Foundation Specialty Contractors. The Deep Foundation industry, especially including industry specialty subcontractors, have experienced a significant increase in requests that project risks be transferred through contract documents to subcontractors and suppliers with a decrease in margins for the industry. GCs regularly revise their form subcontracts to take into account recent experiences/contractual trends and newly issued judicial precedent, an exercise that is less frequently undertaken by subcontractors and suppliers. These contradictory trends are at the base of the ethical analysis of subcontracts that comprises the subject matter of this paper. Using contracts as a risk management tool in order to mitigate the general contractor’s risks in the context of dynamic changes in the legislative environment will also be addressed. Furthermore, another possibility for risk mitigation for the industry is to actively promote the introduction of the latest technical developments into the contract documents.CONTRACTS’ ETHICSFor thousands of years, ethics have been a constant presence in our lives and have been debated by different branches of philosophy. Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

AS part of a long-range investigation of eutectoid decomposition, a study of the structure of austenite has been undertaken in order to characterize as best as possible the parent phase in the Fe-C system. Austenite is a solid solution of carbon atoms in fcc iron, the carbon atoms being located in interstitial positions. Of the two kinds of interstitial sites, octahedral (0, +, +) and tetrahedral (4, a, $), in this lattice, the larger octahedral sites are usually considered as the probable position of carbon. The strain energy involved in pytting a neutral carbon atom (covalent di; ameter 1.54)' into a tetrahedral site (diameter 0.56A) is considerably greater than that associated with p2tting carbon into the octahedral site (diameter 1.08A). Dayal and arkeen' observed the migration of carbon in iron under the influence of an electric field indicating tha tye carbon is ionized. pe ionic radius of C'4 is 0.15A and that of C" is 0.29. Consequently, it is conceivable that carbon ions could occupy the tetrahedral sites if one considers only the strain energy. Size considerations alone do not provide a complete explanation for the formation of the interstitial solid solutions, however. because metals such as copper, zinc, and cadmium do not appear to form interstitial solid solutions in spite of their large interstitial sites. Evidence which suggests partial ioni-zation of the carbon in austenite has also been obtained by Speiser, Spretnak, and alor who derived formu- lae relating the observed change in lattice parameter to the effective diameter of the solute atom. Assuming the carbon occupies the octahedral site. they computed the effective diameter of carbon to be 1.33A whereas the covalent diameter is 1.54A. petch5 concluded from powder X-ray diffraction experiments that carbon atoms occupy the octahedral sites. His conclusion was based on the general trend observed in the intensity of the diffraction lines as the carbon content of the austenite was increased. However, the major difficulty associated with application of X-ray diffraction to this particular problem is the relatively poor scattering power of carbon. Williamson and smallman' utilized X-ray diffraction to study the line broadening caused by the strain field about carbon atoms inferrite: these investigators concluded that at least 85 pct of the carbon in ferrite occupies the octahedral (0: 3, B) site rather than the larger

An interlaboratory testing program was undertaken in support of an ASTM standardization program for simultaneous combustion-infrared analysis for carbon and sulfur in ores and related materials. Statistical analysis results from the study are used to generate the within-laboratory and between-laboratory precision data needed for standardization of the methods. The interlaboratory precision statistics are also interpreted to estimate the uncertainty in calculation of net carbonate value classifications using a simplified quantitative risk analysis technique.

As stated by the Congress in the preamble of the act establishing the Office of Coal Research, its purpose is, "To encourage and stimulate the production and conservation of coal in the United States through research and development by authorizing the Secretary of the Interior to contract for coal research, and for other: purposes." Thus, while the overall responsibility for air pollution control from all sources rests primarily with the Department of Health, Education and Welfare, it is obvious that OCR could not perform its mandate of, increasing the utilization of our Nation's greatest energy resource if it ignored one of the greatest practical obstacles to achieving that objective. Therefore, air pollution abatement and prevention is one of the practical considerations taken into account in the selection of the OCR program. And as the severity of the air pollution problem imposes new restrictions on the use of coal, the importance of this criteria in the selection of OCR projects increases. The work done by OCR in air pollution abatement does not conflict with nor does it duplicate the program developed by HEW's National Center for Air Pollution Control. Technical members of the OCR staff maintain close formal and informal liaison with their counterparts in NCAPC. One formal agreement has been executed whereby the HEW agency has transferred funds to OCR for a practical study of the potential effectiveness of air pollution control when coal is burned in a fluidized bed comprised of inert alkaline earth material. There is general understanding of hoisting systems throughout the mining industry. However, the relative importance of the various parameters influencing hoist selection and utilization is not completely understood. In order to determine if these parameters can be identified and prioritized, data covering 613 hoist installations were compiled. The 613 installations represent hoisting systems in 30 countries on six continents. This study compares data to historical trends, correlates design parameters in an attempt to identify underlying selection criteria, and comments on the apparent trends in recent developments in hoist design.

A CORPORATION would go into bankruptcy if its affairs were conducted as are those of the state of New York, according to the Committee on New York State Government Reorganization of the American Engineering Council of the Federated American Engineering Societies, in a report to the chairman, of the Joint Judiciary Committees of the Senate and Assembly. The report, just made public, was signed by the three members of the committee who were appointed by Herbert Hoover. They were H. de-B. Parsons, chair- man, Paul G. Brown and Lewis B. Stillwell. Although the American Engineering Council is a national organization, it decided to aid in governmental reorganization in New York State because of the magnitude of the task. The Council's committee in its report urged the passage of three state reorganization amendments for consolidation of departments, an executive budget system, and a four-year term for the higher state officials. In today?s gas turbines, the emphasis is on saving energy and reducing the amounts of pollutants emitted. This can be attained only by designing alloys with higher melting points and the capability to retain mechanical integrity at increased temperatures. The development of nickel-based superalloys (NBSAs) has reached its limit, as the alloys are operating at critical temperatures close to their melting points. Further increase in the operating temperatures will result in dissolution of the strengthening phases and even melting. Recent trends are towards developing materials that are adequately strong but have much higher melting points and corrosion resistance than the NBSAs that are currently in use. Studies conducted on Pt alloys with similar structure to the NBSAs have presented mechanical results that are promising. This has led to further development of these alloys as a replacement for NBSAs. The operations of gas turbines are usually limited by hot corrosion, which could lead to catastrophic failures. Increased temperatures have an adverse effect on the corrosion of the alloys by making the environment more aggressive. Hence, during a material selection process, the corrosion behaviour of any selected material for a highly specialized application such as gas turbines needs to be assessed. Generally, coatings are applied to combat degradation by salt deposits, hence coated and uncoated NBSAs were selected as benchmark alloys. Corrosion mechanisms and kinetic studies of the Pt alloys were conducted. High temperature hot corrosion (HTHC) tests were conducted at 950°C for540 hours. Analysis of the corrosion products was conducted using a Raman spectrometer, scanning electron microscope with energy dispersive X-ray spectroscopy (EDS) optical microscopy, and X-ray diffraction study of the phases that formed. Both coated and uncoated NBSAs failed under the test conditions. Samples were covered with a porous non-adherent greenish layer which is characteristic of NiO. Pt alloys displayed superior corrosion properties compared with the benchmark alloys.

My. first paper, read at the Cobalt Meeting of the Institute,1 July, 1907, dealt with the behavior of a small Wilfley table when concentrating galena from quartz, the table being fed with natural products, with sized products; and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of, lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test, however, I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the contents in copper 8.80 per cent. Through the kindness of Mr. H. 0. Cummins, this material was obtained from Shasta, Cal.,in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg: or less.. As a consequence of the smallness of the 'quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

"IntroductionMUCH PROSPECTING, exploration, and development work was done for uranium in Canada in 1952, chiefly in northern Saskatchewan and in the Great Bear Lake region of the northwest Territories. The outstanding feature of the year was the great amount of work done in preparing for production at the Ace mine of Eldorado Mining and Refining, Limited, in the Goldfields region . of Saskatchewan. Many private companies and prospectors were also active in this region. Most of the other parts of Canada where uranium has been found received less attention than during the last few years, partly because so much interest was taken in the Goldfields region.In presenting this short summary of the year's activities now, the writer is handicapped because the season is not yet over; some discoveries have probably not yet been announced, and there has not yet been time to digest the numerous reports that have been sent in by companies and prospectors. In any case it would be impossible to give details for most of the discoveries and properties, because that would require a long report, and because that information is classed as confidential until released by the discoverers and companies concerned. It is only possible, therefore, to give a few generalizations, a brief out-line of the activities in northern Saskatchewan, even briefer ,accounts of the work in other parts of the country, and a few details that property owners have informed the writer he may publish or that have already been published by the owners."

This paper discusses the impacts that advances in metallurgy and process engineering have on minerals project execution. Ausenco's business is focused on integrating minerals processing technology and the delivery of cost effective processing plants that exceed client performance expectations. The metallurgical development is a small but critical part of this process. Metallurgical development and innovation outcomes need to be transformed into an engineered solution and that solution converted into an operating plant in a cost conscious and competitive environment. Including new or innovative processes in a project flow sheet increases a project's technical and commercial risk. However, it also gives the project, and/or the engineering company, a potential advantage over projects using mainline practices. Managing the balance between risk and opportunity has been a cornerstone of Ausenco's success in recent years. Some advances in "technology" that are discussed in the paper include: larger capacity equipment new flow sheet concepts simplification of process interfaces, and more effective project strategies The common theme is that having a new idea can be the easy bit, putting it into operation effectively involves numerous people, many interfaces and strong project management.

As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

The expansion of the mining industry, with other industries, of course, is dependent upon a supply of fresh capital from year to year. Mining is a speculative form of investment, though there is a wide range of risk as between indiudual undertakings. All of the leading financial writers, nowadays, agree that expansion is being seriously interfered with by the unprecedented load of taxation Canadians are carrying. Individuals have less for investment and corporations are obliged to defer necessary expenditures in order that the demands of the taxing authorities may be met. Naturally, speculative investments such as mining exploration suffer first. Undoubtedly, a great deal of cash raised by taxes, if left in the hands of individuals and corporations for investment and expansion, would have been far more beneficially used and would have developed the country more than any use made of it by the government, in the way of bonusing new industries, or the undertaking of large schemes of development. Government undertakings of this nature are often entered into without a proper knowledge of cost and probable return. Expert expenditure of the same sums by business men or corporations undoubtedly would generally produce more prosperity for the country as a whole. The absolute necessity for lower taxation is being increasingly known to the public at large, and eventually it is hoped that our governments will see the economic impossibility of continuing the present rate of expenditure. The successful Finance Minister of the near future will not be the one who can borrow the most money.

Exothermic riser sleeves are important tools to increase solidification duration, particularly for iron-steel casting. Increasing the time to solidus improved casting product quality by minimizing cavities. Therefore, process costs were significantly reduced. In comparison with the use of unsleeved risers, exothermic riser sleeves retain up to 30–35% of the heat and increase the duration to solidus by nearly 50%. Exothermic riser sleeves are a mixture of metallothermic-based exothermic and insulating materials that are manufactured in different sizes and shapes. Various suppliers produce these sleeves in different compositions. However, the designers must clearly understand the thermochemical and thermophysical properties. The purpose of the present study was to experimentally determine the effects of varying experimental parameters such as reaction duration, flammability and temperature change etc. on selected exothermic sleeves. The results were compared with thermodynamical simulations which were performed using the contents and the corresponding thermophysical properties of exothermic sleeves.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. Sedimentary deposits of pluvial Lake Bonneville are an important source of sand and gravel suitable for aggregate and construction in Utah. Data on Lake Bonneville basin sand and gravel deposit thickness, volume, grain size, percent of fines, and durability were statistically analyzed to detect variations associated with geologic domains, geographic location, Lake Bonneville shorelines, and sand and gravel deposit type, and to construct quantitative deposit models. Analysis showed several trends; (1) sand and gravel in younger shorelines was slightly more durable and the deposits considerably larger in volume, (2) younger shore- lines are also more likely to contain more than one genetic deposit type, (3) the volume of terrace deposits is larger than beach deposits, (4) terraces and beaches are generally thicker than spits and bars, (5) the northern part of the Bonneville Basin contains slightly more durable sand and gravel than the southern part of the basin and is more likely to contain deposits composed of more than one genetic deposit type, aid (6) the Wasatch domain deposits are composed of more than one genetic deposit type more often than deposits of the Basin and Range domain. Three additional conclusions with immediate economic significance are; (1) the median sand and gravel deposit in the Wasatch domain, 360,000 m3 (275,000 yd3), is three times larger than that of the Basin and Range domain (120,000 m3 [90,000 yd3]), (2) the median deposit thickness in the Wasatch domain, 5.8 m (19.0 ft), is nearly twice that of the Basin and Range domain (3 m [lo ft]), and (3) the Wasatch domain also contains slightly larger diameter gravel. These three conclusions are significant because the trend for sand and gravel development in the Bonneville Basin is to move from the Wasatch domain to the Basin and Range domain. Smaller, thinner deposits with smaller diameter gravel will require more surface area to mine than would have been necessary in the Wasatch domain. The result is a higher cost for sand and gravel in construction projects in the Salt Lake City area, especially since the gravel must also be hauled farther.

After more than 20 years dependence on bituminous coal as a primary fuel for generating electricity, the Pennsylvania Power and Light Company initiated a one-year study on the economics of building an electric generating station using anthracite as a fuel. The study will be completed in December 1976. If the feasibility study so indicates, PP&L will consider installing four 400,000 kilowatt generating units for scheduled commercial operation in 1985. Each unit would consume up to one million tons of anthracite annually. Anthracite generally is more difficult and expensive to extract than bituminous coal, but it has a significantly lower sulfur content than the bituminous coal currently being used by PP&L, thereby eliminating the costs of installing sulfur emission controls at generating stations. Moreover, significant reductions in transportation costs may be realized because the utility's operating territory is situated in the center of the anthracite region in northeastern Pennsylvania. These advantages may indicate that the use of anthracite is more economical than bituminous coal to PP&L. ASBESTOS -Asbestos production in the U.S. dropped again in 1975 until it was just two-thirds of that in 1973. This was in spite of the very strong demand caused by the Quebec strike. The 7-month strike of the asbestos miners in Thetford Mines, Quebec cut off 55 percent of the normal supply of U.S. consumers. Apparent domestic consumption was less than 75 percent of that in 1974. The wage settlement will probably result in a 20 percent increase in asbestos prices.
