Coal deposits in the Boulder-Weld County coalfield in Colorado are analyzed in relation to economic factors governing the growth, stability, and competitive potential of the coal industry. Recoverable reserves, estimated to be 571 million tons, are discussed in detail, particularly those in the Erie and Frederick Quadrangles. Geology of the coal measures, quantity and quality of water resources, and chemical and physical properties of the coal are described. Coal production factors, including mining techniques and equipment, labor requirements, transportation facilities and rates, and markets, are considered for coal's position in competition with alternate fuels. Growth of the fuels market, through increasing thermal-electric power generation in the Denver Metropolitan Area, will stimulate coal production in Colorado. Reserves of the contiguous Boulder-Weld coalfield, if mined in a sustained, year-round, high-tonnage operation, could be used to supply much of that fuel demand.

HydroCopperTM is a new hydrometallurgical process for the treatment of copper sulphide concentrates, which has been developed by Outokumpu. The process includes chloride leaching of copper concentrate, solution purification and precipitation of copper(I) oxide, an intermediate product, which is reduced and cast into copper products. The reduction can be carried out by pyrometallurgical methods or hydrometallurgically in an autoclave. This paper discusses the thermodynamic and kinetic aspects of the hydrogen reduction of copper(I) oxide in an autoclave. The results of the laboratory tests are presented and discussed. Finally, the autoclave method is compared with other options.

NATURAL carbon dioxide has recently been exploited in the United States in consequence of oil and gas developments in the Western States and the growing demand by transcontinental and transoceanic shippers for solid carbon dioxide. The discovery by drilling of commercial deposits resulted in consideration of its geographic and geologic distribution and occurrence. Its wide distribution in nature is evidenced by its occurrence in the atmosphere, hydrosphere and lithosphere. The question of origin of carbon dioxide involves consideration of theories similar to those concerning natural hydrocarbons, although available evidence favors an inorganic rather than an organic source. Areas favorable to development of commercial production appear to be those in proximity to igneous rocks or in the vicinity of decadent volcanic activity, where, it has long been known, the gas is evolved either free or dissolved in the waters of fumaroles, geysers or mud pots. Structure contour maps are presented showing the Wagon Mound anticline in New Mexico and the Farnham anticline, Utah. A well drilled on the latter supplies gas to a 20-ton plant manufacturing solid carbon dioxide at Wellington, Utah, on the Denver and Rio Grande R.R., whence it is shipped to surrounding territory and to the West Coast. Before funds are invested in a plant for the manufacture of liquid or solid carbon dioxide, whether supplied by wells or springs, an effort to ascertain the volume of gas available is advisable. The use of present methods of estimation of gas reserves with modifications to account for the quantity absorbed by any water present in the producing formation is recommended, The Farnham anticline is used as an example and cornputationa are made of the probable volume of gas originally present in the structure. No attempt was made to compute reserves in the Niland area, California, for the reason that in such areas it is believed the volume is indeterminate. INTRODUCTION Carbon dioxide, in liquid and solid form, has found a wide variety of uses other than its primary application in carbonating beverages. It is now used in more than 40 different ways, ranging from cooling or freezing to use in gas or liquid form for mechanical purposes, chemical industry, explosive, fire extinction, and tire manufacturing. Undoubtedly the chief supply of carbon dioxide is obtained from industrial plants or artificial sources and until recently natural deposits of the gas have received little consideration. INVESTIGATIONS on the above topic have recently been published by Shapiro and Kraussl and Jana and wayman in this journal and by Kessler and Pitsch.- Parts of the results in these papers are in good agreement with each other but there are also some results which are substantially different. The main points of these differences shall be briefly discussed in this communication. Shapiro and Krauss' measured single-surface traces of the habit planes of reversed austenite plates formed within the martensite crystals and deduced from these measurements two distinct habit planes A = (0.174; 0.309; 0.935) and B = (0.375; 0.545; 0.749) within 3 deg. Kessler and pitsch4 found instead by two-surface analysis7 one habit plane n = {0.23; 0.62: 0.75) with a real scatter of 6 deg. The latter observation of a single habit plane apart from a certain scatter is in agreement with most of the investigations of martensite transformations. The differences between these two results are so great that they cannot be explained by experimental error. The purpose of this communication is to show that the A- and B-poles of Shapiro and Krauss are due to an erroneous interpretation of a single-surface trace analysis. The difficulties in the interpretation of such single-surface trace analyses are due to the high symmetry of cubic lattices, from which it follows that there are in general twenty-four equivalent possibilities of plotting a single-surface trace in a pole figure. All these possibilities must be taken into account, when putting different traces from different plates together in order to construct the habit plane. Alternatively the poles of all the traces may be plotted in a unit triangle. This is done in Fig. 1 with twenty-nine traces of different reversed austenite plates, all of this were measured by Shapiro and Krauss in the same plane of a single martensite ther traces taken from Fig. 13 in the Shapiro and Krauss paper' which were determined by electron diffraction. The traces in Figs. 1 and 2 have to be compared with the habits A, B, and n which are under discussion. Therefore the great circles of the poles A, B, and n are plotted in Figs. 3, 4, and 5 together with a 3-deg scatter region for poles A, B and a 6-deg scatter region for pole n. A series of experiments examined silver extraction from a high-grade sulfide concentrate employing thiourea solution. Thiourea was initially oxidized with hydrogen peroxide (H2O2) to form formamidine disulfide (FADS) and used to extract silver from the as-received concentrate and after various pretreatments. Very low recoveries (~30%) were obtained with the as-received concentrate due to competitive cementation reactions by metallic iron and easily oxidizable copper phases. Over 80% Ag recovery was obtained when the concentrate was pretreated to remove this iron and copper. The results suggest that an oxidative acid pretreatment of this concentrates significantly improves silver recovery upon leaching with thiourea.

During- the past 10 years the annual production of petroleum in New York has averaged close to 5,000,000 bbl., the total for the period being 49,881,000 bbl. In 6 of the 10 years, the production was slightly in excess of the 5,000,000 mark. The 1944 production of 4,697,000 bbl. represents a 7 per cent decline from the previous year. Of the total 1944 output, the Allegany County district, which includes two small areas of Steuben County, contributcd 3,614,065 bbl., a decline of 5 per cent from 1943, and the contribution of Cattaraugus County, which represents the northern extension of the Bradford pool of Pennsylvania into New York was 1,082,935 bbl., a decline of more than 14 per cent. Since March 1942, the posted price of New York crude oil has remained at $3.00 per bbl. On lug. I, 1944, a Federal subsidy of 75¢ per bbl. was granted to oil producers, thus making the price actually $3.75 per bbl. Since all of the oil produced in New York comes under the designation "stripper well operations," it is entitled to the Federal subsidy. During the last few years there has been little change in the number of wells drilled annually. In the Allegany field, which accounts for three fourths of the oil produced in the state, 1240 wells, including water-intake wells, were drilled during 1944 as compared with 1223 in 1943. There was no marked increase in the number of wells drilled after granting the subsidy of 75¢ per bbl. of oil on Aug. I, the increase being but 14 wells during the last half of the year over the preceding six months. In flooding operations it is not to be expected that even a substantial increase in the price of crude oil will be reflected quickly in an increase of the number of wells drilled or in a marked increase in production of crude oil. In flooded areas, oil is obtained through a program extending over a number of years. This program involves the drilling of the water or input pressure wells, drilling of the oil wells, building up the oil flood to maximum production, and finally the watering out of the well when the amount of oil produced in proportion to the water becomes so small that pumping is no longer profitable. The various operations may extend over a period of 10 years or more, during which time the price of crude may have fluctuated greatly. Although the rate of production can be controlled to a limited extent, it is evident that a flood when once begun must be continued regardless of the price of crude. During the past seven years New York crude has had a price range from $1.68 per bbl. in 1938 to the present price of $3.75 per barrel The field pattern now in general use for wells in a flood project is the "five-spot." Under this arrangement, the lease is divided into squares with a water well at each corner and an oil well in the center. In the all-over pattern of the lease each oil well is acted upon by four water wells and each water well supplies part of the pressure to four oil wells. Spacing between the input water wells and the oil wells usually varies from zoo to 225 ft. or, on an acre basis, there is one oil well and one water well for each 2 1/2 acres. Standards in the public reporting of resources and reserves in Australia have dramatically improved since the implementation of the Australasian Code for Reporting of Mineral Resources and Ore Reserves (The JORC Code) in 1989. Whilst the JORC Code states clearly that Mineral Resources and Ore Reserves are imprecise calculations and should be treated as estimates, there is strong evidence that many people regard them as fact, including some accountants, directors, auditors and investors. Mineral Resources and Ore Reserves are key inputs in the valuation of a mining company and the determination of financial performance. Geological knowledge is the foundation upon which Mineral Resources, Ore Reserves and investment decisions are made, however this information carries with it substantial uncertainty. Case studies and company reports have established that errors derived from inadequate geological inputs have led to reduced profitability in operating mines and in extreme cases the premature closure of mine operations. Whilst there are many causes of mine closure and reduced profitability, including commodity prices and exchange rates, the cumulative effect of all geological uncertainty contributes significantly to the erosion of the credibility of mining within the investment community. There are a number of methods used to characterise and model uncertainty in Mineral Resource and Ore Reserve estimation. Empirical mining indexes, sensitivity analyses, Monte Carlo simulations and Conditional simulations are used to identify and estimate geological uncertainty, notably the quantification of uncertainty in grade and tonnage estimates. These techniques have not generally been applied to estimating geological uncertainty associated with key Ore Reserve inputs such as appropriate mining technique, equipment selection, production rate, mining dilution, stability requirements, materials handling, metallurgical processing, product quality and waste storage. New software tools are needed to model the entire mining process with all its geological and other interdependencies, enabling all uncertainties to be separately identified and estimated. By its very nature, mining involves the assumption of significant technical, financial, political, environmental and social risk. Success comes by understanding and managing these risks and consequently the mining industry will never choose to reduce the level of geological uncertainty to nil. The ultimate aim of improved identification and estimation of geological uncertainty is to quantify inputs into the Ore Reserve process, allowing a company to assess the risks and manage these accordingly. This approach is relevant to feasibility studies for new projects as well as life-of-mine planning through to the weekly schedule at existing mines.

Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

Since its first mention in the literature in the eighteenth century12 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ‡ Faraday,' in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the potential at which a negative ion (e.g., C1-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.

INTRODUCTION Modern mine management is constantly striving to develop improved mining methods which will not only increase productivity, but will also provide a safer work environment and make the most efficient use of our natural resources. Progress can be seen in this area by tracing mining methods through history. Work that was originally done with hand tools progressed with the age of mechanization to conventional mining, matured to continuous and longwall mining, and the advent of short¬wall mining, a combination of continuous and longwall, has recently been seen. This new method of shortwall mining provides a promising method for safe and ex¬pedient coal extraction. This study focuses upon the planning, design de¬velopment, and operation of the first producing short¬wall unit in the US which was operated in the Pittsburgh coal seam in northern West Virginia. MINE DESCRIPTION The mine is located in northern West Virginia at Grant Town in the heart of the high volatile Pittsburgh coal seam. Originally opened in 1901, the mine has be¬come one of the largest in the US, encompassing an area of approximately 103.6 sq km (40 sq miles). The seam being mined was the high volatile Pittsburgh seam which ranged in thickness from 1.8 to 2.96 m (6 to 91/2 ft). Three types of mining methods were employed: con¬tinuous mining, longwalling, and shortwalling, with each type accounting for 50%, 30%, and 20% of total pro¬duction, respectively. A total of 630 contract and super¬visory personnel were employed to produce the mine's designed annual tonnage of 1.8 Mt (2 million st). There were ten producing sections, eight continuous miners, one longwall, and one shortwall, operating a total of 22 unit shifts per day. Eight shafts, varying in depth from 80.2 to 194.2 m (263 to 637 ft) provided entrance to the Pittsburgh coal seam. These shafts were used for ventilation, portaling, coal hoisting, supply, and emergency escape hoisting. Ventilation was achieved by means of three exhaust fans which provided 707.9 m3/s (1.5 million cfm) of air to the mine and removed approximately 141 584 m3 (5 mil¬lion cu ft) of methane per 24 hr period. The room-and-pillar method was used for secondary recovery with designed barrier blocks between panels of 61 m (200 ft) in width. This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

[Secretary's Note.—At the Spokane meeting of the Institute, in discussion of President Brunton's address on "Modern Progress in Mining and Metallurgy in the Western United States," and at the request of members present, Mr. Ayres gave an oral account of his new separator, which is here published as an independent paper, partly because of its inherent importance and partly because it describes an improvement which did not originate in the Western United States, and therefore does not fall, strictly speaking, under the title of President Urunton's address.—R. W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation. The operating principle of the classifying cyclone has been described often but some special aspects of the cyclone receive further clarification here. In addition, several uses of the classifiers are summarized and made clear by means of practical examples. In coal and ore washeries, the washing cyclone is widely used for the separation by specific gravity of sizes up to about 12 mm. This application has lately been extended to the separation by specific gravity of particles up to about 50 mm. This use makes special demands on the construction and wear resistance of the cyclone. The sieve bend, a development of the Dutch State Mines which is less well known than the hydrocy-clone, is dealt with at some length. The sieve bend is an apparatus designed for wet screening. Attention is given to the variables influencing the performance of the sieve bend. Hydrocyclones are now so widely applied that it would be difficult to find an industry not, directly or indirectly, using them or knowing how to use them since publications on this subject abound.1-3,5,9-11,13-15 However, because of the large number of variables influencing the operation of classifying cyclones, it is not entirely possible to calculate the results of this type of cyclone. Therefore, a number of lesser known variables will be discussed here along with some special applications of the classifying cyclone. FACTORS INFLUENCING CYCLONE CLASSIFICATION Shape of Particles: The shape of particles may cause a much coarser classification than the one expected, considering the sieve analysis and the cyclone dimensions chosen. This was clearly shown by feeding a mixture of spheres and disks in water into a cyclone. The spheres were 0.36 mm diam and the disks, 3 mm diam and 0.03 mm thick. These dimensions were chosen in order that the disks and spheres might have the same rates of fall under gravity. Both spheres and disks had a specific gravity of 1.05. The results obtained with these particles in a cyclone are summarized in Table I. Test No. 2 shows that the catch of spheres was

The almost universal acceptance of electrical logging by the petroleum industry calls for a critical examination of the physical bases of the common methods. This is particularly needed for the natural potential log. The conventional explanations are based on the phenomena of electrofiltration and electro-osmosis. However, experimental data show that they fail to give a basis that is quantitatively sound. Moreover, they lead to interpretations of details of electrical logs that are erroneous. It was found experimentally that when a plug of shale is placed in a chain of dissimilar electrolytes, a current flow results. Experiments on oil-well cores and fluids similar to those existing in wells show that potentials are set up which are in reasonable agreement with those encountered in electrical logging. Doubtless other sources of potential are important but this explanation not only accounts for much of the potential but also clarifies some fairly familiar examples of misinterpretations. Introduction The extraordinary value of electrical well logging as a tool for petroleum engineers and geologists is now so uni- versally recognized that it is not necessary to point out the ways in which it can be useful. It is sufficient to mention only the saving that has resulted from the elimination of much coring that would have been necessary under former practices and the considerable additions to reserves resulting from the discovery of sands missed in coring. Paradoxically, the very remarkable success that has resulted from the application of electrical logging to correlation and completion problems has cost some of its most consistent users dearly.' The fact that some operators have placed unwarranted faith in erroneous interpretations of electrical logs does not reduce the value of the logs. It should, however, make one pause long enough to ask why experienced users should be misled. The answer to this question is not hard to find. In nearly every case, the fault has been oversimplification. This is illustrated very aptly by the familiar interpretation and theory of the natural potential log. Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in, in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resistance. Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in, in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resistance. Long-chain ionic surfactants, with fatty acids and amines as the most important representatives, are widely used as collectors in froth flotation. These surfactants, generally referred to as weak electrolyte collectors, frequently form solid insoluble precipitates within a certain pH range. However, the action and behavior of these colloidal precipitates in froth flotation systems are not well understood and has not been well decoupled from those of dissolved forms. The objective of this study was to understand and compare the role of colloidal precipitates with that of the dissolved forms at gas-liquid and gas-liquid-solid interfaces. Using primary amine as the model surfactant, experiments were carried out to measure: the maximum volume of bubbles generated in the presence of dissolved and precipitated forms of the surfactant; surface tension for both forms of the surfactant using the drop shape and maximum bubble pressure methods; and contact angle using the sessile drop method. The experimental results showed that: in the presence of the precipitate, bubble volume was smaller, which was correlated with the lower surface tension and higher contact angle measured; the surface tension of solutions containing surfactant precipitate was affected by the surface age of liquid droplets. This study enhances understanding of the interfacial behavior of long-chain ionic surfactants under different conditions, which would help improve the efficiency of reagent utilization in froth flotation.

The recovery of Sn from used Pb-free solder (Sn, 3~4 % Ag, < 0.9 % Cu, < 1.2 % Pb) has been investigated by electrorefining in sulfuric acid solutions containing small amount of hydrochloric acid. This involved preparation of the anode material by melting and casting the used solder followed by refining. During electrorefining, dendritic tin was deposited on stainless steel cathode. Increasing the amount of hydrochloric acid up to 0.3 mol /L in the electrolyte enhanced the current efficiency to 92.2 % and the enrichment ratio of silver to 94.3 % in the anode slime which was otherwise 84.7% and 81.6 % in absence of HCl, respectively. The electrolyte containing hydrochloric acid has also prevented the precipitation of tin oxide in the bath. In the scale-up experiment using 1.6 kg anodes, 84.3 % current efficiency and close to 100 % Ag enrichment ratio were obtained, while the purity of electro-refined tin was over 99.9 %. The energy consumption of the winning process was found to be 0.151 kWh /kg-Sn which is competitive as compared to commercial tin electrorefining processes.

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today&apos;s and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA&apos;S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. The State of Pennsylvania produces approximately 60 per cent of the total production of Pennsylvania Grade oil, and naturally represents the dominant factor in the area producing that grade. The producing area comprises the states of New York, Pennsylvania, West Virginia, and a small part of Ohio. The importance of this area is too commonly neglected because it produces only 2 per cent of the total amount of crude produced in the United States. It is, of course, unimportant in its percentage of total crude production, but extremely important for its production of lubricating oil. The lubricating fraction from a barrel of Penllsylvania Grade crude oil represents about 22 per cent of the total, whereas the lubricating fraction from the total United States production represents only about 2.5 per cent of the crude oil. The Pennsylvania Grade area produces about 6,000,000 bbl. of lubricants, which is 15 to 20 per cent of the total produced in the United States. All Pennsylvania Grade lubricants are classified as "high-grade," and with a production of 15 to 20 per cent of the total lubricants, it appears probable that the Pennsylvania Grade area accounts for 25 to 50 per cent of the high-grade lubricants produccd in the United States. Production Bradford Field The production figures quoted in Table I apply only to the part of the Bradford held that lies wholly within the state of Pennsylvania; approximately 15 per cent of the Bradford field is in Cattaraugus County, New York, and 10 per cent of the production is obtained from that sector. The Bradford-field production in 1941 was 12,729,900 bbl. as compared with a production in the year 1940 of 12,748,279 bbl., or a reduction of 18,379 bbl. The year 1941 represents the fourth successive year in which production in the Bradford field has declined. All of the production from the Bradford field is obtained by water-flooding methods and increases or decreases in production are due more to economic factors than to any physical limitations of the pool, inasmuch as additional drilling of water-intake and producing wells would increase the total production of the field. It is apparent that increased drilling of oil and water-intake wells does not take place except under stimulps of a favorable price; and while oil prices during 1941 were moderately favorable, they were not sufficient to prevent a mild decline. Too many wells were drilled in the Bradford field in 1937, but this was compensated by subnormal drilling activities in 1938 and 1939 and a large increase in 1940, The increase in 1941 over 1940 was about 7 per cent. The effect of new drilling is becoming less pronounced on a per well basis because more properties yielding less per acre are being drilled than were drilled in former years.
