The history of iron construction in this country well illustrates the three phases of thought described by Auguste Comte, the French philosopher. The first is the era of faith, when belief in the safety of structures rests on the authority of the designer. The second is the era of criticism, when plans of structures are analyzed with much mathematical skill, but the data upon which the chain of reasoning depends is assumed upon insufficient experiment. The third, upon which we are now entering, is a scientific era, which demands experimental proof. It also demands that this proof shall be derived from experiments made on full-sized specimens, such as are in actual use, and not upon toy models. Until the construction of the United States testing-machine, now at Watertown Arsenal, it was impossible to make such experiments with accuracy. We now have a machine in which we can test full-sized specimens of every part of a bridge or other structure that we want to use, and under the same conditions in which it is actually used. The next thing is to get money to make these experiments available. No private individuals can afford to do it, and even if they could, they might wish to keep the results to themselves. So that the next point is that we want money, and that, I believe, everybodly thinks we should ask Congress for. We want also, as has been said, some one who shall make a business of testing, and who has plenty of time. Persons who are employed in private business are too much in a hurry; they want to do a thing and get done with it, and then do something else; but government officers are entirely free from this feeling; time to them is of no account, and in experimenting that is the very element that is of value; it does not do to be hurried; the great thing is to get it right and to test your results, and go over it, again and again. And the experimenter who operates the machine must be some person educated up to the use of it. We then want a general advisory board who will indicate a plan of experiments, collect the results; and publish them. BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." There is a tendency on the part of practical foundrymen to accept with reluctance the results of tests on sands, binders, and such materials made in the chemical laboratory alone. They feel that such tests frequently emphasize and measure properties that are of minor importance and fail to take account of characteristics that are important in determining the value of the material in actual practice. Experience seems to indicate that the most thorough and conclusive test for any new foundry material is an actual run in the foundry alongside of a standard material of known value. Such a test, however, involves certain difficulties and necessitates certain precautions. It is not always easy to obtain a fail trial for a new material. We all have certain prejuclices, which unconsciously affect our judgment to a marked degree. A practical test frequently involves so many workmen, each of whom reacts in a different manner to the test, that the personal equation becomes very complex and the true results of the test are obscured. There are times, too, when a thorough experimental trial of a material would interfere too much with the. rush of work in a department or would hazard the quality of the product to such an extent as to make it inadvisable. Under such conditions a laboratory test is advisable before the material is sent into the foundry. These tests should be made as practical as possible and so closely related to foundry practice as to give a true index to the value of a product for the purpose desired. Core sands and molding sands are as numerous "as the sands of the sea" and valy as much in quality. Old sources of supply are continually failing and new ones must be opened, so that we must continually search for new and better grades of sand. During the past year, the Ohio Brass Co. has developed tests for sands, cores, and binders which bear a close relation to the particular use to which these materials are put in the foundry and which arc fairly indicative of their value. While the tests thus far have been confined to cores and core sands, it is expected that tests for molding sand will bc developed in the future.

DISCOVERY of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silverlead mines in the United States. They have a production record of more than fifty-one million dollars.1 After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. GEOLOGY Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. The stratigraphic column is as follows:2 [THICKNESS, FI ORDOVICIAN Pogonip limestone (upper part). Thin bedded limestone with some chert. UPPER CAMBRIAN: Pogonip limestone (lower part). A large-scale water-injection program for the Holt Bryant reservoir of the Delhi field has been established by means of the new automatic multi-pool analyzer. The objectives of this program were to increase reservoir pressure and eliminate a cross-dip gradient of 200 psi. Pressure increases during the first 15 months of operation have allowed for increased oil production rates of 2,600 BID or 25 per cent. To determine the required water injection it was necessary to predict natural water influx ram. Elimination of the pressure gradients required the water-injection program to account for the fluid migration and pressure interaction between segments of the reservoir. An integral part of the ana1ysis included the determination of in-place volumes of oil and gas. The operation of the automatic multi-pool analyzer in determining the water-injection program is described. New features of the analyzer inc1ude an automatic maferial balance analog and a leart-squares computer for determination of unknown reservoir properties. Operational procedures are sufficiently simple to allow direct use by reservoir engineers on a routine basis. The rapidity and accuracy with which problems may be solved permit repeated ana1yses as a check upon reservoir performance. INTRODUCTION This paper describes the use of a new analog com- puter in determining the optimum injection program for a complex reservoir. The Holt-Bryant (Fig. 1) is the major reservoir in the Delhi field of Louisiana. Production is from the Tuscaloosa at subsea depths of 2,970 to 3,286 ft. The sand dips to the south and southwest from three to five degrees. The reservoir is approximately 12 miles long and varies in width from 1/2 to 2 miles. Various calculations have placed the initial volume of oil in-place in the wide range of 275 to 355 million STB. Two small gas caps were initially present in the reservoir. The Holt-Bryant reservoir was discovered in Dec.. 1944, and was fully developed with 188 producing wells by 1948. THE plant and quarries of the Inland d Portland Cement Co.. are located- at Metaline Falls, Wash, about 128 miles north of Spokane, on the Fend Oreille river, and 10 miles, of the Canadian border. The plant is one of a chain of cement plants controlled by the Lehigh Portland Cement Co., of Allentown, Pa. Work on this plant was commenced in June, 1910, and was completed in April, 1911, but on account of some delays in the construction of the power plant, the works were not put into operation until August., 1911. Since then it has been in continuous operation and has furnished the Inland Empire with a high grade of cement. Fig. 1 is a, view and Fig. 2 is a plan of the works. Water Power Development.-The source of the water supply for the hydro-electric plant of the Inland Portland Cement Co. is Sullivan lake, a body of water approximately 5.5 miles long and 0.5 mile wide, situated in the Kanisku Forest Reserve. A wooden crib dam was installed so as to raise the elevation of the lake 25 f and the additional storage capacity was taken up by the diversion of Sullivan creek into the lake by means of a wooden flume, 0.25 mile long, 6 by 8 ft. in crosssection, and a ditch 1,200 ft. long. The water from the lake follows the natural water course to an intermediate storage reservoir, which was created by the construction of an earthen dam. This pond was used in connection with the saw mill which was installed at this point. Besides the earth dam, there was also built a crib, at the point shown in the sketch map, Fig. 3. This crib dam is 35 ft. high. From this point the excess water follows the natural -course of Sullivan creek to the Pend Oreille river.

It may be unnecessary to give any general description of what are termed joints in rocks, but. Professor Geikie's clear and faithful generalizations are so illuminating that no excuse need be given for introducing the following and other quotations into this paper: "Almost all rocks are traversed-by vertical or highly inclined divisional planes termed joints. These have been regarded as clue in some way to contraction during consolidation (fissures of retreat) ; and this is no doubt their origin in innumerable cases. But, on the other hand, their frequent regularity and persistence across materials of very varying texture suggest rather the effects of internal pressure-and-movement within the crust."1 General Explanation.-In this paper I show that the phenomenon of jointing may to a large extent be accounted for by the pressure of the water contained in the pores of the rock. To understand this, each constituent grain of. the porous material may be considered to be separately compressed by the 'water which submerges it. As all the grains are held together by cohesion, the whole mass is contracted by this pressure. In an indefinitely extended mass, however, there must be a limit to the possible contraction without rupture, because the material is restrained from. moving freely by other material around its boundaries. The mass of rock thus becomes broken up. This phenomenon is known as " shrinkage " jointing. The terra "shrinkage" is an apt one, if it be understood that the shrinkage of the rock is often brought about by change of stress. Stresses.-The compressive component of water stress on the individual grains is evidently the same as that of the water with which it is in contact. This is so, both. before and after the jointing is formed. Before the jointing is formed there is, however, a tensile stress in one or more directions which keeps the material from contracting.

This truly remarkable machine was built on a preliminary scale in May, 1895. The first full-sized table was built by Mr. A. R. Wilfley, and was used in his own mill in Kokomo Colo., in May, 1896. The first table sold for installation was placed in the Puzzle mill, Breckinridge, Summit county, Colo., in August, 1896. The mill enthusiasts at first hailed it as the cure for all the ills that flesh is heir to in the milling line. A little later it was found to make losses which were serious, and on this account the table succeeded only to a limited extent in displacing the vanners of the gold-mills. Still later, mill-men in a number of districts throughout the country made special studies of the faults of the machine, and devised a number of ways of grouping supplementary machines to overcome as far as possible the losses, and at the same time retain the benefit of the extraordinarily large capacity accompanied by the production of clean concentrates for which the machine has become so justly famous. I hope to make an exhibit of some of these methods in an appendix to my book on ore-dressing which is now in preparation. These experimenters have not written up the subject, and if they possess all the facts they have not given them out for the benefit of the mining profession at large. The object of this paper is to obtain the facts and to present them so clearly that their bearing can be seen by all. To this end two complete series of tests have been planned. One (the present paper), to study concentration of galena in presence of quartz; the other (to follow shortly), to study concentration of chalcopyrite in presence of quartz. In 1992, United States mine production of barite decreased 8.5%. Barite consumption, sold or used by grinding plants, decreased by 36.9% and imports decreased by 61.6% vs. 1991. World mine production decreased 1.5%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, decreased 11.9% according to the Bureau. The declared value, c.i.f. United States port, of all imported crude barite during 1992 decreased from $42.35/t ($38.42/st) in 1991 to $40.09/t ($36.37/st). Nevada continued to be the leading producer of barite with 88% of the total, followed by Georgia and Missouri. It is estimated that 80% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 20% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Ten¬nessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals and fillers in paper, plastics and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1992. The average number of rotary rigs operating (717) was 16.6% less than the 1991 average of 860 in the United States. Crude barite imports were 518 kt (571,000 st), 61.6% less than in 1991. Imports accounted for 44.7% of the barite consumed (apparent) in the United States. During the year, China continued to be the leading exporter of crude barite ore to the United States with 67.2% of total crude ore imports. India followed with 31 %, and others with 1.8%. "A recent study calibrated Load and Resistance Factor Design (LRFD) resistance factors for local soil conditions in the Las Vegas Valley. As a part of this calibration, an extensive database of drilled shaft load tests and associated subsurface soil information were collected and compiled. This database, deemed the Nevada Department of Transportation Deep Foundation Load Test Database or NDFLTD, was designed with the presentation of load test data, the subsurface soil conditions, and the spatial distribution of the data in mind. In addition, the NDFLTD was developed in a way that allows additional data to be added as it becomes available. As such, the rules of database normalization were followed to allow for additional and different types of data to be added to the database and reports. Microsoft Access was chosen to present the data because it is easily accessible to anyone with Microsoft office software, it has a quick learning curve, and it has the ability to present a relational database. The largest obstacle faced when creating the NDFLTD was normalizing the data used in the LRFD calibration, with the goal of reaching the 5th normal form.INTRODUCTIONLRFD is based on statistical performance of engineering components, as opposed to the more traditional Allowable Strength Design (ASD), which divides the strength of a component by a safety factor. Calibration of resistance factors for LRFD requires a robust statistical analysis of past performance. For drilled shafts this requires a database of full scale load tests (Abu-Hejleh et al. 2014). The FHWA developed the largest US based deep foundation load test database, deemed the DFLTD, collecting data from 1985 to 2003 when funds ran out (Abu-Hejleh et al. 2014). Recently, the DFLTD has been updated to modern standards (Petek et al. 2016). In October of 2007, the FHWA mandated state department of transportations (DOTs) to follow AAHSTO LRFD guidelines for their highway foundation designs (Abu-Hejleh et al. 2014). Since then multiple state DOTs have developed their own, region specific deep foundation load test databases. Florida has a long history of developing databases for deep foundation LRFD resistance factor calibration, with the two main databases being the FL database, and The Deep Foundations Database (Abu-Hejleh et al. 2014). Iowa developed a Microsoft Access based database in 2014 (Garder et al. 2014). Oregon developed a database compiling pertinent data from the DFLTD, Florida DOT’s Deep Foundation Database, as well as from other databases (Smith et al. 2011). Illinois developed the “International Database” for static and dynamic reliability based calibration (Long et al. 2009). Louisiana developed a database for LRFD Calibration of driven piles in 2009 (Abu-Farsakh et al. 2009). The California Department of Transportation has its own internal foundation database, which is housed within the Foundation Testing Branch archive (Smith et al. 2011). In 2016, the Nevada Department of Transportation (NDOT) presented its own LRFD calibration for the Las Vegas Valley (Stanton et al. 2017), and the NDFLTD was developed as a part of that project (Motamed et al. 2016)."

Vanadium is an important metal that is used mainly in ferrous and non-ferrous alloys due to the high tensile strength, hardness, fatigue resistance and corrosion resistance. Vanadium consumption in the steel industry represents about 85% of the vanadium-bearing products produced worldwide. The primary sources of the metal are patronite, roscoelite, and mottramite. Vanadium has also been produced as a by-product of the uranium production program which uses carnotite ores as a source of uranium. Vanadiferous magnetite iron ores are used for producing vanadium as well. In addition, it is known that vanadium can be recovered from the ashes of crude oil and petroleum coke. The process for treating boiler residues, fly ash and petroleum coke is similar to the process used to treat spent catalysts and ores. However, some of these materials may contain high carbon that must be removed at specific stage of the operation. Several processes are available for obtaining vanadium from fly ash, such as roasting vanadium bearing materials in the presence of sodium salt. The salt roasted calcine is subsequently leached with an alkaline or acidic solution. To obtain a cal-cine from which the vanadium can subsequently be recovered, the carbon in the source materials has to be eliminated prior to the roasting process. Other processes use the conventional hydrometallurgical route, in which fly ash is leached with sulphuric acid to obtain an impure vanadium pentoxide. The impure vanadium pentoxide is then treated with a sodium carbonate solution under atmospheric conditions to subsequently precipitate vanadium as ammonium metavanadate. Actually, the salt roasting process is the only process used commercially. In the present study, the progress in the technology of vanadium extraction from secondary materials is reviewed. The perspectives and the challenges for new process development are discussed.

Discussion of the paper of DR. L. EDELEANU, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2313 to 2332. F. W. BUSHONG,* Pittsburgh, Pa.-This process of extraction is particularly advantageous in the case of Roumanian oil, on account of its high aromatic content. I have prepared a paper, which will appear probably next month in the Journal of Industrial and Engineering Chemistry, describing a series of two-degree fractions of oil from the Nowata field in Oklahoma. I have made extractions with liquid sulphur dioxide in accordance with Dr. Edeleanu's method, and found that the Oklahoma oils, for instance the kerosene fractions, are purified in this way, although the quantity taken out does not at all compare with that taken out of the Roumanian oil. I have made careful analyses of separate fractions, before and after extraction, and they show a very distinct fractional separation-. I like the distinction, brought out by Dr. Day in previous discussions, in regard to oils, rather than oil, and his beautiful illustration of fractionation. Just as fuller's earth, and other clays, will enable us to obtain lower-boiling fractional portions of the oils, and eventually retain a residuum which is hard to get rid of, or to remove, so there is an advantage to be gained by the use of a reagent which begins at the other end by taking out these last constituents first, namely, ozone. I have also analyzed the ozonides and they are derivatives of hydrocarbons very much poorer. in hydrogen than we have heretofore supposed. Similar results have been obtained with Roumanian, Russian, and Italian petroleums. Furthermore, I have prepared ozonides from a fraction of Oklahoma oils, both before and after ex-' traction with liquid sulphur dioxide, and found that the ozonide obtained from the extract is the same as that precipitated out of the original oils. In other words, the residual substance, which the fuller's earth retains, is the one first thrown down by the use of ozone, but it may also be extracted by liquid sulphur dioxide- and be thus separated in apparently unaltered condition. The analysis of this extract corresponds to the formula C15H20, which is surprising, since it is lower in hydrogen content than we have been in the habit of considering among the constituents of our oils. The extract was probably contaminated with other hydro-carbons, but I think it is unquestionable that we must look for hydro-carbons in petroleum which correspond to a formula at least -as low in hydrogen as C15H2o, and possibly even as low as C15H16.

It is a fair assumption that the main purpose of any diagram is to present facts to the eye in more convenient form than they could be tabulated in figures, and this implies that a screen diagram should set forth in a convenient and familiar form certain facts as to the character of the material screened regardless of the screen standards used, and it seems particularly desirable on account of the well-known differences in the size of openings of different laboratory screens having the same nominal mesh. In making screen-sizing tests it has been customary first to consider the largest size, going progressively to the smallest, and this seems to have led to the practice of placing the smallest size .at the right-hand side of the diagram and measuring toward the left. This is not altogether convenient and might be changed to advantage, but for illustration I have preserved that feature and present the method just as I have used it for over 2 years. Direct plotting in which the intervals on the diagram are proportional to the sizes of the openings, or to the arithmetical difference between them, seems at first sight more natural and is extremely useful for certain purposes, but it makes the diagram very crowded in the smaller screen sizes while the larger ones occupy unnecessary space, making it less convenient for most purposes, and for that reason the method here discussed is the well-known one based on the ratio between openings, and is plotted in logarithms instead of the direct values of the screen opening. Metric coordinate paper is convenient, although not necessary; it is recommended, as the use of the metric scale gives a diagram of convenient size, but any scale of equal parts may be used. In order to make any screen diagram translatable in terms of any standard screen size, it is necessary to have noted on the size scale of the diagram all points corresponding to the openings of the various screens in question, instead of a single series of points as with a single screen. In drawing the diagram assume 0.001 in. (corresponding approximately to 0.025 mm.) to be the smallest size to be considered and fix this as the zero point at the lower right-hand corner of the diagram. This value is selected because the values are to be plotted in logarithms, and the logarithm of 1 is zero. Then lay off to the left for the position of each screen

This is not altogether convenient and might he changed to advantage, but for illustration I have preserved that feature and present the method just as I have used it for over 2 years. Direct plotting in which the intervals on the diagram are proportional to the sizes of the openings, or to the arithmetical difference between them, seems at first sight more natural and is extremely useful for certain purposes, but it makes the diagram very crowded in the smaller screen sizes while the larger ones occupy unnecessary space, snaking it less convenient for most purposes, and for that reason the method here discussed is the well-known one based oil the ratio between openings, and is plotted in logarithms instead of the direct values of the screen opening. Metric coordinate paper is convenient, although .not necessary; it is recommended, as the use of the metric scale gives a diagram of convenient size, but any scale of equal. parts may be used. In order to make any screen diagram translatable in terms of any standard screen size, it is necessary to have rioted on the size scale of the diagram all points corresponding to the openings of the various screens in question, instead of a single series 'of points as with a single screen. In drawing the diagram assume 0.001 in. (corresponding approximately to 0.025 mm.) to be the smallest size to be considered and fix this as the zero point at the lower right-hand corner of the diagram. This value is selected because the values are to be plotted in logarithms, and the logarithm of 1 is zero. Then lay off to the left for the position of each screen

There are a number of methods available that can be used to estimate the bearing capacity of piles that are subject to lateral load, such as the theory of subgrade reaction or the elastic continuum approach. The objective of these approaches is to determine the lateral load corresponding to the allowable lateral displacement of the pile. It is important to select the appropriate soil stiffness when analyzing soil behavior within the allowable displacement of piles because the stiffness of soil is dependent on the displacement of piles. Even though pressuremeter tests can measure the stress-strain behavior within a wide strain range, pressuremeter test results have been utilized to assess only the fragmentary soil modulus based on either semi-empirical correlations or analytical approaches. This study is concerned with a methodology that can estimate the horizontal deformational property, while taking into consideration the nonlinear deformational characteristics of sandy soils. Pressuremeter tests were conducted for 15 cases using a calibration chamber. Reloading curves were employed in the estimation of horizontal deformational property in order to minimize the effect of soil disturbance caused by the installation of the probe. The shear modulus degradation characteristics were estimated from the curve fitting for the reloading curve and from extrapolation using the exponential function. In addition, the difference was taken into account between the stress state around the probe in reloading and that of the in-situ state. A consistent relationship was observed between the maximum shear modulus taken from the suggested method and the bender element tests performed in the calibration chamber, simultaneously with the pressuremeter tests. In addition, the results showed significant concurrence with the well-known empirical correlation.

Impurity removal is a very important stage of the hydrometallurgical treatment of rare earth elements (REE) processing circuit, which is performed after water leaching of the acid baked REE concentrate. Lime neutralization has a high efficiency in removal of impurities and is the preferred process due to its economic advantage; however, the process has its own problems, such as the production of large volumes of gypsum and co-precipitation of REE with gypsum, i.e. REE loss. This work deals with the effect of several additives (cetryltrimethylammonium bromide (CTAB), polyvinylsulfonic acid (PVS) and polyacrylic acid (PAA)) on the uptake of REE by gypsum from synthesized acidic solutions. The main purpose of this study is to investigate the changes in the crystalline morphology of gypsum precipitated by the addition of crystal habit modifiers and to determine the crystal changes’ effects on the uptake of REE by gypsum. In this regard, different concentrations (0.2, 2 and 5 g L−1) of above-mentioned additives were studied at room temperature.

The Bureau of Mines, investigated a cyanidation-carbon adsorption technique for extracting gold from arsenopyrite concentrates. Agitation leach experiments were conducted on 85-pct-minus-35-mesh gravity concentrates containing 21.8 oz gold and 6.4 oz silver per ton. Results obtained in leaching the concentrates showed that 96.9 pct gold and 90.7 pct silver extraction could be achieved in 96 hours of agitation. Gold and silver were recovered from the resulting pregnant solution by exposure to granular activated carbon in a countercurrent system. Carbon loadings of 2,556 oz of gold and 502 oz of silver per ton were achieved. These loadings are significantly higher than heretofore thought practical.

To be held from the 9th to 14th April, 1972, in Johannesburg, South Africa. GENERAL INFORMATION The first symposium in the series was staged by the University of Arizona in 1961. Since then Stanford University, Colorado School of Mines, Pennsylvania State University and the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers have acted together with the University of Arizona as co-sponsors of the series. The 9th Symposium in 1970 was sponsored by the Canadian Institute of Mining and Metallurgy together with McGill University and Ecole Poly technique in Montreal. The 10th Symposium, the first to be held outside the North American continent, is being organised by the South African Institute of Mining and Metallurgy (with the Council for Scientific and Industrial Research and the South African Council for Automation and Computation) in close collaboration with the previous co-sponsors. OBJECTIVES Mineral ventures increase in scale and complexity. The planning and control of these projects requires more and more sophisticated techniques. The intention of the symposium is to pool and exchange experience and knowledge and also to discuss new and potential developments. The papers presented in the main sessions, which will extend over one week, will together indicate progress which has been made in the successful application of operations research, mathematical, statistical and computer methods in each of the various aspects of operation in the mineral industry. A coherent account will be developed by consideration, in consecutive sessions, of the stages through which mineral prospects evolve in the course of their life. Primary aims are thus to stimulate discussion in depth of previous applications, to highlight current trends and to provide guidelines for future developments. PARTICIPATION The intention is to bring together persons responsible for managing the various operations in the mineral industry and the workers engaged in the development of mathematical and computer methods relevant thereto. SYMPOSIUM TOPICS 1. Market Analysis-demand and supply trends, models of mineral markets, price prediction. 2. Exploration and ore reserve estimation--exploration strategies, choice of drilling and sampling patterns, quantification of geological information, geo-statistical analysis, ore reserve assessment. Storage and retrieval of associated data. 3. Project design and analysis-influence on viability and risk of capitalisation, scale and method of operation, processing, uncertainties in design premises. 4. Planning of operation-planning and scheduling of construction, of development and of depletion of ore reserves. Logistics, rock mechanics and ventilation. 5. Control of operations-financial, production, cost and quality control as applied to both mining and processing. Flow and processing of relevant information. CALL FOR PAPERS An invitation is extended to intending authors to submit a synopsis, in 200 to 300 words, of papers which would develop the themes outlined above. The Programme Sub-Committee will choose, on the basis of these synopses, some 20 to 30 authors who will be invited to submit papers. Selection will be aimed at the provision of a coherent structure. Other authors may be invited to submit short papers either as contributions to the primary papers or for brief discussion in ancillary sessions which will be scheduled to follow on the main sessions. The official language of the symposium will be English. A tour which will include mineral projects of interest and the Kruger National Game Park will be arranged in the week following the symposium. LADIES' PROGRAMME Arrangements will be made for the reception and entertainment of ladies. ACCOMMODATION Accommodation will be available at hotels convenient to the symposium venue. The cost of reasonable hotel accommodation in Johannesburg is in the range R5 to RIO (7 to 14 U.S. dollars) per person per night. A GREAT number of hypotheses has been advanced to explain the complex phenomena that are encountered in flotation. In the days of bulk-oil flotation, when a large quantity of oil was employed, it was observed that the oil-mineral aggregate floated above the ore-pulp because of its lesser density. With the advent of froth-flotation this phase of the theory had to be modified to take into account the presence of air bubbles. The reason why the mineral-bearing froth of today rises to the top of flotation cells is, of course, because the air-mineral aggregate, with whatever reagent may be associated with it, is lighter than the pulp. In an attempt to explain froth-flotation the fact has been emphasized that certain minerals are wetted and therefore remain in water; while others are not wetted and therefore become associated in preference with air. Such an "explanation" does not explain facts, it merely states them; for instance, it does not explain why minerals are wetted under some circumstances and not wetted under others. Going somewhat further, the wetting or nonwetting of minerals by water has been ascribed' to differences in the angles of contact between oil droplets and mineral surface at the surface of the minerals. This explanation, however, was abandoned when soluble flotation reagents came to replace the so-called "insoluble" reagents. Another theory, sponsored about 10 years ago by Ralston,2 involves the effects of electric charges at the surface of the minerals particles and air bubbles. This theory, unfortunately, was not developed as fully as it seems desirable.
