In 1898, Joseph L. Giroux and J. A. Snedaker organized the Pilot Knob Copper Co. and began developing the Pilot Knob mine at Kim-berly, Nev., for high-grade copper ores, carrying good gold and silver values, that the formation had disclosed. At that time the nearest railroad was over 150 mi. distant. The high-grade ores did not prove to be extensive at this point—at least to the depth (240 ft.) to which the work was carried—but development of neighboring claims indicated extensive deposits of sulfide porphyry ore of concentrating grade lying at shallow depth, and deeper deposits of direct-smelting oxidized ores occurring in limestone near the limestone-porphyry contact. The properties passed through the hands of several organizations, with only meager development, until acquired in 1913 by Consolidated Coppermines Co., whose holdings now comprise 3480 acres of mining claims in the Robinson district. Since that time development has been prosecuted more actively; and for the purpose of determining the most efficient and economical method of treating the ores, considerable testing work has been done during the past three years, both in the laboratory and in actual mill operations. At first, the shipments were of ore high enough in grade to be profitable even with the long wagon hauls to the railroad and prevailing freight and smelting charges. In 1905, a blast furnace and a concentrator were erected at Kimberly. On account of insufficient ore supply, the blast furnace was never blown in and later was dismantled. The concentrator as originally equipped was operated for only about two months, both because the ore supply at that time was not sufficient and because gravity concentration did not yield satisfactory extraction. The location and arrangement of the mill further entailed high operating costs. In 1908, the Nevada Consolidated Copper Co. began to mill successfully, on a large scale, its sulfide porphyry ores, which are similar in character to the adjacent Coppermines ores. After that time, all of the ores and concentrates produced by Coppermines Company were smelted and a considerable part of the Coppermines low-grade ores concentrated at the Steptoe works of the Nevada Consolidated Co.

Cyclic voltammetry, potential step, and ac impedance techniques were applied to study the electrochemical reaction of arsenopyrite in chloride solutions. The relationship between anodic current density and time in potential step measurements indicates that the oxidation of arsenopyrite is irreversible. The results of the constant potential coulometry show that the stoichiometric factor of the total electron involved in the overall reaction is 14. It is proposed that the dissolution of arsenopyrite is retarded by coverage of sulfur produced in the reaction as an intermediate product. The measured results of ac impedance strongly support the proposition. The proposed reaction mechanism also explains satisfactorily the charging current density and Tafel slopes measured in potential step measurements.

Flotation has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides from non-sulfide gangues, and the separation of one sulfide from another. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that which, among sulfides, is considered "gan-gue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective minerals; and as long as the components of an ore have unlike surface properties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

"The copper concentrate used in this study is produced by flotation of a black shale organic rich ore. This resource is a carbonate-rich, polymineral concentrate. In the last 5-6 years, ore characteristics changed and the concentrate grades degraded. This study evaluated bioleaching of the concentrate in stirred tank reactors as an alternative to the pyrometallurgical technology that is currently applied, and which may no longer be feasible in future given the concentrate chemistry.The first part of the study focused on testing non-traditional operating conditions during continuous bioleaching experiments: high solids concentration (> 20% solids), reduced agitation and aeration rates. For the same residence time, bioleaching performance at high solids loading (25%) was the same as that reached during previous bioleaching experiments at 15% solids. No mixing or microbial issues were encountered. The bacterial consortium used in the experiments demonstrated a high copper tolerance.The second part of the study was devoted to technology development for metal recovery from copper bearing solutions obtained during bioleaching experiments. Due to the high copper concentration of the leachate, solvent extraction prior to electrowinning was not necessary. After iron removal, high quality copper cathodes (morphology and composition) were obtained from the PLS by electrowinning."

A pronounced thermal effect has been observed on heating or cooling a1wninum-rich Al-U and Al-Pu alloys. From microscopic and X-ray diffractionstudies, the effectl has been attributed to trnsfor)nations in the inlemetallic phases UAl, and PuAl , involuing rearrangement or cluslering of vacancies The transformation obsrved in Al-20 wi oct U alloys occurred near the a Al-UAl4 eutectic tem-perature of 646°C making it difjicult to detect from heating curves. When cooling, howeoer, thermal mad X-ray analyses indicnted that the high-temperati~re phase labeled p UAL, precipitated initially during euitectic solidification. As solidification continued and after an induction period o-f 5 lo 20 tnin the nu-cleatiorz and growth of the low- twmperature phase, a UAl4 produced an euolution of energy which raised the observed alloy temperature by 1° to 2°C. in Al-Pu alloys the transformation occurred at 645°C, 5 deg below the eutectic solidification temperccture. The eslimated latent heat of transformation was 25 +5 cnl per g PuAl,. The high-tetnpevcl-ture forms of UAl, and PuAl, were easily 9-etccined by chill casting Al-U and Al-Pu alloys and on reheating the alloys the trcltzsforrnation to the a phase was sluggish even above 600°C. Separated single cryslals o-f UAl4, joy example, showed no evidence Of transformalion after heating for 16 hr at 620°C. The transformation rates increased yapidly enough with increasing temperature, however, that a a spontaneous liberation of energy lens observed on occasion when bealing cast Al-20 wt pet U to neal- the RECENT phase studies on A1-Pu alloys have indicated that earlier reported equilibrium diagrams should be modified to take account of several poly- morphic transformations in the intermetallic compound PuAl,.' During the course of the latter work an unexpected heat evolution was observed while cooling a solid alloy consisting of a mixture of a aluminum and PuA1,. The evolution occurred at 645°C, y below the a A1-Pu A1, eutectic solidification temperature. Subsequent thermal-analysis experiments with A1-U alloys showed that heat was evolved there also at a temperature nearly coincident with the a A1-UA1, eutectic solidification temperature of 646°. A search of the literature revealed that similar thermal effects had been observed before for both A1-U and A1-Pu but had never been fully explained.2,3 The purpose of the present paper is to describe thermal-analysis and X-ray diffraction experiments which have led to the conclusion that the thermal effects are due to transformations which involve the rearrangement of vacancies in the intermetallic compounds UA1, and PuA1,. EXPERIMENTAL PROCEDURE The A1-U alloys were prepared by heating super-pure aluminum (99.99 pct +) obtained from the Aluminum Co. of Canada in a graphite crucible surrounded by an induction coil. At 1000°C high-purity uranium metal produced by the Eldorado Mining and Refining Co., Ltd. was dropped into the liquid aluminum and was dissolved completely within 15 min. The impurities in the uranium were A1—4 ppm, Ca-4, C-70, Cr-3, Cu-6, Fe-30, Mg-2, Mn-10, Ni-25, Si-25, and Zn-2. The A1-Pu alloys were prepared by reacting plutonium dioxide with liquid aluminum under cryolite (3 NaF . AlF,) for 10 min at 1100°C in graphite crucibles exposed to the air. The plutonium was 99.8 pct pure, containing trace impurities of Ca, Cu, Fe, Pb, Si, and Zn. The liquid alloys were usually poured into water-cooled molds to provide castings of uniform composition from which samples could be cut for heat treatment and thermal-analysis experiments.

"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

Some years ago, A. M. Gaudin and one of the authors published a paper showing removal of tar acids from solution by sulfides preferentially as compared to gangues (specifically by galena as compared to quartz).' The underlying phenomenon was classed as adsorption, and the paper went on to develop the general thesis that so far as water-soluble frothing and collecting agents in flotation are concerned, the phenomenon of adsorption is one of controlling importance. Adsorption was defined in that paper as "a process of rearrangement of a system, which results in establishing a difference in concentration, as between the interfacial layers and the bulk of the phases, of a substance or substances initially uniformly dispersed in one or several of the phases." The paper went on to develop the relation between adsorption and surface cnergy according to Gibbs' equation (which may be thrown into the form U/c = KdT/dc, where U = excess concentration in surface layer, c = concentration, T = surface tension, and K is a constant), and pointed out that, according to this equation, degree of adsorption and change in surface tension vary directly. The present paper offers a somewhat different definition for the term adsorption; and sets up, in sweeping terms, the generalization that simple chemical reaction underlies the functioning of the flotation reagents which control mineral collection, when these reagents are soluble in and act from solution in the water of the pulp. Adsorption According to the modified definition, adsorption means concentration at an interface between different phases in a heterogeneous system (thus far the definition runs as before), by the action of some mechanism, of which nothing is properly implied in the word, and concerning which the user of the word is probably in entire ignorance. GENTLEMEN Submitted herewith are the report of the Treasurer for the year 1938 and reports for the same year of the following standing committees: Admissions, Membership, Papers and Publications, Mining and Metal¬lurgy (Magazine), Library, Speakers for Local Sections and Student Societies, and Student Relations. To these reports members are referred for further details. Membership.-The end of the year 1938 saw Institute membership at an all-time peak: 12,474, made up of 2898 Student Associates and 9576 members of other classifications. The next highest level had been reached at the end of 1921 when corresponding figures were: total, 10,329; student members, 1450; all other classifications, 8879. The net gain for the year was 1495, of which 751 were Student Associates and 744 in the other categories. Two factors contribute to the growth of membership: (1) the enrolment of new members; and (2) the retention of members already on the roll as reflected in a relatively small number of resignations and suspensions for nonpayment of dues. For the first, much credit goes properly to the general Membership Committee that functioned for a second year under the chairmanship of Clyde E. Williams. With the cooperation of Institute members in general, to whom Mr. Williams expresses appreciation in his report, the Committee has been successful in acquainting eligible nonmembers with the purposes, activities and advantages of the Institute. The result has been the receipt during the year of 1162 applications, exclusive of Student Associates. This compares with 1212 during 1937 and 1266 during 1936. However, in considering this modest decline, account must be taken of the somewhat less prosperous conditions prevailing in the mineral industries and, consequently, among engineers engaged ?in those industries.

FROM time to time metal-mine engineers have inquired why anthracite mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. LABOR From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have, to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances.

This report is one of a series describing exploration, development, mining methods, and costs at United States open-pit mines; the Bureau of Mines prepares and publishes them in cooperation with the mining companies. Their purpose is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods and practices at various United States mines. The exploration, development, equipment, and mining of a large, oxidized-copper ore deposit by open-pit methods, the leaching of the ore with sulfuric acid solution, and the recovery of the copper as cement copper are described herein.

"The depressive effect of dichromate on galena was evaluated with chemical experiments and small-scale depression experiments at a pH of around 12. The depressive effect was measured with Dynamic Vapor Sorption (DVS), which measures the water uptake of a sample as a function of the % relative humidity. The depression is due to PbCrO4PbO, which in the presence of Ca2+ and SO4 2- forms a more or less amorphous solid solution (Pb,Ca)(CrO4,SO4)PbO, which clogs to the surfaces of the ore. Free Pb2+- ions are needed for depression to occur and at high pH Pb2+ - hydroxide complexes, supply enough Pb2+ - ions to precipitate (Pb,Ca)(CrO4,SO4)PbO. In air CO2, precipitates CaCO3 which slowly lowers pH, precipitating more (Pb,Ca)(CrO4,SO4)PbO and CaCO3 on galena. Similar experiments where performed with five alternative depressors whereof phosphate, which forms an amorphous precipitate of approximate composition Pb3Ca13(PO4)10SO4, gave the best results. Phosphate was tested in laboratory scale flotation experiments giving encouraging results.INTRODUCTIONWithin Boliden Mines, concentrating of copper and lead from complex sulfide ores is performed by bulk flotation, meaning that copper and lead are concentrated in the same product. Downstream, copper and lead are separated by flotation of chalcopyrite, and depression of galena. Boliden has for many decades used sodium dichromate to depress galena (reference 1). Dichromate is both toxic and carcinogenic and Boliden has for many years investigated several alternatives. So far, however, the best results have been obtained with dichromate. Since Boliden has tried to substitute dichromate for a long time without finding a process as effective, Boliden decided to clarify the function of dichromate in the depression of galena and on the basis of the outcome find alternative depressors with similar function. This study was given to RISE Bioscience and Materials / Surface, Process and Formulation as a consultancy assignment. This paper presents the outcome of the combined efforts of Boliden and RISE."

BINARY- alloy phases having the A15-type crystal structure have been described as occurring at a simple and more or less invariant stoichiometric composition (A3B) which corresponds to the relative number of atoms occupying each of the two crystallographi lattice sites in this structure.1,2 It is frequently assumed, therefore, that each crystallographic site is occupied exclusively by one kind of atom. In most cases, however, there have been insufficient experimental data to establish whether atomic ordering is, in fact, complete. Recent studies have shown that binary A15-type phases are sometimes stable over an appreciable composition range3''* and, occasionally, the composition range of stability does not even include the "ideal" A3B stoichiometric composition.5-7 We have observed the existence of nonstoichiometric A15-type phases in the binary systems Cr-Pt and Cr-Os. This has not been reported in previous work on these alloy systems.1,8-11 A series of alloys, each weighing approximately 30 g, was prepared by are-melting in an Ar-He atmosphere using 99.999 pct Cr, 99.999 pct Os, and 99.99 pct Pt as starting materials. Each alloy was melted four times with a total weight loss of less than 1 pct. The stoichiometric (A3B) alloys were sealed in evacuated quartz tubes and annealed at 1200°C for periods of time ranging from 3 days to 2 months. Examination of the alloy microstructures revealed that little change had occurred over this time interval and it was therefore assumed that the microstructures were fairly representative of equilibrium conditions. No evidence of contamination was observed although there was apparently some loss of chromium which was confined to a thin layer at the surface of the specimens. The quartz tubes were quenched from the annealing temperature into cold water. X-ray diffraction and metallographic examination of the stoichiometric alloys revealed an estimated 10 to 30 pct of second phases which were tentatively identified as phases previously reported in these binary-alloy systems.8-11 A second series of alloys was prepared by mixing -325 mesh metal powders having a nominal purity of 99.9 pct and compressing these mixed powders in a cylindrical die at a pressure of 43,000 psi. These alloys, each weighing 15 g, and some of the arc-melted alloys were annealed in a high-temperature vacuum furnace heated by tantalum strips at a pressure of 10-8 Torr and were rapidly cooled by turning off the furnace power. X-ray and metallographic examination of both series of alloys served to establish the composition ranges of the A15-type phases. Although some chromium losses occurred during the vacuum annealing, they were largely confined to a thin layer on the outer surfaces of the samples. It was established that the A15 phases occur in the Cr-Pt system at 21 ± 1 at. pct Pt after 1 week at 1200°C and in the Cr-Os system at 28 ± 1 at. pctOs after 1 day at 1400°C (see Table I). We also observed that an arc-melted stoichiometric (A3B) alloy in the Cr-Ir system was single-phase (A15-type) in the "as-cast" condition in agreement with previous work.8,13 In addition we obtained a sample of the Cr-Os A15-type phase from Argonne National Laboratory. This alloy contained less than 1 pct second phase12 and was submitted to a density measurement. The density measurement yielded a value of 11.14 g per cu cm in comparison to a theoretical value of 11.25 g per cu cm calculated using the observed lattice constant (4.6806Å) of this alloy. The uncertainty in measurement was 0.1 pct but the sample may have contained some cracks or minor imperfections which could account for the low experimental value. We have also studied the atomic ordering in these phases by means of integrated line intensity measurements using thick, flat, rotating powder samples and CuK a radiation in an X-ray diffractometer. We have obtained order parameters of 0.90 for the Cr-Pt phase, 0.89 for the Cr-Ir phase, and 0.64 for the Cr-Os phase using the formula: where s is the usual Bragg and Williams order parameter, ra is the fraction of chromium atoms in A sites, and FA is the fraction of chromium atoms in the alloy. The values obtained are estimated to be accurate within ±4 pct. If the unusually small value for the order parameter of the Cr-Os A15 phase were due to the existence of lattice vacancies on the "B-atom" sites, then a density of 10.04 g per cu cm would be expected in contrast to the observed value of 11.14 g per cu cm. INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

Legacy, K+S Group?s most recent project, is a greenfield solution potash mine and production plant in the south of the Canadian province of Saskatchewan. Therefore K+S will invest 4.1 billion CAD. With the expected commissioning in summer 2016 the company projects to reach the two-million-tonnesmark of production capacity at the new location at the end of 2017. The gradual extension of the annual capacity to 2.86 million tonnes of potash products will occur afterwards. The Legacy Project will be Saskatchewan?s first new potash mine in nearly 40 years. It is one of the world?s most economically attractive potash projects. The project will contribute to Saskatchewan?s growth through employment, tax revenues, utilities, and local partnerships. Located in the southern part of Saskatchewan?s potash belt, the deposit is too deep to be mined conventionally due to rock mechanics and high temperatures. Legacy will therefore be a solution mine. Proximity to the urban centers of Regina and Moose Jaw is imperative, with their workforces and economy, as well as access to highways, railway carriers and, most importantly in the prairies, water. With this unique project setting and mining technique, we are convinced that Legacy will be one of the most efficient, economic, sustainable and safe potash facilities in the world.

The discovery of prolific oil wells in old territory hitherto regarded as doubtful, if not worthless, and the rapid extension of a gas pool opened late in 1938 were the most interesting petroleum features in West Virginia during 1939. Oil activity in general was slow because of crude prices that were still fairly low at the end of the year, although substantially increased above those in January. Fewer oil wells were completed, but the average results were better than in 1938. Fewer gas wells, also, were completed, with greatly lessened average initial production. Many old oil and gas wells were abandoned, so that the total number of active wells has not changed appreciably. The account of operations, as gathered from trade journals and other sources, shows that 561 new wells were drilled, resulting in 101 new oil wells with 2261 bbl. of daily initial production; 366 new gas wells with 602,400,000 cu. ft. of daily open flow; and 94 dry holes. Besides these new wells, 61 old wells were drilled to deeper sands, with 12 bbl. and 13,328,000 cn. ft. of added production. On the new wells the oil average was 22.38 bbl. per well per day; and the gas average was 1,645,900 cu. ft. per well per day; the ratio of dry holes to completions was 16.76 per cent. From an exploratory standpoint one partly discredited oil area was revived by good new production, and another small oil pool may have been opened. Some of the results in gas exploration will require more drilling for true appraisal. It is certain, though, that one very considerable gas field in the sands of Mississippian age has been proved; and there is a probability of six new pools in the Middle Devonian shale. In the Oriskany sand (L. Dev.) the Elk-Poca pool has been extended considerably farther northwest into Jackson County; and farther north in Jackson County two widely separated wells, which may be pool openers, have been successfully completed. On the other hand, several important wildcats in various counties have been dry. Stratigraphically lower, some additional wells have been completed in the Newburg sand (Sil.) and one small producer has been completed in the Clinton sand (Sil.), the importance of which can scarcely be overestimated, because no Clinton production has previously been found in the state, although at least seven wells have been drilled through the sand.

A critical safety component for all underground mining is intrinsic and standing support systems. Specifically, tabular hardrock mining exploits a wide variety of deposits that require various methodologies to safely mine the ore material. Several new support systems have been developed in recent years for hard rock applications which have been modified or applied in a variety of ground control applications. These include prestressing devices, improved cribs, and free standing supports. Various standing support and prop-type systems have been designed for hardrock applications with seismic loading conditions to accept prestressing. The prestressing, using water-filled cells, creates an active load upon installation and is considered essential to maintain support during and after the blasting of the mine faces. Heavy seismic activity is also present in these mines and the prestressing units can provide some energy absorption capability to help preserve the integrity of the support. This paper presents an overview of these innovations in support technology.

This study investigates the effect of ammonium thiosulfate on the leaching of gold from the contacts of unpopulated cut electronic printed circuit boards (PCBs). Studies in the literature show ammonium thiosulfate to be a viable option in comparison to the commonly used but hazardous cyanide leaching route. However, the simultaneous dissolution of Cu interferes with the Au leaching reaction, often limiting the extraction to moderate levels. To optimize the system, an ammoniumthiosulfate system containing 0.5M ammonia, 0.5M ammonium thiosulfate, and Cu(II) sulfate at varying concentrations was studied as an alternative hydrometallurgical option for the recovery of gold from PCB. Tests were done with unpopulated standardized model PCBs (cut to 15 x 30mm pieces). Gold extraction of 47.3% was achieved after a 24-hour leaching experiment with a 0.02M copper background concentration. Further experiments focused using different initial background Cu concentrations (0M – 0.1M) to determine its effect on both gold and copper extractions. An initial Cu concentration of 0.045M resulted in the highest gold extraction, with 93.7% extraction after 6 hours of leaching. Further analysis of the data shows that the kinetic rate of gold leaching is correlated in a first-order dependence with the actual copper concentration in the solution, which increases with the concomitant dissolution of copper and gold from the PCBs. A lower threshold of 0.017M and an upper threshold of 0.15M copper in solution were determined, in between which gold extraction shows this first-order rate increase. The upper threshold is potentially linked to the onset of copper precipitation, which blinds the metal surfaces, slowing further leaching. The findings of this study suggest that in an industrial recovery operation of gold from waste PCB using the thiosulfate method, copper concentrations need to be carefully monitored, and the process should preferably operate with uncut or coarsely cut untreated boards to minimize exposure to copper circuits.

Some three years ago the smelter connected with the Chrome, N. J., refinery of the United States Metals Refining Co. found itself embarrassed by constantly increasing piles of unsmelted blast-furnace flue dust. The charge was fine and 10 to 15 per cent. of it was blown over into the flue. Sulphur was at that time too scarce to make the sintering of the finer part of the charge attractive, and raw-ore smelting in a reverberatory with a partly oxidized charge was not to be thought of. A great many schemes were considered, including leaching, blowing into the converters, and briquetting, the problem finally narrowing down to blast roasting and nodulizing. It was found by experiment that blast roasting would not yield a satisfactory sinter without the addition of coke dust or sulphide fines to augment the fuel value of the flue dust, and on this account, together with the low first cost of a kiln, the latter was decided upon. A couple of tons of flue dust were tried out in the experimental kiln in the laboratory at Yorktown, Va., of J. H. Payne, who acted as consulting engineer in this connection. This kiln was approximately 2 ft. in diameter and 20 ft. long and was fired with fuel oil. A run of several hours yielded excellent nodules. The ki1n showed no tendency to build in and form "nose rings" and gave a fuel consumption of 50 gal, of oil per ton of flue dust. There was no indication of any stack loss. The roasting was strongly oxidizing. A study of what full-size kilns were doing on cement clinker and on nodulizing pyrites cinder indicated that a 60 by 6 ft. kiln would certainly not consume over half of the oil per ton of flue dust shown on the test and as fuel oil at that time was selling around 2 1/2 c. per gallon it was decided to let it go at that. A 60 by 6 ft. kiln was decided on, as that size is standard in cement practice, although fast being replaced by much larger ones with their greater fuel economy, and as it fitted in the building space available.
