A paradigm shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results can invoke questions such as how much was produced, at what cost, and was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as pre-eminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured and formed new coalitions. Investments in new technology and a concentration on productivity have been an essential part of these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. This situation presents an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now night offer some interesting opportunities for the Future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work Force. The Work Crew Performance Model (WCPM) is one approach to defining, capturing and transferring this expertise. The WCPM suggests a paradigm shift, moving from a focus on products (quantity) to a focus on the process (quality). It also involves a slight change in the process -- a different way to think and work. Of great importance, it entails a belief and a commitment to people within the organization; a commitment to collect simple (but interesting) data; exploration for insightful ways to plot and integrate that data; and finally the search for creative methods to reinvest that knowledge back into the organization, that is, back into the work force. As a way of thinking, the WCPM subordinates information about how much is produced daily or how many were injured over a year's time to concern and detail for how the individual's and the work crew's performance contribute toward meeting organizational goals. Drawing upon the expertise within members of that work crew to address and solve operational problems is one approach for meeting organizational goals. This everyday focus on how we work is hypothesized by the WCPM to make the difference between a good section supervisor and the average one; an exemplar continuous-miner operator and the run-of-the-mill one; a mining crew that produces consistently high quantities, but, inadvertently, degrades the production of other units. The WCPM permits objective and reliable performance data to be collected. This data then can be used to define variability within tasks of work crew members; to relate observed variability to a cost consequence; and to more meaningfully analyze performance through the integration of traditional analytical tools, such as the production simulator, CONSIM, with a recommended behavioral approach, the WCPM. Basis for engineering test Most equipment selections and purchases involve a field trial test of the system. Technology is routinely bench tested at the manufacturer's facility, government agencies and the mine site. The WCPM suggests a similar, but more practical, method for testing the performance of a work system -a test for how technology is used (by people) at the work site. It implies learning from veteran mining personnel that have gone well "beyond the book." This approach to learning and to integrating training with everyday work life can help answer questions such as: What constitutes desirable perfor¬mance as, for examples, a shuttle-car operator, a miner operator or a bulldozer operator; what characterizes exem¬plary performance within the context of the work system, the technology and the work crew; how can investments in the worker he linked to measurable results within the organiza¬tion? This paper explores these questions and makes recom¬mendations for enhancing the cost-linkages between invest¬ments in people and the mine's monthly cost sheets.

There has been a reduction of coal production in the United States due to environmental pressure and the increased use of natural gas. There are many methods for determining the meridian, but all of those in common use involve at least two separate observations, one for latitude and one for azimuth. Such observations made upon a south star at any hour are open to the objection of possible inaccuracy due to ignorance of the absolute refraction, and also to slow change in the altitude of the star when near the meridian. The method of observing a circum-polar star at elongation. besides requiring a separate observation for latitude, is open to the serious objection that clouds may obscure the star at the critical moment. Moreover, a tedious wait for the star to come to elongation is sometimes necessary. Many of us can recall 'long, cold, weary vigils, waiting for Polaris to reach elongation. For observing a circumpolar star at any hour, not only the latitude, but also the true time, must be known. This it is practically impossible to obtain, except in regions reached by the telegraph, and usually then one has to know the longitude also, in order to reduce " standard time" to " local time." The results obtained by this method, when the star is at culmination, are not very good, unless the true local time is absolutely known. The methods of obtaining the nleridian from the sun, by means of a solar attachment, or by direct observation, while good, are not absolute, by reason of refraction, change in declination of the sun, and small change in vertical angle, when the sun is near the meridian. For these two methods, latitude, time, and approximate longitude have to be known. In the method here described, only one observation is needed, and from it are computed azimuth, latitude, aud sidereal time. In other words, one call observe a circumpolar star—Polaris

The design and construction of foundations in the New York City area are usually dictated by the widely varying geologic conditions encountered in the five boroughs, particularly along the spine of Manhattan Island. Rock extends well above sea level at the northern reaches and falls to depths in excess of 250 m at the barrier islands at the southern extremities. These highly variable geologic conditions, significantly affected by glacial activity, dictate different design and construction approaches throughout the five boroughs of New York City. Extensive rock removal is required at the north while long piling is dictated in the south. Similar changes can occur within a project site on Manhattan Island. This paper will describe these conditions in general, will identify the various solutions used to solve these problems and will summarize various foundation types used in the New York City area.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

The urban environment presents special challenges for the design and construction of earth retention systems. Complications arising from difficult subsurface conditions are compounded by the presence of urban infrastructure and existing and prior construction. The proximity of adjacent structures as well as intense prior use can cause special concerns including the potential for archeological artifacts or contaminated ground or ground water. Utilities and structures may be particularly vulnerable to the effects of ground movement, dewatering and vibrations. Difficulty of access, congestion and limited work areas may severely restrict means and methods of construction. Dewatering may be limited or prohibited because of concerns for disposal of clean or contaminated water, depletion of aquifers, drawing of contaminants to the site or dewatering induced settlements.

"In 2012, Superstorm Sandy (Sandy) caused extensive flooding in many of the tunnels in New York City. The inundation resulted in two distinct stress changes to the tunnel structures. The first stress change was water pressure on the inside face of the tunnel lining. The second condition related to the change in buoyancy of the tunnels. In areas where the tunnels were supported on rock and an adjoining area supported on soft soil, overstress issues arose. Numerical analyses were performed to assess the structural impacts of the tunnel water inundation; especially stress changes due to internal pressure as well as changes resulting from the buoyancy effects. The paper will discuss the assessment process and its results; it will demonstrate that the change in internal pressure were of little consequence, however the change in buoyancy resulted in significant increases in bolt stresses. INTRODUCTION Superstorm Sandy caused tens of billions of dollars in damage in the NYC metropolitan area. It also caused significant disruption to the transportation system by flooding most of the under river tunnels servicing Manhattan from the outer boroughs and New Jersey. The rehabilitation of the tunnels was of paramount importance to the restoration of the NY and NJ economies. With this rapid restoration, it was essential to determine whether the flooding of these tunnels caused damage to tunnel structures. A series of analyses were undertaken to ascertain whether the change in the stress conditions and buoyancy of the tunnels, due to the flooding, was significant enough to cause damage or over-stressing of the tunnel components. The effects of this unforeseen loading condition was a concern to the agencies operating these tunnels and were thus analyzed to ascertain if there were any adverse impacts. This was a concern because the majority of under river tunnels in NYC was built earlier in the century and constructed using bolted cast-iron lining segments. The cast iron, although quite strong in compression, is much less so in tension. Also, after nearly a century of use, the bolts connecting these segments together have under gone varying degrees of corrosion. The stress changes in both the liner segments and the supporting bolts were estimated for conservative ground support conditions to provide confidence that the flooding had not caused permanent damage."

This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

Questions of sampling precision and accuracy affect every process plant in differing ways and to differing extents. To address these perceived issues, chemists, metallurgists and engineers are often asked to check their results to confirm their reliability. However, it is not possible to achieve the level of detail required to check every sample, especially if the event has already occurred. No operation has the resources to frequently sample every point in the process for the purpose of verification.One way to address this scenario is by generating a sufficiently detailed comparative data set from a dynamic mass balance simulation of the processing plant. This mass balance uses both sample and plant instrument data to model every flow, while also taking inventory changes and process chemistry into account.The mass balance data can be used to identify any bias present in plant sampling and analysis. It can also be used to verify any unexpected assay results by taking a holistic view of the process. Improving the precision and accuracy of sampling data helps support operational decision-?making and understanding. Andean countries (Chile, Peru, Bolivia and Argentina) have 42 semi-autogenous mills (SAG) in operation and there are more than 30 projects in the pipeline that consider SAG mills. At the end of the next decade, the total amount of SAG mills in this area will likely be close to 100.There is a lot of reliable operational information collected by JRI Ingenieria Sociedad Anonima, the author’s engineering company, for more than 20 years and processed by statistical software, to be used as a reference for design basis of future projects or to improve operations by comparison. JRI Ingenieria Sociedad Anonima has reliable information related to the performance of more than 50 per cent of the Andean SAG plants.The paper presented considers a set of graphs that summarise the collected and verified SAG plants technical data. The figures will show key parameters as circuits and equipment data, energy consumption, technical availability, utilisation rates, throughput variability, pebble productions, steel consumption and others.The data is compared with typical design basis of several engineering companies and the main differences are analysed and/or commented on.CITATION:Rayo, J, 2014. Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. Given that the mining industry is committed to sustainable development principles and that Australia is experiencing changes to the regulatory environment that aim to modernise the water sector and encourage adoption of consistent approaches, there is a well defined need for the Australian minerals industry to develop a water accounting framework. This requires: key terms and definitions for water metrics for use in the Australian minerals industry that is consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current requirements were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (water loss through evaporation is an example). The adopted terms and definitions dictated model development, with the conclusion that a systems approach was the most effective calculation process. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and can be adopted as the first step towards developing national water accounts for the Australian Minerals Industry.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

Sponsored by the EPA, USGS, DOE, and NSF through the Committee on Earth Resources, the National Research Council’s Committee on Material Flows Accounting of Natural Resources, Products, and Residuals, created in August 2002, studied the value that material flows accounting, which can track the flow of a material from the time it is extracted to its ultimate disposal, may provide for making better integrated economic, social, and environmental policy decisions. This could be a crucial technology for the mining industry to incorporate. This paper will recount the statement of tasks, the study process, and the science-based conclusions and recommendations reached.
