The influence of high temperatures on the zinc roasting practice has been investigated by full-scale tests in fluid bed reactors operating at temperatures from 950° to 1150°C. It was definitely shown that, throughout the range, an increase in tem perature resulted in a 2 to 3 pct increase in zinc solubility because of decreased content of zinc fer-rite and lowered sulfide sulfur. The former is attributed to thermal decomposition of ZnFe,O,, and the latter to increased oxidation rates, ad longer retention times. Data on the gveatly increased volatilization of lead, cadmium, and silver above 1000°C, are presented. A considerable fraction of the iron present in the feed was also transferred at high temperatures from the coarse roaster discharge to the flue dusts. AS part of its metallurgical complex1-3 situated in a 12,000 it Andean valley at La Oroya, Peru, Cerro de Pasco Corp. (a wholly owned subsidiary of Cerro carp.) operates a 150 short ton per day electrolytic zinc refinery. Electrolysis is carried out at a cathode current density of 65 amp per sq ft with an electrolyte content of 55 g per liter of Zn and 150 g per liter of su lf uric acid. Due to the high iron content of the marmatitic concentrate used, a large fraction—about 15 pct—of the zinc reports in the leach residues. To minimize such losses, efforts have been exerted toward improving calcine solubility. One method, as noted in the literatre,, is to retard zinc ferrite formation by decreasing the roasting temperature. Unfortunately, such a procedure tends either to reduce the roaster throughput or increase the sulfide sulfur in the calcine. Consequently, this approach was discarded in favor of experimental work in the opposite direction, i.e., high temperature roasting. Full- scale tests were promising and resulted in the granting of a patent to Cerro de Pasco carp.' After a brief account of plant equipment and operating procedure, this paper describes the tests made and attempts to assess the results obtained. GENERAL PLANT LAYOUT AND OPERATION The Roasting Plant, see Fig. 1, comprises an agglomerating plant feeding three fluid bed roasters with a combined capacity of 10,000 tons per month. The Peruvian patent rights on this process were purchased from the New Jersey Zinc Co. The concentrate, assaying: is pelletized to a -3 +14 mesh product and fed to the fluid bed roasters. The roaster exhaust gases pass through a waste heat boiler, cyclones, a fan, and an electrostatic precipitator. Approximately half of the dust collected in the cyclones returns to the pellet-izing plant as one of the binding ingredients, the remainder joins the cooled bed discharge ('overflow') and is conveyed to the grinding plant. The -35 mesh product obtained, together with the dust collected in the electrostatic precipitator constitute the feed to the leaching plant. Batch leaches are made in vessels with mechanical and air agitation, the residues are separated and washed in Burt Filters, and pumped to storage ponds. THE FLUID BED ROASTERS Two reactors are as shown in Fig. 2, and the third,' of about the same configuration, is approximately 40 pct smaller. The total grate and freeboard (just below the gas outlet) areas measure 170 and 426 sq ft respectively. Reconciliation of long-term, block-model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term, block-model reserves against a grade control model (a model based on blast holes or production data). In this article, this is called an Fl factor for tonnages, grade and ounces. This reconciliation should also be done by comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator, such as kriging, will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMUs to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. Therefore, the grade-tonnage predictions based on blastholes also need to be assessed - considering unplanned dilution and the errors of estimation of the grade control model. This article focuses on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer. It yields several possible minable reserves and several possible minable tonnages and grades, per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation and the planned and unplanned dilution. It also carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The estimation of recoverable reserves revolves around estimating the block distribution of metal grades from the drill hole information available, typically composites of a fixed length. Ideally, this estimation should accurately predict the ore sent to the processing facilities of an operation. Here are some definitions used in this article: ? Recoverable reserves are those where an attempt has been made to estimate the actual distribution of grades (usually by a block model) that would be found in the ground at the time of mining, relative to the mine equipment size and other operational characteristics of the mine SMU. In particular, it incorporates the effect of internal dilution for each block how the grade distribution changes in variability when comparing a composite grade distribution to the "mining unit" grade distribution. In geostatistical jargon, this is known as "change of support effect," or volume-variance effect. ? Minable reserves are those recoverable reserves defined by a mine plan. In an open-pit scenario, they would incorporate pit optimization in addition to the sequencing and scheduling of production through mine life. ? All other block model estimates from drill hole data that do not explicitly attempt to estimate or measure the volume-variance effect are called in situ. It can be argued that these models may be inappropriate tools for predicting the grade-tonnage curve of the material to be sent for processing (minable reserves). The purpose of estimating recoverable reserves can be thought of as estimating the appropriate amount of dilution that should be incorporated into the model so that it adequately predicts (long-term and on average) the grade-tonnage curve of the ore sent to the processing facilities (mean grades and ton-

The extraction of cobalt from synthetic pressure acid leach solutions of nickel laterite ores by the direct solvent extraction route using ESPLIM is reported. It first explored the use of gaseous ammonia as pH modifier and then the variables that affect the dispersion of the aqueous phase in the organic phase such as ionic strength, viscosity of the phases, initial droplet size, etc. were explored so that phase hold-up and thus extraction can be effectively controlled. The results show that the technique allows better control of phase dispersion circumventing one of the main weaknesses of conventional solvent extraction.

THE Chief Consolidated properties are situated in the Tintic mining district of Utah, being included in Juab and Utah Counties, about 70 miles south of Salt Lake City. The drilling referred to in this paper has been carried on in the Chief Consolidated No. 1 mine, the Gemini mine, and the Eureka Hill mine at Eureka, the Grand Central mine, above Mammoth, and the Apex Standard mine just south of Dividend. The occurrence of ore through the district is typically in lenses on bedding or breaks, and in connecting pipes, without accurate geometrical trend so that the ratio between the total length of development in drifts and crosscuts to the square feet of ore exposed is very high. A section of one of the western channels (Fig. 1) through the Tintic district, shows, roughly, the irregularities calling for excessive development work, so typical of the Tintic mines. This irregular trend of the ore constantly calls for excessive cutting up of the whole area for offshoots and the connecting links always present.. In the planning of prospecting and development, no regular system may be laid out without overlooking some orebodies or segments of orebodies. It was with these facts in mind that Cecil Fitch, the general manager of the Chief Consolidated Mining Co., decided that some method of drilling was the more feasible way of successfully cutting up and bringing about the discovery of ore believed to exist; yet this drilling had to compete with a great. margin of cost over crosscutting, as a crosscut in the Tintic district, even though barren, brings out geologic facts that, in many cases, are worth the price of the working itself. Diamond drills met with the success that might be expected in a district that has a reputation for the wear and loss of diamonds; after 6 or 8 months, this method was discarded on account of the high costs. Simultaneously, a small churn drill outfit was set up underground but a few shifts proved its inapplicability. At the same time, the ordinary hammer drill was usd to drive prospect holes with jointed steel.

I SHOULD like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches 'carried out in your own country-researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on, this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable .to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, .and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. At Sams Creek a gold-bearing, peralkaline granite pophyry dike intrudes Ordovician-Silurian metapelite and quartzite. These metasedimentary rocks have undergone three phases of folding: a first phase of recumbent folds (F1), a second phase (F2) of northerly-trending inclined folds with a prominent crenulation cleavage, and a third phase (F3) of steeply plunging folds. The granite porphyry dike has a thickness of up to 40 m and intrudes thin lamprophyre dikes along its contacts. Deflection of the crenulation cleavage around the granite dike, shearing within the dike and its sinuous outcrop pattern indicate that the granite dike has been deformed during F2 and F3. The granite has been hydrothermally altered, with a first stage of magnetite-ankerite alteration. This first stage is cut by a second stage of quartz-pyrite veins and a third stage of sulphide, quartz and ankerite veins, accompanied by pervasive silicification represented by quartz-perthite-albite-rutile¦pyrite-ankerite-sericite assemblages. Lamprophyre is altered to an ankerite-chlorite-sericite assemblage. The sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite. The altered granite and the veins have been deformed and recrystallised. The competent sulphide minerals pyrite and arsenopyrite are fractured and brecciated, with fractures locally filled by galena, a ductile sulphide mineral. Vein quartz shows local cataclastic and mortar textures and develops pressure shadows around arsenopyrite. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre. These features together with the style of veining and the sulphide mineralogy indicate that the mineralisation was formed from a magmatichydrothermal fluid that was sourced from the granite. Oxygen, carbon and sulphur isotope values of the vein minerals (quartz, ankerite and sulphides) are also consistent with a magmatic source.

"Modern underground mining is becoming more complex and geotechnically challenging. The engineer uses numerical, analytical, and data-driven methods (empirical and/or experimental) or their combination to overcome these challenges. Each method has its advantages and disadvantages. Nevertheless, given the amount of innovation and experience involved in developing each of these techniques, it will be prudent to use all their benefits rather than favoring one technique over the other. Pillars are the most important support element in an underground mine. A holistic geo-mechanical solution needs to be determined to design mine pillars using a proper sequence and exact mix of the three methods. A combination of these methods, in sync, can encompass the several advantages of the three methods while eliminating their disadvantages. This paper presents a conceptual three-tier solution to the pillar design problem, to improve its design pedigree, using a proper combination of numerical, analytical, and data-driven methods. At the focus of this proposed method lies the Ground Reaction Curve (GRC) concept.INTRODUCTIONAlthough the stability analysis of underground excavations is a challenging problem, its understanding has improved tremendously over recent years through the use of improved tools and techniques. The trial and error method was replaced with more scientific methods like the empirical and analytical methods that are still in use today. Empirical methods were developed based on large data sets obtained from experiments and observations (e.g., coal pillar strength equations). Analytical methods were developed based on mechanical understanding of stability (e.g., safety factor for vertical pillar loading, Convergence Confinement Method). Improvement in computing power and numerical techniques led to the development of several numerical methods (e.g., finite difference, finite element) suitable for geo-mechanical analysis.Each of these methods have certain advantages and limitations. Nevertheless, the user is often puzzled over the proper method selection and over the proper sequence of using them. This exercise becomes more challenging when different methods are combined, where, for example, one has to estimate the pillar strength based on empirical equations (e.g., Mark-Bieniawski coal pillar strength equation), determine the factor of safety based on an analytical approach (e.g., tributary area load divided by pillar strength), and analyze pillar-strata interactions using numerical analysis (see Esterhuizen, Mark, and Murphy, 2010b).Challenges increase when current pillar design methods are designed as passive structures to balance the fixed dead weight of the overburden. This classic suspension design approach does not recognize the self-stabilizing capacity of the overburden (Frith and Reed, 2018). A practical solution to address these issues is the use of numerical analysis. However, one should always keep in mind that the numerical modelling approach may have certain practical limitations."

The dissolution behavior of silver and copper form their elemental states and Ag/Cu alloys in ammoniacal solutions has been studied using rotating disc electrodes. The variables studied included concentration of ammonia, oxygen partial pressure and rotating speed of the disc. The results have been interpreted in terms of the mixed potential theory. The effect of local current resistance on the overall current has also been examined as a part of the governing theory of the dissolution. It was observed that the dissolution potential and the rate of dissolution were very much affected by the composition of the alloys.

Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. WILLE, Philadelphia, Pa.-The paper discusses the difference between the proportional limit, or elastic limit, and the yield point, and refers to the fact that much harm results from confusion of the terms yield point and elastic limit. Similar confusion has arisen in this country; the American-Society for Testing Materials does not even consider the elastic limit and proportional limit to be identical and recently adopted the following definitions:

Ion flotation is a technique applicable to the removal of metal ions from dilute solutions, using ionic surfactants.- While there are a number of physical and chemical parameters that influence the ion flotation process, this paper focuses on two of the important chemical ones, namely frother concentration and ionic strength. The effect of several frothers, including ethanol, iso-propanol and MIBC at concentrations ranging from 0% to 0.4%, was studied for the model Cd-dodecylsulfate and Cu-dodecylsulfate systems. The ionic strength, as well as the effect of monovalent and multivalent counter ions, was also studied in the range of 1@3 - 1 M, at constant pH. The results are discussed in terms of applicability to a range of effluents from minerals and materials processing operations.

The island chains of the Western Pacific (Fig. 1), on account of their related origin, and the similarity of the rocks that compose them, constitute in the main a most homogeneous mineral province. They lie in a complex "mobile" zone of the earth's crust, that formed a geosynclinal area separating the continental margins of Australia and South-Eastern Asia (the so-called Sundaland) from each other, and from the margin of the Pacific Ocean proper (FIg. 2). The whole region was drowned at the close of the Ice Age, as a result of the rise of sea-level that accompanied the melting of the great ice caps in the polar regions, leaving only the higher portions as islands and peninsulas, many of them separated only by shallow seas or "shelves."The geosyncline was infilled with Mesozoic and Tertiary sediments that have undergone varying intensities of folding and metamorphism, and has been subject to intermittent periods of volcanic activity, continuing into the present. Midway between the two continental margins there is a narrow belt of pronounced negative gravity anomalies, with an extraordinary S-shaped convolution in the vicinity of the Banda Sea and Celebes, that marks the core of this unstable region. The folding within the "mobile" zonetrends parallel to it, so that the islands in its vicinity, which are regions elevated by folding, are all elongated in the strike direction of the folds. This explains not only the linear shape of Sumatra and Java, but the arc of islands enclosing the Banda Sea, and the peculiar shape of Celebes.Parallel to the belt of negative anomalies, at a close remove from it, is the line of Recent, or active volcanoes, that extends along the whole length of Sumatra and Java...

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

A detailed planning and design project has been undertaken at Callide Coalfields, as the first step towards implementing a fully integrated mine graphics system. The system, when fully installed, will support applications ranging from business graphics through to terrain modelling and computer-aided design. The conceptual design which will accomplish this is presented. The problems of retrospectively applying graphics standards to existing applications are discussed, and a practical solution outlined.

A recently discovered high temperature (22G-2800°C) reaction between glycerol and the oxides and hydrous oxides of iron produces a green, well-crystalline complex glycerato-iron, whereas hydrous nickel oxides an) reduced by the glycerol to metallic nickel. When nickel isomorphously substitutes for iron within the goethite lattice this high temperature glyceration allows a separation of the two metals whereby the nickel can be extracted by solution techniques.

This discussion is confined to the first section of Professor Clark's paper entitled 'Elastic and Nonelastic Waves' and its application to wave propagation in rocks. Some published results by other investigators concerning measured decay of peak strain and variation of pulse duration with travel distance are cited, but the principal subject of this section is a detailed mathematical analysis of spherical (and, to a lesser extent, of plane) wave propagation in various homogeneous, isotropic media. The materials selected include an elastic substance, a Voigt and a 'modified' Voigt solid-the latter incorporating the assumption of a constant loss factor (defined here as the product of frequency and the ratio of the imaginary to the real part of the shear modulus)-and a solid friction model. While other possible representations of a solid continuum model are mentioned, corresponding solutions are not presented. The pulse inputs considered comprise exponential decay, a unit step, and steady- state sinusoidal excitation: the process of conversion from one solution to another in the operational plane is indicated. The basic problem relative to the analysis of wave propagation in rocks concerns the specification of the appropriate material behavior, since the equations of motion for a given geometry of the source and medium are well established. In principle, the required information can be deduced from two types of measurement: 1) field observations of underground explosions or seismic disturbances, and 2) laboratory tests on small samples of the pertinent rock. However, in practice both types of approaches are beset with difficulties and subject to valid criticism. Field observations must be carried out under relatively uncontrolled conditions, including, in general, a lack of knowledge of the precise arrangement of the medium, stratification, faulting. inhomogeneities, etc. Specimens investigated in the laboratory can not represent the environment found

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

Beginning from the point of view that process control of ore flotation can be approached by on-line analysis of processing behavior, an equation was developed which has characteristics useful for a multi-variable feedback loop. The application of this equation to optimizing control with a data acquisition system will be discussed in Part 11. OBJECTIVE OF CONTROL The purpose of developing a feedback method for concentrator control is to provide a means for determining ore processing behavior in order that data describing the ore can be used to make appropriate changes in control conditions while the ore continues to flow through the flotation circuit. In absence of simple linear relationships between pairs of variables in the flotation process, attention is directed to the need for a generalized relationship which possibly would incorporate all pertinent variables. It would be possible to apply such an equation to the control of variables in a concentrator in real time according to operational requirements as ore gradually changes in quality and processing behavior. To meet this objective, it is necessary to define relationships describing flotation performance in terms of performance variables capable of being measured on-line, either with on-line instruments and analyzers or with manual methods lending themselves to quick determination of meaningful information. Relationships derived to meet this objective form a model for the flotation process. The evaluation of flotation parameters of the ore and the execution of control on the basis of the derived information while the ore is continuing through the process would constitute a feedback control system. Data for the following control and performance variables can be made available: 1) ore feed rate, 2) collector addition rate, 3) lime addition rate, 4) pulp density, 5) assay or multiple assays in feed, tails, or concentrate sufficient for material balancing, 6) particle size distribution in flotation feed, 7) froth height, and 8) frother addition rate. Other process variables, such as flotation air input and mechanical agitation intensity, are usually not considered as control variables and were not taken into account in this analysis. Other data, such as that describing the ore, would be useful for concentrator process control. However, information of this type (such as ore hardness, grain size of the mineral, chemical species of the mineral, and ore surface properties) being not presently measurable in the on-line sense, has the effect of causing disturbances in the system which can be detected only indirectly. The process control system being sought must recognize disturbances by their effect on measured performance followed by determining control changes to compensate for them in meeting the objectives of improved performance (perhaps higher throughput, maximum return, etc.). A suitable model for the process having capability of recognizing the effects of ore disturbances should provide the means for introducing proper compensation through control changes. This would be done by processing on-line data with the model to calculate coefficients reflecting ore characteristics. This procedure can only be applied in a typical flotation system when on-line data can be processed at faster rates than the usual rate at which the ore in flotation feed takes on significantly different characteristics. For example, material balance data can be accumulated in approximately 5-min intervals using on-line X-ray fluorescence analysis. The flotation system time constant might be 15 min including grinding. Ore changes having time constants longer than 1 hr could be accommodated using on-line feedback control by this procedure. FORM OF A FLOTATION MODEL A suitable form for mathematical expression of the flotation process is an equation involving rates, when each of the components entering into the separation can be treated independently by a rate equation. INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against
