This paper describes recent ground control challenges encountered at the longwall recovery areas of one of Bailey Mine?s two longwall faces and the proactive measures taken by CONSOL management and engineering to mitigate them. The challenges derived primarily from the following causes: (1) irregular roof coal and draw slate thickness, (2) presence of thick sandstone at the recovery area and extremely weak rocks below the sandstone, (3) close proximity to a regional anticline, (4) low shield set pressure and tip load, and (5) ineffective primary roof support that led to progressive failure of the headgate roof. The presence of the anticline contributed to extensive fracturing of the sandstone. Excessive pot-out in advance of the shields frequently occurred near mid-face due to the presence of thick draw slate and irregular roof coal near the recovery area. This, in turn, resulted in face heights that exceeded the maximum reach of the shields. Subsequently, during longwall meshing, when the advance rate slowed considerably, fractured sandstone would often break loose, causing the shields to yield, thereby reducing the height and inhibiting shearer movement. To improve the headgate and face conditions within the longwall recovery area, several actions were taken, including: (1) assessing site-specific roof geology by conducting in-mine roof coring around the recovery areas and by mapping immediate draw slate and roof coal thicknesses within surrounding entries, (2) increasing pump pressure and thus shield set pressures (3) diligently monitoring shield set pressures and longwall extraction horizon, (4) installing additional cable bolts and roof screening to prevent progressive failure of the immediate headgate roof, (5) fully-grouting supplemental cable bolts to improve headgate support stiffness, and (6) gluing the headgate roof within the recovery areas with polyurethane. As a result of these collective efforts, longwall recovery delays at Bailey Mine were reduced from 21 days in 2006 to nearly zero in 2009.

The numbers tell the story of this one. More than 50,000 people and 1,890 exhibitors took over the Las Vegas Convention Center Sept. 24-26 for the largest mining trade show in the world ? MINExpo. Inside the convention center, some of the largest machines used in mining were on display. Caterpillar, Liebherr, Komatsu and Hitachi displayed ultraclass offroad mining trucks and shovels. Atlas Copco and Schramm were among companies that rolled in mining drills and Bridgestone, Goodyear and Michelin were among the companies showing off the massive tires used by the trucks. Throughout the three halls and an outdoor display area, just about every kind of product, gadget or service used in the mining industry could be found on display somewhere.

At the present time, oxidized taconite and semitaconite are not processed on the Mesabi Range except in vely limited tonnages. However, it is estimated that by 1990 shipments from the Range will approach 75 million tons of iron ore per year. To achieve this and future production, either additional magnetic taconite reserves must be proven or oxidized taconite and semitaconite must be processed. One beneficiation process which uses high-intensity magnetic separation and flotation for concentrating oxidized taconite and semitaconite is described. Detailed metallurgical results are given and an economic evaluation of the process is presented with comparison to other processes. The results of the present study indicate that the high-intensity magnetic separation and flotation process appears nearer commercialization for the processing of Mesabi Range semitaconite. The disadvantages of the process are nearer solution and are being solved by well-defined programs. During the twentieth century, the Mesabi Range in northeastern Minnesota has been the main source of iron ore for American steel mills. The Mesabi Range, which is about 120 miles long and up to 3 miles wide, is the pre-glacial outcrop of a group of sedimentary iron-bearing rocks known as the Biwabik formation. The formation, which is 200 to 650 ft thick and dips 50 to 10° to the southeast, is divided into four stratigraphic units. From top to bottom, these are the Upper Slaty, Upper Cherty, Lower Slaty, and Lower Cherty. Since its deposition in Precambrian time, most of the original Biwabik formation has been subject to alteration. Thus, although the iron content of the original formation was quite uniform, major variations in mineral composition now occur both laterally along the length of the formation and vertically within its units. Details of the mineralogical variations in the Biwabik formation have been described by Wolff,' Gruner, 2 and White.3 The unaltered portion of the Biwabik formation includes the magnetite taconites which are being commercially processed by Reserve Mining, Erie Mining, Eveleth Taconite, National Steel, Butler Taconite, and U.S. Steel. These six operations have a capacity of 32 million tons of iron ore pellets per year and have produced approximately 170milion tons of pellets since 1956. Capacity for another 30 million tons of pellets per year is being considered by the industry for the next ten years. This increase will be obtained by constructing new plants and by expanding present operations. Thus, by ! 978, it is estimated that approximately 60 million tons of iron ore vellets will be produced each vear from the magnetite taconites of the Biwabik formation. The portions of the Biwabik formation subjected to intense alteration resulted in direct shipping, wash, and heavy-media ores. Since 1892, 1.8 billion tons of direct shipping ore have been shipped from the Mesabi Range. This ore has been the major source of iron ore for American steel mills. In 1967, about 11 million tons of direct shipping ore and 13 million tons of wash, jig, heavy-media, and other gravity concentrates were shipped from the Mesabi Range.4 These products generally have poorer physical and chemical properties than the iron pellets produced from magnetic taconite. THE over-all picture of safety in mining has been encouraging during the past few years, and in mining activities as a whole the trend in accident occurrence is downward. This is the more noteworthy when the type of labor used in mines during the war period is taken into consideration. The drafting of young mining employees into the armed services and the departure of others for work in other war industries took a heavy toll of young, husky, active men. Their places were taken in large part by older men who returned to the mines, or by inexperienced men with little if any knowledge of mining. Despite the lack of labor and especially of skilled labor, and the difficulty of obtaining new equipment as well as maintaining and replacing worn or broken equipment, and numerous other difficulties the mining industry not only reached and maintained maximum production but made the increase with little if any sacrifice of safety. INTRODUCTION One of the major concerns for deep seabed mining is its environmental impact, from the disturbance of benthic communities due to the mining activity to the disposal of mine tailings back to the ocean. Yet a significant amount of waste materials would be produced from the on-deck processing on the mining platform, all the materials that produced on the mining platform are to be shipped to the land unless the related regulation and guidelines are developed by IMO and ISA (ISA, 2018). Still, ecotoxicology data for the deep seabed minerals from case studies in deep-sea tailings disposal (DSTD) and submarine tailings disposal (STD) sites are lacking and all other related aspects are also largely unknown. This year, the Republic of Korea has started a research project for the more comprehensive understanding of chemical and physical properties of mine tailings from the on-deck processing and the possible environmental impacts on the marine organisms after its disposal. Based on the scientific data collected from this project, Korea would be able to make recommendations for the methods and technical standards for the deep seabed mining discharges. The subjects of this project are threefold: to understand the physical/chemical properties of the tailings, to model the dispersion of particulates after the disposal, and to assess its impact on the marine ecology. Laboratory Experiments Producing Mine Tailings First, the possible waste materials are produced by mimicking the collecting and dressing processes at sea. The polymetallic nodules (PN) would be mined by using a collector lifting the crushed nodules out of the bottom sediment, and the bottom water, accompanying sediment, and the fine nodule particles which are too small to be recovered would be discharged to the ocean and thus are considered as tailings (Schriever and Thiel, 2013). In the laboratory, PN is crushed into the fragments smaller than 2 cm, abraded in the water using the rock mill, and then sieved to obtain the fine particles to be disposed.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Ore-bearing intrusions in the Central Asian Orogenic Belt (CAOB) were examined from nine mines: Boshekul, Nurkazgan, Kounrad, Borly, Aktogai, Koksai, Baogutu, Tuwu and Erdenet. The intrusions are diorite, granodiorite and tonalite with SiO2 contents ranging from 58 to 75 wt per cent, and show mildly fractionated rare earth elements (REE) ([LREE]N/[HREE]N = 2.7–4.7) – light REE and heavy REE – and varying Eu anomalies ([Eu]/[Eu]* = 0.58–1.4). The ratios of Sr/Y vary from 7.9 to 115 and the contents of Y from 4.6 to 23.9 ppm. The parental magmas of the intrusions are intrinsically oxidised. Zircon grains in the ore-bearing rocks from large- and intermediate-sized porphyry Cu deposits show high Ce4+/Ce3+ ratios characterised by 65–422 at Boshekul (>4.1 Mt Cu), 76–480 at Kounrad (>4.8 Mt Cu), 90–280 at Aktogai (>12 Mt Cu), 80–250 at Erdenet (>11 Mt Cu) 74–370 at Nurkazgan (>3.9 Mt Cu), 100–210 at Koksai (>1.6 Mt Cu), and 71–340 at Tuwu (~2.0 Mt Cu). In two small deposits, the ore-bearing rocks display low values of Ce4+/Ce3+; Borly (0.6 Mt Cu) ranging from 28 to 158, and Baogutu (0.6 Mt Cu) from 29 to 113. The Ce4+/Ce3+ ratio of 120 distinguishes large intermediate-size deposits from small-size deposits. "Rare earth elements have obtained significant attention during the last few years due to predicted increase in their demand. Several projects worldwide are at pre-feasibility or feasibility stage aiming to commence production. Deposits of rare earth elements are typically complex and multi-metallic of nature. This means that production processes are often also complex and therefore, various metallurgical unit processes are needed. Outotec’s equipment and technology portfolio is very comprehensive and includes hydrometallurgical and pyrometallurgical apparatus and processes applicable to the efficient exploitation of rare earth deposits. Outotec has gained useful experience relevant to the processing of rare earths through several assignments including those for Alkane Resources Ltd. (Dubbo Zirconia Project), Greenland Minerals and Energy Ltd (Kvanefjeld Project), Frontier Rare Earths Limited (Zandkopsdrift project), Tantalus Rare Earths AG (Madagascar), Quest Rare Metals (Strange Lake project) and Orbite Aluminae Inc. (HPA project). The hydrometallurgical test work of two process flowsheets is presented in the paper. A roasting or acid baking step is common to several proposed rare earth projects. In the past, rotary kilns have been used, but Outotec has developed a new process concept to handle the rare earth material in fluid bed reactors. The basis for this development is long experience in fluid bed technology of Outotec in Germany. One advantage of fluid bed roasting is the higher throughput per unit. In combination with the roasting and baking, Outotec offers the gas cleaning and acid plant and provides a complete and closed concept.INTRODUCTIONRecovery of rare earth elements (REE) has obtained significant attention during recent years. It has been estimated that their demand will be boosted because of their need in many technology areas. A cut-off wall has been designed and is currently under construction along the Back Dam of the existing tailings impoundment at Red Dog Mine, Alaska. The cut-off wall, which will be in the order of 5,000 ft long and up to 150 ft deep, when complete, is being excavated using a 40 metric ton Bauer trench cutter head mounted on a Liebherr crawler crane, in combination with a closed loop slurry pumping and de-sanding system. The tailings impoundment is situated in an area of warm permafrost and high potential seismic activity. Design incorporated an assessment of rock jointing to define the final depth of the wall along the alignment requiring the use of plastic concrete backfill to address the concerns associated with potential cracking of the wall due to settlement and during seismic activity. The results of the geotechnical investigation program, particularly with respect to variation in rock hardness along the wall alignment are discussed, as are the design criteria for the plastic concrete backfill, the challenges faced during construction, including scheduling of the work with the on-going dam raise activities of the mine, and the lessons learned with respect to potential productivities and selection of cutter wheels and teeth. Also described are the requirements for and advantages of utilizing a slurry boosting system to meet pumping requirements, re-design of the plastic concrete mix to consider workability and optimization of cutter teeth configurations to reduce wear through highly varied rock hardness.

This paper presents the modern techniques of limestone sawing and quarrying developed and adopted by Indiana Limestone Company, Inc.(ILCI).To fulfill the growing market demands, ILCI’s quarries are committed to deliver planned quantities of all type of stone blocks in a variety of different colors, sizes, and textures. This involves scheduling which quarry ledges should be mined and when in order to minimize unnecessary inventory buildup. Challenges associated with ILCI’s operation are discussed and summarized in the closing of this paper.

PENG, WEST VIRGINIA UNIVERSITY] Immediately after coal extraction, the pressure that causes the movement of the surrounding strata is called mine pressure. Through the strata movement, certain features such as supports taking load arise. This is called "manifestation of mine pressure". The existence of mine pressure is ab¬solute whereas its manifestation is relative and conditional. The visible movement of the surrounding strata occurs only when the applied pressure exceeds the plastic breaking strength. Me support begins to take load only when it offers resistance to the strata movement. The key to investigating mine pressure and its control hinges on understanding the rules and conditions for the manifestation of mine pressure. Since the face moves continuously, the mine pressure and its manifestations are also constantly changing. 'Therefore, it should not only emphasize to obtain its instantaneous magnitude, but more importantly the rules of development changes and their relations to the movement of overlying strata. Once this is resolved, one can estimate the movement of the overlying strata through mani¬festation of mine pressure and predict the time and magnitude of incoming roof weighting. Consequently the location and timing of rib excavation can be correctly selected and thus solve several major problems in the design of mining operation.

INTRODUCTION Tunneling machines were introduced into civil con¬struction in the 1800s, but their practical applications were not realized fully until the 1950s. As of 1977, tunneling machines were being used on most tunneling projects of substantial size. As in civil construction, the mining applications of tunneling machines have included long drives such as tunneling for long ore-body develop¬ment drifts, long haulage tunnels, longwall access drifts, and long crosscut developments. Tunneling machines ranging from 1.75-m (5.7-ft) to more than I1.0-m (36-ft) diam are available from several manufacturers; machines for mining applications generally have ranged between 1.75 and 6.0-m (5.7¬and 20.0-ft) diam. Tunneling machines usually operate at or near horizontal grades and are supported by a rail-haulage backup system. However, declines and inclines have been made using alternative backup equip¬ment. Either circular or shaped tunnels may be bored, depending upon the particular equipment used. Using tunneling machines to bore openings through rock offers several advantages over the use of the drilling and blasting technique. These advantages include a rapid advance, continuous operation, uniformity of the opening size, smooth walls, and safe working conditions. Compared to drilling and blasting, boring reduces the disturbance of adjacent rock, thereby reducing the ground-support requirements and the exposure to water inflows. The smooth walls provide natural arching and present minimum resistance to the flow of air. A tunneling machine should be considered a spe¬cialized mining tool that is well-suited to certain mining applications. Properly applied and sustained, a tunnel¬ing machine contributes to realizing substantial econo¬mies in the development of underground mines. All costs herein are expressed in 1977 US dollars, unless otherwise noted. The mention of trade names and manufacturers is not intended to imply an endorse¬ment of any specific equipment. TYPES OF TUNNELING MACHINES As listed in Table 1, five principal types of tunneling machines were being manufactured in 1977. Each type of machine offers a special solution to a specific mining problem. Although each of these types of machines is described herein, most of this chapter is devoted to the full-face rotary rock-tunneling machine that has demon¬strated the greatest production in both civil construction and mining applications. Full-Face Rotary Rock-Tunneling Machines As shown in Fig. 1, a full-face rotary rock-tunneling machine consists of a rotating head that is fitted with rock-cutting tools and is forced into the tunnel face. This head is supported by a bearing on a structural support member that, in turn, is held in place by a hydraulically positioned wall-gripping mechanism. Both torque and thrust are reacted from the cutterhead, through the structural support and gripper mechanism, and to the tunnel wall. The rock cuttings fall to the invert at the tunnel face, and they are removed by means of cutterhead buckets or scoops that transfer the cuttings to a conveyor belt. After advancing the cutter¬head through a preset boring stroke, the tunneling machine is advanced by hydraulically pulling the gripper mechanism in from the tunnel walls, stroking forward, and resetting the gripper to the new forward position on the wall; the machine then is set for the next advance stroke. Full-face machines cut only circular openings. Ma¬chines with diameters as small as 1.8 m (6 ft) and as large as 6.1 m (20 ft) have been used in mining applica¬tions, excavating rock with unconfined compressive strengths in excess of 276 000 kPa (40,000 psi). Although special machines have been designed to turn on a radius of 30 m (100 ft) in both horizontal and vertical directions, the conveyors and backup sup¬port equipment generally limit tunneling machines to turns with a radius of more than 60 m (200 ft). The full-face rotary rock-tunneling machines have provided the fastest and most reliable production of any mining method or machine. These machines can be equipped to place any of a variety of ground-support systems, and they can be provided as "open" machines, as shown in Fig. 1, or as "shielded" machines, as shown in Fig. 2. The open machines have the advantage of allowing the ground to be supported as near to the tunnel face as possible. The shielded machines have been designed principally to allow placing precast con¬crete segments. The shielded machines completely pro¬tect the equipment and personnel at the heading, but they are economically limited to permanent long-life haulageways where full lining is required. Partial-Face Rotary Rock-Tunneling Machines As shown in Fig. 3, the partial-face rotary tunneling machine is equipped with a cutterhead that rotates slowly at about 0.21 rad/s (2.0 rpm). The single-disk cutterhead produces the tunnel section shown in Fig. 4 by means of an oscillating motion. These machines work on the undercutting principle, and they are avail¬able in spring-line dimensional increments of 0.1 m (0.32 ft) from 1.5 to 2.1 m (5.0 to 7.0 ft); the vertical dimensions are 2.4 to 3.2 m (8.0 to 10.5 ft), respec¬tively. Depending upon the tunnel width, the cutterhead disk may be fitted with from 8 to 16 drag-bit cutters. Penetration is achieved by means of hydraulic rams that force the tungsten-carbide bits into the rock mass. The operation is cyclic, with cutting occurring only on the upstroke. On the downstroke, the rotating cutter¬head draws the fallen muck from the invert into the panzer-type conveyor for rearward transfer. This feature allows time to either reposition ore cars or to exit the tunnel with muck trains while the machine is cutting, as shown in Fig. 5. The U.S. Bureau of Mines investigated column bioleaching as a means of recovering manganese from a domestic low-grade oxide ore. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms and molasses as the nutrient source. The effects of medium flow rate, molasses concentration, and frequency of medium replacement on the rate of manganese extraction were examined. Results showed that flow rates between 0.4 and 8.1 L/min/m2 had little impact on manganese extraction, while an increase in the total amount of molasses applied during leaching directly affected the extent and rate of manganese extraction. Manganese extractions of more than 90% were achieved in 12 weeks of bioleaching in column tests using 500 g charges of ore. Sugar utilization by the microorganisms and formation of organic acid metabolites were monitored by high performance liquid chromatography (HPLC). Two methods were evaluated to recover manganese from the sugar- depleted bioleaching medium: (1) adsorption onto weak cation exchange resin, followed by stripping and precipitation techniques; and (2) direct precipitation of the manganese as MnCO, using ammonium carbonate. Both recovery methods removed at least 95% of the solubilized manganese from the medium as a carbonate salt. The stripped molasses medium was replenished with fresh molasses and recycled back through the bioleach column, successfully leaching more manganese.

A NUMBER of new plants for the treatment of copper ores were completed or under construction during the year. Among these may be mentioned the plants of the International Nickel Co., those of the Hudson Bay Mining and Smelting Co. and of the Roan Antelope Copper Co. Three copper re- fineries have been constructed, one at El Paso, Tex., and the other two in Canada. Two more are projected, one in France and one in England. The International Nickel Co.'s plant consists of an 8000-ton concentrator and a smelting plant containing thirty 10-hearth Herreshoff roasting furnaces, five reverberatory furnaces, and eight Smith-Pierce converter5 . The smelting plant is estimated to have a capacity of 5000 tons of ore or concentrate per day. The roasters are superimposed on the reverbratory furnace plant. As a consequence of this arrangement, the furnace building is unusually high. being 183 ft. from yard level to highest roof elevation.

"Historically, tailings management in a northern climate has involved the deposition of tailings into the Tailings Management Area (TMA) as conventional slurry. This type of system is obviously viable but presents challenges that are difficult to manage as circumstances change over the life of mine. These issues can include:? Increases in mill throughput, and? Life of the TMA for the life of mine.This case study will present how thickened, high-density, non-segregating tailings are used as an alternative to conventional slurry disposal to achieve greater storage capacity and enhanced environmental performance for a gold tailings facility in a northern climate. This paper will focus on how this change in deposition strategy accommodated the increased throughput of the mill and the increased life of mine. Specifically, the paper will discuss the addition and integration of new processes to the exiting mill system to accommodate the tailings management issues. It will highlight the challenges from laboratory testing to pre-feasibility to the engineered design of the thickened tailings system implemented at Musselwhite Mine.BACKGROUNDGoldcorp Canada’s Musselwhite Mine, in Northwestern Ontario (120 km north of Pickle Lake), is an underground gold mining operation that began production in 1997. The current mill throughput is about 4000 tpd (1.4 Mtpa). Gold extraction is based on a CIP process with cyanide destruction.The existing tailings management area (TMA) is located about 2 km southwest of the mill complex. The TMA is contained by high ground to the north and to the west and flanged by a moraine ridge along the south side. A number of dams have been constructed along this ridge. The dams were first built in 1996 and subsequently raised in 2000 and again in 2005. Excess tailings pond water is discharged to a polishing pond then released to the environment via a wetland.The TMA was originally designed to contain 13.7 Mt of tailings under a ponded surface for closure. The water cover was to inhibit adverse long-term environmental effects because the tailings contain pyrrhotite and other sulphide-bearing minerals that are potentially acid generating. The design was modified during Stage 3 Construction in 2005 to expand the storage capacity to 17.3 Mt (Golder, 2005). As of end of 2009, over 16 Mt of tailings had been deposited in the TMA. The slurried tailings were historically deposited at 50% solids."

Having been engaged during the past year in the manufacture of ferro-manganese in a blast furnace, I have imagined that some further information on this subject might be of interest to that large number of members of the Institute who are engaged in the iron and steel industries. The great question of the economical production of good steel, ingot metal, or homogeneous iron (we scarcely know now what to call it) from good materials, and at reasonable prices, has, thanks to the intelligence and energy of a few American engineers, been successfully solved in this country. INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. In 1960 the management of International Salt Company made the decision that all waste material from the Watkins Glen plant would be stored in underground salt cavities. The cavities which they contemplated using had been depleted of salt to a point where continued operation would have impaired their structural stability. Originally, the waste to be disposed of included vacuum pan bleeds, cinders, contaminated salt and sewage. It was proposed that this material, in a slurry form, was to be injected into the salt cavity through one of the abandoned wells. Brine, displaced from the cavity, was to be recovered from an adjacent well and subsequently injected into the Cherry Valley limestone, This Cherry Valley limestone which underlies a large portion of north central New York contains a connate water with high concentrations of ammonia, hydrogen sulphide and the chlorides of calcium, magnesium and sodium. A number of questions were immediately raised on various aspects of the technical feasibility of the project. Of major concern was the buildup of insolubles adjacent to the bore of the injection well. Another pertinent question was the carryover in the displaced liquor of finely-divided, mechanically-suspended particles. Criticism was leveled at the inclusion of sewage. Engineering studies were started by the company's Mineral & Mines Development Department and on April 3, 1961 a preliminary feasibility report was issued.
