Since 1937 the Bureau of Mines has conducted investigations to provide the technical information necessary to guide the safe use of diesel engines underground in the United States. Coincident with the beginning of the technical study, a survey was made of State regulations pertaining to the use of internal-combustion engines underground.3/ At that time it was found that owing to the known hazards of gasoline locomotives, many States had enacted legislation or regulations limiting or prohibiting their use underground. Some of this legislation prohibited, or could be interpreted as prohibiting, the use of any type of internal-combustion engines in underground workings. After World War II diesel-powered equipment was introduced underground in many States, and pertinent questions are received frequently by the Bureau of Mines about the regulations that permit such applications. Because it was known that new and revised regulations had been made effective in some States in the nearly 20 years that have elapsed since the previous survey,3/ the Bureau decided that a review of the latest regulations in the leading mineral-producing States would be a valuable source of information for those engaged in the production of minerals as well as others. Accordingly, where feasible, this report includes abstracts of State laws and regulations as they affect the use of internal-combustion engines underground, particularly diesel engines. The substance of comments from State officials also are included when these appear to be helpful to interpretation of the regulations.

This Bureau of Mines study, part of a broad program of research in air pollution related to minerals, was conducted to determine the nature and extent of the poisoning of catalysts when used to remove certain air pollutants from exhaust gases. The poisoning examined in this investigation occurs when leaded gasoline is used as a fuel for automotive engines. This research was conducted in cooperation with the Public Health Service. The smog in the Los Angeles area is attributed to the effect of radiant energy on the mixture of hydrocarbons and nitrogen oxides found in the atmosphere there. A large portion of the hydrocarbons is believed to originate in the exhaust gases of automobiles. To prevent the escape of these hydrocarbons into the atmosphere catalytic mufflers have been proposed. In principle, these are simple and nonmechanical, consisting of a vessel charged with a catalyst capable of destroying the exhaust hydrocarbons by catalyzing their oxidation. However, these catalysts are severely affected by the particulate matter, mainly in the form of lead sulfate (PbS04), lead oxysulfate (PbS04.Pb0), and Lead chlorobromide (Pb(Cl,Br)2), contained in the exhaust gas. Deposition of lead on the catalyst as PbS04, PbS04, PbS0, and Pb(Cl,Br)2 restricts catalytic activity. As a result,after 20,000 miles of operation the temperature necessary to achieve 50-percent conversion of isopentane in a mixture of 0.2 percent isopentane, 2 percent carbon monoxide and 4 percent oxygen, and the balance nitrogen at 10,000 hourly space velocity has risen from 400° C. to 500° C. even with a catalyst taken from the exit portion of the catalyst bed. The rest of the catalyst was more severely affected. Therefore, it would appear that operation for 20,000 miles is near the limit for a catalyst.

Historical The limitations of reverberatory furnace operation have prompted many investigators to consider electric furnaces for melting electrolytically refined cathode copper. In the majority of cases where experimental work was performed, the furnace used was of the granular resistor, induction, or indirect-arc rocking type, and attempts to adapt the three-phase direct-arc furnace to copper melting appear to have been relatively few. In 1935, the International Nickel Company of Canada, Limited, carried to an advanced stage its experimental investigation of continuous melting of copper in the three-phase direct-arc furnace, and demonstrated that this process was technologically and economically practicable. Trial operations were conducted at the Huntington, W.Va. works of the Company, and were followed by the installation at Copper Cliff, Ontario, in 1936, of a full-scale unit for commercial operation. Two years later, a second unit was installed -which raised the electric melting capacity to a point permitting complete replacement of the coal-fired reverberatory furnace operation in the production of refined copper castings.

"INTRODUCTION With the advent of war in 1941, military operations in Alaska were enlarged on such a scale that the demand for coal in the Territory more than doubled. Coal was needed urgently for heating forts and other military establishments, for use on large construction projects, and for handling the greatly increased volume of traffic on the Alaska Railroad. -The additional tonnage required, estimated at perhaps 250,000 tons per year, probably could have been supplied by the United States, but shipping space between Pacific Coast ports and Alaska was already overburdened with military supplies and construction materials. Moreover, although of only secondary importance in wartime, the cost of coal shipped into the Territory is reported to have been as high as $40 per ton. The alternative to importing coal was, of course, to increase the Production of the Alaska mines.Production of coal in Alaska reached, 350,000 tons in 1944, or more than double the prewar' output. The responsibility for increasing coal production was assumed largely by the Army, A Coal Commission attached to the Alaska Department arranged financial assistance for some mining operations, aided the operators in producing equipment for mechanization, and provided most of the labor necessary to operate the mines. The Bureau of Mines contributed to the program in several ways. First, exploration by the Bureau in the Moose Creek district revealed a substantial tonnage of coal of better grade than any currently mined in the Territory, 4/ and drilling in the Broad Pass district, where a mine to supply coal for the army had been started, revealed that the reserves were far less than had been supposed; this operation was abandoned. Second, coal-preparation practices were studied, and recommendations for improvements made, at two of the operating mines at which the quality of the coal makes preparation a factor of vital importance. Some of the information obtained in these studies forms the basis for the present report."

The Bureau of Mines t.ced its investigations into sympathetic detonation of ammonium nitrate (AN) and ammonium nitrate-fuel oil (AN-FO) to define the scaling law for safe separation from detonating AN-FO. Both missile- and non-missile-producing AN-FO donors, weighing up to 5,400 pounds, were employed with acceptors of the same size. The usual cube-root scaling law was not confirmed; exponents for the relationship S = f(Wx) for AN were 0.51 with non¬missile-producing donors and 0.61 for missile-producing donors. For AN-FO an exponent of 0.80 was indicated in the missile-producing case. AN-F0 in polyethylene bags appeared somewhat more easily initiated than bulk AN-FO. The efficacy of barricades in protecting AN charges was investigated. detonation distances were reduced from one-third to one-seventh when filled barricades were employed. The investigation was extended to dynamite with both types of donors. With 1,600-pound missile-producing donors and an equivalent weight of dynamite, initiation would be expected in 50 percent of the trials at 167 feet. The corresponding value in the non-missile case was 67 feet. The data developed in this program of sympathetic detonation will allow the development of a rational set of safe separation distances for AN, AN-FO, and explosives.

Dust generation and its dispersion in a longwall mine pose significant health and safety issues. The concern is prominent at both the working face, where coal excavation exposes workers to high dust concentrations, and also in the return, where float dust accumulates. To address this issue, researchers at theUniversity of Kentucky designed and fabricated a flooded-bed dust scrubber integrated into a full-scale physical model of a longwall shearer. This mock-up was installed in the longwall test gallery at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH). A full-factorial experiment was designed to measure the effectiveness of the scrubber on dust capture. Test results indicated dust reduction of up to 57% in the return airways. This paper presents the development of a computational fluid dynamics (CFD) model and its validation by comparing the simulation results against the experimental results. The CFD simulations show good agreement with experimental results with differences between + 6.9 and − 9.7%. The validated CFD model was used further to predict the scrubber performance under additional operating conditions, resulting in a dust reduction of up to 66.5%. With this level of success, the scrubber concept can be a game changer for the mining industry, and it can be utilized to improve health and safety in longwall mines.

During several years of operation in Europe, South Africa and other countries, the Tri-Flo has demonstrated to represent a substantial improvement of the dense medium dynamic separation systems. The reasons are: (1) high sharpness separation due to the multistage system and the application of new concepts in designing the regeneration circuit and controlling the medium rheology; (2) the possibility of performing two cuts at different densities using a since separation device and a single regeneration circuit. The paper discusses in detail the above mentioned points, with particular reference to the multistage technology, based on the circuit analysis theory, and to the control of the medium rheology based on recent work in the modelling, and simulation of the rheological behavior of dense suspensions.

The Minas de Matahambre is situated on the north coast of Cuba, in the Province of Pinar del Rio, approximately 150 miles west of Havana. This nine is the only producer of copper in Cuba, and has been worked for the past 15 years. In 1921 the property was affiliated with The American Metal Co., Ltd., and has been worked by them since that time under the direction of Mr. D. D. Homer, General Manager. Extracts from P. D. Wilson's ?Preliminary report on the geology at Minas de Matahambre? have been freely used in this report.

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Part 2 gives short abstracts of publications that appeared during fiscal year 1964; in general, the research reported in these publications antedates the report period. Part 3 describes a short-term investigation into safety problems associated with shipping of molten sulfur; this investigation is not at present destined for publication elsewhere.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. "IntroductionDevelopments in the preparation, hydraulic transportation and placement of classified mill tailing as an effective backfill and support for mining excavations, have made feasible several advancements in mining methods that are safer and more economical. Hydraulic backfill systems have played an integral part in the development of more efficient cut-and-fill and blasthole stoping.The hydraulic transportation of tailing fill has made possible the elimination of expensive and laborious transportation, placement and spreading of gravel type fills. Also, in cut-andfill stopes, the use of hydraulically placed consolidated fill has largely eliminated the need to use extensive timbering for floors and supports, previously necessary when only gravel type, waste rock or unconsolidated tailing fill was used .Another important advantage of using mill tailing as backfill is that it decreases the need to contain a large portion of the mill solids waste in a surface disposal area and thus reduces environmental and ecological problems.Tailing Fill PropertiesConsolidated tailing fill consists of deslimed mill tailing and Portland cement. These two materials are mixed together in various proportions to form a high density slurry which is transferred underground by gravity through boreholes and pipelines. After placement underground, the water is drained off and the mixture is allowed to set. The strength of the consolidated fill is dependent on the cement content, particle size distribution and curing time. A typical tailing/ cement ratio used for bulk filling in stopes requiring vertical wall support is 30:1. Ratios ranging from 8:1 to 5: 1 are used for stope floors. High pulp densities minimize segregation and loss of cement during placement as well as reduce the amount of drainage water to be handled."

The project used blasting methods including design, modelling, drilling and loading of the explosives that had never been used before in Australia, some of these were probably unique in the world.

Expectations for coal in the early to mid-1970's prompted the government and industry to pursue research and development programs to increase underground and surface mining coal productivity and net coal recovery. Several programs concerned advanced surface mining methods for thin seam coal recovery. Three such programs, along with related areas of interest, are presented in this paper, namely: (1) extended depth augering for trench-strip applications; (2) high recovery auger heads for enhanced recovery; and (3) variable wall mining in low cover longwalls. Conceptual development is examined, prototype testing is discussed, and potential operations are considered.

Laronde Mine has been working for a number of years to identify substances that could contribute to process water toxicity and to find an effective way of removing these contaminants from the water. Initial studies have identified ammonia, nitrite, cyanide, thiocyanate, cyanate, dissolved organic carbon, copper and zinc as potential toxicants. Bench-scale tests were carried out with Lakefield Research to find a water treatment process that could effectively remove the suspected toxicants. Nine treatment processes were evaluated: 1) granular activated carbon (GAC) filtration followed by zeolite, 2) zeolite filtration followed by GAC filtration, 3) aeration followed by GAC filtration, 4) multi-stage GAC filtration, 5) chlorination followed by dechlorination, 6) addition of clay based polymer, 7) treatment with peroxide and ultra-violet light, 8) bulk addition of GAC and zeolite powder, 9) treatment with bacteria. This article presents a summary of the test results and of the problems associated with the evaluation of technologies for the treatment of toxicity.

The massive 1100 Orebody in Mount IsaÆs X41 Copper Mine has been extracted over the last 40 years form north to south utilising sublevel open stoping methods.De velopment has continually stepped ahead of production to provide access to new primary stoping blocks. The remaining secondary pillars contain stopes with one, two or three fill mass exposures and were constrained by access requirements and stope extraction turnaround time.The remaining southern mining areas consist of large 40 m wide by 300 to 400 m long east-west transverse pillars that have been left to provide access for ventilation and service requirements. Three large transverse cross-cuts or transverse pillars û 4180 x/c, 4010 x/c and the Panel pillar now remain. The 4180 x/c was the last major transverse pillar to be successfully broken.This transverse pillar is being extracted in a retreating sequence, creating 3SLOS stopes due to the surrounding backfilled stopes.In recent years the extraction of the first, and most critical, stopes in the transverse pillars have resulted in large changes to the induced stress field. This paper describes the extraction of the 1.1 million tonne stope P418 in the 4180 x/c pillar.T echnical challenges that were faced and how they were overcome to allow for the successful extraction of the stope are described.Critical to the success of the P418 stope extraction were the rehabilitation methodology used; extraction strategy modifications to address deteriorating ground; mass firings with multiple directional changes; managing the exposure of backfill of variable strengths; and geotechnical monitoring prior to, during and after extraction.

"In recent years, significant strides have been made to optimize the design of filtration and pressurization systems used on enclosed cabs of mobile mining equipment to reduce respirable dust and other contaminants and provide the best air quality to the equipment operators. This synergetic effort has involved original equipment manufacturers building mining equipment, manufacturers of heating, ventilation, and air conditioning systems for mobile equipment, filtration and pressurization system manufacturing companies, as well as the National Institute for Occupational Safety and Health, and other government organizations. Considering all the advances made in this area over the last decade, one aspect that NIOSH still needs to assess is the longevity of optimal cab performance with respect to the quality (filtering efficiency) of the filters used in filtration and pressurization systems. In today’s culture, most health and safety professionals automatically believe that HEPA quality filters need to be used to provide the greatest level of protection to workers. Researchers at the Office of Mine Safety and Health Research for NIOSH hypothesized that HEPA quality filters may not be optimal for the mining industry and speculated that MERV 16 rated filters would be more appropriate in most cases. In order to test this hypothesis, NIOSH performed a two-year study comparing both HEPA and MERV 16 quality filters on two pieces of underground limestone mining equipment, being a roof-bolter and face drill machine. Testing showed at the 95 pct. confidence level that there was no statistical difference between the two efficiency filters on both pieces of mining equipment. Since the MERV 16 rated filters were less restrictive and provided greater cab pressure, and since they did not have to be replaced as often as the HEPA quality filters, researchers concluded the MERV 16 filters were the optimal choice for both pieces of mining equipment in this case study comparative analysis. INTRODUCTION When most health and safety professionals today think about filtration efficiencies and their correlation with protecting workers’ health, the normal assumption is the higher the efficiency of a filter, the greater the protection afforded to the workers. The next logical step is to believe that HEPA filters deliver the greatest protection for workers because they provide the highest filtering efficiency. Obviously high-efficiency intake filters are a necessity for an effective cab filtration and pressurization system on mobile mining equipment, but what is the optimal filter efficiency rating for achieving high levels of cab protection factor performance over the service life of filters? To address this question, the National Institute for Occupational Safety and Health (NIOSH) has performed an in-depth laboratory research study over the years simultaneously with numerous field studies to retrofit used enclosed cabs on mobile mining equipment with newer and more effective filtration and pressurization systems."

"INTRODUCTION The augmented demands for natural gas in many parts of the United States as a result of war have increased the need for information regarding the producing characteristics of natural-gas and gas-condensate-type wells capable of delivering large volumes of gas, as such information is important to the formulation of conservative and efficient operative and recovery practices.,For many years, the capacity of natural-gas wells to produce gas has received studied consideration by Bureau of Mines' engineers, and three reports 3/ on gaging gas-well capacities have been published. In Report of Investigations 2929, Pierce and Rawlins point out that for accurate gaging, the actual pressures at the face of the sand in the well and the relationship between such pressures and the rates of flow of gas through the sand must be determined. The Bureau of Mines conducted experimental work on comminuting coal. The size distributions of coarse fragments and fine particles were obtained under different modes of energy application--drop, impact crushing, wedge impact, compression, and shear tests. Four levels of energy application were used in the impact crushing and wedge impact tests. Airborne dust and respirable air-borne dust distributions were obtained for the impact crushing and wedge impact tests. Analyses of nonairborne dust and coarse fragment-fine particle distributions were carried out on impact, wedge, compression, and shear tests. The experimental size data on nonairborne dust were fitted to normal, log-normal, power law, Weibull, log-Weibull, and exponential distribution functions. Both the nonairborne dust and the coarse fragment-fine particle size distributions are best described by Weibull distributions. For the impact crushing tests, mean product size was found to be inversely related to specific crushing energy. The particle counts in a given size range of airborne and nonairborne dust were found to increase with increased input energy and specific crushing energy. However, in another sense the particle distributions were independent of energy level; that is, the percent-ages in a given size range were approximately constant regardless of energy level. Respirable airborne dust was related to respirable-size nonairborne dust by a power law.
