THROUGHOUT the anthracite industry's history, the problem of handling and dis¬posing of refuse material has been one of major importance. In the early days of the industry's activities, only the large sizes of anthracite were satisfactory for market requirements and the smaller sizes were deposited as refuse. As time went by, more efficient coal-burning equipment was developed and a market demand was created for the finer sizes of coal. This demand made it possible to recover market¬able coal from banks deposited as refuse in the earlier days of mining. The same condition holds good today and we can see a definite trend toward the objective of utilizing the No. 4 and No. 5 buckwheat sizes. Under present conditions, we know that a limited market exists for No. 4 and 5 buckwheat; we know that the finer sizes of anthracite can be burned as pulverized fuel; we know that these fine sizes can be processed and sold as bri¬quettes, and we also know that the heat content of these fine sizes of coal is compar¬able with that of the sizes now merchan¬dized. Therefore, it should be the objective of the industry to conserve these fine sizes of coal in such manner that if and when processing facilities are developed, and market demands exist, the material can be salvaged and made available to meet these demands. From the standpoint of economical future reclamation, the ideal method of disposing of refuse containing the finer sizes of coal is to deposit it in banks separate and apart from other breaker refuse. By this procedure, the minimum amount of material will be processed in future salvage operations to recover the No. 4 and No. 5 buckwheat sizes. Many collieries in the anthracite region are operated under leases that have a specific term. These lease agreements provide that, upon expiration of the lease by term, exhaustion or otherwise, the ownership of the refuse material reverts to the lessor. Therefore, a question was raised in the minds of these operators: Why should I assume the expense of such pro¬cedure when I have no assurance that I will benefit by the future processing and sale of these fine sizes? Under present conditions, the answer to this question is not one of choice but of necessity, as restrictions imposed by legislation make it mandatory on operators of preparation plants to take necessary steps to properly treat silt-laden waters before permitting them to enter the streams. By reason of these restrictions, the disposal of fine sizes becomes a secondary_ rather than a primary operating con sideration, and the procedure for disposing of this refuse becomes a matter of choice governed principally by topographical and geographical conditions. METHODS OF HANDLING REFUSE There are three principal methods of handling and disposing of fine-size refuse; namely :

Washington State has a well developed set of blasting regulations which have been promulgated by the Department of Labor using extensive stakeholder input, not only from citizens but also from manufacturers and representatives of IME, blasters in charge, blasting engineers, blasting companies, local and federal law enforcement agencies, fire officials, and local and state government representatives. WAC 296-52 therefore provides a foundation or platform for developing city ordinances for Washington State cities should a City wish to do so. On the other hand, Oregon’s code is based on OSHA 1926, Subdivision U, Blasting and the Use of Explosives which provides scant direction regarding the modern use of explosives. Reference is also made to ODOT Section 00335 - Blasting Methods and Protection of Excavation Backslopes. This paper examines two separate programs that have been developed by two Cities, one in Washington State and one in Oregon to further regulate blasting inside City limits and discusses why the lack of a regulatory foundation made one approach more difficult than the other. One of the authors was retained by the City of Kennewick, WA to develop their ordinance and has more recently followed and reacted to a pending ordinance for the City of Redmond, Oregon. The paper will compare and contrast the different approaches and comment on the reaction from both Blasters and the public. We also present a case study that involved blasting in an urban area of Oregon to prepare a foundation for a water tank. Controlled Blasting was carried out within 70-ft of residencies and within a community that had expressed reservations regarding blasting even though the work would make a significant contribution to the betterment of the community. Pre-construction surveys of residencies located in a large area surrounding the site were performed and a well-planned blasting program was carried out. Residencies were subject to vibration levels that were monitored using six seismographs that surrounded the site and these units measured vibration levels that were significantly lower than allowed by statute. There were complaints triggered by individuals reactions to blast vibrations which validated commonly held models of human perception but no damage was caused by the Blasting.

In 1944, in the Texas Panhandle, 245 oil wells were drilled with a total daily initial production of 32,886 bbl., representing an average initial production of 134 bbl, per well. This was an increase over 1943 of 121 wells drilled, and an increased initial production of 13,861 barrels. On Dec. 31, 1944, the field was operating on an allowable of 113,567 bbl. per day, but actually was producing 85,539 bbl. per day from the 5901 oil wells. The tota1 production for the year was 33,439,436 bbl., bringing the cumulative total to 5.04,537,048 barrels. Gas Sixty-three gas wells with a combined open flow of 992 million cu. ft., were drilled during 1944. Coal mining in Ostrava-Karvina coalfield is being accompanied by rockbursts. 82 rockbursts occurred within the period between 1990 and 2002. Natural and technological factors from these rockbursts were collected and analysed. They confirmed that rockbursts are complex geomechanical events and that the relations between co-acting technological and natural factors are very complicated. Der Abbau in dem Ostrava-Karvina Steinkohlenrevier wurde von Anfang an durch Gebirgsschläge begleitet. 82 Gebirgsschläge in dem Zeitabshnitt von 1990 bis 2002 erfolgten. Die Angaben über natürliche und technische Faktoren der Gebirgsschläge wurden gesammelt und analysiert. Es wurde bestätigt, dass die Gebirgsschläge komplexe geomechanische Phänomene sind und dass die Beziehungen zwischen den zusammenwirkenden Faktoren sehr kompliziert sind. "Abstract - Electrical and structural characteristics of formations favorable for sulfur occurrences in northeast Syria are described using geo-electrical prospecting methods. Simple (VES) and combined (CVES) Schlumberger vertical electrical soundings and geo-electrical profiling using a Wenner configuration were applied to the Teshreen structure. Six profiles (A, B, C, D, E, and F) at the borders of anticlines, where positive and negative structures are joined and salt formations have a tendency to disappear, were studied.Secondary structures, characterized by high apparent resistivity exceeding 3000 Ohm.m were located on each profile using a Wenner profiling configuration. These secondary structures are demonstrated to be favorable for sulfur prospecting by both drilled wells and vertical electrical soundings. Traditional interpretation of the 84 VES measurments is supported by data from 14 CVES measurments. The CVES technique is a powerful tool, due to its improved resolution of the electrical boundaries.Thicknesses and resistivities of the Lower Al-Fares, Al-Garibeh, and Al-Dibbaneh formations were determined through the interpretation of VES measurments. The same VES measurments were then interpreted using the Pichgin method, whereby all the subsurface tectonic features were determined for depth penetration corresponding to AB/2 = 1000 m. The integration of the first and second VES phases creates a clear picture of the subsurface, including tectonic, geometric, and geoelectrical information. In summary, the sulfur occurrences in the research area are controlled by tectonic paths that are well defined by geo-electrical methods. These diverse geo-electrical methods could be used successfully for sulfur prospecting in similar environments."

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Softening heat treatment of CHQ alloy steel (Cr-Mo Steel) is a bottleneck process that requires 90% or more of the entire manufacturing process. In order to reduce the property deviation between edge and center and remove the low-temperature structure problems, CHQ products is heat treated by customers. This technology comes from the idea to solve the problem by applying the concept of “In-line isothermal transformation through initial quenching + heat source addition. Consider the stability of field operations, durability from high ambient temperature and fall of scale, Instantaneous heating and cooling control was required for the conversion of slow cooling and rapid cooling products. An electric heating system was applied to the underside of Stelmor air-cooling nozzle. Using the Scan Pyrometer, the feedback control was performed and fine temperature control was performed through the thermocouple by zone. Through the this technology, it is possible to develop and expand products that can be shortened or omitted by the heat treatment process of customers.

Ore textures in base metal deposits are an important factor in the liberation of the economic components of the ore, metal recovery and reagent consumption during beneficiation. Optimising the mine profit requires knowing the relationship between ore texture and mineral processing behaviour, and the ability to predict the metal grade and the ore texture at a suitable scale. A new method that generates distributions of mesotextures for any mining block size or shape is proposed and includes: I . establishing a protocol for acquiring mesotexture data: 2. measuring the mesotexture spatial correlations using a multi-texture variogram; 3. generating multiple simulations of mesotextures; and 4. upscaling the simulations to generate the expected mining block/stope mesotexture distributions. Models of the ore textures built using the proposed methodology can be used to assess resources and reserves, enhance ore/waste discrimination and predict the metallurgical behaviour of parcels of ore.

An investigation was conducted to determine the minimum number of samples that must be studied by image analysis of polished sections to characterize a mill product and determine the apparent mineral liberation. It was found that a representative polished section cannot be prepared from an unscreened sample that has a wide size range of particles. Similarly, individual screened fractions are not representative of the sample because minerals are partitioned during screening, and the quantities of soft brittle minerals are increased in fine grained fractions, whereas the quantities of hard minerals are increased in coarse grained fractions. It is assumed that results obtained by combining data for a series of narrow size range screened fractions (one Tyler size range) are representative of the sample, and relatively accurate apparent mineral liberation data can be obtained for a mill product by analyzing each fraction and combining the data. Somewhat less accurate data would be obtained by analyzing a series of screened fractions that have a wider size range of particles (five Tyler size ranges).

Many Southern African mining operations produce mine water which is beneficially and productively utilised on the mine sites and to support other water uses. Mine water treatment typically takes place within the context of integrated mine water management involving pollution prevention, waste minimisation, recycling and reuse as well as river discharges. Development of new and improved mine water treatment has focused on the neutralisation of metals removal, desalination of high sulfate waters and passive treatment. Mine water neutralisation processes now incorporate a combination of natural limestone and lime treatment, as well as features to maximise gypsum precipitation. The South African CSIR developed a suite of limestone-based neutralisation processes, which include reuse of CO2 and CaCO3 generated in the process. Desalination of high sulfate mine water is typically done using one of the following technologies:biological sulfate removal with different approaches to the handling of the sulfide generated in the process, and ultrafiltration (UF)/reverse osmosis (RO) treatment with different approaches to the handling and disposal of the brine. The current research and development focus is the separation and recovery of saleable products from the treatment residues and brine streams.

The Carbon Disclosure Project (the pre-eminent global initiative for institutional investor collaboration on climate change) groups the business risks (and opportunities) related to climate change into four categories: 1. Regulatory risks from tightening legislation (and opportunities for companies that can make the carbon market work for them), e.g. rising costs for carbon and energy-intensive processes. 2. Competitive risks & opportunities generated by a possible decline in customer demand for carbon/energy intensive products (and opportunities from a consequent rise in demand for efficient / low carbon products). 3. Reputational risks from perceived inaction on climate change (and benefits to those perceived to be ?solutions providers?). 4. Physical risks from changes to climatic patterns, e.g. asset damage from extreme weather events; project delays; water scarcity; resource risks as certain crops become no longer viable in certain areas and new supply chains become necessary; and potential human and socio-political impacts. All of these are already having repercussions for businesses in certain sectors and geographies. The understanding of specific impacts of climate change is still evolving but it is clear that climate change will have a material impact on the value of many businesses, either directly or indirectly. Many commentators and analysts consider that rising energy costs are likely to represent the most direct and immediate investment risk that climate change and the resulting regulatory responses will create for business in the near term. However, it is already possible to identify numerous examples of competitive and reputational risks and opportunities that are leading to significant value creation or destruction in business: the success of the Toyota Prius; the rush by the UK?s leading supermarket retailers to ?green? their brands; and the surging fortunes of companies involved in the manufacture of renewable energy generation equipment, are all manifestations of this trend. In addition, the potential physical impacts of climate change are also making themselves felt in certain sectors: an example is the Australian wine industry, suffering after an extreme and prolonged period of drought. THE PROJECT This paper describes a project undertaken for a multinational mining company to examine the physical risks from climate change across its international business operations. The study addressed 163 components of the business and included operating sites (mines, smelters, and refineries), key transport routes (road and rail) and port links. The inclusion of the transport networks and ports is extremely important; key transport routes (e.g. a key railway link) may often be impacted (e.g. by flooding) far more than individual sites due to their large geographic exposure and multiple potential failure points. Extreme weather events causing loss of life and major economic damage continue to be front page news. According to the World Meteorological Organization, January to July 2007 ?was marked by record weather extremes in many regions across the world.? Inevitably, the associated phenomena are starting to impact business and investments, not so much as deal breakers, but in changing the parameters of risk management and the approaches required to devise mitigation measures. EXAMPLES OF EXTREME WEATHER EVENTS No one event can be presented as directly attributable evidence of climate change, however climate change projections suggest that the frequency and severity of many extreme weather events can be expected to increase in a warming world. In August 2003, a heat wave struck Europe, with temperatures as high as 42°C (108°F). As summer temperatures in much of northern Europe rarely exceed 30°C (86°F), the area was unprepared for the disaster, and many thousands of deaths occurred. In August 2005, Hurricane Katrina caused catastrophic damage along the Gulf Coast of the United States, forcing the effective abandonment of south-eastern Louisiana (including New Orleans) for up to two months and damaging oil wells that resulted in increased oil prices. Katrina killed over 1,800 people and caused at least $75 billion in damages, making it one of the costliest natural disasters of all time. This was followed in September, by Hurricane Rita which left 119 people dead along the U.S. Gulf Coast, causing $9.4 billion in damage. In January 2006, hundreds of people were killed when Russia, Eastern Europe and Scandinavia experienced the coldest weather for decades. In summer 2007, dramatic floods in the south central region of England, UK left 350,000 people without drinking water and many without electricity. Transport infrastructure was severely disrupted; combined with floods which occurred earlier in the summer in Yorkshire (North England), the damage is estimated to total over £2 billion. ASSESSING RISKS FROM CLIMATE CHANGE To date, only a minority of companies have attempted to quantify the risks from climate change. However, investors are seeking greater disclosure of climate change related risks and opportunities and it is expected companies that can demonstrate they are prepared for climate change will attract higher market valuations. Climate Change Threats A variety of climate change threats were examined for their potential to have a potential measurable impact on the mining company?s business operations. Those considered most significant were included in the study and are shown in Table 1 (see Appendix A). Certain threats can be considered as being cyclical in nature and the future predictions may suggest a change in the frequency and severity of such events (e.g. storms/hurricanes, rainfall, drought). However other threats are associated with a gradual change over time (e.g. loss of glaciers, loss of permafrost, sea level rises). A slightly different approach is needed to address this differing nature of the threats, as described subsequently. Climatic Regions Much of the research and data associated with climate change is collected and reported on a regional basis. An example of the climate change impacts predicted for a number of climatic regions is shown in Table 2 (see Appendix A).

This volume contains a summary of the results of past analyses on U.S. Bureau of Mines Contract No. 80122061 which are relevant to electromagnetic location in mine rescue situations. The analytical results indicated that detection of a trapped miner equipped with a special transmitter is feasible in most situations. Location of the miner by surface measurements is also generally feasible within certain errors. The feasibility of miner detection and the accuracy of miner location have been examined theoretically for a wide variety of situations. Agreement with experimental results is generally good in cases where measurements are available. Personnel involved in the investigation include J.R. Wait (Principal Investigator), D.A. The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. (a) In-shaft equipment design and specification criteria are considered as they influence guideline preparation. (b) A comprehensive review of hoist electric drives and controls as applied to mine hoists is set forth with special reference to duty cycle calculations and their effect on electrical component selection.
