THE problem of maintaining the mining industry is two-fold; finding new supplies in the face of increasing difficulties, and making such advances in the arts of extraction and preparation as to use supplies of lower grade. Progress in mining and reduction methods and in transportation makes ore today of that which was waste yesterday. These are the fields of the metallurgists and the transportation engineers. The geologists and mining engineers must work together on the problem of ore finding. As the old prospector fades from the scene, men with equal hardihood and patience and equal power to meet the physical obstacles which confront the seeker after ore, must take his place, armed with all that has been learned from human experience about the causes, the controlling conditions, the indications, and hiding places of the metals. Such a seeker is dealing with some of the most complex and obscure of natural phenomena. In nature's laboratory, tremendous forces are at work. Tempera-

IN the Parkes process of lead refining, after desilverization has been completed by means of zinc additions, there will remain in the lead from 0.5 to 0.6 per cent zinc. At this stage in the refining practically all impurities are reduced to refined lead specifications except zinc and antimony. All excess of copper and nearly all the arsenic goes out with the silver. Silver remaining should not exceed 0.1 oz. per ton. It thus remains only to remove zinc and antimony to produce refined lead. The older practice was to complete refining by means of oxidation processes in reverberatory furnaces. Essentially this consisted of heating the lead to 1200° to 1300° F. and allowing it to come in contact with a considerable excess of air passing through the furnace, or accom-plish the same result by blowing the lead with steam by means of pipes introduced for that purpose, at the same time allowing air to enter the furnace. Usually some procedure involving alternate oxidation and reduction with fine coal or coke was employed in order to reduce the weight of dross or skim finally removed from the furnace. This practice had many elements of weakness in that the main flow of lead, after the preceding expensive operations had been performed, and the whole refining process nearly completed, was subjected to an operation at a comparatively high temperature, which involved much lead loss if the furnaces were not on bags, and the production of 3 to 5 per cent of the weight of the lead as dross or skim, which had to be resmelted and the lead either refined or produced as antimonial lead. In addition, the operating expense of the process was a considerable item. The, process of dezincing with chlorine was developed as a substitute for the foregoing described oxidation process, and finally resulted in such advantages as nearly equal operating costs, a practical elimination of the lead loss, and the direct production of a very valuable byproduct, zinc chloride, that may be sold as such or retreated for its zinc and chlorine contents, both of which can be reused in the refining processes.

ON Aug. 25, 1911, a rail failed on the Lehigh Valley Railroad, causing a disastrous wreck. The surface of the fracture was in a plane at right angles to the length of the rail. There was a dark-colored, oval spot on this surface, located on the gage side of the head, representing the part of the rail which was the first to fracture. The nucleus of this spot showed that the fracture had an interior origin. Other fractures of this kind, the peripheries of which had not reached the surface of-the rail, presented surfaces having a silvery luster. The darkened surface of the present fracture was caused, doubtless, by the air having had access to it. This fracture was recognized as a fatigue fracture, of a modified type, its interior origin having been due to a component in the rail which is not usually present in cases of fatigue fractures. The metal next the running surface of the head of the rail was in a state of internal compression, this being the component not commonly met with in other cases, and which caused the fracture to have its interior origin. For the purpose of giving this modified type of fatigue fracture a specific name, for identification, the term "transverse fissure" was applied. No mystery was thought to attach to its formation, or to its development. The explanation of its occurrence was obvious in the light of common knowledge upon the behavior of steel under repeated alternate stresses. By reason of the state of internal compression at the running surface, the maximum tensile stresses in the head, under bending loads, were along an interior element. Here the tensile strains were higher than in the fibers more remote from .the neutral axis. Under such conditions the fracture of the rail would be expected to have an' interior origin. A discussion of the subject of transverse fissures essentially becomes a discussion of fatigue fractures, since they are identical. The descriptive term employed, merely for the identification of this type of fatigue fracture, had the appearance of creating alarm. Open-pit mines in the US and throughout the world are typically characterized by increasing operating costs and decreasing ore grades. Thus, companies must continue to improve their use of human and technological resources to remain competitive in the marketplace. Duval Corp. has historically been very sensitive to mining costs, in part because of relatively low grade copper-molybdenum ore bodies. These concerns have resulted in three haulage system generations at the 218 kt/d (240,000 stpd) Sierrita-Esperanza open-pit mine south of Tucson, AZ. Each generation has exceeded the performance of the one replaced. The latest system of portable crushers and conveyors reduces hauling costs by combining both hardware and technique. Savings are achieved not only bysubstituting conveyors for haul trucks, but also by permitting the crusher-convey or system to closely follow mining as the pit deepens and/or mining areas change location. The Duval system is capable of easy and inexpensive relocation in varying site configurations in relatively short time periods. Its implementation in active mining areas results in minimum disruption to both the mine operation and mine design. This haulage concept allows the mining engineer maximum freedom to design an open pit for profit rather than for equipment. Maximum savings with a portable system are achieved by minimizing truck haulage costs. At Sierrita, for example, the yearly estimated operating cost savings for each thousand feet of +10% truck ramp replaced by conveyors is about $1 million per portable crusher. A savings of $30 million could be achieved fora three-portable system overa 10 year period simply by reducing the average truck Iiftto the crusher by 30 m (100 ft), There is also the added capital expense of buying trucks to cover the additional 30 m (100 ft) of lift. Relocation costs are an important consideration in a portable system. Direct costs can become a significant operating expense if frequent relocations are necessary to take full advantage of potential haulage cost savings. A site preparation cost of $375,000, for example, would add an additional operating cost of 2.8¢/t(2.5¢/st) for a system handling 13.6 Mt/a (15 million stpy), assuming one move a year, In addition to the direct cost of site preparation, such as installation of retaining walls, apron feeder slots, and equipment pads, there is the cost of site renovation after abandonment. Indirect relocation costs, while less tangible and more dependent on specific mine design and scheduling, can be of significance. A slowdown in the mining rate or a less efficient mining plan can result from a site not being immediately available for mining after abandonment. Conversely, mining in narrow areas can be adversely affected if two or three month lead times are required for site preparation.

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. This paper presents case stories and explains the technology behind: •Different lining profiles in rubber and steel. •Orebed magnetic lining. •Steel-cap rubber lining. Introduction Grinding mill liner life has been a subject of extensive studies. Performance of mill liners in terms of wear life and how it relates to lining material and profile is abundant in the literature. The most economical liner material and design has been selected based on "cents per ton milled". The evaluation of the effect of liner design on power and grinding media consumption which is a far more significant part of grinding costs, has been less comprehensive (Fig. 1). Lining materials Steel. The most commonly used lining material is steel, calculated on a volume basis. Steel linings have a long tradition and a number of alloys is being developed. The main families are: •High chromium white iron. •Cr and Ni white iron (NiHard). •High chromium martensitic steel. •High carbon Cr-Mo perlitic steel. •High carbon Cr-Mor martensitic steel. •Manganese austenitic steel. Steel linings can be successfully used in most applications. Rubber. Rubber linings were introduced 25-30 years ago and are today commonly accepted to be the most economical linings for secondary and regrind applications. Rubber linings offer long service life in these applications and generally [ ] outlast steel in wet applications, where corrosion is a factor on the steel. The cost relation between rubber and steel has changed dramatically over the years. In the past rubber was more expensive than steel, but today, the cost of rubber is close to half the cost of steel, calculated on a volume basis (Fig. 2). The present cost situation has made rubber linings an economical alternative in several primary grinding applications as well. The wear rate of rubber in primary applications is higher than the wear rate of steel, thus giving a shorter wear life. This can be compensated for by making the rubber lining thicker. The cost advantage of the rubber allows for this, but care must be taken not to jeopardize the grinding performance. Rubber, as a lining material, offers some distinct advantages over steel lining, such as: •Ease of installation and removal. •Safer to handle, less risk of injuries. •Faster replacement. •Reduces noise.

HAVING been asked to talk about recent devel-opments in mining equipment, I chose the sub-ject of small units of storage-battery locomo-tives which recently have been developed with the idea of motorizing transportation in the mines as far as possible, replacing the manual labor of hand-tramming. Metal mines are probably less advanced in this field than coal mines, where transportation of large ton-nages on any one level is quite common. Of course, metal mines, where large tonnages are handled on any one level, are as advanced as coal mines, and storage-battery locomotives for main haulages are used quite commonly in such metal mines, but the mines having levels at many intervals in the depth of the orebody, or a number of intermediate levels in which a consider-able amount of hand-tramming has to be done, and small metal mines in which the size of the orebody does not seem to warrant the initial capital expenditure for the driving of main haulage levels and installation of rock and ore chutes and raises for the delivery of the broken ore and rock to the cars have been at consider-able disadvantage in replacing manual labor by some mechanical means of transportation. Several years ago the field was canvassed among the manufacturers of electric-locomotive equipment and the conclusion was reached that the art had not been devel-oped to the advantage of metal miners who desire to replace small units of labor by locomotive equipment. The need for such small locomotives is all the more em-phasized by the development in the past few years of mechanical mucking-machines (loading equipment for filling the cars from muck piles on the level). Any me-chanical loader is a liability instead of an asset unless means are also provided for keeping the material away from the loading-machines. Therefore the transporta-tion system must be equal to the capacity of a loading-machine, otherwise the latter is idle such a large per-centage of its time as to prove an unprofitable invest-ment. So there is a need for portable, small haulage units to handle small mine cars in many metal mines, and, naturally, units are desired which can be so readily shifted from level to level as to facilitate their free use. Of course, in mines in which each level comes to the shaft it is not such a difficult problem, but many mines have a great many intermediate levels which must be approached through raises, timber slides or other small openings required to transfer ore and to get timber and other supplies to those levels.

DREAMS do come true at times, although it is evidently better to believe in engineers than to "believe in fairies" if most dreams are to be translated into fact. It was a fine dream that David H. Moffat had when he projected a railway directly west from Denver; a dream of opening a new empire in northwestern Colorado, and of quickening transportation from the Middle West to the Pacific slope. But Moffat had been a miner and had become a banker. He knew that dreams, untranslated into works, benefit no one and pleasure only the dreamer, so he employed an engineer, H. A. Sumner, to study and plan the route to be followed by the rails. Previous main lines had run to the north, the Union Pacific, or the south, the Santa Fe. The Denver and Rio Grande, it is true, wriggled its way bravely across Colorado but, in order to reach a point 74 miles in an airline west of- Denver, travelled 281 miles following two canyons and crossing Tennessee Pass at 10,240 ft. Valuable as such a road is, it could never accomplish what Moffat had in mind. It was known that no low pass could be found directly west of Denver but up to 9000 ft. the topog-

FOR several centuries diamond mining has been an adventurous, profitable and enticing industry in Brazil. Some of the world's most valuable diamonds have been found in this country. Two of the most famous stones are the "Estrella do Sul" (Southern Star), weighing 2541/ karats, and the "Branganca," weighing 1680 karats in the rough and 367 karats cut. For a great number of years the stones extracted and sold were mostly the white diamonds used for jewelry. Within the last thirty years black diamonds have been developed as an abrasive cutting material and in these black diamonds the State of Bahia, Brazil, has a monopoly of the world supply. Carbons, as they are commonly called, are being used for core-drilling, polishing, cutting, wire-drawing, and vari-ous other applications in which such a hard substance is required. Bernard Bandler & Sons, of New York City, have selected, graded and delivered these carbons to the United States markets.

My acquaintance with rock, dusting as a preventive of wide spread explosions in coal mines dates from the fall of 1914 and the spring, summer and fall of 19.1.5 when I had an opportunity to observe the staging (both before and after) of several of the explosions in the Experimental Mine at Pittsburgh and saw violent explosions stopped by rock dust, also saw violently explosive coal dust made insensitive by use of rock dust to ignition or to propagation or spreading of an explosion. From this work I became a convert to rock dusting though I had previously been a firm believer in watering methods and am yet a firm believer that watering, methods have a well defined place in promoting the health and safety of our coal miners. In 1916, while in the Bureau of Mines service, I made an underground study and a report to the Bureau on the first extensively rock dusted mine, in the United States, the Delagua Mine of the Victor American Fuel Company near Trinidad, Colorado, there being then some ten miles of entry in that mine which had been kept well rock-dusted for at' least four years The dust used was " adobe" or surface soil screened from sweepings of the dry surface wagon roads through a screen with one-eighth inch openings, the dust giving about 20% through 200 mesh and about, 10% of approximately 1/8-inch size. The material was collected during dry weather by contract at $1.00 per ton (sacked) and was accumulated in summer and stored for winter and spring use. The dust was scattered through haulage entries by hand or by an electrically operated blower and was held on shelves along the ribs or between and on timber caps with from 1/4-inch to 2-inch thickness of the rock dust. The cost of maintaining the 10 miles of entry well dusted was about $1,500.00 per year or $150.00 per mile per year. Total cost of 'the rock dusting over a four-year period was about $6,000.00, about 2,500 tons of dust being used and 2,000,000 tons of coal produced; the above cost included about 1,200 days labor dusting at $2.50 per day, 2,500 tons of rock dust at $1.00. per ton and miscellaneous labor, material, repairs, power cost, etc., amounting to about $500.00. The cost per ton of coal produced for keeping 10 miles of entry rock dusted being about 3/10c. In addition to the rock dusting, some sprinkling was done, chiefly in the interior of the mine, costing about 2/5c per ton; and due to spilling of coal and sifting of coal .dust through loose cars on the entry floors, the floors of haulage roads were kept sprinkled between and just outside-the rails. Total cost of sprinkling and rock dusting was about .7/10c per ton much less of course than the same work would now cost. Between January, 1916, and July, 1924, my duties in the Bureau of Mines allowed me, to follow up and make underground inspections and reports on more than 20 coal mine explosions and fires in a number of states of the union and in this work a large number of samples of road, rib, and other dusts were taken to ascertain the effect of moisture, roof and floor dirt, etc., upon the propagation or the stopping of the explosion; also a large part of my work was to obtain evidence pro and con as to influences affecting the disasters and very prominent among those influences were the occurrence or use of water, water drippers, or ponds, as well as of sand, roof or floor rock or dust on floor, ribs, etc. The Dolomite explosion near Birmingham, Alabama, in November, 1922, and the Dawson No. 1 Mine Explosion at Dawson, New Mexico, in February, 1923 (at both of which I made underground inspection and report) both starting on main intake haulage road and both in mines which had fairly elaborate watering systems, convinced me that at least as far as freezing can occur on main intake air courses which also act 2s main .haulage ways, rock dusting is likely to be much more dependable than sprinkling. "This paper could be more appropriately titled ""The Application of Vacuum Filters to Underground Minewater Treatment. in a previous paper co-authored by the writer (1) the history and development of minewater treatment at the Sudbury District Operations of the International Nickel Company was outlined. It is the intention of this paper to dwell more specifically WIth the the application of the vacuum filter to a problem found in most, if not all, underground mining operations. In the preparation of this paper the writer has made liberal use of the illustrations and text of the paper previously noted.Last year we heard Mr. Nemeth discuss the basic mechanisms involved in vacuum filtration (2), and today Yr. Cunliff has exposed us to the selection of the filter media (3). I will now briefly review the various vacuum filter designs that generally lend themselves to metallurgical dewatering applications.DRUM FILTERSThe revolving drum-type which filters on its outside periphery is illustrated in Fig. 1. This is the Oliver or Drum filter and represents the first commercially available continuous vacuum filter. The original design dates back more than 50 years, but with the exception of the method of discharge, is identical to the units being marketed today. This filter is generally applied to slow filtering slurries. The cake may be discharged in several ways; strings, scraper blades, rolls or by passing the filter cloth over a small diameter discharge roller (belt discharge).THE DORRCO FILTERThe revolving drum type which filters on its inside periphery is illustrated in Fig. 2. Here the slurry lies in the drum and the cake discharges through a chute or conveyor. This type of filter is most often applied to fast-filtering slurries.THE DISC FILTERThe revolving filter which filters on the vertical plane of the disc is referred to as the Disc or American-type filter. This represents the most inexpensive design in terms of cost per square foot of filter area. This filter is widely applied, but is probably more suitable for slower draining pulps."

Mining operations have been carried out in British Columbia since the time of the first settlers in the area. The early developments were mainly small volume, high-grade operations, producing small quantities of tailings wastes. In these early days the nearest stream was a logical first choice for tailings disposal. Where streams suitable for accepting the tailings were not available or where streams crossing the International Border could not be used for this purpose, the nearest convenient land site was selected for storing the tailings. Old tailings waste piles exist at many locations in the Province and are readily evident, for example, in the Princeton and Hedley areas. Figs. 1 and 2 are photographs showing the present condition of two of these old tailings dams. [ ]

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. While at Mount Morgan he had occasion to test some highly pyritic tin ore by flotation, with a view to separating the cassiterite from the pyritic mineral.Instead of accomplishing that, it was discovered that it would be possible to eliminate as much as 50% of the total weight of ore in the form of a pyritic flotation concentrate, which would contain...

THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

In a cool mine, tapping high-pressure lines through reducing valves lowers the temperature beyond remedy. It is the writer's suggestion that, for low-pressure work, law-pressure air ,should be generated in a compressor installed underground adjacent to the work, and that the jacket-water of the compressor should be utilised for re-heating purposes. Such a system of compressed air distribution, designed especially for service in cool mines, is described in the following notes. The suggested system includes a three-wire pole line from the sub-station to the opening nearest to the working face, with a cable connection extending to the latter from the openings; an electrical centrifugal unit; a reservoir excavated in the ground; and a distribution line, re-heated by jacket-water. As regards the reservoir, it may be pointed out that in many mines there are blind or abandoned tunnels that could be used for the purpose. The centrifugal type of compressed air machine is a comparatively new departure, and it was formerly considered that such a machine, operating at less than 1,000 kilowatts per unit, would be commercially impracticable. At the present time, however, these machines are being built in Europe for as little as 400 kilowatts per unit, and as much as 110 lb. per sq. inch pressure. One advantage which these centrifugal machines have over other types is that they may be driven by plain induction motors, without the help of special starters-a consideration of the first importance where the electrical regulations are severe.

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.

The United States Geological Survey recently published Bulletin 690, which contains those papers dealing with zinc and copper. ores at Ophir, Utah; gravel deposits in Arkansas, with special' reference to their possible utilization as a source of hard pebbles for grinding mills; phosphate deposits in the Uinta Mountains, Utah; quicksilver deposits in the Phoenix Mountains, Ariz.; and manganese deposits near Butte and in Madison County, Mont. This bulletin is completely descriptive and contains important illustrations and maps.

Advances in explosives engineering are moving forward in several different aspects. These include improvements and new development in explosives products, the application of these products to blasting technologies, and the study of the peripheral effects of the use of explosives, such as ground vibrations and airblast. Topics of special interest in the last several years include new explosives and detonators, cap timing, explosive casting, high-speed photography, perimeter and slope control, air decking and mathematical modeling of blasting processes.

Society is fully justified in its concern about the environment, but that concern may, at present, be too uncritical It is, for instance, essential to establish that there is a valid environmental impact, and that there is truly a causal link between a human activity and an observed shift in environmental conditions. In establishing these, it inessential to recognize that scientific proof offers consistency, but that it can never provide completeness. Thus, no amount of scientific endeavour can ever prove that mitigation of the effects of human activity will be perfect. Society normally expresses its concern through legislation. The existing legislation in South Africa is reviewed, and it is found that [>legislation regarding water is probably too stringent to be effective, >legislation regarding air and land use is probably too lax, >all the environmental legislation is too fragmented to be efficient, and the Department of Environmental Affairs is hamstrung by inter-departmental rivalry. ] It is accordingly concluded that, if means are to be found for ensuring adequate mitigation of environmental impact in the face of ongoing economic development, it is necessary to establish a Judicial Commission on Environmental Affairs advised by, but given greater powers than, the departments currently active in environmental maters. This Commission should be charged with creating, perhaps over a decade, a body of legislation that would guide development while protecting the environment in its widest sense.

The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed.
