The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

Abstract In a review of the application of electrical logging in Canada, examples are .given of long and short distance correlations by means of the electrical logs. The use of MicroLogging for the determination of permeable and porous formations is explained. The question of log analysis for the quantitative determination of fluid saturation and porosity is .discussed. An example is provided to illustrate the significance of the resistivity gradient. The advantages of the new method of the Laterolog are shown, chiefly for the case of wells filled with high-salinity mud. Introduction Electrical logging techniques developed rapidly in Canada at the time an intensive drilling activity started for the exploitation of the Devonian series in Alberta, namely, at the beginning of 1947. The conventional service was soon thereafter supplemented with the latest technica1 improvements. Canada has been among the first regions to take advantage of MicroLogging*, which has proved a most powerful .tool for the investigation of permeable and porous formations; also, the more recent development known as the Laterolog has ?been introduced in Canada. The Laterolog provides a better determination of .the formations, particularly in the case of salty mud where the conventional logging is greatly handicapped. The various methods of electrical logging are now commonly known in oil industry and have been described in numerous publications ( 1) ( 2) (3).

(written discussion *).-The matter of selective. mining is probably of more importance in Pennsylvania than is washing, and perhaps washing would not be necessary at some plants where now practised if proper care were taken in the mining. I have in mind one plant where the sulfur content of the entire bed is more than 2 per cent., yet if the bottom 12 in. and the top 12 or 15 in. are separated, the main portion of the bed, some 6 ft., will not contain more than 1.25 per cent. sulfur; and yet in this mine the entire bed .is worked together, the resultant coke, as a matter of course, not being fit for use in iron smelting. Not sufficient notice is taken of the "Double-thick" Upper Freeport coal in Allegheny and Butler counties. This is a very valuable deposit. Other areas where there is a, top member of the Upper Freeport coal are also known, which add to the value of this bed as a coking coal. This double Freeport coal is especially suited for byproduct coking. I cannot be as optimistic as regards the "low-sulfur" Pittsburgh coal in Greene county as the authors. Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Replies to a comprehensive questionnaire on mine water resource management systems (WRMS), which were distributed to a selection of Australian mining operations in 1991, are analysed. Although the replies cannot be considered fully representative of the industry, they do provide a good qualitative indication of water resource management in the industry at that time.Within Australia's largely arid land mass, a majority of mines nonnally need to conserve water, a few need to dispose of water and a number face a seasonally varying position. An assessment of the importance of WRMS compared with management of ore extraction and processing is given. A risk assessment of failure is given; there is more acceptance of WRMS failure in the mine compared with the mill. An assessment is made of considerations in WRMS design. Managements are generally pro-active in the design of WRMS and in the setting of perfonnance standards. The operational characteristics of mine systems are examined in detail.Companies generally do not appear to allocate sufficient resources for the collection of basic WRMS monitoring data and knowledge of the water budget to efficiently manage the system. This indicates scope for considerable cost savings in most mines.

So FAR as the quality of the product is concerned, the history of the production of pig iron for foundry purposes is one of constant retrogression. The steps in this deterioration began with cold-blast charcoal pig iron, then anthracite iron, coke iron; then gradually warm to hot-blast coke iron, with the charcoal furnaces also heating their blast to get greater tonnages, and finally the present-day hot-blast coke irons with scrap additions to the ordinary burden that, according to one European report, have gone as high as 65 per cent. Parallel with this quality retrogression is the enormous increase in furnace tonnages from about 15 to over 1000 tons per day in exceptional instances of modern practice. The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. WHEN the Uranium Reduction Co. mill was put on stream in October 1956, one of the many operational problems was that the sand-slime separation circuits could not produce a satisfactory RIP feed, inasmuch as production greatly exceeded de- sign capacity. The original cyclone portion of the circuits consisted of two stages of three 14-in. cyclones in each circuit, as shown in the condensed flowsheet. The high percentage of +325 mesh material in the over- flows of these 14-in. cyclones was not consistent with good operation, and flow rates per ton of ore were high, indicating that not enough of the total solids in the ore was being rejected as sands. It was inferred by members of the metallurgical department that returning the underflows, or sand fraction, from these cyclones back into the drag classifiers was the primary reason for dirty feed.

INTRODUCTION The Salvador Division of Codelco Chile is an important copper molybdenum production center, located 1,200 km north of Santiago and 124 km east of the Pacific Ocean, in the foothills of the Andes Range. El Salvador Mine produces by block caving 8,600,000 t of ore with a content of 1 .l0% Cu and 0.02% Mo, from a copper porphyry ore body. The geology of the ore body shows a great heterogeneity as to rocks, grade distribution, ore height and undercutting levels. This has resulted in a variety of designs for the productive units (blocks) and in the mineral handling systems. Up to now, 4 systems have been employed: grizzly and intermediate haulage; slusher drifts with intermediate ore pass and haulage; slusher drifts with scraper loading directly into trains; and, LHD. On the other hand there is a marked dispersion in the final results from each block mined out. We report here the conclusions reached after analyzing the data gathered on the mining of 163 depleted blocks, representing a total production of 102,000,000 t, with an undercut area of 340,000 sq m. The final results of each block, characterized in terms of tonnage and fine cop- per recovery, were studied as a function of a number of design, geological, and operational parameters. BASIC CONCEPTS Indices of Efficiency In order to evaluate the final result of each block, or group of blocks, the following indices of efficiency were defined : Tonnage Recovery (TR) . It is the ratio between the ore tonnage extracted and the in situ tonnage estimate for each block or group of blocks. Grade efficiency (E) . It is the ratio between the Cu mill feed grade and the in situ Cu grade estimate for each block or group of blocks. Grade efficiency is numerically equal to the ratio between fine copper recovery (FR) and tonnage recovery (TR) . Figure 1 shows the final results for 163 mined out blocks, in terms of tonnage and fine copper recovery. Different grade efficiencies are also indicated. The marked dispersion in the final results of mined out blocks must be stressed since it greatly incides in mine planning. It must be kept in mind that an eventual concentration of low overall efficiency in the blocks during a given period (e.g., one year) will make it necessary to bring into production new blocks over the standard development schedule. It is worth noting that the final results in the 163 mined out blocks corresponding to a production of 102,000,000 t of ore with a mill feed grade of 1.445% were obtained from an ore estimate of 93,000,000 t and a grade of 1.671% Cu, which represents 110% tonnage recovery and 86% grade efficiency. Parameters Studied The following parameters are considered in this study: Geological Parameters. These parameters depend exclusively on the geological and geotechnical features of the ore body. IN SITU GRADE: The initial estimate of the block grade. Four copper grade categories were considered : (a) lower than 1.3% ; (b) 1.3 to 1.6%; (c) 1.6 to 2.0%; (d) higher than 2.0%. The overall initial in situ estimate of the ore body was 1.6% Cu. IN SITU TONNAGE: Initial tonnage estimate of the block. Four categories are considered: (a) below 500,000 t; (b) 500,000 to 1,000,000 t (c) 1,000,000 to 1,500,000 t; (d) over 1,500,000 t. CONTACTS SLOPE: Since up to 4 rock types can be found in a block, resulting in a corresponding number of contacts, a horizontal con- tact was defined as that which forms an angle of less than 45" with the horizontal and a vertical contact that which forms an angle of more than 45" with the horizontal. GRADE DISTRIBUTION: As in rock types, horizontal and vertical grades were defined. ORE HEIGHT: The distance measured between the undercut level and the top of ore. Four categories are considered: (a) less than 60 m; (b) 60 to 100 m; (c) 100 to 150 m; (d)over 150 m

The U.S. Bureau of Mines constructed a full-scale model of a 15-ft-wide coal mine entry to use in combination with finite-element analyses to investigate roof support systems and various types of roof bolts. The objective was to enhance understanding of the fundamental mechanics of the interaction between rock and supports and the relative integrity of bolted mine roof as a function of roof bolt type, length, spacing, and tension, and the basic characteristics of the roof strata. The laboratory test results, when correlated with computer simulations using fmite-element analysis and underground verification tests, should provide a basis for desigillng safer, more cost-effective roof control systems and help to establish guidelines for employing fully grouted resin and mechanically anchored bolting systems. The background for this research, the research approach, the methods and equipment employed, and the results are described in this report.

When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

FROM 1870 to date, the coal production of Utah has been somewhat less than 85,000,000 tons. There have been at least three major disasters with total fatalities about 380; or approximately. 4.4 persons killed by mine explosions per million tons produced, a record that is decidedly bad. Even during the periods when there have been no disasters, such as the years 1914 to 1920, inclusive, the fatalities .in ordinary working ran about 5.4 per million tons produced, against 3.7 per, million tons. for the whole United States for the same years. The five-year period following the war, 1918 to 1922 inclusive, showed 4.7 fatalities per million tons, hence the fatality record in the coal mines of Utah has uniformly been in excess of the average of the coal mines of the entire country. Notwithstanding this poor record, Utah has given to the coal-mining world many excellent safety methods and practices and the Utah. coal mines in general take greater measures toward safe mining than do the coal mines of any other State; if practices and methods allowed and pursued in coal mines of other States were tried in Utah coal mines, there would be a succession of disasters. Utah's principal producing coal mines, operated by about eighteen companies and numbering less than forty, have comparatively thick seams. Very little coal under 5 ft. thick is being worked and practically none under 4 ft.; much, if not most, of the coal comes from seams in excess of 8 ft., some running as high as 30 ft. In thick seams in which coal is left on floor and roof, any dust found or made is entirely combustible. In addition, the thick seams induce the use of large capacity cars, handling which in rooms and other workings on fairly heavy grades (up to 10 or .12 per cent.) tends to cause haulage accidents. The thick seams give high ribs and roof, in which it is difficult to prevent slabs of coal or rock from dropping on workers and also difficult to keep free of gas and of coal dust. The coal is high volatile, running usually over 40 per cent and in some instances nearly to 50 per cent; hence is highly flammable. Most of the coals have very high resin content, the resin usually being in dust form, hence almost as highly flammable as black powder. A FEW years ago a leading American builder of centrifuges said, "No one uses a centrifuge if the job can be done any other way." This statement was essentially true at that time, not because the basic functional and economic principles involved did not frequently favor centrifugal methods, but rather because so many of the highly specialized features of the mechanical and functional peculiarities of continuous centrifuges had not been fully developed. The idea of using centrifuges in mineral dressing is definitely not new. There are literally hundreds of patents on centrifugal machines and processes for the mining industry. Many of them cover principles that are basic to the functioning of most centrifuges in operation today. In spite of this, until 1935, there were practically no successful applications of continuous centrifuges in the United States in the mineral industry, nor for that matter were there more than a mere handful of such machines in operation in North America in any industry. This was true despite the obvious desirability of machines that could furnish the advantages of high centrifugal settling forces in a continuous operation. The reasons for this are simple, even if not obvious: I. Finely divided solids, when thrown out of fluid suspension under high centrifugal forces, frequently exhibit physical properties (particularly rheological or flow properties) that are markedly different from those they possess when settled out by gravity alone, and machines that are not designed in careful detail to cope with these peculiarities seldom function satisfactorily. 2. Most continuous centrifuges embody a solids-conveying element in the form of a very special screw conveyor. The rotation of this member under conditions of operation calls for drive designs that were not satisfactorily provided until the introduction of the Bird gear unit about 1934. These matters will be touched on later. Continuous centrifuges are now operating successfully in the mineral industry. Some units have singly handled more than 500,000 tons of solids during the past ten years. Generally their operation has been characterized by large unit capacities, complete elimination of labor, minimum supervision, moderate maintenance and power costs. TYPICAL CENTRIFUGE APPLICATIONS Most materials classified by centrifuges are of subsieve particle size. Practically speaking, this means finer than l00-mesh. A unit of measure other than screens is needed in order to consider these products properly. Such a unit is the micron, which is equal to one one-millionth of a meter; roughly 1/25,000 of an inch. The opening in a standard 200-mesh screen is about 75 microns while a 325-mesh opening is roughly 43 microns.

THE crystal orientation in silicon iron that has been given a particular treatment described by Goss,1 has been studied by Goss, by Bozorth2 and by Sixtus,3 but their results do not agree and are almost entirely qualita-tive. The following pages give a description of the orientation of the crystals in the material as determined by means of X-rays and expressed graphically in a pole figure. The treatment consists of hot-rolling the material into strip and then giving it two cycles of cold reduction followed by recrystallization. This produces remarkably good properties in the rolling direction, the product having a maximum permeability in this direction of more than 25,000 and a permeability at 16,000 Gauss of more than 2200, It is now generally agreed that Goss's original conclusion' that the crystals in the final product are randomly oriented was incorrect, since Bozorth2 and Sixtus,3 using different methods, have shown that there is a decided preference in orientation. Those writers, however, expressed their results only in terms of one or more ideal orientations with deviations therefrom.

THE possibility that carbon may be soluble in copper to a limited extent has been recognized for over a century. The quantitative investigation of this problem, however, requires more sensitive techniques than have formerly been available. Three recent developments have made possible more accurate determinations: the vacuum-fusion method of analysis, the production of copper of high purity and the availability of high-purity refractories, particularly graphite. In addition to its obvious theoretical interest, the problem of carbon solubility in copper is of practical importance. In the production of copper and of high-copper alloys, carbonaceous covers are frequently used. If even minute amounts of carbon are dissolved, insoluble carbon oxide gases will be formed when such metals are poured under oxidizing conditions. A mechanism of this kind could well be one of the principal causes of gas porosity in casting copper-base products. REVIEW OF LITERATURE In 1823 Vivian1 raised the question as to whether copper by overpoling becomes "combined with a minute portion of carbon." Karsten2 asserted, in 1832, that carbon reduces the high-temperature strength of pure copper, so that when the carbon content has reached 0.2 per cent the metal will be brittle at a dark red heat. According to Karsten, carbon contents of o.05 per cent make it difficult to hot-work copper. He also reported that the specific gravity of copper is 8.8969 and that it increases to 8.92 58 if the copper is cemented with carbon and then melted. He emphasized the difficulty of determining analytically the small amounts of carbon present in copper. The metal was removed by wet methods and the residue considered as carbon. At Percy's request, Dick,3 in 1856, carried out various working tests on copper that had been in prolonged contact with carbon, and found that the working properties of the metal had not been affected. He also attempted to determine the presence of carbon analytically. In one experiment the copper was dissolved and the residue was fused with litharge, and in another essentially a combustion analysis was made on a copper sample. In a final experiment, a sample was dissolved and the residue subsequently subjected to a combustion analysis. Indications of as much as o.005 per cent carbon were found, but Dick considered his work inconclusive largely because of the possible interference of sulphur. Percy4 concluded, from Dick's experiments and from some experimental work of his own, that the solubility of carbon in copper had not been established with

INTRODUCTION Underground gold mining operations are found in South Africa, U.S.S.R., Canada, the United States, Zimbabwe, Ghana , Brazil. Australia, China and many other countries. The methods used for extraction differ from highly mechanized trackless mining in the developed countries to the labour intensive systems of the third world nations. The climatic conditions in which mines are situated vary from equatorial to arctic. The rock temperatures and the depth of workings also vary significantly from shallow to extreme depth. The Western Deep Levels mine in South Africa is the deepest and exceeds 4.000 metres in depth with strata temperatures above 55°C. These major differences between mining fields result in significantly different ventilation problems in underground gold mines. The ore types also vary and some deposits have high silica contents while other mines extract sulphide ores. Methane may also be encountered in underground gold mines and can have a large influence on the ventilation practice. Has the increase in the dollar value of gold from $20.67 to $35 per ounce potency to turn the trick? Suppose it be assumed that the price of gold will, at worst, not recede, and that the cost of digging ore and treating it of which the average level of commodity prices and wages is a fair index-will, at most, not exceed that prevailing in 1926. One may or may not accept these as reasonable assumptions; but one must arbitrarily remove some of the potential variables if one is to get anywhere on a problem like this. As a matter of fact, this article is not going to venture a conclusive answer to the question that has been posed; but it will endeavor to present some of the factors that have a bearing on the problem. The writer spent ten days visiting a dozen properties in Virginia and the Carolinas early in April, 1935, and in doing so got a first-hand slant on mining conditions in the domain of King Cotton.

It was in 1982 that the first SK-80 flash flotation machine was introduced at Hammaslahti concentrator in Finland to produce a final grade copper/gold concentrate. Since then the size and number of flash flotation units has steadily developed with the SK-240 being introduced in 1984 and the SK-500 unit in 1990. To date over 130 units have been installed worldwide many of which have been used to maximise the recovery of precious metals such as gold and platinum by preventing overgrinding in the grinding circuit prior to flotation. This paper briefly describes results achieved at several major gold mines in Australia and overseas that operate large flash flotation cells.
