Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. Brass, a deliberate alloy of copper and zinc, has been known since before Roman times. There are two main methods of making brass: (1) Cementation or calamine process - crushed zinc ore (calamine, ZnC03 , or calcined calamine, ZnO), is mixed with charcoal and small pieces of metallic copper and heated to about 900°C in a closed crucible, (2) Alloying - metallic copper and zinc are melted together in a reverberatory furnace. According to most modern authorities (e.g. Smith and Forbes 1955), the calamine process was the only one used in western Europe prior to the 18th century. At that time, the alloying technique began to take over, because metallic zinc was successfully produced on a large scale for the first time. Previously, this had been a problem because zinc vapourizes at 906°C or about the same temperature at which it can be reduced from its ore. Thus, some means had to be devised to collect and condense the zinc vapour (Tylecote 1976). Metallic zinc was known, however, earlier than the 18th century A.O. Several early finds have been made, including a rolled sheet of metallic zinc found in excavations at the Athens Agora dating to the 3rd to 2nd century B. C. (Farnsworth et al. 1949). The Chinese were producing zinc by at least the 10th century A. D. and, by the 17th century, Chinese zinc ingots were being imported into Europe by the Dutch East India Company (Needham 1974). Metallic zinc is also mentioned in several European documentary sources from the 16th century (e.g. Paracelsus, Agricola). This study traces the changes in Western brass making methods from Classical to Renaissance times by examining documentary and archaeological evidence.

Introduction Temperature gradients have been determined for numerous locations in the Canadian Shield in connection with mining operations (1, 2, 12, 13, 14, 15). As part of a programme of geophysical studies of this region, some of these gradients were re-determined by the writer at locations where other thermal properties, specific heat, thermal conductivity, radioactivity, etc., were also to be measured. The ultimate object was to determine the heat flow to the surface at these locations. It was felt that the practice of determining heat flow from the temperatures and conductivities obtained in a single vertical bore hole (3, 4, 5, 6, 7, 8, 9) might give results which were appreciably divergent from the average for a considerable area. Particularly, it was thought that temperature gradients, whether obtained in a single vertical hole or from a number of random locations at various depths in a mine, might be subject to local variations and anomalies serious enough to render unsure any discussions based on them. The procedure followed in this investigation was to select a location where mine workings extended to considerable depth over a reasonably wide area. At selected depths below surface, horizontal drill holes extending into regions of undisturbed rock were located and resistance thermometers were inserted into these holes far enough to record the true rock temperature. An attempt was made to obtain a sufficient number of readings at or near any one level to give a representative coverage of the area selected. This ideal could not always be attained, but the large number of readings obtained for each are a does give a reasonably representative picture of the temperature conditions. These readings required much rime and movement of men and equipment underground . They could not have been obtained without the wholehearted co-operation of the management and considerable assistance from the personnel of the mines concerned.

The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

The design of foundations for the tall buildings of lower Manhattan rely on the use of high capacity, rock anchors to resist overturning forces generated by lateral loads from wind, earth, water and, to a lesser degree, seismic forces. Once completed, the proposed towers at the World Trade Center (WTC) site will be among the tallest buildings in New York City. The towers are exposed to coastal winds and from several levels of below grade structure soil and water loads. The design loading required under the current New York City Building Code (NYCBC) is similar to the requirements of the building code used to design the original WTC Twin Towers. We will compare how rock anchors were deployed in the Twin Towers and how they are used in the new buildings. Changes to the building code are less significant that the changes to the design of the structure; that is how the outer skin or perimeter structure interacts with the building core. The result is a significant increase in the number of rock anchors required for the new buildings when compared to those installed in the original WTC Twin Towers.

Gold has received a growing interest as a catalyst for the selective oxidation of organic molecules using oxygen under mild conditions1. In the liquid phase application small gold particles (2.5-7 nm) deposited over different solid supports can be used but, like many other noble metals, their catalytic activity depends upon the nature of the support and the preparation metod2-5. In particular, gold on carbon is the preferred catalyst for the oxidation of the alcoholic 2-7 and the aldehydic7-9 groups and one of the best preparation method is the immobilisation of colloidal particles2-5,8,9. Suggested application of gold catalysis in fine chemicals production, tested on laboratory scale preparations, is reported in table 110. In order to produce more efficient catalysts for the liquid phase oxidation and to derive new insights into the reaction mechanism, we have made a comparison among catalytic systems based on different metals. The first effort was to test the activity, if present, of naked metal particles and then to study the influence of various materials commonly used as a support.

Groundwater issues for the mining industry are many and varied. When the depth of mining is below the water table/potentiometric surface, a groundwater æsinkÆ is created which alters the local groundwater flow regime resulting in minewater inflows. Assessment of mine dewatering, mine water balance and wastewater disposal requirements are central to the effective management of water in a mining operation. Each of these issues has a significant groundwater component. Other groundwater issues for mining operations include: water supply, aquifer storage and recovery, the impact on other groundwater users in respect of groundwater levels, bore yields and water quality, and the development of an effective groundwater monitoring network for early detection of impacts and to satisfy regulatory requirements. This paper outlines the techniques involved in assessing groundwater issues for project feasibility, during operation and post closure, and provides an overview of several mine dewatering and water disposal methods. The practical assessment of groundwater issues for the mining industry is illustrated with several case studies of mining projects in Australia, SE Asia and the subcontinent. These are projects to which the author has contributed during a career as a geologist/hydrogeologist spanning more than 25 years.

The optimisation of capital in the total planning context has broadly two components: ò maximising the efficient utilisation of capital against competing capital demands; and ò maximising the efficiency with which the industry's capital requirements are sourced. This paper focuses on the latter of these two concepts, as I wish to highlight that within the coal industry the inefficient sourcing of capital has resulted in the inefficient utilisation of capital. In discussing the optimisation of capital within the coal industry I would like to outline three fundamental issues which currently impact the industry and its application of capital: Initially, from the perspective of an independent investor, the perceived risk associated with investing in a volatile industry cycle has not permitted appropriate funding structures to be created thus leading to an inefficient utilisation of capital. Secondly, investors seeking out a windfall gain have established a practice of trading in the assets rather than encouraging recapitalisation. And lastly the mismatch of supply and demand leading to the establishment of new projects which include a percentage of offshore investment has fostered an environment of lower returns and subsequently a dilution of capital.

Mining, like most other businesses, is based upon capital assets; and the primary cap- ital of any mining company is its ore reserve. A company's survival and growth is, thus, dep- endent upon its ability to replace, increase, redistribute and to diversify its ore reserves. A Kennecott executive addressing a group of geologists in 1957 stated, "Management expects a geologist to find ore! That is the primary objective and the justification of the geologist in the minerals industry. There is no other function that we can rationalize." This is, however, a restricted point of view, and one which I an sure is not fully shared by mining executives or mine operators at the present time. Ore reserves are 'made' as well as 'found' and the geologist contributes to this process. A mining geologist engages in activity in- volving the study of geology in connection with the total mining operation. His major task is the adaption of geological knowledge of ore de- posits and rock behaviour to mining needs, and the application of principles of the science of geology to specific problems of finding, develop- ing and extracting of ore bodies.

Commercial software programs are being utilized to create and maintain a mine subsidence database in conjunction with the U.S. Bureau of mines research on mine subsidence in Illinois. A three-year survey net of monitored structures in an Illinois subdivision was entered as textual information (attributes), on an existing AutoCAD drawing. These attributes can be optionally displayed on the corresponding drawing or extracted as a text file for import to a database program. The database program, dBASEIV, allows combinations of multiple database files for extensive querying capabilities. Subsurface database files can be merged with surface database files to enhance the effectiveness of surface response analyses in mine subsidence research. The geographic information system (GIS), pcARC/INFO, was chosen to integrate existing AutoCAD drawings and dBASEIV database files into a relational database with a graphical representation. The relational database allows users to update either the graphical representation or the database, with the changes being reflected automatically in its alternate format. The increased capacity, through use of a GIS, to query combinations of database files and have the results reflected graphically has significant potential for expediting mine subsidence research.

"Suncor Energy Inc., located north of Fort McMurray, Alberta, commenced pilot scale operation using a CPT 4’ diameter flotation column in March 2003. This larger scale trial follows two previously successful flotation column bench scale tests. They included an April 2002 trial with a 2.4” inner diameter column from the University of Alberta and a 20” diameter CPT column in August 2002. The column receives middlings stream feed from one of Suncor’s deep cone separation cells and is operated in parallel with a set of WEMCO flotation cells. The recovery, tails losses, and concentrate quality are being compared between the two systems. The column, to date, has been tested with all types of run of mine ore grades. Variables such as wash water flow and temperature, sparger nozzle size and location, sparger air/water flow rates, and column residence time has been adjusted to achieve better recovery and final product quality.Used in many mineral processing applications, column flotation is primarily used for the final stage of sulphide cleaning and flotation of phosphate or iron ore. As well, mechanical cells are often used in combination with a column to retrofit an operation and to produce a cleaner product.Initial results prove that this is the first successful application of a flotation column in an oilsand application. If viable, it will be an inexpensive process for recovery of bitumen from a middlings stream and able to produce a final product suitable for froth treatment.INTRODUCTIONSuncor’s oilsand is surface mined from the Athabasca Oilsand deposit north of Fort McMurray, Alberta. The oilsand is then mixed with hot process water (HPW) and the bitumen is slurried in a pipeline. Large separation cells as shown in Figure 1 float off the bitumen product, which is then steam or static deaerated and sent to Secondary Extraction for further cleaning. The tails stream from the cell is sent to the Final Tails Pumphouse (FTPH) for processing. The tailings flotation froth product gets recycled to the separation cell oilsand feed. The tailings are pumped from the FTPH to tailings ponds. The middlings stream is drawn off the separation cell approximately 9’ from the froth overflow level. It runs down, by gravity, to the scavenger banks for bitumen recovery. It was from this stream off of the Line 6 Separation Cell that the feed to the Canadian Process Technologies Inc (CPT) flotation column was taken."

Ever since the early '60's there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the continuous haulage systems which have been most successful to date were placed in operation in the early '70's and were all of the bridge conveyor type, usually consisting of bridges and mobile bridge carriers attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor type continuous haulage systems were, and continue to be, either of the belted or chain type. Undoubtedly, the most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Company. Until early 1977, the most successful chain conveyor type haulage systems were manufactured and marketed by Jeffrey Mining Machinery Division. In 1977, Long-Airdox reentered the market with a chain type system to complement its belted system. I say "reentered" because the original bridge type continuous haulage system was introduced to the coal mining industry in the early '60's by the old Long Company, a predecessor of the current Long-Airdox Company, and those original units were of the chain conveyor type.

Over 80% of Australia's population lives within 200 km of the coast, 70% in 10 major coastal cities. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

Offshore mining of placer diamond deposits along the coast of South Africa and Namibia has become a multi-scale activity. It is a successful offshoot of a land-based mining industry that has operated along the coastline for more than 80 years. Onshore diamond deposits have been worked by several methods from the foreshore to some kilometers inland (Hodgen). These deposits are the foundation of an ongoing industry along the coastline. The offshore diamond industry began in the late 1950s and has now come of age. Diamonds are produced along 800 km (500 miles) of coastline in water 200 m (660 ft) deep. About half of the coastline is in Namibia, north of the Orange River that defines the border with South Africa. The other half is in South Africa.

Gravity-fed water systems in mines by A. WHILLlER, Pr. Eng., Se. D. (M.I.T.) (Fellow) and J. VAN DER WALT, Pr. Eng., B.A. Hons. (Bus. Admin.), Ph.D. (Eng.) (Visitor) South African mines often experience significant losses in production because of recurring shortages of water at work places as the result of underground dams running dry. Similar shortages have occurred during fire-fighting operations, and now, with the use of cold service water to aid in the cooling of mines, it is even more necessary that such shortages should be prevented. This paper draws attention to the primary cause of such water shortages, and an outline is given of some of the fundamental hydraulic principles that must be followed in the design of gravity-fed water-supply systems on mines.

[A colorimetric method5/ for the determination of benzene in amounts as low as 0.001 mg has been developed recently at the U.S. Bureau of Mines Pittsburgh Experiment Station by the authors, with the assistance of chemical personnel fro a the Allegheny County (Pa.) Relief Works Division. The method is based on the direct nitration of either liquid - or gas - phase benzene, followed by neutralization, extraction with butanone, and final treatment with sodium hydroxide which produces a violet color. The color is matched with color standards of known values. Although the method is adaptable to many conditions the primary objective was a procedure that would be suitable for hygienic investigations. The development worth included a study of possible interference by chemicals that be present in those situations in which the method. would be employed. In this study it was found that a specimen of hexane prepared by the Gulf Research Laboratory, Pittsburgh, by fractionation of West Virginia natural gas gave positive result for benzene, whereas a specimen of pentane prepared in the same manner showed only a trace, and specimens of n -heptane and octane (2,2,4 trimethylpentane) supplied by Eastman Kodak Co. save a negative result. According to information obtained from the Eastman Kodak Co. the latter two compounds were highly purified, the n-heptene being prepared from line and the octane synthesized in the laboratory. On nitration of a larger amount of tae natural hexane a visible quantity, of needlelike crystals which resembled those of m-dinitrobenzene was obtained. The hexane from this nitration was recovered by distillation and again nitrated, but no crystals or colorimetric indication of benzene was obtained. This imitated that the specimen of natural hexane contained a substance which at least had the chemical behavior of benzene.]

INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments c through g are more insoluble than lead carbonate, there- [ ] fore should prevent the formation of lead carbonate on the galena surface. In experiment i the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments j through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. Sound design of structures founded in or upon rock requires that the deformability of each rock member involved be characterized. This can be done by means of loading tests (plate bearing, flat jacks, borehole jacks, pressure chambers, etc.) or through convergence measurements (tunnel convergence, roof sag, etc.) in exploratory works. Analysis of data will be qualitative (degree of nonlinearity, creep behavior, scattering of results over a number of sites, etc.) and quantitative (modulus of elasticity or deformation). Some of these tests involve a very bulky apparatus and are expensive to perform. On the other hand, for the purpose of mapping and describing the various rock members which occur within a given site, many feet of diamond drill holes are frequently completed. Even with the optimum equipment and expert drillers, however, quantitative characterization of the rock units on the basis of tests on returned samples is apt to be misleading; the softer and weaker components of the rock tend to be lost and the fabric of the rock block- fracture system in situ is not sampled. Laboratory moduli of elasticity have proved to be consistently higher than in-situ values selected for engineering purposes. This led to the design of instruments which would operate in boreholes, combining the advantages of a reduced size and a deeper investigation, from the surface to several tens of feet.
