In accordance with good industrial practice, Canadian metallic-ore concentration plants have always recycled a high proportion of process water to save reagents, save power, conserve water resources, and to protect the community water supplies, to give only a few reasons. In the last few years there has been awakened public concern for the environment and, consequently, government regulations have been added as additional reasons. Present recycling practices are summarized as a basis for improved plant design and operating procedures and for further research. In addition, an attempt is made to determine why plants do not recycle water in certain situations. Although not all Canadian mills are covered, the many examples given indicate the problems and the effort being made to solve them. Wherever available, the chemical quality of the water and the process requirements are indicated as well as the other parameters affecting water recycling at each operation.

CONCLUSIONS: Our experience, where we attempt to remove a continuous face with a seam more than six and one-half feet in thickness, has been rather disastrous. We have been able to open up faces and retreat for a distance of 75 to 100 feet in this particular character of coal, but after the supporting timbers have been removed for the second or third time we have found that the roof has a tendency to ride over the props and break off at the face of the coal support. However, where our coal is below six and one-half feet in thickness we have had very good success in handling the roof and breaking it off systematically with our break line of props, which are usually from 12 to 15 feet from the face of the coal. Our practice in to set props at about two-foot intervals in each direction and remove two sets of props, at the same time two additional sets are placed along the coal face. At all times we are very insistent that all props be removed from the gob and that entire coal be taken out so that it is possible for the roof to break freely and all come down, not having any supporting pillars in the gob. The conclusion of our experiments to date is that if all the supports beyond the breaking line of props are taken out as the long face retreats and the closer the breaking line of props is kept to the face the better the results will be. We have never felt it safe to have less than four rows of props to protect the machinery and men working along the coal face. We feel that the time element as to the rapidity with which these faces are advanced or retreated, is of vast importance, but to date have not had an opportunity or experience enough to reach any conclusion as to what time element is proper here with us. We feel that the crushing strength of the overlying strata will govern this to a large extent, and as ours varies considerably, it is going to he very difficult for us to reach a definite conclusion. My opinion is, that conditions may be such that rather than have a short face and retreat rapidly, it will be found that a longer facewith a slower retreat will work out better. Such a condition might give the overlying strata time to settle. The caving of roof or of control of this caving, with us, is quite closely associated with the ventilation. We find that the places where the strata overlying the coal are composed of shale, that the effect of the air on this is of very great importance. It is our endeavor, at all times, not only to remove obnoxious gases, but to keep a current of fresh air moving along the face and, of course, a portion of this travels over the gob and comes in contact with the roof and overlying strata. This, we find, helps materially in keeping the roof on the move. As it is our practice to keep water for sprinkling purposes at all places, we also use this water to keep the roof wet back in the gob. The effect of water on the shale is to cause it to disintegrate quite rapidly. MR. HOLMAN (Concluding): If there are any questions about this, I will be glad to answer them. HOLMAN: Our mines being gaseous, we do not use the ordinary flashlight for taking underground photographs, but we have had considerable success, I think, with underground pictures by means of electric lights. We use 250 watt globes. We have six of these rigged up with tin reflectors, 18 inches in diameter, on standards, and we carry two or three hundred feet of wire connected with these six lights, and they can be turned on in the room where we take the photograph, by means of this extra wire. has been no commercial production of either perlite or pumice in British Columbia. Several promising occurrences are known to exist but their development has been delayed due to difficult access and / or remote locations. The Empire Valley perlite deposit is located 120 km east of Clinton. The deposit appears to be a flat-lying volcanic flow 50 to 70 m thick that is part of an Eocene rhyolite and dacite volcanic assemblage. The Francois Lake perlite deposit occurs on the north shore of Francois Lake where perlite is part of a rhyolitic volcanic sequence. The exposure of perlite is about 13 m thick and is considered to be Eocene or Oligocene in age. The Uncha Lake perlite deposit is located about 5 km south Industrial Minerals in Canada of Uncha Lake. Perlite appears to be intercalated with porphyritic rhyolite flows that are comparable to those at Francois Lake. Showings are widespread but poorly exposed and thicknesses are unknown. The Mount Meager pumice deposit is located in the Lillooet River valley at the base of Plinth Mountain. Coarse pumice agglomerate forms a large talus slope that is undercut by the river. Unsorted, angular fragments up to 50 cm in diameter are intermixed with up to 30 per cent of sand and silt-sized particles. The exposed zone is about 200 m long and 50 m high; it is being considered as a source of lightweight aggregate.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

Practical procedures that have been developed for pre-split blasting and smooth blasting in common rocks are reviewed systematically. Topics covered include shothole spacing, charge weight per unit length of shothole, decoupling ratio, adjustments for explosive type and rock type, and weight of explosive per unit face area. Relevant properties of frozen rocks, frozen soils, and ice are compared with those of common unfrozen rocks, and appropriate adjustment of blast design is discussed. Interim relationships for the design of controlled perimeter blasting in frozen soils and massive ice are put forward, recognizing that additional experimentation is required. Special problems in controlled blasting of ice are discussed. These include effects of wet holes, delayed removal of burden, and submerged burden. Special attention is given to the cutting of ice islands and icebergs. An Appendix describes an operation in which the face of an ice wharf at McMurdo Sound was trimmed by pre-split blasting.

The suggestion of the use of measurements of trace amounts of mercury as a guide to the location of sulphide ore deposits was first made by the Russian, A. A. Saukov (1), in 1.946. Since Saukov's original work, many others have studied the abundance of mercury in nature, the association of mercury with sulphide ores and methods by which very minute quantities of mercury can be measured in air, soil, rocks, water and plants. The most abundant of the mercury bearing minerals is cinnabar (HgS). Native mercury is also found and sulpha-salts like tetrahedrite are known to have important mercury contents. Other sulphides of base metal deposits contain mercury in amounts ranging from parts per million to as much as one or two percent. (2) The mercury content of sulphide-free rocks is usually less than a few hundred parts per billion (1 ppb - 10-9), Soils usually contain less than 100 ppb and water less than 1 ppb of mercury. Normal atmospheric air contains about 1 nanogram (10-9 grams) of Hg per cubic metre although higher concentrations can be observed near mercury occurrences, sulphide deposits and volcanic exhalations.

For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

For the past year, MBD has been engaged in a lively discussion on a name change for the Division. To complicate things, more than one name change has been proposed! There has been much discussion on the subject, as anyone who has attended the Annual MBD Business Meeting or read [jE] knows. The position of many of our members is well known. There is, however, one group that has not been heard from. These are the future members-the present students and those even younger who are yet to elect our profession. As one who has traversed the academic-industrial interface several times, I think I am qualified to speak for this group. Before going further I think it wise to state unequivocally that our Division should adequately represent our profession. The whole profession is just too small to chop into a plethora of pieces: "I'm not a mineral processing engineer, I'm an ore dresser-well, actually, I specialize in comminution, specifically in grinding, mostly in autogeneous grinding-primary autogeneous grinding that is-and my 'thing' is really iron ores, taconites, mind you!" Enough to confuse even those that keep the faith, and certainly we can't build a profession on such narrow pieces. Either an employer can hire a professional who knows the entire profession or he can't. As more and more companies search out opportunities in the mining and metallurgical fields and as environmental considerations bring into question even our technically well proven processes and procedures, there is a greater need than ever be- fore for a well-rounded mineral processing engineer well versed in all of the process possibilities. What is needed is one who can take an ore-or municipal trash for that matter-and produce there from a valuable product by the most appropriate means. It doesn't really matter if this is done physically, chemically or thermally.

The Tamrock all-hydraulic rock drilling system 400 has been developed to cover as wide a drilling range as possible, from 35 mm holes in tunnelling, roofbolting and development work to 64mm holes in long hole production drilling. Field experience during the last five years shows that the Tamrock drill covers this range in a way that no other rock drill on the market does and recently the range has been success- fully further expanded to cover bench drilling with 76 mm holes.

Increasing interfacial area through gas injection is one of the main methods for accelerating reaction between slag, metals, and gases in modern pyrometallurgical reactors. In slag-metal reactors, the generation of a large number of metal droplets into the slag phase through high gas velocity has a much larger effect on the overall kinetics compared to the enhanced mass transfer through mixing. Top blowing technology generates large interfacial areas (>300 m2/tonne) through high impingement gas velocity at short distances between the exit of the injection lance and the metal-slag interface. Phase separation may become a limit at the case of very high interfacial areas, though there is still only limited understanding of the trajectories of metal droplets in slag-metal-gas emulsions.

For a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to costs but to provide a good grade of gas for the acid plants. This study, took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and, because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties. of feeding fines into the Great Falls converter made the use of this type of converter impractical.

With imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than mas possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a wellknown fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be obtained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods —the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. THE Republic of Ecuador is situated partly in the northern and partly in the southern hemisphere. The equatorial line passes about 11 miles north of Quito, and. divides the country into two almost equal parts. Crossing the equator almost at right angles, and extending from Colombia into Peru, the Andes form a great upland that, in cross-section, resembles a truncated cone, the top of which is about 40 miles wide and about 10,000 ft. above the sea, while the base is about 80 miles wide extending from sea level, on the Pacific Coast, to the Amazon Plain, on the east. Superimposed on this upland are many active and extinct volcanoes, which form roughly two parallel chains of mountains, on the eastern and western boundaries, respectively, of the plateau. These are often referred to as the Eastern and Western Cordilleras of the Andes, although their parallelism is somewhat. questionable. The highest of these mountain, masses is Chimborazo, about 21,000 ft., above the sea; among the others is the volcanic peak, Cotopaxi, rising to about 18,000 ft. above the sea. The development of the petroleum resources of Ecuador is greatly affected by this Andean mass, not only .because of its composition and geological structure but because of the barrier it interposes between the lowlands on the Pacific side and whatever part of the Amazon Plain to the east is finally found to belong to Ecuador, for the eastern boundary of the Republic is still in dispute with Peru. To understand, therefore, the development of the petroleum reources of the Ecuador and the barriers to such development, we must bear in mind the three great physio-graphic divisions, viz., the Pacific Coastal region on the west, the Andean Plateau in the center, and the Amazon Plain on the east. The first important effect of the threefold physiographic division is that Ecuador has two sets of petroleum regulations: one for. that portion east of the Andes, and one for the Andean Plateau and the Pacific Coastal region although it is probable that the two sets of regulations are, in part, 'due to the boundary dispute with Peru.

THIS paper deals with the- methods of mining the high-grade clays of California. Although the majority of the clay pits in the state are operated on a scale that is small by comparison with most metal mines, this very fact results in a diversity of methods and gives rise to problems of selection of the method best suited to given conditions. Two or three operators in California produce approximately 500 tons per day of a single kind of clay from a single pit. About five varieties of clay are mined on a scale of 200 to 400 tons per day; not over fifteen varieties are mined on a? scale of 50 to 200 tons per day; and more than 50 varieties are mined at a rate of less than 50 tons per day. It is the aim of this paper to delimit, insofar as the data at hand permit, the conditions and scale of operations that favor the selection of each dominant method of mining that is actually being applied at California properties. Details of the occurrence and utilization of the clays of California have been given in a recent bulletin and are not considered here.

Layers of magnetic taconite of above average magnetic iron content extend down dip on the Mesabi Range to depths beyond the reach of open pit mining. A selected layer with thickness of 75 to 100 ft underlies many square miles. Such a selected layer can provide over 50 million tons of recoverable concentratc per square mile, at lower concentration ratios than in the present open pit taconite operations. The system contemplated would consist of large scale underground quarrying by a lane and pillar method. Working heights would be 60 to 100 ft; room widths, 50 to 75 ft; and productivity targets, about 40 tons per man-shift. The most critical problems would he roof control and blasthole drilling. The successful operation of large open pits and concentrating plants for treatment of magnetic taconites indicates that the basic techniques and economic problems of pellet production have been solved. The open pit reserves are large, but they are not necessarily available in sufficient quantity or quality to provide an adequate raw materials base for all potential producers. Furthermore, as the more easily available open pit crudes are used up, the pits will become deeper, stripping costs per ton of concentrate will increase, and recoveries will decrease as leaner crudes are utilized. The time will come when supplementary and replacement reserves of magnetic taconite will be required. One way these can be obtained is by underground mining of the down-dip extension of the Mesabi magnetic taconites, especially those layers averaging well over 25% recoverable iron. A key point in such a proposal is the possibility of realizing substantial savings by beneficiating an ore of 30% magnetic iron at 2.5 to 1 ratio of concentration. This contrasts with current practice in Mesabi commercial taconite plants, where the ore averages 22 to 25% magnetic Fe, with concentration ratios of about 3.0 when producing 61% Fe pellets. Two factors which favor the eventual development of underground taconite mining are: 1) the desirable physical structure and high grade of taconite pellets in general and 2) the improved engineering techniques in underground mining. INTRODUCTION In recent years several cities in the Eastern United States have constructed subway systems in deeply weathered igneous and metamorphic rocks. Portions of these transit tunnels and shafts have penetrated zones of saprolite. The purpose of this paper is to define saprolite and discuss saprolite behavior in terms of construction and design of tunnels and shafts. Saprolites are products of in situ weathering of rock, with properties intermediate between those of soil and rock. A well-developed weathering profile can be divided into zones of residual soil, saprolite, transition zone materials, weathered rock, and fresh rock. Saprolites are distinguished by a high degree of weathering and by retention of parent rock textures and discontinuities. These structures persist as relict features because of iso-volumetric weathering (Cleaves, 1974) and formation of intergranular bonds that give cohesion to the saprolitic material. As saprolite continues to weather, the bonds are broken, causing the saprolite to decompose and disintegrate into a true residual soil mass without relict structure. Saprolites may form from igneous, metamorphic or sedimentary rocks, but are most easily recognized when derived from igneous and metamorphic rocks because of their inherent structures. The physical characteristics and properties of residual material vary as a function of mineralogic composition, structure, and discontinuities of its parent rock.

Based on the analysis of issues associated to conflicts between communities and mining companies in Mexico, this paper suggests actions to make mining more sustainable in Mexico. Interviews with key informants and a revision of documental information available on the internet provided information on 15 cases of conflicts in various parts of the country. The issues varied from incompliance with environmental law to assassination of community members opposing mining. The analysis concludes that mining is not sustainable in Mexico. Both mining companies and the Government of Mexico can make changes to improve sustainability. Mining companies could take a proactive approach and engage in consultation with communities before starting operations. Sharing information with communities on environmental management programs and monitoring results can be a way to start building trust and demonstrate environmental commitments. Companies can implement and evaluate CSR policies to ensure that all staff and contractors are trained on them to reduce and/or prevent corruption and violations of human and indigenous rights. Only 3 of the 15 companies had clear social responsibility policies or sustainability targets, but no reports evaluating them. Complying with the law does not make a project sustainable because of corruption, deficient enforcement, and gaps in legislation. The Government of Mexico should address the following points to make mining more consistent with sustainable development. Update the mining legislation to introduce sustainable development principles and consultation. Incorporate the notion of Free, Prior, Informed Consent (FPIC) for Indigenous People (IP) on all applicable Mexican laws or regulations. The government should not grant concessions on protected areas or indigenous lands without extensive meaningful consultation with the public, IP and land owners. Finally, it is vital to increase SEMARNAT?s capacity to review impact assessment reports and inspect and monitor environmental compliance along the life cycle of projects.

Labor, including miners and company men; 60 to 75 per cent. 2: Development, including all necessary yardage, room turning, crosscuts, etc.; 7 to 12 per cent. 3. Deadwork, covering payment to miners for handling falls, drawslate, or faults, rock work, water, and in general, all nonproductive labor; 3 to 7 per cent. 4. Supplies: mine timbers, oil, brattice material, lumber, cement, and repairs to equipment; 2 to 6 per cent. 5. Expense: management, selling, office, taxes, etc.; 1 to 5 per cent. 6. Depreciation of coal reserves and royalties; 6 to 10 per cent. 7. Depreciation of equipment and interest on capital invested; 1 to 3 per cent. 8. Fuel; ½ to 1 ½ per cent. The labor cost for a small mine is relatively much lower than for a large mine, particularly the sum paid to company men. Idle-pay expense is cut to a minimum; the labor item being larger than all the others together, a saving in labor makes a decided showing on the total cost. The development charges in small and large mines are about the same. There should be a small showing on the Beadwork item in favor of the small mine. The unit cost for supplies is usually small in the small mine. The operator of the small mine finds, owing to a limited tonnage, that the expenses of management, selling, etc., are abnormally high.

INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment
