THERE has been so much misinformation sent out through the newspapers, and I find so few people who are really acquainted with the true facts in regard to the coal strike, that I feel it would be advan-tageous to present the facts as I have been able to gather them. One of the great points that the miners are now mak-ing is the fact that the operators of the central competi-tive field, consisting of the states of Illinois, Indiana, Ohio and Pennsylvania, have refused to meet them in a joint conference such as has been customary in previous years. There are two reasons why the operators de-clined to hold such a meeting. In the first place, the last time they held a meeting of this kind they were all indicted under the Sherman Act for making an agree-ment in restraint of trade. In the second place, the miners at their convention did not authorize their dele-gates to negotiate a new contract, but instructed them that nothing less than a scale based on the present wage, with the addition that there should be a six-hour day, a five-clay week, time j and a half for over time, and double time for Sundays, would be accepted. These additions would very much increase the cost of coal over the present wage scale. The operators could not consider renewing a contract on the present scale, as it would mean ruin for them, and as the miners were not authorized to negotiate a new scale on a fair basis that would enable the operators to mine coal in competi¬tion, with the open-shop mines the operators did not feel that there was any use in meeting the delegates. Thirty per cent. of the output of bituminous coal comes from the open-shop mines of West Virginia, Alabama and Pennsylvania. During the strike, in 1919, this 30 per cent. was increased to 50 per cent. and it has affected the operations of the union mines to such an extent this year that they have been able to run only 15 to 30 per cent. of their time, while the open shop mines have run from 60 to 80 per cent. as the wages in these mines had been reduced to the 1917 scale.

APPLIED geophysics is the youngest child of that old branch of learning, that has been known from Aristotle's time as physics-the constitution and laws of nature. The mother science, with the help of mathematics, has given birth to many children, who, on becoming of age in the scientific sense, wedded more practical applications which later became known as electrical engineering, physical chemistry and acoustical engineering. Some vigorous sons still retain the family name, among which the most recent to take its place as a division of science is geophysics, which deals with the physics of the earth. Geophysics in its broad sense has many departments-meteorology, oceanography and seismology, to mention only three. Within the past 20 years, however, a special interest has arisen in the application of physical principles to, problems in geology, mining and civil engineering, with the consequent rapid growth of what has now been called "applied geophysics." Applied geophysics in this narrower sense is the application of experi-mental and theoretical physics to determine variations: and discontinuities in underground structures that cannot be ascertained from surface inspec-tion. It seems evident, then, that the physics department is the natural place in a university where the principles and methods involved should be taught and developed, for the physicist will also have had the requisite training in mathematics that the proper understanding of many methods now used will require. A knowledge of the procedure and principles, however, is not sufficient for the successful application of geophysical, methods. One may know the dynamics of flight of golf balls and of impact and yet not play a par game of golf ! The proper selection and use of the right club to suit the circumstances of the lay of the ball and an acquaintance with the possibilities and limitations of the strokes as well as the practical execution of the play is essential to a successful game. So, also, in the application of geophysical methods, it is important for the geophysicist to use the best device under the conditions presented, to know the limitations of the conclusions deduced from his physical measurements and to make the proper interpretation of the results. A procedure of obtaining specimens of lead, tin, and cadmium with a moderately equiaxed structure and a smooth surface suitable for etching without grinding and polishing is described; the advantages of general oblique illumination (as opposed to vertical illumination) in the photomicrography of pure metals .are stated. Using these methods, a statistical study of the changes brought about in deformed lead, on annealing, has been made. The common mode of structural change was found to be recrystallization. Cases of growth of one original grain into another were rare; but if a totally recrystallized specimen was annealed above 200° C., a few large grains appeared and spread over the whole area, except for a certain number of small grains which remain unabsorbed. The temperature needed to produce structural change in lead was found to be lower, the greater the degree of deformation. With tin, an extension of 28 per cent. caused practically no recrystallization at ordinary temperatures, but recrystallization occurred if the specimen was heated to 100° C. In cadmium at low temperatures, the grain size decreased in marked manner as the deformation increased; but at high annealing temperatures, the grain size was comparatively independent of the degree of deformation. Underground coal mining can cause seismic events. There is currently no way to predict such phenomena reliably, in particular stronger events. That is why, according to the current state of the art, empirical methods are employed in this field. Some assessment criteria, which relate to the geological and mining situation and either stimulate or rather help to avoid seismic events, are presented in this paper. These criteria are examined for a practical mining situation in Germany, with a view to estimate possible seismic events.

A suite of software programs has been written to provide the field engineer or geologist with the capability to collect and store data directly into small, portable handheld computers. This allows the engineer and geologist to collect data in a more efficient manner as the data is collected in sequence and is verified at the time. Typical applications for this software include geological and geophysical logging, trucking surveys, mine surveying, condition monitoring, ventilation surveys and maintenance systems. The software allows the user to construct his own electronic notebook by structuring data input to the computer in a similar manner as is now done on pre-printed forms. The user can store all valid entry codes or numeric ranges in a dictionary and all data inputs made are validated against this dictionary. Once constructed the user may call the electronic data sheet into the unit and collect data which will be stored into the unit which has the memory capacity to record data for up to periods of 60 hours. The data can then be automatically transferred to mini/microcomputers for immediate analysis and report generation. The software may be used on a variety of handheld computers.However the generally rugged environments found in the mining industry limit the choices. In particular the authors have selected a unit weighing a little over one kilogram, which is rugged enough to fall off an underground survey vehicle, and survive when accidentally immersed in water,without losing data. This paper describes the software developments in detail. The project development work to produce this system has been funded by a grant from the Australian Mineral Industries Research Association and is supported by a number of large Australian mining companies.

Basicity(aO2−) has been known to affect the physicochemical properties of molten slags in the metallurgical processes. However, because of the impossibility of direct measurement of single-ion activity, various indirect measures such as capacity, redox equilibrium of transition metal ions, activity of basic oxides, and (theoretical) optical basicity have been proposed; but these basicity measures have been restricted within slag systems and the interaction between measuring elements and slag components has affected the quantitative estimation of slag basicity. Recently, since it was reported that solubility of noble metals in molten slags could be an indirect measure of basicity, the influence of slag basicity on the solubility of platinum and silver has been reported. The reaction mechanism of platinum dissolution into basic slags has been reported, whilst that in acidic slags has not (Nakamura and Sano, 1997; Sano and Nakamura, 1997; Nakamura et al, 1998). Richardson reported that the solubility of metals such as cupper, gold, silver, and lead in the CaO-SiO2-Al2O3 slag was presumably dependent on the atomic radius and the accommodation ability of the silicate network (Richardson, 1974). Swinbourne and You measured silver solubility in the Na2O-SiO2 slag over a wide range of oxygen partial pressure and suggested that silver would be present as both Ago and Ag0.5 in the slags (Swinbourne and You, 1999). For brevity, these previous works discussed the dissolution mechanism of silver into the slags based on the existence of silver as a neutral or molecular species. However, because the almost chemical reactions occurring in the slag are affected by the basicity, the reaction formula with O2- ion is required based on the ionic characteristics of the slag such as desulphurisation and dephosphorisation reactions as given in Equations 1 and 2, respectively.

IN many places throughout the Western mountain plateau regions of the United States coal beds in place have been burned over very extensive, areas, the fire evidently originating on the nakedly exposed outcrop of the coal bed and gradually burning its way into the bed for considerable distances under very heavy cover. . The surface evidences of the burned-out coal beds are seen in the calcined and discolored rocks overlying the places of the outcrop. The greater the mass of the burned coal the higher the results of its combustion can be seen in the overlying strata. I have noted many instances of this condition in the States of South Dakota, Wyoming, Colorado, New Mexico, and Arizona. In the lignite fields of Dakota and Wyoming I noted stretches of level country many square miles in extent where the surface rocks were roasted and vitrified by the burning of a great bed of lignite lying nearly level and with a light cover; this is probably the most favorable natural condition for the burning out of a coal bed. The less the depth of the rock covering overlying the coal bed, the better the .chance for a continuous supply of air to the fire; but when the coal bed clips heavily into the ground, or even if level, if it, passes under a hill or mountain which gives the bed a heavy covering of strata, the fire has more chances of being extinguished from natural causes than in the first condition described. The distance which, a crop fire may extend into a coal field is very much influenced by the dip, the thickness of the coal bed, and the nature of the rock covering immediately overlying it.

Resources for Freedom, a report by the President's Materials Policy Commission, commonly termed either the Paley report, after its chairman, or the PMPC report, was issued in June 1952. The data collecting and assembly work for its preparation were done in 1951. The statistical base in most cases was 1950. It reviewed our economy and predicted what it will be in 1975.* The bases for the predictions were given. Consideration was given not only to statistical data and trends but also to technological changes taking place and likely to take place in the ensuing 25 years that will affect our economy. The supply of raw materials was studied and predictions made as to the availability of supply and the sources in 1975. One of the industries covered was iron and steel. For the most part the report did not attempt to provide a curve showing annual growth for any industry or commodity. It contrasted 1950 with the probable status in 1975. Interpolation between these dates is difficult and the Commission did not intend that it be used for short interim intervals. It is possible in 1958 to show the actual changes from 1950. The magnitude of the changes illustrates the agreement with some interpolation of the Paley report. Statistical comparisons can be general only because the Commission did not postulate a linear change. A study of the iron and steel industry will show if the general predictions have been realized or if gross errors were made. This paper is concerned with such an analysis. It is concerned with the production and consumption of crude, not fabricated products. It attempts to bring various facets of technical and statistical information on the industry up to date.

MARCH 31, 1922, undoubtedly will be long remembered as the ending of an important epoch in the coal-mining industry. On that date, contracts fixing the wages and terms of employ-ment at all anthracite mines and at approximately 60 per cent. of the bituminous mines of the country expired. For the past two years, the consuming public has been complaining bitterly against continued high cost of coal. Coal operators employing union labor have felt obligated to carry out contracts entered -into under the direction of the Bituminous Wage Commission appointed by President Wilson, and in order to do this, they have sacrificed millions of tons of business to non-union mines, and millions of dollars in wages that would have been distributed throughout unionized districts have been diverted to the non-union miners, many of whom never obtained the peak wages granted by the Bituminous Commission and others of whom accepted reductions early in 1921. Heretofore, wage contracts have overlapped as to expiration dates in different districts and renewals have had to take into consideration the competitive balance; the present situation is unique in that practi-cally every contract in the country expired on March 31, and the questions now confronting those responsible for the operation. of the coal mines of the country are: 1. Shall the operators that have heretofore employed union labor endeavor to continue contractual relations with United Mine Workers of America? 2. Shall they undertake to operate their mines with non-union labor? 3. Shall they encourage and endeavor to work out some plan of regulation or arbitration by a Government commission such as President Roosevelt appointed to settle the anthracite strike in 1902? 4. Shall the country give consideration to the demand of the miners that the coal-mining industry be "nationalized?"

FOK, many years the officials of the Magma Copper Co. mine at Superior, Ariz., have had to contend with adverse conditions underground in the form of high rock temperatures, hot water, and high relative humidity. These conditions in the mine have been such that working the mine would have been impossible were it not for the constantly expanding and improved sys- tem of ventilation to produce bearable conditions in the working places. Results that have already been achieved make an interesting study of what can be done along those lines. From the time the mine was first opened in 1910 it has been hot. An idea of the conditions that have persistently been encountered can be obtained from parts of the mine that are not being worked at present or that do not yet have sufficient ventilation. Virgin rock temperatures as determined in drill holes at the faces range from 104° to 116°*. An observation made at the face of No. 5 West footwall drift on the 2800-ft. level.

Experimental studies of the axial distribution of particles along dry ball mills are described. The results, for mills ranging in diameter from about 10 cm to 1 meter and operated in both the batch and continuous modes, indicate a consistent pattern of significant migration of particles away from the ends of the mill. In some, but less frequent, cases axial migration of the grinding media is also observed. Analysis of the data suggests that particle migration results from end-effects which extend for a distance of about one mill diameter along its length. End-wall roughness appears to play a significant role in the particle migration phenomenon. Media migration is generally associated with continuous mills operating at relatively high powder flow rates.

The following text will present the concept of rock socketed drilled shafts used to support electrical substation structures, and discuss the cost and schedule risks that traditional design responses to unforeseen shallow rock can pose to a project. Design considerations will be detailed, including rock characterization, shear strength of drilled shafts, and modeling lateral resistance of the shaft and surrounding rock. The specific case of drilled shafts installed for heavily loaded structures at the Moxie Freedom Substation will provide an example of how close collaboration between the engineer and contractor to refine designs based on site-specific feedback can provide tangible benefits to the project. In this example, value engineered designs resulted in an approximate 40% reduction in shaft/concrete volume and a 60% reduction in total rock socket depth. PROJECT OVERVIEW The Moxie Freedom Project included the construction of a new 500 kV switchyard in Berwick, Pennsylvania. The foundation contractor was selected to install both small and large diameter drilled shaft foundations to support the structures within the switchyard. The small diameter shafts were utilized to support transformers, switches, bus supports and a static mast, while the large diameter shafts were used to support one 180-foot monopole and six H-Frame structures. CHALLENGES: ROCK SOCKETED DRILLED SHAFTS Available geotechnical data at the time of bid included limited borings and seismic refraction. The borings were not located at every structure, and the contractor and design engineer were left to interpret desktop studies and geophysics to determine the probable site-specific conditions at each foundation. The data suggested substantial variability in the quality and depth to bedrock across the project area, indicating significant risk of deep embedment into bedrock at all seven large diameter shaft locations. Rock socketed drilled shafts pose unique challenges for both designers and contractors, and the topic has become a focus of national foundation organizations. Traditional design models result in deeper and/or larger diameter shafts where rock is encountered. In the case where site-specific geotechnical conditions are not clearly understood and rock is encountered at shallow depths, this can lead to significant additional rock drilling, impacting overall project cost and schedule. Rock drilling can result in more than ten times the cost of soil drilling and can easily take in excess of ten times longer to excavate.

In 1999, Eramet bought the ferromanganese plants in Porsgrunn and Sauda (Norway) and Marietta (USA). With an ownership in the Comilog mine, the plants will operate with a high amount of Comilog ore. The properties of Comilog ore are reviewed and compared to a number of industrial operations. Important ore properties are chemical and mineralogical analyses, CO reactivity and mechanical strength. The advantage of Comilog ore is its contribution to lower energy and coke consumption. However, special precautions must be taken regarding the amount of fines and water introduced in the furnace, as Comilog ore is more porous compared to other Mn ores.

High intensity, autogenous grinding has been developed in the hard rock, quarry industry and is finding wide application in mineral processing. The autogenous vertical shaft impactor is described and action within the machine is illustrated. This machine is compared with the cascade mill, in the three characteristics of impact, inter-particle rubbing and nipping, of which impact is the most important. There is a seven fold increase in impact level over that of the cascade mill. The autogenous impactor has characteristics of crushing and grinding, preferential crushing, abrasion resistance and drying. These are illustrated by examples of industrial applications, where the machine is now used and range from abrasives, such as Carborundum to phosphate rock.

System simulation is an increasingly popular technique for analyzing and improving existing as well as newly designed underground mining operations. An engineering firm that specializes in simulation helped a major metals producer build a long-range planning model of an existing underground mine. Subsequently the team adapted this model to assess technology alternatives in the design of a new mine. The two models differ in the level of detail used for modeling the development process. This paper discusses the differences in approach between the models along with the experiences gained and challenges faced during the construction and use of the models.

Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

Petroleum production in the Mexican fields during 1932, estimated at 32,400,000 bbl., was only 564,000 bbl., or about 2 per cent less than the 1931 total. Production in the northern fields declined approximately 1,100,000 bbl., the Tehuantepec output showed a drop of 340,000 bbl. and the South fields gained 865,000 barrels. Wildcatting continued at a reduced rate, the only successful completion being Presa No. 2 well which at a depth of 1535 ft. produced about 7,000,000 cu. ft. of gas. This well is an offset to Alberca No. 1 completed during 1931. General conditions in the petroleum industry coupled with the additional burden of the 21c per bbl. duty on oil imported into the United States further discouraged development activity in Mexico during 1932. Production of the Mexican fields in 1932 was distributed as follows: Production (U. S. For tunnelling in poor and heterogeneous ground a reliable on-site short-term prediction is required to allow a safe and economical construction. With the use of absolute displacement monitoring data and advanced software for evaluation of the data in combination with a routine update of the geological model a considerable increase in the reliability of the short-term prediction could be achieved. The paper deals with theoretical considerations, numerical studies and case histories from alpine tunnels in heterogeneous rock. Tunnelbau in schlechtem und heterogenem Gebirge erfordert auf der Baustelle eine verlaessliche Kurzzeitprognose, um ein sicheres und wirtschaftliches Bauwerk gewaehrleisten zu können. Die Verwendung von absoluten Verschiebungsmessdaten und deren Auswertung mit Hilfe von hoch entwickelten Softwareprogrammen in Kombination mit einer laufenden Aktualisierung des Gebirgsmodells ermöglicht eine erhebliche Erhöhung der Verlässlichkeit von Kurzzeitprognosen. Dieser Beitrag beschäftigt sich mit theoretischen Ansätzen, numerischen Modellen und Fallstudien von Tunnelvortrieben in heterogenem Gebirge. La construction de tunnels dans la montagne hétérogène de faible résistance exige un pronostic fiable à court terme sur le chantier, afin de pouvoir garantir un ouvrage sûr et économique. L'utilisation des données de mesure de décalage absolues et de leur évaluation à l'aide de logiciels sophistiqués en combinaison avec une mise à jour courante du modèle de la montagne permet une augmentation considérable de la fiabilité des pronostics à court terme. Cette contribution présente des approches théoriques, des modèles numériques et de cas pratiques de progressions de tunnels dans des montagnes hétérogènes.

Judging by the inquiries that come to Battelle, a number of companies have run into problems in determining the size and character of markets for mineral fillers in general and specialty fillers in particular. Usually these problems arise during a project to develop a new mineral filler when management suddenly realizes that a considerable sum of money will have to be spent before any profits are realized from sales of the new filler. What management needs in this case is the odds for or against the success of the development. And these odds frequently are controlled by the markets for the new filler. Basically, the problems involved in gaging markets can be simplified to how much of this new filler can be used and by whom? But there are some potential booby traps in these simple questions that should be exposed. This paper will discuss a few of these problems such as: 1. Describing the filler so that the prospective customer recognizes its possible applicability. 2. Finding; a prospective customer who can verify the filler's applicability. 3. Expanding successful test results to total industry markets. 4. Appraising competitive products, and 6. Discovering all the possible uses for the new filler.

Cost-effective underground mine configurations have been designed in highly fractured rock masses where the stone possesses a high material strength. A limestone mine in the eastern United States is used to demonstrate procedures for the geotechnical design of one such operation. The mine discussed is located in both limbs and the axis of a recumbent fold that fractured the rock mass. In a highly fractured rock mass, where the host rock has high strength, a design can be developed to alleviate intact rock failure. This is possible because in most cases as the stress levels needed for intact failures are approached, the stresses are quickly dissipated due to movement along discontinuities, which represent planes of weakness. As a result most underground failures in highly fractured rock are due to sliding or toppling. Even when intact rock fails in a highly fractured rock mass, it is the movement along an existing joint or other weakness plane that often initiates or causes this failure. It is therefore important to obtain the characteristics of weakness planes that are the discontinuities within the mass. The required information on weakness planes, geology, and strength of materials is discussed and recommendations for obtaining this information are presented. A discussion is provided on failure modes and the use of developed information for their evaluation. The impact on geotechnical design is demonstrated through pillar sizing procedures; however, this approach can also be applied to mine roof and pillar foundations.
