The papers in this section provide several examples of the application of Process Mineralogy to metallurgical problems. Any experienced metallurgist could cite numerous other examples when process mineralogy has, or could have, provided data of value in his understanding of metallurgical processes. The data developed by mineralogic techniques may supplement conventional chemical analyses, but cannot be replaced by assays. Mineralogic and chemical analyses each provide different types of information. In order for the process mineralogist to interpret his results in the most useful manner, it is desirable that he should have some knowledge of metallurgical processes. Conversely, the metallurgist should have some knowledge of mineralogic techniques to understand the scope and limitations. Mineralogic examinations are time-consuming and expensive. To ensure the effort is not wasted, and indeed does not generate misleading information, the utmost care must be taken at every stage of sampling and sample preparation. The mineralogist may examine microscopically or by x-ray diffraction a one-gram sample representing a flow of possibly thousands of tons per day through a concentrator. Conditions in a concentrator change continually in response to changes in feed rate, feed characteristics, grind, reagent additions, temperature, circulating loads, etc. Lengthy sampling periods are required to ensure the samples examined are representative of average conditions. The sampling program should be drawn up jointly by the metallurgist and mineralogist. Sampling points should be selected with a view to ease of sample cutting. The sampler should be instructed in the method of cutting the samples, the weight or volume of sample to be taken at each cut, the sampling frequency, and sampling period. The sampling period required depends on the scope of the investigation. For example, if a complete survey is to be made of all final and intermediate products of a flotation concentrator, samples should be cut at not more than two-hour intervals, twenty-four hours per day, for not less than one week. For a more limited investigation of one circuit or one section of a concentrator, 'the sampling frequency could be increased to every hour and the sampling period reduced to one or two days.

In Fuxin Coal Mines, there are more than 20 million tons of coal buried under seasonal streams. The coal seams are mostly shallow. We have mined more then 50 mining blocks distributed in 5 coal mines. Their natural conditions are different, and the consequences are also more or less different. However, no stream-water-inrush accidents under regular mining conditions are the same. There were 3 exceptions. They were caused by unexpected roof caving which made valleys or alluvia subside as funnel-like cavities and let in inrush of stream flow. The key to our success in mining shallow under-stream coal seams, according to our analysis, is that valleys or alluvia subside gently and basically evenly with contractible tension fissures and that fissures both in valleys or alluvia and in rock seams are blocked up or sealed by cohesive deposits either from alluvia or rock. This paper treats: (1) some typical illustrations of mining shallow coal seams of different occurrences under streams of different sizes, flowing capacities and valley structures, (2) observations of the height of caved and fissured zones and subsidence of valleys or alluvia, (3) observations of underground water flow before, during, and after mining and the fluctuation with respect to stream flow, (4) observations and analyses of blocking up of fissures caused by mining, and (5) feasibility of mining shallow under-river coal seams.

ALTHOUGH the subject matter contained in this paper is presented under a new title, its writing was induced by the work of S. Skowronski and K. W. McComas.1 A discussion of the latter is here combined with the presentation of new and independent data. The physical constants quoted by the authors of that paper, such as melting and boiling points, as also the chemical reactions of the substances involved, are so well established that the numerous confirmatory experiments and their application to metallurgical conditions leave little or no room for criticisms. On the contrary, they will greatly aid to dispel any lingering skepticism as to possible considerable losses of copper accruing when the metal is melted in the presence of its own and, probably, other chlorides and when no provision is made for the recovery of volatile products. Exception may be taken, to some degree, to that part of the work under the caption Melting Drillings of Copper Mixed With Sodium Chloride. These experiments should have been extended in order to make the implied reactions clear and the results convincing. The latter are stated to be, "that when sodium chloride is present above certain minimum quantity relative to copper some of it is found to volatilize in the melt while another part reacts with the metallic copper to produce the volatile cuprous chloride, and that When smaller quantities of sodium chloride are present the reaction is complete and all chlorine is found to have volatilized as cuprous chloride." Metallic copper and sodium chloride are mentioned as the sole reagents in this chemical process, acting, according to the authors, in a neutral atmosphere of carbon dioxide. The chemist, quite naturally, will inquire into the formula according to which that reaction takes place and find that it would present itself as follows: 2Cu + 2NaC1 = 2Na + Cu2Cl2 It would appear that the truth of this formula will be challenged and a more rational explanation of the reaction sought. Apparently, carbon dioxide is neutral relative to metallic copper in its molten state; whether it remains neutral in the presence of sodium chloride is quite another question. Does it not at that high temperature become an oxidizer and do not the conditions of the reaction change to those expressed in the following formula? 2Cu + 2NaCl + 2002 = Na2CO3 + CO + Cu2Cl2

INTRODUCTION Requirements for achieving economic slope stability in open pit mining must not only be met during the operating stages but in all preceding stages of mine development. In many operating mines little or no emphasis was ever placed on evaluating the stability of possible slopes during the exploration and planning stages. The purpose of this discussion is to emphasize the necessary considerations that should be made in all stages of development in order to achieve the safest and most economic pit slopes. The most economic slopes may not always be the safest slopes and it is incumbent upon the mine operators and engineers to achieve an optimal combination of economics and safety. The stability requirements outlined are based on the profit motive and are, therefore, practically oriented. Long-term basic research or theoretical studies are considered important only to the extent that they can be shown to have a definite payoff. Consideration will first be given to the information required for stability analysis, which can be determined during the exploration and evaluation stage, followed by further stability work necessary during the mine planning and layout stage. Particular emphasis is then placed on the operating stage in which blasting, dewatering, artificial stabilization, and slope failure are discussed. Lastly, the importance of a logical and orderly research procedure is stressed. EXPLORATION AND EVALUATION STAGE The purpose of the exploration and evaluation stage in the mining scheme is to find and delineate a potential orebody. Discovery and delineation commonly involve drilling tens and in many cases hundreds of boreholes. These boreholes, which may cost as much as $20.00 per foot of depth for a cored hole, are usually abandoned once drilling is completed. Stability evaluation for a potential open pit should begin at this stage by taking advantage of the existing boreholes. Rock and soil properties, as well as hydrologic parameters, may be obtained from both the borehole and the core. Seismic velocity and neutron probes may be used to log the borehole to obtain elastic moduli data. A borehole dilation jack may also be used to give backup information on the rock and soil elastic parameters. Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. "Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."

It has long been known that closed circuit grinding with a classifier improves grinding efficiency, reduces unit specific power consumption, and reduces over grinding. The classification device removes material from the circuit that has reached the desired size and returns coarse material back to the mill for further grinding. The efficiency of the classifier is an important factor in the overall performance of a grinding circuit. The classifier affects the capacity of the grinding circuit and the metallurgical performance of downstream operations. Dynamic separators are efficient dry classifiers because new designs during the last 50 years have reduced the by-pass and improved the partition curve. By contrast cyclones have been used as classifiers in wet grinding circuits for 50 years but without serious change and the early problems which were caused by high and variable by-pass, and different mineral specific gravities, still exist. High frequency screens are now used for wet separation and the operating characteristics of closed grinding circuits using cyclones or screens are discussed. Data come from circuits at the Condestable, Cerro Lindo, El Brocal and Catalina Huanca mines in Peru, the Eczacibasi mine in Turkey, and the Apatit mine in central Kola Peninsula in Russia. All classifier data are described by their partition curves and all mill data by their breakage rates. With cyclones the by-pass, d50, and sharpness of the partition curve change as operating conditions change but with high frequency screens the values vary little because the by-pass is low, the sharpness is high, and d50 depends on the aperture size. Data from all plants indicate that lower by-pass and sharper separation improve breakage rates and throughputs. An initial model of the screen is proposed.

These technology and design trends result in lower electrowinning operating costs and improved purity of electro won cathode.INTRODUCTIONTechnology transfer between similar industries is an important process in improving product quality and productivity, and reducing operating costs. The electrowinning (EW) recovery of base metals, such as zinc, copper and nickel, is no different. The zinc industry with its larger EW product-handling requirements as compared to nickel and copper, has been driven to automation technology and the use of larger equipment. This technology has been transferred to copper. Nickel has led development and application in large-scale anode and divided-cell technologies but, due to nickel being produced in multiple forms (not just cathode) and being a small part of the whole complex nickel process route, the quantities of electrowon nickel are small compared to copper and zinc. Copper process technology in acid mist abatement was recently transferred to nickel. The focus in copper EW has been on energy reduction and productivity."

Introduction The usefulness of microscopes in exploration and ore dressing, problems has been documented for the older generation of mining industry personnel in such publications as Schneiderhohn and Ramdohr (1931). A more recent publication that examines the subject is Process Mineralogy, a conference proceedings of The Metallurgical Society (TMS, 1981). However, it is worthwhile to review some of the principles and advantages of microscopic examination of rocks, ores, and mill products. Transmitted light Microscopists can look at materials in transmitted or reflected light. Studying transmitted light is what is usually meant by petrography. In this method, the light passes through the specimen. The upper polarizing filter can be moved in (crossed nicols) or out (open nicols) of the light path. The specimen can be a thin section, a slice of rock mounted on a glass slide and ground to 30 µm (>400 mesh). Or, it can be a sample of rock or ore crushed to about 70 µm (200 mesh). Transmitted light study is particularly suited to gangue minerals, such as quartz, carbonates, and feldspars, and to the study of alteration processes and products. It has some applications to liberation studies. Minerals are identified in transmitted light by observable and measurable optical parameters, such as cleavage and twinning. Current classification of resources is entirely a subjective task. The various international reporting codes (such as the JORC Code) provide Competent Persons and practitioners with little specific guidance on the standard of work and levels of uncertainty required to classify resources into Measured, Indicated and Inferred. Furthermore, little guidance is given in the conversion of Resources to Reserves and the potential impacts on classification of uncertainties in the modifying factors. Working back from the intended use of the resource estimates, and in understanding the tolerance for uncertainty by the end user of such estimates, insights into the objective and requirements of classification can be determined. Following this approach a comprehensive set of (quantitative where possible) guidelines have been determined that will ensure resources meet the desired objective of each classification, and are consistent and comparable. The guidelines look at what is required for each step in the resource estimation process in order to ensure the final resource estimate meets the desired level of confidence. This approach provides a transparent, comprehensive, justifiable and largely objective method of classification. The implication of introducing such a guideline or approach is to highlight areas of a resource estimation that do not meet the requirements (ie drive the uncertainty beyond the objective) and then focus in on the risks that may flow on from that particular uncertainty, to mitigate or attempt to control those risks.

"With growing international interest in mineral resources in Central Africa, the importance of transparency in resource development cannot be overemphasized. Without transparency, the region cannot maximize revenues from resources. Although the importance of transparency is beginning to be recognized, many factors can hold back the gains of transparency from resulting in real economic development for the countries involved. This paper reviews current financial, economic, and development literature for Central African countries, with a focus on identifying underlying conditions and specific transactional conditions impacting the effectiveness of transparency in mining development in the region.RÉSUMÉ En raison de l’intérêt international croissant pour les ressources minérales en Afrique centrale, l’importance de la transparence dans le développement des ressources ne peut pas être surestimée. This paper discusses the results of a laboratory testing pro- gram to determine the validity of hydraulic fracturing stress measurements in salt. Tests were performed on 15 cm diameter samples loaded under hydrostatic stress conditions to determine the influence of time, confining pressure, flow rate, borehole diameter, and packers on breakdown pressure. Tests were also performed in a polyaxial loading frame to determine whether or not hydraulic fracturing could be used to measure non-hydrostatic stresses. The test results indicate that the breakdown pressure is not affected by time delays of up to 64 hours between the application of load and fracturing the rock. Breakdown pressures were found to fall short of predicted elastic values at higher confining pressures for the hydrostatic tests. The ratio of the horizontal stresses in non-hydrostatic tests had no effect on breakdown pressures. Flow rate and borehole diameter variations were found to have a marked effect on breakdown pressures. Shut-in pressure values, which are generally used as an indication of the minimum stress value, exceeded the applied minimum stresses by 10 to 60% depending on the method of determination used. The lack of a relationship between breakdown pressure and horizontal stress ratio may preclude hydraulic fracturing from being used in salt as it is conventionally applied in brittle rocks.

According to the Directive 93/15/EEC, given on 5th of April 1993, all the commercial explosives placed on the market and transfered in European Union and EFTA countries have to be certified and contain the CE-marking. Before the products can be awarded by the CE-marking they have to fulfil the Essential Safety Requirements (ESR) of Appendix 1 of the Directive. From the beginning of last year the commercial explosives could not have been be sold in Europian Union countries without the CE-marking. The legitimacy of the Directive 93/15/EEC encompasses High Explosives, Detonating Cords, Safety Fuses, Gun Propellants and Detonators. At the moment in Europe, there are seven Notified Bodies (NB) working in the field of commercial explosives. They are in Spain (LOM), Germany (BAM), France (INERES), England (HSL), Netherlands (TNO-PML), Sweden (SP) and in Finland (PvTT). The Swedish SP has qualifications only for the detonators and the Finnish PvTT for High explosives, Detonating cords, Safety Fuses and Gun Propellants, but not for the detonators. The role of the NB is to work as a third independent body between the client and the manufacturer testing, studying and certifying explosives by the commission of the manufacturer. The Notified Bodies are operating independently competing the clients, the explosives manufactures.

Exploration for uranium in Australia commenced only during the 1940s, but in this short period has been very successful as one third of the world's low cost uranium reserves have been discovered in Australia. Total uranium exploration expenditure in Australia up to the end of 1983 was $A(1983) 554 million; this discovered 20 potentially economic deposits and official reserves of 560 000 tonnes of uranium oxide at an average cost of $1 per kg of U 0 . An exponential 8 eserves indicates distribution of uranium r that there could be 54 undiscovered uranium deposits in Australia, each with reserves of 20 000 tonnes U308 or more, in addition to smaller deposits. Using a constant uranium price of $A(1983) 79 per kg, no deposit is economic at a grade below 0.12 per cent U 08 or with reserves of less than 3 000 tonnes. Selecting deposits with reserves of 5 000 tonnes U 0g or more as prime exploration targets, only 39 per cent of discoveries will yield a real internal rate of return (IRR) of 10 per cent or more. After committing a minimum exploration budget of $10 million to this search, an explorer has one chance between 7 and 12 of discovering a deposit that will repay the exploration investment.

FIFTEEN thousand barrels of oil daily, the production of the United States 75 years ago, amounted to more than 90 per cent of world supply. Russia and Romania, neither of which produced as much as one thousand barrels daily, were the only other suppliers in substantial quantity. The adolescent oil industry of the United States, a dozen years old in 1871, was still confined to the Appalachian region. Wells were drilled by cable tools; many of them were "kicked down" by manpower with a spring pole; and depths were measured in hundreds rather than thousands of feet-a 1000-foot well was a deep well. Casing was an innovation, come into general use only a few years previously and still so new as to be subject to bitter patent litigation. Crude oil was packaged in wooden barrels and shipped by flat boat and barge on the creeks and rivers and by railroad. Such pipe lines as existed were only a few miles long. There were many refineries. Pittsburgh, Cleveland and the Atlantic seaboard were refining centers. Refineries were very small, however, and their operations consisted essentially in simple fractionation by distillation and treating for quality. The products in demand were burning oil or kerosene and lubricating oils. Oil was not yet used as fuel and gasoline was a nuisance to the refiner.
