This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

This paper presents a summary of allowable bearing pressures and skin friction values that have been used to design drilled pier foundations for support of high-rise structures in downtown Seattle, Washington. These design parameters are based upon a review of geotechnical reports and records of more than 20 building projects. The following pages present a description of the soils encountered at these sites including foundation bearings soils, and design bearing and friction values. The accumulated data is summarized in Table 1, and the locations of the buildings are shown in Figure 1. A detailed description of the construction of two belled drilled piers are presented illustrating typical methods and procedures used in downtown Seattle. The two cases are from the Washington State Convention and Trade Center (WSC&TC). SEATTLE AREA SOILS The Puget Sound area was subjected to several major glaciations during the Pleistocene Epoch. Glacial ice originated in the cordilleran and coastal mountains and the Vancouver Range of British Columbia. The maximum southward advance of ice reached the area about halfway between Olympia and Centralia. As a result of these glaciations, the Puget Lowland was filled to significant depths by glacial and non-glacial sediments during the Pleistocene.

I'm sure many of you have wondered what the term "Cross Flow Filtration" means. I shall explain it so that you more clearly understand it, and I hope you will be able to make it a useful tool for you in the future. In the simplest form of cross flow filtration contaminated fluid. or feed stream, is fed at a high velocity down the center of a porous tube, clear fluid weeps through the porous wall of the tube while the suspended solids concentrate in and are swept away by the feed stream. (See figure A). The high velocity flow of the feed stream tends to keep the inside of the tube free from a build up of contamination. By utilizing this cross flow approach to filtration, we have been able to concentrate such things as paint pigments, titanium dioxide, iron oxide, precipitated metals such as uranium yellowcake or silver, cadmium, some metal hydroxides, as well as gelatinous particles such as yeast cells. You will recognize that cross flow filtration lends itself to a recirculation loop system due to the necessity of maintaining a high velocity on the inside of the tube. This means that we generally have a storage tank from which we are recirculating, and the solids will concentrate in the storage tank. (See figure B). The storage tank design becomes an integral part of the total system and is very important to the total function of the system. The cross flow filter system requires only low pressure, and will work with centrifugal pumps, diaphram pumps or in some cases no pump at all. As an example, if we wanted to filter a 10 GPM (37.8 liters/min.) stream that contained 1% of submicronic particulate, we would flow the 10 GPM (37.8 liters/min.) into the storage tank and recirculate through the filter at a flow of anywhere from 30 GPM to 100 GPM (113.6 to 378.5 liters/min.) depending upon the filterability of the particles from the liquid. As the contaminated fluid recirculates, the solids will build up in the storage tank and loop until they reach a level, which is dependent upon the design of the tank. Then the settling rate in the tank becomes equal to the amount of the solids being fed to the tank, and as a result you reach an equilibrium in the amount of solids being presented to the inside of the porous tubing. We have in effect created a dynamic settling tank or thickener. A flow of 10 GPM (37.8 liters/min.) of clear filtrate comes off for either recycle or disposal with periodic removal of thick mud from the bottom of the tank. The thick mud can be either processed through a centrifuge, a rotary drum filter. a flat bed pressure type filter, or other means. Often the small volume of filtrate from the mud de-watering stream can be recycled back into the recirculation tank so that any fines in the feedback are again concentrated, thus closing the loop on the continuous process 100% removal system. Cross flow filtration will not do efficient molecular separation. We work primarily with discrete solids but we do separate them totally from the liquid carrier fluid. I know some of you will raise your eyebrows when I say that we remove 100% of the particulate, but in measurement tests, we have measured the filtrate cleanliness with instruments that record as low as .05 ppm and the instruments read zero, so that it is less than .05 ppm.

BEFORE the war we often heard the term "Big Business." And there were complaints of the ills and abuses attributed to bigness in business. Although there were examples where the small businessmen spoke for their rights and sought protection from the bigger ones, it has only been in recent war years that a tendency has developed definitely to divide the business of our nation into the big and the small. In some cases, those with an eye to the political value of the vastly greater number of small businessmen of the country have fomented this division by hurrying to the protection of these more numerous voters, and intentionally or not have emphasized in their writings and verbal attacks any and all differences of these interests that could either be found or fabricated to, suit the occasion. It has become another example of breaking the people into classes and thus setting up the basis for the claims of one class against another, and the subsequent demand for legislation and Governmental aid. The terms "big" and "small" are purely relative. One businessman, employing a hundred men, told me recently he did not know which adjective would be more appropriately applied to his operation. He did not know whether he should join the small operators' group that had been organized, or should consider himself big. He said that his present plant seemed big to him when he looked back to its humble beginning many years ago with a couple of men in two rooms. Yet, when compared with many of his competitors who employ thousands, his was small. He did add, however, that he probably became big one day a few years ago when the union moved in and organized his employees.

This paper will review thickening theory, from the ( ) of the practicing engineer, with particular emphasis on ( ) uncertainty or disagreement. It will attempt to outline broadly what we know and what we don't know. This should serve two purpose First, it will warn the process engineer where he might get into trouble. At least it will alert him to the risk involved in uncritically accepting any of the recommended design procedures. Second, it will identify for researchers some areas in which further work might be fruitful. Not too many years ago there would have been little to write on such a subject. We had been designing thickeners for decades, using the classic Coe and Clevenger procedure. As far as we were generally aware, they all turned out to be about the right size. And so if there was anything we didn't know, It certainly wasn't hurting us much. Today we know better. While it is true that in most cases units designed by the Coe and Clevenger procedure (1) will perform satisfactorily, we now know of cases in which they don't. And during the past few years there have been many developments and advances in basic thickening theory. So there is now a lot more room for disagreement, and a whole lot more to be uncertain about. What is "thickening" "Thickening" means different things to different people. For this paper we define it to mean sedimentation behavior characterized by line settling. Solids subside with a clear line of demarcation between settling solids and supernatant. Although the supernatant will usually be clear, in some cases it may be turbid. Line settling must entail that all particles just below the pulp-supernatant interface have the same subsidence rate, so that

Introduction When one thinks of a coal stripping deposit, the picture that usually comes to mind is that of a more or less flat seam from two to twenty feet in thickness overlain by ten to fifty feet of overburden, in suitable ratio for economic operation. This is the usual type of stripping deposit and is quite a common occurrence in various parts of the prairie provinces. Rather unusual types of coal stripping deposits are being presently worked as open-cut mines by Sterling Collieries, Limited, and the Co al Valley Mining Company, Limited, at Miles 47 and 48 on the Alberta Coal Branch, some 150 miles south west of Edmonton. These deposits are of interest chiefly because they represent turned-up and greatly thickened sections of the Mynheer seam, and as such they present their own problems, peculiar to the commercial exploitation of a seam of this type. The area in which these deposits occur was originally owned by the Pacific Pass Collieries, whose operations, however, were confined to under-ground mining at Lovett, some eight miles to the southeast. It was not until l918 that the value of these deposits was realized, when the Company now known as Sterling Collieries, Limited, opened their pit at Mile 47. At the inception of the work, coal was loaded directly into the railway cars by men using wheelbarrows. In 1920, a tipple was built, after which the coal was loaded by steam shovel into mine cars, hauled by steam dinkeys, and loaded over the tipple into railway cars. In 1922, the Coal Valley Mining Company entered the field at Mile 48, with an entirely mechanical equipment, and at the present rime these two are the only stripping properties in Alberta using mechanical equipment both for the removal of overburden and the loading of the coal. These Companies have operated continuously since that time, and have to date mined and shipped 4,000,000 tons of coal, and moved some 5,255,000 cubic yards of stripping. The present annual coal output for the two mines is about 240,000 tons.

Lead usage in paint, anti-knock gasoline additives, pipes, seals, and solder has declined markedly over the past 30 years. Products utilizing the unique properties of lead and its ability to be recycled have survived and grown. These products include shielding, glass (particularly TV and computer screens), sheet for roofing, stabilizers for PVC, insoluble anodes for metal production, electronic solders and lead acid batteries. With the loss of markets many companies have decreased lead product development efforts. Much of the patent lead materials development is devoted to lead acid batteries. In the past 25 years, the automobile battery has been almost doubled in power and reduced in weight, leading to a nearly three-fold increase in performance. Corrosion-resistant lead alloys and improved battery designs have made battery lead usage more efficient. The same corrosion-resistant battery alloys are utilized to increase the life of electrowinning anodes. The challenge for lead product development is not only to maintain and improve the existing lead products, but also to develop the growing lead acid battery market for telecommunications, uninterruptive power sources, remote area power, hybrid and electric vehicles. The following is a brief note on the various countries: GREAT BRITAIN The United Kingdom is a very small producer of petroleum, practically the whole output being derived from the oil-shale deposits of the Lothians of Scotland. The crude oil produced by distillation of shale in 1922 amounted to 180,000 tons, and the estimated production for 1923 is 207,000 tons. Because of the recent- decline in the market value of petroleum products, the production of oil, from shale can no longer be regarded as remunerative, and the future outlook for the industry is serious unless prices recover. As regards naturally occurring petroleum, the drilling operations undertaken by the Government have now been closed down. Out of the eleven borings undertaken only one, that at Hardstoft in Derbyshire, proved to be a producing well; its output was 125 tons in 1922 and 136 tons in 1923.

Most mining projects will involve some level of financial markets price risk. This is because commodities are generally traded in $US. The project will also incur costs in $A and if based in Australia will seek to generate a return in Australian dollars. Therefore the project faces commodity, foreign exchange and interest rates risk. As a business you may wish to maintain these risks within your business. However if the project requires financing to be provided then the financiers will want to ensure that there is a level of certainty attached to the cash flows to support the debt repayments. This is achieved by hedging the financial market risks. Traditionally the hedging process has been based on underlying assumptions within project models, which incorporate views on the direction of the underlying price risk. These views can be formed in an ad hoc manner. Gathering information from a variety of sources including economic forecasting and modelling, technical analysis, seeking market expert views. However, given the historical accuracy of such forecasts locking into long-term fixed hedging arrangements can create an inflexible environment that can restrict the opportunity to benefit from the underlying volatility of financial markets.

The mining industry has seen a flurry of merger and acquisition activity of late. Rising metal prices, increased spending on infrastructure in developing nations and the growing demand for companies to diversify have helped fuel M&A activity in this industry. Many analysts believe that the robust M&A activity will continue, particularly if the demand for mineral resources in India and China remains strong. Because prospective purchasers need to evaluate the various risks confronting target companies, acquiring mining companies requires a considerable amount of due diligence. Of these risks, environmental risk is critical and warrants significant analysis. The failure to properly assess environmental risks associated with remediation, reclamation, compliance or litigation can undermine the transaction. Such assessment is a difficult endeavor, however, due to several challenges that companies face when assessing environmental risks. To make matters more complicated, despite these challenges, many sellers ask buyers to assume all environmental risks with limited post-closing indemnification rights. This article addresses the most significant issues that commonly arise when conducting environmental due diligence and allocating environmental risk in connection with M&A transactions in the mining industry.

USBM designed, constructed, and operated an 18-in.-diam fluidized-bed combustor for highly caking coals to evaluate the method for possible application to power generation. In initial tests, combustion was carried on successfully, with carbon losses as low as 0.8%+ Coal ash was not satisfactory as a bed material, but mullite proved to be acceptable. Overall heat-transfer coeffients from the bed (-20 t 50 mesh mullite) to a water-cooled tube were about 75 Btuper hr-sq ft. Fluidized-bed combustion is being investigated by the U. S. Bureau of Mines (USBM) as a potentially cheaper method of firing power plant boilers. Lower combustion temperatures in fluidized beds—only 1400" to 1800°F-—should reduce fireside deposition and corrosion and nitrogen oxides production. Fluidized-bed combustion also offers possible advantages in the use of additives to control SO, emissions and amenability to processing of high-ash, high-moisture coals without special preparation. This paper describes development of a fluidized-bed combustor and the results of preliminary tests. Equipment and Procedure Fig. 1 shows the 8-ft-high combustor. A cone-shaped plate perforated by I/8-in.-diam holes supports the fuel bed and admits the fluidizing air; water passing through the 3/4-in. pipe extracts heat from the combustion bed. Since 1950, rotary-drilled, large-diameter holes, "big holes", with depths to over 300 ft and diameters of over 30 in., have become numerous and widespread. 50 such holes have been drilled for access shafts to LPG mined caverns. Over 70 holes have been drilled for various other commercial activities. Over 150 holes have been drilled by the AEC for atomic testing purposes. These holes have ranged up to 300-in. diam with 1600-ft depths, 120- in. diam with 570-ft depths, and 72-in. diam with 4800-ft depths. Equipment is now available to drill a wide range of big holes for varied requirements. At least a dozen drilling contractors are participating or have participated in the drilling of big holes. The accompanying tables show pertinent historical, technical and economic data on over 250 holes. The purpose of this paper is to present a review of the big hole drilling equipment available, a compilation of the available data on large-diameter holes, to show the experience obtained to date and to show that big hole drilling is feasible and available to the industry.

Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

Environmental control is predicted to be 5-10% of total plant costs in some parts of the U.S. Operating and design companies will assign this new "unit operation" a place in the early flow sheets. More advanced environmental control will add to both capital and operating costs, so mill designers will strive to reduce other costs.

The role of government in encouraging nonmetallics exports ranges from the ownership of an integrated mining company to partial or selective government ownership, to the sponsorship of exporter organizations. In certain cases, regional governments have a direct stake in the industrial minerals industry. This paper assesses the commercial impact of these involvements.

There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

This paper is based on an evaluation project engaged upon jointly by Mount Isa Mines Limited nnd" IBM Austra]ia Limited. Mount Isa Mines Limited produces most of its copper from large underground open stopes within massive orebodies. Variations in the position and shapes of these stopes can result in improved metal recovery. An interactive graphics system has been developed to assist the mine design engineer optimise his design. The system can assist the engineer throughout the orebody visualis- ation, initial design and optimisation phases of his design. At any stage the engineer may call upon the display of gridded mesh data, digitized ore outlines or existing stopes or development (drives, cross-cuts). This information may be viewed in plan or any vertical section or in three dimensions with rotation. Tonnage and grade calculations may be quickly performed for initial stope outlines or for modifications to them during the optimisation phase. The system design is highly modular. An array of functions for the manipulation of coordinate and line information may be linked with the development or stope design functions in whichever way the designer desires.

"The anode process of carbon electrode in fluoride melt was studied by voltammetry and chronoamperometry. Anode gases were analyzed by gas chromatography on-line during controlled-potential electrolysis. Two peaks were observed on the cyclic voltammograms. According to the results of gas chromatography, the first peak was corresponded to the discharge of residual oxide ions, with the formation of CO and CO2. Discharge of fluoride ions occurred at 4.1 V vs. Li+/Li, and leading to the anode effect. With the occurrence of anode effect, small amount of CF4 was detected. As the potential reached 4.5 V, CF4 and C2F6 gas evolution occurred, and the current increased to form the second peak.1.IntroductionIn the primary production of Aluminum and some rare earth metals like neodymium, a departure from normal cell operation known as anode effect results in the generation of perfluorocarbons (PFCs), which have high global warming potentials [1]. Owing to the pressure of environmental protection, considerable research has been carried out to clarify the mechanism of anode effect and PFC generation of industry and laboratory cells in the aluminum electrolysis system [2-9]. The common result on PFC generation is that the PFCs are emitted from Hall-Heroult cells only when they are on anode effect. In this article, we selected LiF, the main electrolyte for the neodymium electrolysis [10-11], to perform further investigation on the underlying kinetics of PFC generation and the nature of the reactions at the electrode.2. ExperimentalAll experiments were carried out in an alumina tube reactor, which was filled with high purity helium atmosphere. Spectrographic graphite crucibles were used, which played the dual role of molten fluoride container and the counter electrode. Lithium fluoride was analytical grade.
