During the latter part of 1930 an agreement was reached among operators in Rumania to curtail the production of oil to about 100,000 bbl. per day. This agreement lasted only a few months and 1931 shows a new peak in production with an average yield of 136,900 bbl. per day as against an average of 116,600 bbl. per day for 1930. The total production for 1931 was 49,210,000 bbl.; an increase of 18.4 per cent over the previous year's production. It is interesting to compare the percentage production of the major companies to the potential production figures determined by the Government in September, 1930 (Table l), on the basis of which the proposed curtailment was to have been made. The three companies listed first in this table show an increase in average production for 1931 over their estimated potential production rating. This increase might be attributed at least in part to the recent development of the Boldesti field, which is controlled by these companies and of which the production at present is nearly 10 per cent of the total oil output for Rumania. Among the other fields, Moreni still holds first place with an output of 33.6 per cent, followed by Gura-Ocnitzei with 29.3 per cent. INTRODUCTION Direct reduction of iron ores has unquestionably become established as an important step in the worldwide steelmaking industry. The history of this development has been long and fraught with difficulty. In 1800, Champlain suggested the direct reduction concept using carbon and a shallow hearth vessel. Roughly 100 years later, Jones attempted a commercial process using carbon and producer gas in a rotary kiln. During the early years of this century, numerous attempts were made to start commercial direct reduction plants using such processes as Hoganas, Wiberg, Krupp-Renn, and others. Most of these were short lived, being abandoned due to a variety of technical and economical factors. Today, however, a new generation of direct reduction processes has emerged. We enter 1977 with at least 40 commercial plants in operation using 15 processes in 14 countries. These plants have combined total annual capacity of roughly 10 million tonnes of direct reduced product. Many articles have been written, and projections made, concerning the future growth potential for direct reduction. As is al- ways the case with projections, the numbers vary, but the outlook does not. Anyone who participated in the years of effort that have gone into this field of endeavor should be excited and justly rewarded by noting the shape of the curve in Figure 1.

Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. Environmental auditing has evolved rapidly over the last decade — first in North America, then Europe, and most recently in Asia — into a widely practiced discipline designed to provide senior management with assurance that operations are being managed in compliance with established governmental standards, internal company policies, and good industry practices. This paper first examines the evolution of environmental auditing, focusing in particular on three interlocking driving forces: company initiatives, collaborative industry initiatives, and government initiatives. Characteristics of effective audit programs, those that have emerged among the leaders, are discussed, including: objectives, scope, coverage, approach, staffing, and organizational considerations. The author then addresses important future trends and developments for environmental audit program design, content, and coverage.

A modeling scheme is developed to simulate the hydrogeologic effects of mine design and development in unsaturated rock. Simulations are conducted using the UNSAT2 finite element computer program and hydrogeologic data from the site of a proposed mined-out waste repository at Yucca Mountain, NV. Results of the simulations are analyzed for: •variations in the direction of ground water flow and in the distribution of pressure head caused by the design of the mined out openings; and •mine design variables that affect the predicted rates of mine water inflow. Evaluating the hydrogeologic impacts of mine design and mine development in unsaturated rock is significant in several respects. Characterization of the preemplacement of wastes along the fastest path ground water flow system at the Yucca Mountain site has been a primary research effort. Ultimately, however, the degree to which waste isolation is achieved will depend largely on the post-mining hydrogeologic environment as altered by the mine design and on the radionuclide inventory and resulting heat effects of the repository. Therefore, an ongoing characterization of the proposed mined-out nuclear waste repository at Yucca Mountain, NV, is recommended. Modeling results indicate that: •mined out openings will affect the movement of ground water, both in rate and direction; •hydraulic effects of mine development depend on the hydrogeologic environment and on mine design geometry; •mine water inflow is possible in the unsaturated zone, even for mines developed in hydrogeologically homogeneous rocks; and •mine water inflow can occur at values of down ward flux that are appreciably less than the saturated hydraulic conductivity of the overlying rocks.

MAINTAINING a satisfactory structure in brass and bronze castings has always been a foundry problem of great practical importance. While metallurgists and scientific investigators have not entirely ignored this matter, it has received less of their attention than has been given to iron, steel and the wrought copper and aluminum alloys. Investigation in this field has probably been discouraged to some extent by the complicated nature of the alloys involved. Hundreds of alloys are in more or less common use, most of them containing copper, zinc, lead and tin in-widely varying proportions. They also contain appreciable percentages of iron and antimony as impurities, and often phosphorus, which has been added as a deoxidizer and fluidifier. Small amounts of sulfur are usually present. It is not uncommon to find nickel, sometimes in rather substantial quantities. Traces of other metals are frequently present. So complicated and variable a mixture obviously offers difficulties in. any investigation of the various factors that influence the structure and other properties of the casting.

The production of crude petroleum of the Bacuranao field, Cuba, fell off rapidly because no new wells Mere drilled. In December 1938, the total was 15 bbl. per day. The estimated average from this serpentine field for the year is 20 bbl. per day. The Motembo area produced an estimated average of 160 bbl. per day. Production in July was 215,946 gal of gasoline, or 165 bbl. per day. In August production was higher because a new well in the concession, the Luisa Marcela, produced 189 drums the first day and required pit storage. The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. Essentially all production for Peru came from the three established fields in coastal northwestern Peru (Fig. 1). These fields are known as La Brea-Parinas, Lobitos, and Zorritos, in order of importance. Together they produced 13,496,880 bbl., as compared with 15,838,605 bbl. in 1938. Zorritos Field.—Of the total production shown on Table 1, the Zorritos field was responsible for a relatively negligible amount estimated at 40,000 bbl. This small field, which is over 50 years old, was purchased by the Peruvian Government in the spring of 1939 from the Piaggio interests. The Government operated this field along with its near-by National Reserve areas, largely under supervision of Department of Mines officials, and the total production rate for both old and newa-areas was estimated to have increased by Oct. 1 to 166 bbl. per day. as compared with the 1938 average of 110 bbl. per day. Construction is said to have begun on a refinery that is to have a capacity of 1000 bbl. per day and is to include a gasoline-extraction plant, and on a pipe line to bring fresh water 20 miles from the Tumbes River. Lobitos Fields.—The Lobitos fields, some 70 miles south of Zorritos, produced approximately 2,650,000 bbl., or almost the same amount a* in 1938. La Brea-Parinas.—The International's La Brea-Parinas property, immediately south of the Lobitos property, produced 10,806,880 bbl., or 80 per cent of Peru's production. During the year 73 wells were drilled on the Estate, mostly in the semiproved area: 44 by rotary, 13 by cable and 16 by star rigs, as compared with 34 by rotary, 11 by cable and 20 by star in 1938. The most important of the several semiexploratory wells sunk was No. 3075, which late in December was brought in at a depth of 4500 ft. with an initial production of 1500 bbl. per day, based on

"Steel industry has been expanding every year, consequently there has been an increase in waste generation in this area. Thus, companies in this sector are finding it difficult to give a correct destination of waste. For example, only in a basic oxygen furnace (BOF) converter are generated about l8kg of dust per ton of steel. The aim of this work was the characterization of dust generated in the BOF converter. The characterization was performed by chemical analysis (titration for iron and its oxides and Inductively Coupled Plasma Atomic Emission Spectroscopy for other elements), scanning electron microscopy, size analysis using Mastersizer 2000 equipment and X-ray diffraction. It was observed that dust is composed mainly iron in form of magnetite, metallic iron and wustite with approximately 99% of the particle size below 100 µm.IntroductionToday, steel is a important metal for the world. It can be produced for two routes, blast furnace/ basic oxygen furnace (BOF) converter and electric arc furnace (EAF) [1].First route, the iron is produced from the reduction of iron ore and coke for fuel injection and! or natural gas for a production of pig iron in blast furnace. The pig iron is sent until BOF converter to perform the blowing of oxygen to obtain the steel. In the second route, the steel is produced using scraps or direct reduced iron (DR!) using electric arc.During steel production are generated a lot of wastes like slag, sludges, scraps and dust [2]. Only in the first six months of201O, world steel production totaled 706 million tons [3]. According to Watson and Wang [4], some 10 to 20 kg of dust is generated per tonne of liquid steel produced. Thus, the reuse of these wastes can be a great to companies, because it reduces the amount of raw material to be extracted and reducing disposal costs [5,6]."

With depletion of traditional clean copper reserves and fast expansion of the global copper demand and smelting capacity in the past decade, more and more copper smelters have to treat copper concentrate with increasing content of complex arsenic-bearing minerals. Developing economically viable and environmentally reliable methods and approaches for arsenic control in copper smelting has become more critical for sustainable growth of the copper industry. This paper will report the recent effort of Zijin Mining Group Ltd. in developing processes for improving arsenic control and management in the Zijin Copper Smelter. The arsenic distribution and balance data for matte smelting, converting and refining operations in Zijin Copper Smelter is reviewed for understanding of the current challenges in arsenic control. The processes developed for treating the arsenic bearing waste acid bleed stream from the smelting-converting off-gases wet cleaning circuit and the arsenic sludge produced in the refining electrolyte purification circuit for arsenic disposal are discussed. INTRODUCTION With fast expansion of the global copper smelting capacity to meet the world copper demand and depletion of traditional clean copper reserves, more and more copper smelters have to treat copper concentrate with an increasing content of complex arsenic-bearing minerals. China is the world largest copper consumer and also has the largest copper smelting and refining capacity, but majority of its smelting capacity relies on supply of imported copper concentrate. In order to meet the increasing copper demand and ease the tight supply of clean copper concentrate, the Chinese copper industry has to look at the domestic opportunity of developing non-traditional copper resources, specifically those of lower grades, more complex mineralogy, and increasing level of deleterious elements especially arsenic and also process imported copper concentrate with increased arsenic content. Due to a significant and growing environmental issue associated with arsenic contamination, developing economically viable and environmentally reliable methods and approaches for arsenic management and control in unlocking the maximum value of such arsenic bearing copper resources has become more critical for sustainable growth of the industry.

Unlike the furnaces employed in the reduction of ores to mattes and metals, the foundry-cupola has only melting to do. This looks simple enough; and its development has progressed through centuries by cut-and-try methods; but there is still much to be learned concerning the causes which underlie the production of defective castings, even from first-rate materials. There are other differences between the smelter and the cupola. The former is usually, the latter rarely, run continuously. In the smelter there is some chance for experiment, since rich slags can be treated again; while in the cupola the metal must be good for casting from the first tap to the drop of the bottom ; otherwise, heavy damage will result. In the smelter, the object sought is the production of metal or matte with a minimum loss in the slag; whereas, in the foundry, a variety of castings of different compositions must often be run from the same heat, one after the other. Experience with the cupola has shown that the melting should take place, throughout the heat, in one zone, the zone of maximum temperature, which is clearly marked on the cupola-lining by the severe cutting action of the slag and iron oxide. The design and operation of the cupola must conform to this condition. This conformity having been secured, other considerations resolve themselves into those details of construction which will involve least trouble and cost of repairs. The very high temperatures required to melt iron and steel in the cupola, leaving the metal sufficiently superheated for casting, render the use of water-jackets inadvisable. It is always possible to patch up the lining at the melting-zone between daily heats; and the rest of the lining is seldom affected enough by abrasion and chemical action to require replacement oftener than once in nine months. Mr. BIRKINBINE's description of the bad working and sudden chilling of the Warwick Furnace last summer, seems to me quite phenomenal in blast-furnace practice. During my connection with the management of blast furnaces for many years, in the anthracite, cake, and raw-bituminous coal districts, such a me has never come under my notice. It seems to me that the scaffold in the zone of fusion could not have established itself (so that the whole power of the engines, with a blast pressure ranging from 12 to 18 pounds per square inch, could not penetrate), unless the furnace was previously badly scaffolded and bridged in some of its upper sections, from 15 to 30 feet above the hearth level, either in the zone of chemical action or the beginning of the zone of fusion. Such a 'barrier to the upward gaseous currents would cause a suspension of combustion which may have superinduced the scaffold that is assumed to have existed in the zone of fusion. It is difficult to conceive that an agglomerated mass almost across the section of the lower bosh should have formed all at once, if the furnace was free and porous for the reaction of the gaseous currents, above. Therefore, I think, the Warwick furnace was by no means in as free, open, and fine internal condition at the time the trouble commenced as the description of its regular working would lead us to suppose. I do not question the accuracy of the statements relative to the output of iron, etc I merely claim that the phenomenta, as described, could not have been almost instantaneously developed, unless there had been an incipient scaffold and lodgment above the zone of fusion. I would state my hypothesis to be that the stock lodged or collected in some of its upper sections during fie process of blowing-in, on which, as a basis, more or less accumulations may .have lodged, and thus, indirectly, caused the formation of the suc-

China now leads the world in antimony production, having contributed during recent years something over 60 per cent. of the world's production. The history of the antimony industry of China dates back to 1897 when the Tai Shing Co. was formed, under contract with the Hunan Bureau of Mines, for the smelting of the ore to crude; and in 1908 the Wah Chang Mining & Smelting Co. was formed for the smelting and refining of the ore and crude to regulus. The writer was then asked to take charge of the erection and control of this first plant for regulus production in China and has, since then, been more or less connected with the antimony industry in this country. This paper contains the results of many years' experience in connection with the Wah Chang Mining & Smelting Co., Changsha; the Pao Tai Mining & Smelting Co., Wuchow; the Loong Kee Smelting Works and the To-Cheng Smelting Works, Hankow; as well as information gathered from various other small smelters, scattered in different parts of the Provinces of Hunan, Hupeh, Kwangsi, and Kwangtung. An idea of the growing importance of regulus production in this country can be gleaned from the fact that, within a period of about 8 years, the export of regulus from Hunan alone jumped from 3 tons in 1908 to about 6000 tons in 1915; that a production of about 23,000 tons of regulus per year could easily be effected from all the smelters, as tabulated below, most of which were erected a year or two ago under the stimulus of the war booms, if the price at Hankow were to stay somewhere about $900 (Mexican) per ton, half of what it was at its height, thus enabling the utilization of ores from the hinterlands of the provinces; and even under the present ruling of prices and the closing of the less favored smelters, the production of regulus should not be less than 12,000 tons per year.

The practical use to which topographical models or relief-maps have been put, has within the last few years taken a wider range. They are rapidly coming into favor for other than purely scientific purposes, and their value for illustration and instruction is being more fully appreciated. Topographical maps; representing by contour-curve lines the elevations and depressions of the earth's surface, are now demanded in engineering work of nearly every description, and afford a ready means of bringing out the configuration of the country in a simple manner. A beautiful example of recent topographical mapping is seen in the seventeen sheets just issued by the Geological Survey of New Jersey. By reason of the inability of unskilled persons to understand the nature of a topographical map, it is sometimes necessary to con struct the same in relief, with the rivers, canals, railroads, etc., delin eated upon it. With the aid of such a map, problems in engineer ing science which would otherwise require expert assistance to explain them, are reduced to a simple and understandable form. Relief-maps are also of value to the geologist in working out the geological structure. To the instructor they present the most ready and efficient means of imparting clear and accurate knowledge of topography and kindred subjects. To the lawyer they are invalua ble in enabling him to bring into the court-room a representation of a part of the country with all its features accurately shown, to ex plain to the court and jury the special points about which litigation is pending and which would otherwise require long and laborious description. The application of the topographical map to business purposes is shown in a relief constructed by the writers for the Cumberland Valley Railroad Company and used by that company in the various ways of calling attention to the desirability of its route. Failure and fracturing are often regarded as synonymous. While this is obviously true in an environment dominated by tensile stresses, it is still not clear how failure and macro fracturing are related in a compressive stress environment. Excavations at great depths are typically subjected to compressive stresses only. The fracturing observed around such excavations is therefore commonly assumed to be induced by such compressive stresses. The physics of such a phenomenon have unfortunately never been explained properly, so that the formation of these so-called extension fractures still remains a mystery. As the presence of fractures is an important factor affecting the stability of underground excavations, it is of practical relevance to understand their formation. In this paper, a possible explanation is proposed. It is argued that fracturing in a compressive stress environment is a secondary effect. Primary failure, in the form of micro fracturing and associated damage is assumed to precede the major fracture processes. The fractures are thus generated in response to material failure and may not directly be the cause of failure. The implications for material response and behaviour are discussed. Workers in underground stone mines have a high fatality rate caused by falls of ground from the mine roof or rib. NIOSH recommendations to reduce ground fall injuries and deaths address baskets, mechanical scalers, mechanical bolters, drill steel changing, personal protective equipment, and training. Description of Exposure An informal National Institute for Occupational Safety and Health (NIOSH) review in 1998 identified approximately 17 new underground limestone operations in vari¬ous stages of planning; as many as 35 new underground stone mines are expected by 2005. Many of these new underground stone mines will employ new or inexperienced workers with minimal knowledge of the hazardous conditions that exist underground. Workers in underground stone mines have a fatality rate nearly 20 times that of workers in the manufacturing sector. Three quarters of the fatalities in underground stone mines are caused by falls of ground from the mine roof or rib (Figure 1) [Statistical Abstract of the United States 1985-1999; MSHA 1983-1999]. During 1983-1999, nonfatal ground falls resulted in 140 injuries, or 15% of all underground, lost time stone mine injuries. These nonfatal ground fall injuries resulted in more than 13,800 lost workdays (one third of all lost workdays). Ground falls generate more disabling injuries and time away from work than any other type of incident. [ ]

We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.
