Mitchell Point Tunnel near Hood River, Oregon is one of the more unique segments of the Historic Columbia River Highway and State Trail being constructed through the Columbia River Gorge. This 650-foot bike/pedestrian tunnel set to open in 2024 is being delivered by FHWA in partnership with Oregon DOT, Oregon State Parks, and the U.S. Forest Service. Primarily driven using drill & blast excavation methods through basalt, the shotcrete and dowel-supported tunnel features masonry portals and ve window adits that provide illumination and views of the river similar to the original highway tunnel of many vistas built in 1915 that was removed in 1966 to make way for Interstate 84. This paper summarizes the planning, design, and construction.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.

The MODSIM mineral processing plant simulator is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open-and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

The key drivers for the copper smelting industry are a complex mix of economic and "human" factors which combine to drive technology in new directions and can provide a strong indication of future industry trends. Recent examples have been the drive to achieve increased scale of production and resultant cost efficiencies by using a single furnace high intensity smelting vessel, and the broad acceptance of Top Submerged Lancing (TSL) technology for this duty. The development and adoption of continuous converting processes to counter the increased pressures faced by the Peirce Smith converting process is another example of the need for innovation. This paper discusses the merits of the continuous converting process, describes how the Ausmelt TSL batch converting process has been adapted to the new Ausmelt Continuous Copper Converting (C3) process in response to these industry trends and examines the Ausmelt continuous converting flowsheet options available to the end user.

Lime has been produced for many centuries. The simple pot kiln was one of the first devices used in this process. It was constructed of stone often on the side of a hill to reduce construction efforts and provide easy access to the top for feeding of limestone. It was fired from below with wood and coal. The pot kiln was very small and operated on the batch principle. The kiln being cooled between each batch, the fuel consumption was horrendous. The lime quality was poor with perhaps only one half of a batch being lime of suitable quality. Of the remaining half one part would be over burned and another part underburned. For centuries the lime burning technique was improved at a barely recognizable rate. One of the first major steps forward was the introduction of the continuous process vertical lime kiln. Although at first crudely constructed, the kiln had a refractory lining. It was charged with alternate layers of limestone and solid fuel usually in the form of coke. Continuous mode of operation, larger unit size and better heat distribution resulted in greatly improved fuel economy. However, quality of lime produced still left much to be desired. One problem was contamination by ashes from solid fuel.

Tube bundle monitoring systems have come a long way from their first introduction to coal mining in the late 1960s/1970s. Early developments in the United Kingdom (UK) commenced with single gas analysers (carbon monoxide) and quickly moved towards introducing oxygen analysers and methane analysers for improved analysis, in particular the calculation of air-free results. Recommendations were made in the early days as to how and where to run tubes and on the matching of sample pump and purge pump pressures. Current Australian installations are commonly based on a four-gas multianalyser, infrared for carbon monoxide, carbon dioxide and methane, and paramagnetic for oxygen. These systems are controlled with programmable logic controllers (PLC), with component monitoring as an integral part of the software. This paper discusses the development of tube bundle systems from the 1960s to the current date and looks at the advantages and disadvantages of the installations, along with making operational recommendations to be considered with the siting of the analyser building, running of tubes and maintenance of the system.CITATION:Watkinson, M, 2015. It is recognized that within life cycle assessment that the eco-toxicity potentials (TPs) derived for metals require additional research to improve their reliability. Current models used to develop TPs do not include important fate process for metals such as speciation and bioavailability. Toxicity potentials are standard values used in LCA to enable a comparison of potential toxic impacts between substances. Huijbrechts (2001) calculated toxicity potentials for 181 substances utilizing the USES model for six impact categories, i.e. freshwater aquatic ecotoxicity, marine aquatic ecotoxicity, freshwater sediment ecotoxicity, marine sediment ecotoxicity, terrestrial ecotoxicity and human toxicity (not considered here). Marine ecotox potential for metals is typically high using this approach, whereas most open ocean metal concentrations are very low. A sensitivity analysis of the USES-LCA model was undertaken using copper as an example. Results indicate: fate processes on the global scale are driving the marine water and sediment TPs for copper most; the second most important fate parameter is sedimentation from the water and burial in deep sediment layers; inclusion of speciation and bio-availability processes would be very beneficial; more accurate estimates of input parameters should be used, and the PNECwater and PNECsediment and all partition coefficients for metals should be updated in the model.

Carbothermic reduction kinetics of ilmenite concentrates catalyzed by sodium chloride and the microwaveabsorbing characteristics of the resulting reductive products were investigated; the reduction degree of the reaction was deduced to be . Results show that the activation energy is 112.03 kJ/ mol when NaCl is used as catalyst, lowering to 23.11 kJ/mol for the final stage activation energy using sodium silicate as a catalyst. There is a sharp change in the reduction rate constant at temperature ranges of 1,223 K - 1,273 K and 1,373 K - 1,423 K. Microwave-absorbing characteristics of reductive products were measured by the method of microwave cavity perturbation. It was found that microwave-absorbing characteristics of reductive products obtained at temperatures of 850° C, 1,100° C and 1,150° C show sharp changes. Through X-ray diffraction (XRD) characterization, it was found that the formation of Fe occurs at a temperature of 900° C during the reduction process of ilmenite concentrate. The decrease of FeTiO3 content results in the decrease of microwave-absorbing characteristics, while the increase of Fe content gives rise to the increase of microwaveabsorbing characteristics. The decreasing trend is larger than the increasing trend, which is the main reason for the sharp changes in the microwave-absorbing characteristics of reductive products at the temperature range of 850° C to 900° C. When the decreasing trend is smaller than the increasing trend, it becomes the main reason for the sharp changes in microwave-absorbing characteristics of reductive products at the temperature range of 1,100° C to 1,150° C. Kinetics results show that sodium chloride can catalyze the carbothermic reduction of ilmenite, and microwave-absorbing characteristic investigations indicate that microwave heating can be used in the carbothermic reduction of ilmenite.

Worldwide iron ore feed grades are trending downwards and will continue to do so with the increasing difficulties of upgrading ores. This has led to operations looking for ways to capture current tailings that still contain valuable material. In the past, these were acceptable to dispose of, but this practice is no longer economically feasible. With the increasing trend of re-mining previous tailings deposits that could be decades old, new equipment designs have been introduced to upgrade current or historic beneficiation plants. These designs can effectively upgrade these tailings to saleable products.Outotec conducted test programs for upgrading iron ore tailings from flotation rejects, thickener underflow or tailings dumps on samples provided by customers around the globe. The studies utilised Outotec’s SLon vertically pulsating high-gradient magnetic separator in combination with preprocessing equipment such as low-intensity magnetic separation, screen or scrubber and flotation for downstream processing of the magnetic concentrate. A review of the equipment required to economically process these tailings is provided, along with testing data and industrial implementation examples. The effect of different operational and design parameters on Fe grade and recovery from processing each tailings sample has been highlighted.CITATION:Jain, R and Sherrell, I, 2015. "Relationships are established between the peak current of a pulsed, rectangular current waveform and the pulse current duty cycle under conditions of constant arc power. By appropriate choice of these interrelated parameters, it is shown that the arc pressure may be varied over a wide range even though the arc power is held constant. The methodology is suggested as a means of countering the effect of gravity in 5-G welding, while maintaining constant heat input to the weld. Combined with appropriate penetration sensors, the methodology is additionally suggested as a means of controlling penetration. IntroductionBoth low frequency pulsation (typically 0.1 - 20 Hz) and high frequency pulsation (> 100 Hz) are often used with GTA welding. Benefits derived from pulsing include improved weld quality and better process control.Advantages cited for low frequency pulsation include claims that the total heat input to the weld is reduced, the weld bead size is reduced, weld penetration is increased, grain size is reduced, porosity is reduced, weld distortion is reduced, thinner materials can be welded successfully, and the tolerance of the welding process to material and production variations is improved (1-16). With respect to the latter, pulsing aids control of weld bead penetration by increasing the tolerance to component dimensions and joint fit-up. It also reduces the sensitivity to disparities in heat sink, and it helps to reduce distortion in thin section material or distortion attributable to poor clamping. In certain materials it can reduce the sensitivity to surface oxides and to cast to cast compositional variations (16). Low frequency pulsation is also useful in welding thick materials mated by a prepared groove. In these applications the low frequency pulsation is used to obtain proper sidewall fusion as the tungsten electrode is weaved from one side of the groove to the other. In this case the weld current pulsation is synchronized with the cross seam weave pattern, such that the high current pulses occur at each sidewall. This type of low frequency pulsation has proven particularly useful in welding with narrow width groove designs (17-21). Finally, Ecer (22) has shown that the pulsed current arc is more stable against magnetic disturbances than an equivalent constant current arc."

The process metallurgy of many nickel laterite smelting operations is controlled largely by the physical chemistry of the slag system. Consequently, accurate phase diagram information and physicochemical property data are essential to interpret and predict the behaviour and optimisation of the overall process. The system (SiO2 - MgO - FeO) first described by Bowen et al. between 1914 and 1935 and the system (SiO2 - MgO - FeO - Fe2O3) determined by Muan and Osborne in 1956 are of particular relevance to the study of nickel laterite smelting slags as these systems form a reasonable approximation of many industrial slags. This paper will review the literature for these (and other relevant) phase systems. In addition data available from the ternary and (quasi)ternary phase diagrams will be compared with data obtained from industrial slags. The physico-chemical properties under consideration will include; melting and crystallisation behaviour (solidus and liquidus temperatures), viscosity - temperature relationships, heat flux considerations, electrical conductivity, surface and interfacial tension.

"Once a health based guidance limits for exposure to diesel exhaust have been established, and as part of a multi-disciplinary team, the program for exposure reduction should incorporate the plan-do-check-adjust cycle. Setting a suitably protective (health based) occupational exposure limit (OEL) for diesel particulate matter (DPM) and nitrogen dioxide is a key driver to reduce exposure. It is important to go beyond regulations and reduce exposure to diesel exhaust, DPM, as low as reasonably achievable (ALARA) such as that prescribed under the Australia, Queensland Mining and Quarrying Safety and Health Regulation 2017 where under section 135 Limiting workers exposure, the workers exposure must not exceed the exposure limit applying to the worker for the hazard; and is ALARA. It appears that previously acceptable OELs are no longer safe. Therefore it is important that the internal responsibility system be implemented and the precautionary principle approach be followed, especially as it may be some time before a suitably protective OEL specifically for DPM is in place. One leading multi-national mining company BHP Billiton has acknowledged a significant lag that exists between regulatory action and the level of science that informs health risk. This company is managing exposure to diesel exhaust to as low as technically feasible. This same company that has set an interim target for managing diesel exhaust to 0.03 mg/m3 is achieving these levels which paves the way for other mining companies and general industry including construction. The Occupational Cancer Research Centre 2017 recommends reducing personal exposure to within 0.02 mg/m3 (EC) for underground mining and 0.005 mg/m3 for other workplaces. Controlling DPM is important to prevent cancer however it is also important that that nitrogen dioxide (NO2) be reduced (ALARA) and that careful selection of control technology be considered such as the proper selection of a diesel oxidation catalyst so that the level of NO2 does not in fact increase. The example from BHP Billiton provides a leading practice including using a multi-disciplinary approach and the importance of controlling emission at source and having an auditable diesel emissions based monitoring program in place."

Horizontal and vertical air classification systems were tested individually and in simulated tandem use for the recovery of ferrous and nonferrous metals and of other noncombustible and combustible products from shredded urban refuse. The horizontal air system with a larger tonnage throughput was used to obtain preliminary separations, and a smaller capacity vertical system was used as a cleaning device. Air elutriation, magnetic separation, and screening of shredded minus 6-inch municipal refuse recovered 92 percent of the metal in a relatively clean iron product contaminated only by adhering coatings or entrapped materials, recovered 97 percent of the combustibles in a 97-percent combustible product, and rejected 88 percent of the nonmetal noncombustibles. Cleaning of the preliminary combustible fraction produced a 98-percent paper product while rejecting other combustibles (plastics, rubber, textiles, etc.) into a 94-percent combustible product. Retreatment of the preliminary noncombustible fraction produced a relatively clean glass product.

Two analysis tools which have been applied to problems in industrial Flotation processses are the application of kinetics and detailed mineralogical or liberation data, both on a size-by-size basis. The paper describes practical examples of the application of kinetics to examination of the entrainment recovery mechanism, the retardation of valuable minerals at the commencement of flotation sections and the resolution of problems related to valuable species with reduced rate constants at the end of sections. Examples of the usefulness of size-by-size liberation data for monthly composite samples of products from a concentrator are also described.

Lifelines in seismic regions of the world seldom can escape crossing active faults. Cities in California have been mitigating this risk by constructing improved fault crossings. This paper discusses the analyses and design of the lining for a tunnel carrying a water conveyance pipeline through a fault that can potentially displace during a major earthquake event. The paper presents expected fault displacement, fault width and orientation respective to the tunnel, characterization of the ground surrounding the tunnel and its interaction with the lining, and performance required of the lining. Several other fault crossings will also be presented and discussed

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water, and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator.

Coal blending inherently means homogenizing a mixture of coals so that, overall, the properties of the blend meet some specifications for maintaining power plant performance and emission requirements. In common practice, however, coal blending is at best coal mixing. If necessary, more sophisticated blending systems can produce a more homogeneous feed by using accurate weighing devices and on-line coal analyzers coupled with sampling systems. Blending can be accomplished at the mine, on stockpiles, and from bins, bunkers, and silos.

Sandstone escarpments surrounding western coal-bearing plateaus serve as critical habitat for animal species. Effects of mining subsidence on escarpment stability are not well documented; therefore, regulatory agencies may limit extraction of coal reserves underlying escarpments. Because millions of tons of this coal exist on Federal Lands, associated public revenues from Federal royalties, and valuable coal reserves, risk being lost. The U. S. Bureau of Mines is using numerical modeling techniques to analyze effects of subsidence on escarpment stability. Finite element models that incorporate bedding plane slip, gob formation, and movement along joints simulate escarpment subsidence observed in the field.

Reliable ore reserve estimates for deposits with highly skewed grade disributions are difficult tasks to perform. Although some recent geostatistical techniques are available to handle problems with these estimations, ordinary kriging or conventional interpolation methods are still widely used to estimate the ore reserves for such deposits. The estimation results can be very sensitive to the search parameters used during the interpolation of grades with these methods. This paper compares the ore reserve estimates from ordinary kriging using several cases in which certain search parameters are varied. The comparisons are extended to different mineralizations to show the changing effects of these parameters.

Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.
