Environmental rehabilitation has increasingly become a central concern in the regulatory and fiscal landscape governing South African mining operations. A key issue within this domain is the extent to which mining entities may claim tax deductions for expenditures incurred in fulfilling their environmental rehabilitation obligations. The Supreme Court of Appeal's decision in Sishen Iron Ore Company (Pty) Ltd v Commissioner for the South African Revenue Service [2025] ZASCA 16 addresses pivotal questions regarding the tax treatment of such expenditures. The judgment offers authoritative clarification on the interpretation of the Income Tax Act 58 of 1962—specifically sections 11(a), 11(c), and 36(11)(e)—as they pertain to mining activities and the environmental responsibilities imposed under the Mineral and Petroleum Resources Development Act 28 of 2002. This commentary critically examines the multifaceted implications of the Sishen ruling, highlighting the intersection of statutory interpretation, operational realities, and environmental accountability within South Africa’s mining sector.

Copper and cobalt can be found on nickel laterite ores, and cobalt can be found also on copper ores, and many contaminants such as iron, aluminum, and magnesium are associated with these ores. In hydrometallurgical process, a purification step is necessary after leaching due to the presence of these impurities. Chelating resins are more selective for some metals than others, making them more efficient than cationic resins. This overview discusses chelating resin applications to recover copper, nickel, and cobalt from mining process and mining tailings and the effect of contaminants in leach solution. Chelating resins with iminodiacetate functional group can be used for selective copper recovery, and both iminodiacetate and bis-picolylamine resins are highly selective for nickel and cobalt. Chelating resins with the same functional group can have different performances on the kinetics of loading, because of variations of structure, the density of functional group, and degree of cross-linking. This article reviews commercial chelating resins that can be applied in leach solutions with different compositions, and also possible innovations for uses of chelating resins to recover metals from mining process and mining tailings.

The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

Introduction The subject of basic refractories is daily becoming of increased importance in metallurgical processes, and there is a constantly growing necessity for the development of better materials. This fact, together with the realization that Canada possesses one of the best sources of such refractories in the British Empire, if not in the world, made it appear? advisable that the subject be presented to the Empire Mining and Metallurgical Congress at the 1927 meeting. Having been in close touch with developments in the Canadian product during the past five years, G. M. Carrie was requested to prepare such a paper. The Canadian producers of magnesia refractories have succeeded in developing the product to a place where it has almost entirely displaced imported materials from the Canadian market. These developments were made possible by a close study of the methods of preparation of the material, and by an exceedingly careful control of the manufacturing process so as to obtain a thorough blending of the different constituents with the resultant uniformity of composition. This point is very important to the metallurgist, as un-uniform materials are a potent cause of difficulties in most manufacturing processes and the constant trend is towards their elimination. The temperature at which the Canadian material is burned ensures high specific gravity and thorough shrinkage. The grain size of the product is so controlled that the voids are only just sufficient to allow of proper bonding, thus making possible a dense, hard bottom affording high resistance to erosion and shock. Careful proportioning of the constituent elements absolutely prevents disintegration.

The production, use, and emission of vanadium in the United States has been traced for the year 1991. Consumption was 3,300 tons2, exports 1,285 tons, and imports 2,013 tons. About 98% of production was used in metallurgy; the remainder was consumed in chemicals, including catalysts. Total emissions to the environment in 1991 were estimated at about 3,100 tons, including emissions due to the combustion of coal and petroleum products. Emissions resulting from the production of ferrovanadium were 130 tons, and emissions from the production of steel about 6 tons. Dissipative losses, defined as losses that occurred during use or as a result of wear, were estimated to be no more than 3 tons. Disposal losses were estimated to be about 4,600 tons. Most of these losses were steel products that contained 0.1% or less vanadium and mayor may not have been recycled. When these products are recycled by the steel industry, vanadium ends up in the steelmaking slag and does not return to vanadium use cycle. Worldwide emissions due to anthropogenic and natural sources were briefly reviewed. It was concluded that industrial emissions were about three times greater than emissions from natural sources.

For the construction of the tunnel for the new Berlin S21 light rail line, a construction pit had to be built below the crossing B 96 federal road. For this purpose, the construction pit M’ has been built beforehand as a preliminary structure for the later S21 Berlin. A crucial element of this structure is a 2.50 m deep reinforced concrete deck slab which carries the B 96. During the later construction of the S21, it became clear that the existing preliminary structure could not be used without major modifications. Consequently, the construction pit design was gradually upgraded – still with the aim of retaining the basic concept of a trough structure with a jet-grouting cut-off. As construction progressed, for reasons of stability it became necessary to develop a fundamentally new concept with an underwater concrete base replacing the jet-grouting cutoff. This paper describes the planning and construction of a cut-and-cover structure with an underwater concrete base – a layout that brings with it the difficult task of underwater excavation and concrete placing without direct accessibility from above. Special emphasis is placed on describing the innovative approaches in connection with a remotely controlled underwater dredger from the Norwegian offshore industry for excavation works. Furthermore, the sophisticated underwater technologies for concrete placing in the confined surroundings are described.

THIS REVIEW contains abstracts of the technical literature and patents dealing with the history, development, and commercial application of the Bergius and related processes for the hydrogenation, under greater than atmospheric pressures, of liquid and solid carbonaceous materials such as coal, lignite, their distillation and extraction products, pitches and tars, and petroleum and its distillation residues. An attempt has been made to include abstracts of all the published information on this process and of as much of the captured foreign documents and reports compiled therefrom as could consistently be reviewed during the time allotted for the work. Contact with the current literature and patents and review of the foreign documents will be continued and the information will appear in Synthetic Liquid Fuels Abstracts, which is being issued bimonthly as a Bureau of Mines publication. The material in this review is divided in two sections-literature (part I) and patents (part II)-and each of these is arranged alphabetically by author or patentee with further chronological arrangement under each author or group of authors. Secondary authors and patentees as well as assignees are cross-indexed to the main entry. In serial articles or reports the complete series appears in the alphabetical arrangement according to the author of the first member of the series. Succeeding members as well as secondary authors are entered as cross references; Titles of the journals are used as the authors in anonymous references. By following such a procedure, an author index is not required. However, a detailed subject index and a numerical patent list by countries are given as part III.

This work reviews the new version of GB1499.2-2018 Chinese national standard and specification, which governs the production of high-strength reinforcing hot rolled ribbed bars in China. In addition, it discusses the main concerns from Chinese rebar makers that might affect production and application of Nb-bearing rebars, like reheating temperature required to dissolve given niobium additions, the promotion of bainite microstructure and continuous yielding, as well as Nb strengthening effects. Through extensive investigation involving both thermomechanical laboratory simulations and industrial trial, the existing state and effects of Niobium along the reheating, rolling and cooling are illustrated. At the end, optimum processing conditions have been established to produce high strength rebars for the specified requirements. The adoption of new process conditions reflected in an amount of about 20.0 million tons of Nb-bearing rebar being produced in China in 2018 with required tensile properties and microstructure, and helped rebar makers to reduce production costs considerably. Based on production data, Niobium demonstrated positive strengthening effect for high strength rebars, in particular for small diameter rebars with earthquake resistant performance. What is more, the results of the research enrich the knowledge of the application of Niobium in steels when TMCP rolling is not used.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

The market has become highly competitive for engineering and equipment vendors, who are challenged to reduce costs while improving efficiency and productivity of mine operations through plant improvements and expansions. Although conveyor transfer systems account for a small percentage of the infrastructure cost of a mine, they form an integral part of the process supply chain. Malfunctions or suboptimal performance can result in substantial financial cost from delayed start-up, unscheduled downtime, reduced throughput and increased maintenance costs.Discrete element modelling (DEM) is a powerful simulation method used to virtually prototype and test the performance of transfer equipment throughout a design cycle. When developed and applied correctly, DEM can provide insight into performance that exceeds the traditional analytical methods, especially when dealing with complex ore properties, behaviour and/or situations.Using case studies sourced from the authors’ recent research and industrial project work, this paper will address the industry goal to increase efficiency and productivity as well as the methods available to the engineers responsible for delivering designs that meet the aims of this strategic approach.The main focus of the paper will be the new calibration technology, which has been developed by the authors to generate DEM material models that are linked to real-world properties and flow behaviours via unique dynamic testing and innovative parameter calibration methods. These calibrated DEM material models can be deployed by engineers into their existing workflows, whether it be for feasibility studies, concept or final design, plant troubleshooting or optimisation.This new technology allows engineers to gain greater insight than that provided by traditional approaches to the design of transfer chutes and other process equipment and also allows informed design decisions to be made that meet industry efficiency and productivity requirements.CITATION:Grima, A P, Curry, D and Wypych, P W, 2015. In Switzerland two major railway systems as shown below in Figure 1 has recently been completed or is under construction: ¦Lötschberg, south of Bern which was commissioned in 2007 ¦Gotthard, south of Zurich which is scheduled to be commissioned in 2016The aim is to increase the transport capacity of the railway system and to transfer more transport of goods to the railway by offering transport of trailers and lorries on the new railway systems. It will have a positive environmental impact but also improve the congested traffic situation of the highways in north-south directionThe Gotthard tunnel is totally 57 km (35 mile) long and the Lötschberg tunnel is 35 km (22 mile) long. Both tunnel systems consist of two parallel single track tunnels connected with cross tunnels at every 333 m (1 093 ft). Additionally there are cross-over tunnels and caverns for installations and operation. In the Lötschberg tunnel, the majority of the excavation has been by Drill & Blast and in Gotthard tunnel the major part is being excavated by TBM.

The answer has been the subject of many textbooks. Dr. Ken Blanchard, author and consultant, addressed this issue concisely when he said that effective managers and organizations must do two things, ""get results and develop people"". lPeople development at IOC is best illustrated through its supervisory training and management development programs. For the past twenty-five years IOC has been recognized as an industry leader in the training field. Periodic studies have played their role in establishing and maintaining this distinction. For example, in 1974, the company decided to review and up-date all its training programs. At this time, it established its own Task Force on Training and this resulted in the development of many of our present programs. Today, Supervisory Training (i.e. for first and second level management) at the Carol Project in the Labrador City area consists of various programs including: New Foreman Induction, Foreman Entrance School, Basic Management Skills, Management II, and Effective Presentations."

This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

Introduction In the following discussion, boiler-feed and mine waters will be considered from the point of view of the problems arising from the chemical nature of the mineral and gaseous impurities they contain. The theories underlying some of these problems will be reviewed for the purpose of getting a clearer concept of the problems themselves. Certain terms of a chemical nature, necessary to the discussion, will be explained on the assumption that they are not generally familiar to mining engineers. Finally, an attempt will be made to correlate theory and practice, with the abject of establishing certain limits to factors relevant to the problems, and to show that these limits are justified by practical experience. The general problems occasioned by the presence of mineral and gaseous impurities in boiler-feed and mine waters are: (1) Scale formation and corrosion in boiler systems. (2) Corrosion of mine pumps and pump fittings. These will be discussed separately. Boiler Scale Typical analyses of waters available for use in steam power-plants are given in the accompanying Table (Table I). All analytical data are expressed in grains per Imperial gallon. The bicarbonates of calcium and magnesium in the raw waters are shown as normal carbonates in the Table. Substances in the first five rows constitute the encrusting solids. All the waters listed in Table I would be classified as 'very good' in the schedule of classification for boiler waters adopted by the American Association of Railway Chemists in 1887. In spite of this classification, however, the waters contain sufficient encrusting solids to cause serious scale trouble after prolonged evaporation.

The scope of this paper is such that it was deemed advisable to group the contents into several main sections. They are: Section 1. Geography and Geology. Section II. Historical Review. (a) Mining and Smelting in Alabama. (b) Milling. (c) Summary of Milling Research. These two sections are primarily a bibliography and summary of the research on the Birmingham Red Mountain ores up to the middle 1040's. Section III. Status of the Birmingham Iron Industry. This sect ion points out the extent to which the findings of the iron-ore research have been applied on a commercial scale. Also, a very brief description of the dependent and allied industries is included. The value of the Birmingham iron ore is greatly enhanced by the proximity of coal and dolomite. Thus the coal and coke industry and the dolomite industry are closely allied with and to a large extent dependent upon the possibilities of economic utilization of the Red Mountain iron ores. Section IV. Beneficiation Investigations of the Red Mountain Iron Ores. This is a record of the most recent, hitherto unpublished work of the Southern Experiment Station of the Federal Bureau of Mines, Tuscaloosa, Ala., on the chemical and physical composition not only of the Big seam but of most of the iron-bearing rock strata of Red Mountain.

It is with great pleasure that we announce the availability of this fifth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment.

Modern surface mining operations are always seeking for minimizing costs while increasing production rates, among the optimization of other specific tasks that have an impact on the economics of the mine. Specifically, the cost related to the production fleet operation (shovels and trucks), the maximization of the overall performance of the equipment, and the uncertainty to meet the goals at the end of the operational time horizon are always topics of discussion with no apparent simple answer. On the other hand, truck-shovel dispatch systems based on Linear/Non-Linear Programming Algorithms have been in operation since mid-1990’s with different levels of success depending on the correct arrangement of operational resources and the complexity of the mine, but having in most cases some important shortcomings related to the way these systems deal with the decision making of the operational objectives, being necessary to have a human agent (dispatcher) to guide the system when the operational parameters change, creating the possibility of suboptimal decisions due to the human factor. This paper discusses the implementation of a novel methodology based on AI techniques to assist in the decision making of the best goal selection when operating a Fleet Management System, taking into consideration time periods as variables and integrating them as part of the analysis, providing a better overview of the forecast plan completion with respect to previous production numbers and evaluating best alternative to handle future events to minimize losses or maximize profits, resulting in better truck assignments, minimum shovel idle times and overall productivity improvements of the operation at the end of the time horizon.

The determination of densimetric information to predict coal washabilities is an important step in characterising the feed material, as well as the performance of operating plants. However, traditional methods like float-and-sink analysis are hazardous and time-consuming. This is especially true for finer particle size ranges, where very long settling times are required in a medium. De Beers Technologies recently developed a density analyser, known as the RhoVol, for use on diamondiferous kimberlite. Operating over size ranges from 25 mm down to 3 mm, it can determine the mass, volume, density, size and shape of all the particles in a given population and is thus able to provide information about the densimetric distribution on a single particle basis. A study was carried out to compare uncalibrated and calibrated RhoVol results to densimetric and size data obtained using traditional zinc chloride float-sink procedures, for three different coal samples in the size range 3 mm to 8 mm. The results indicate that the RhoVol can be used to provide simple, rapid and safe size-by-washability information for coal, provided proper pre-calibration is done, mainly to account for the effects of particle porosity in the density determination. Static liquefaction is a geotechnical hazard in mine tailings facilities. Soils that are contractive in shear are susceptible to static liquefaction. Tailings facilities are dynamic structures, typically growing in height each year. Dilative tailings may become contractive under increased effective stress. In this paper we show that Cone Penetration Test (CPT) data can be used to estimate the future state of in-place tailings under changes in effective stress. Susceptibility to static liquefaction is typically evaluated with the CPT by using a clean-sand equivalent normalized cone tip resistance (Qtn,cs) or by estimating the state parameter (?). An alternative approach is to evaluate the soil-state using the yield-stress-ratio (YSR = ?’y/?’v0). If the YSR equals one it is on the normal consolidation line and the soil-state is contractive. YSR values greater than three are typically dense of the critical state line (CSL) and the soil-state is dilative. In this paper we review how to calculate Qtn,cs, ?, and ?’y; and how the YSR can be used to screen for contractive soil behaviour. Unlike Qtn,cs and ?, it is very simple to estimate how the YSR will change due to an increase in overburden stress. This YSR approach was evaluated at three locations that saw increases in overburden of 10 m, 20 m, and 25 m. We show that the ?’y calculations are consistent and the increase in effective stress moves the soil state towards looser soil states. "Biopolymers, produced from cellulosic biomass, have promising prospects of application as depressants in mineral processing. In this study, three different types of biopolymers (i.e., DP-1775, DP-1777 and DP-1778) were used to study the effect of polymer structure on flotation of un-activated pyrite, copper activated pyrite and chalcopyrite. It was found that the depressing effect of DP-1775 and DP-1778 was much stronger than that of DP-1777, and pyrite was depressed to a greater content than chalcopyrite with the same biopolymer at the same dosage. The biopolymer concentration played a vital role in determining the degree of depression. For each biopolymer, the higher the concentration, the greater the minerals were depressed. The mechanism underpinning the depressing effect of these biopolymers was explored in this paper. The concentration of biopolymers could determine the properties of the adsorption layer and the confirmation of biopolymer chains on mineral surfaces. The biopolymer molecules may aggregate when polymer concentration was over a critical value. Molecular weight and functional groups of biopolymers were the key factors characterizing the depressing capability of different biopolymers. Differences between the tested biopolymers and features of the adsorbed layer might account for the observed trends in ability to depress pyrite and chalcopyrite flotation. The greater depressing effect of biopolymers on pyrite over chalcopyrite might result from the preferential adsorption of biopolymers on pyrite over chalcopyrite."
