A gold-selective ion exchange resin, containing tributylamine groups, was developed by Mintek for the recovery of gold from cyanide leach solutions. The Dow Chemical Company and, more recently, Purolite commercialized the production of this gold selective resin for use in the gold mining industry, and it is marketed as Dow XZ-91419.00 and Purolite A194 respectively. A novel application of this resin is the selective recovery and separation of AuCl4 - f rom p latinum group metals (PGMs) in chloride and nitrate solutions. The current paper describes potential benefits of this type of resin for selective recovery and upgrading of gold from low grade chloride or nitrate waste streams, and the possibility of gold separation from PGMs during their refining in chloride media.

DEVELOPMENT of new gold mines in Canada since the price of that metal was increased in 1932 and 1933 has been of interest and importance to many of us. The day-by-day story has given an impression of aggressive effort and enough good luck so that the spirit of enterprise has been encouraged. It is the purpose of this article to report the results of a statistical appraisal which give emphatic numerical confirmation to this impression, together with certain side lights on the costs of development and equipment of new mines. The data presented have been taken from all readily available published sources up to the close of 1938 and are representative of that year. A. B. Bower did a large part .of the spadework and Weston Thomas offered many helpful suggestions.

Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

Crocidolite is a well-known causative agent for mesothelioma. However, studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width although this has never been formally confirmed. To date, crocidolite appears to be the only asbestos mineral for which an epidemiological study comparing the risk of mesothelioma in a population exposed to ‘thin’ fibers with another exposed to ‘thick’ fibers of the same species may be carried out. Finnish anthophyllite, South African amosite, and African Transvaal crocidolite can also be classified as thick fibers, and there is a paucity of mesotheliomas in populations exposed to them compared to those exposed to thin Cape crocidolite. No thin occurrences of these minerals are known. Our previous study looked at crocidolite from several sources. The present study considers the amphibole anthophyllite found in many places in the world. This mineral, regardless of source, does not show the same variation in fiber width found with crocidolite from different areas. All anthophyllite fibers that have been mined may be classified as thick and populations exposed show very low levels of mesothelioma. We suggest the most likely explanation is related to the fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

"LET ME FIRST OF ALL thank you for sending this invitation to me to participate in this Annual Meeting of The Mining Society of Nova Scotia. As an engineer, although I don't get an opportunity to practice very much engineering these days, I am, of course, always pleased to be able to meet with my fellow engineers to exchange views, but I must admit that today I feel a little bit out of place in the midst of all the experts that are here today. Let me make one thing clear - I'm a generalist! Your program states that I am to make a keynote address. I have always thought that a keynote speech is one that says something that has not been said before - announces some new program or policy, or says something startling. I am sure you will understand when I tell you that keynote addresses are made by politicians and that civil servants speaking publicly are usually expected to give an account of what is, or what is likely, to happen as a result of policies that have been announced in keynote speeches by politicians. I am reminded of a statement by a distinguished parliamentarian who said, ""However exalted a civil servant may be, he is not above the elected officials."" So today I will confine myself to giving you an overview with particular emphasis on the development side of oil and gas. The theme of ""Oil and Gas"" is a topical one these days. I suppose it's because of all the copy that is being generated by the media on the U.S. energy crisis, the Mid-East situation, the fact that most of the world's proven oil reserves are in Arab hands and, of course, the accelerated exploration activity that is taking place in the North Sea, in the Arctic, and off the coast of Newfoundland and Nova Scotia."

One area in AG/SAG milling field which has received a great attention is the optimization of liner design for any application to increase the availability of mills. The Gol-E-Gohar iron ore concentration plant uses three 9m × 2.05m autogenous mills (AG) in parallel in a dry operation. The AG mill shell is lined with three series (57 cm each) of 36-row liners. Due to large variations in feed characteristics and inadequate blending, the performance of AG mills has been lower than the target value. Therefore, to improve the comminution efficiency, the optimization of the design of AG mill shell liners was applied in this plant. By simulation it was found that increasing the liner lifter face angle from 7 to 30° while maintaining the original lifter height (i.e., 22.5 cm) could provide an appropriate charge trajectory. Measurement of the wear profiles of shell liners indicated that the wear along the liner length was not uniform and the highest wear occurred between 0.5 m and 1.2 m of the mill length. A new liner design was proposed by redistributing the metal from parts with a lower wear rate to the parts with a higher wear rate to arrive at a uniform wear profile along the liner length at the liner removal time. The non-uniform shell liner was constructed and installed in one of the three parallel dry AG mills. It was found that the first and second liner designs increased the mill throughput by 2.6 and 7.5%, respectively. After conversion to SAG milling on the account of liner change, 18% (from 413 to 489 t/h) increase in throughput was realized. It was predicted that the non-uniform liner designs will increase the liner life time by 10% and will reduce the scrap metal from the current value of 59% to 50%.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

Because of concern over the availability and reliability of an uninterrupted supply of manganese and other materials, the U.S. Congress requested that the U.S. Bureau of Mines (USBM) study the /low of strategic and critical materials in the economy to delineate and quantify the production areas where metal values are lost. As a result, the USBM developed a generic computerized commodity flow model that is readily amenable to updating. The original model developed for cobalt, with slight modifications, was used to track the flow of manganese. This report follows the flow of manganese through its metallurgical and chemical applications and highlights areas where significant losses occur owing to downgrading, export, or disposal. The study indicates that materials containing 695,000 short tons (st) of manganese were consumed domestically in 1990. Scrap recovery specifically for manganese recycling was insignificant. However, considerable manganese was recycled through processing operations as a minor component of ferrous and nonferrous scrap and steel slag. The major loss category is manganese lost in steel processing, 323,156 st or 46 pet of the 1990 apparent consumption. Most of this loss reports to steelmaking slags. Recovery from slags is technically feasible, but is not economically feasible.

Utah International's Shirley Basin Mine is located in the Southeastern High Plains of Wyoming at an elevation of 7100 ft. The Shirley Basin area is a gently rolling semi-arid land. The uranium ore zone occurs at depths ranging from 270-350 ft below the surface. Overburden consists of poorly consolidated sandstones, siltstones and clays. Underground mining was begun in 1960. Conditions were made difficult by high rates of water inflow and ground support problems. Development of a solution mining or in-situ leaching technique allowed underground operation to be abandoned in 1964. Solution mining provided limited production from 1963 to July 1970. In January, 1969, large scale development of open-pit mining was begun. A 1200 tpd mill went on-stream in March, 1971.

The transport of lithium through a supported liquid membrane was studied with a mixture of D2EHPA and TBP in kerosene as a mobile carrier. In the flat- sheet supported liquid membrane(SLM) system, experiments were carried out to investigate the effects of concentration of mobile carriers in the membrane solution, hydrogen ion in the feed solution, and temperature on the transport of lithium. Experimental results agreed well with a transport model for permeating lithium across the liquid membrane. The permeation rates of lithium can be explained in terms of diffusion of a Li-complex through the membrane phase. For a practical application of an SLM method, a hollow fiber module has been used and lithium can be concentrated more than three times in 24 hours.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

The increased attention towards reducing emissions of fossil CO2 due to its potential global warming effect has resulted in a focus on renewable resources, as charcoal. Since charcoal is produced from growing wood it does not contribute to global warming. This paper gives a brief review of consequences of and reasons for using charcoal in the silicomanganese (SiMn) production. Results are presented from practical SiMn smelting experiments, on a pilot scale, using charcoal as reduction material and comparing with coke. As slag- and CO2-reactivity are important for furnace performance these features have also been measured.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

A dc field was applied to liquid BI-Sx or Au-Ge alloys of eutectic composition. The liquid alloys were kept at a temperature slightly above the eutectic. The concentration changes due to electrodijfusion are large enough to cause nuclcation and growth of the primary phases at the respective electrodes. Nearly complete separation of Bi-Sn eutectic was obtained as well as substantial separation of Au-Ge eutectic. The effect of an electric field on the solute distrihn-tion was itluestignted itt tlirectiortally solidified rods of a dilute Bi-Sn (0.5 al. pc,t Bi) alloy. A direct current, passed through a liquid-metal solution, can cause substantial concentration changes by electrodiffusion. The magnitude of the change depends on the difference in ionic mobilities of the atomic species in solution. Electrodiffusion has been studied in many binary and ternary liquid alloys.&apos;y2 It was found that the rate of material transport decreases with time for a constant applied field, as a concentration gradient is established in the solution. A steady-state concentration profile is achieved when electro-diffusion is compensated by chemical diffusion. This may seem to limit the use of electrodif fusion for metallurgical application. However, a way of utilizing the effect of electrodiffusion is to combine it with crystallization or controlled freezing. rakin was first to propose this as a new method of separating metal alloys of eutectic composition at temperatures slightly above the eutectic temperature. It was possible by this method to separate Bi-Sn and Bi-Cd eutectics into their component phases. Angus et al discussed the possibility that the effective distribution coefficient, keff, could be varied by proper application of an electric field during solidification. The combination of electrodiffusion and solidification, called field-freezing, was discussed in detail by Pfann and aner. It was shown that field-freezing can be used as a crystal-growth process, an efficient method for eutectic separation, and a new means of changing the effective distribution coefficient. k,ff, beyond the usual range of ko < k,ff < 1. Adsorption of calcium and magnesium by quartz was determined over a wide pH range using flame photometry for solution analysis. A parallelism was noted between calcium adsorption at alkaline pH and flotation of activated quartz by means of various fatty acid collectors. Abstraction of calcium from 100 ppm solutions increased above pH 10.5 until all of the calcium was removed at pH values between 12 and 12.5. Calcium was desorbed from the quartz over the pH range 12.5 to 13.0 and returned to the solution. Precipitation of magnesium hydroxide prevented measurement of magnesium adsorption above a pH of 9.9. A calcium adsorption isotherm determined at pH 9 matched measurements of barium adsorption by other investigators over the range where adsorption corresponded to the equation of a Freundlich adsorption isotherm. In accordance with the Gouy-Chapman theory for adsorption in the diffuse layer, adsorption of the divalent cations under these conditions was four times the adsorption of monovalent sodium. Activation of quartz by multivalent metal cations in flotation using anionic collectors has been studied by many investigators. The occurrence of activator cations in the water of flotation mills makes depression of silaceous gangue very difficult. Alternatively, in some flotation systems it is practical to cause activation of quartz so that it is floated from the desirable mineral values. The present study was initiated to investigate the activation of quartz by measuring adsorption of calcium and magnesium ions as a function of solution pH. Early empirical tests showed that quartz would be activated to flotation using anionic collectors if any of a number of divalent or trivalent metallic cations were present in the pulp.1*2 Subsequent studies by Clemmer,3 Cooke and Digre,4 Cooke,5 Schuhmann and Prakash,6 and Cooke, Iwasaki, and Choi,7-8 showed that flotation depended strongly upon the alkalinity of the flotation pulp, the concentration of the activating cations, and the chain length and structure of the organic collectors used. The concept of the electrical double layer has been applied to the case of the quartz-aqueous solution interface by Gaudin and Fuerstenau,9-10 and by de Bruyn 11 to explain the activation of quartz by multivalent metal cations. Studies of the surface of quartz by Gaudin and Fuerstenau9,10,12 and by Li " using the streaming potential technique contributed much information on the electro kinetic condition of the surface of quartz in the presence of various organic and inorganic ions. The great advances made in the application of solvent extraction to the recovery of copper from low grade ore sources over the past 15 to 20 years are well known. Solvent extraction is an essential step in the recovery and purification of copper from dilute sulphate leach solutions by which some one million tonnes of copper are now electrowon annually. A reagent is also available for the selective recovery of copper from chloride leach solutions and this may hold the key to the processing of complex sulphide ore concentrates. By comparison, the use of solvent extraction in the recovery and processing of zinc has as yet found little favour and is confined to only a few specific and comparatively small applications. This is despite the ready availability of a large number of low grade zinc sources and zinc-bearing wastes and residues. It is suggested that this difference is due in large part to the absence of suitable reagents having the particular features required to enable them to fit into a solvent extraction - electrowinning based process for zinc. Ideally, for the recovery of zinc from dilute sulphate solution, an extractant should operate on a proton exchange principle and be strong for zinc in the same way that o-hydroxyaryloxime reagents are strong towards copper. It should load efficiently with zinc at the pH of typical sulphate feed streams without the need for neutralisation and yet be stripped efficiently by spent zinc electrolyte. Another factor of major importance for many applications, however, is that it should be highly selective for zinc over ferric iron. These features have now been realised in a development extractant DS5846, which is a formulation of a novel class of reagent currently under investigation by Zeneca Specialties. The properties of this reagent are described with respect to selectivity, isotherms and how they compare with phosphoric and thiophosphoric acids that have been previously proposed for the extraction of zinc. For the recovery of zinc from concentrated chloride solutions a solvating or neutral donor type of extractant is required which again should ideally have high selectivity for zinc over a number of other metals, particularly iron. The new reagent Acorga ZNX50 is based on a formulation of a novel class of compound developed specifically for this purpose. It gives efficient extraction of zinc from feed solutions that are four to six molar in chloride ion but is readily stripped at 60 - 65¦C using either water, dilute brine, or spent zinc chloride electrolyte. The reagent is highly selective for zinc over iron and a range of other metals including cadmium, arsenic, lead and magnesium.

A semi-continuous bench-scale, countercurrent-decantation system, in which the ore was moved countercurrently to the flow of leaching solution, was used to conduct acid-leaching tests on uranium ore with the aid of bacteria. This method, which involved a low degree of agitation, was successfully applied to extract uranium in practical amounts and at practical rates. The acidity of the leaching solution was the main variable investigated in the bench-scale tests done at the Mines Branch, Ottawa. Over 90 11er cent of the uranium was extracted in a six-stage system. The results suggest that this technique could be ap-plied in the utilization of bacterial oxidation and leaching as a method for treating Elliot Lake uranium ore.

Tests have been performed to recover silver and lead from residues produced after a super-hot leaching in a zinc hydrometallurgical plant operating with jarosite precipitation. When this residue is leached in ammoniaammonium sulfate or in diethylenetriamine solutions, lead dissolution is not complete and its recovery from the aqueous solutions is either difficult, due to the operating conditions, either expensive due to the amount of added reagents. In both cases, silver is partly dissolved, partly left in a new residue still containing lead and baryum sulfates. The best treatment seems to include a selective flotation producing first a silver concentrate assaying about I % Ag, then a 50 % lead concentrate collecting the baryum salts, and a final quartz-gypsum tailing. Metal recoveries can reach 50 % and 80 %, respectively.

Coal mines in the Illinois Basin have not engaged in pillar recovery for many decades. In large part, this is due to the exceptionally weak nature of much of the roof in the region. But, as room-and-pillar mining is conducted at greater depths, and larger pillars become necessary, recovering them becomes more attractive. Recently a western Kentucky coal mine became the first in recent times to successfully employ full pillar recovery. This paper describes the many challenges that were overcome during the process. From the beginning, the focus was on protecting the miners from roof instability, using cable bolts, mesh, mobile roof supports (MRS), and engineered final stumps. Two short test panels were extracted first, and the results were used to adjust the support pattern and mining sequence. Further adjustments were made based on subsequent experience. To date, seven panels have been recovered without a ground fall injury.

The present and future research fields are suggested: basic theory of ecological rehabilitation, operative technology of ecological rehabilitation, new technology application research and ecological rehabilitation plan, management and policy.
