In a recent paper read before the Institute on this subject, Mr. G. C. Stone advances the theory that the precipitate obtained in Williams's volumetric process,* by treating the boiling nitric acid solution of a manganese salt with potassic chlorate., is not pure MnO2, but approximates more closely to the composition 10Mn02+Mn0. As the value of the process and the accuracy of our results mould depend on whether this was the fact or not, it has seemed to me, and to my associates, Messrs. Beebe and Colly, that it would be of importance to ascertain the composition of this precipitate, and to that end the following series of experiments has been undertaken. These experiments have all been based on the considerations: 1. That potassic permanganate has an oxidizing power equivalent to five atoms of oxygen for every two of manganese : K2Mn2O8 = K2O.2MnO.O5. 2. That the same amount of manganese in the state of binoxide has an oxidizing power equivalent to two atoms of oxygen : 2MnO2 = 2MnO.O2. If, then, we take a solution of permanganate of unknown strength, and reduce it to binoxide, the oxidizing power of the binoxide formed will be equal to that of two-fifths the quantity of the permanganate solution originally taken. While, if the precipitate obtained should not be binoxide, but an indefinite or definite mixture of bin- and mon- oxides, then, from its equivalent oxidizing power, we can calculate its composition. The analyses were conducted in the following manner. The amount of permanganate taken was decomposed with hydrochloric acid, and concentrated to expel the excess of water. Sufficient excess of nitric acid was now added, and the solution was boiled until all the hydrochloric acid was destroyed. Over recent years there has been a significant increase in the number of miners in the Pilbara region of Western Australia targeting channel iron deposits (CID) located in valleys, intersected by ephemeral creeks and below the groundwater table. The falling iron ore price has triggered a drive to reduce cost and maximise yield. Creek diversions provide an opportunity to maximise the utilisation of orebodies and extend the life-of-mine.Creek diversions that are required during mining operations to access ore and provide flood protection have historically been constructed as uniform engineered channels designed primarily for flow conveyance while minimising earthworks costs; however, the design of diversions becomes more complex when they are required to function in a similar way to the existing creek system during operations and remain stable during more extreme events than would typically occur following mine closure, in accordance with current regulatory guidance. The design specifications for closure are often more rigorous than the operational phase, and could incur significant additional cost to implement retrospectively if not planned and designed upfront.The complexity of diversion design depends on site specific factors such as: the size of the creek to be diverted; hydrology; corridor restrictions; geomorphology; hydrogeology; geology; environmental and heritage values; potential impacts and the risk to operations and environment. The complex interactions of these factors must be well understood and hydraulic modelling undertaken to characterise the existing creek system, demonstrate the diversions, provide adequate flood protection during operations, and can function in a similar way to the existing system following mine closure. Numerous developments and improvements have been made to tap-hole designs. On the other hand, there are very specific designs in operation that have endured for many years without any modification. Nobody likes design changes because of risk - the risk of atypical wear, potential hazards, and costly repairs entailing enormous production losses. So the philosophy ‘never touch a running system’ is maintained, because among other things there is no efficient working monitoring technology for tap-holes. In the past few years a couple of new technical solutions have been investigated and developed. Not all theoretical solutions are possible in practice. However, metallurgists are inventive, and the last word regarding efficient working tap-hole monitoring technologies has not yet been spoken.

Opencast (quarries) and underground mines around the world use blasting methods to mine valuable ore. Traditional blasting systems use technologies such as electric delay detonator systems (developed in the 1950s) and non-electric detonator systems (developed in the 1970s) to initiate a detonation train to blast rock more effectively, and so retrieve valuable product more efficiently. However, the lack of precise control over blast timings with these approaches can result in undesirable outcomes such as significant flyrock, excessive ground vibration, uneven grade of rock and misfires (in which sections of the blast can remain unfired). The development of Electronic Initiation Systems (EIS), first used in the 1990s, introduced a higher level of control over the blast. These systems greatly reduce the negative issues associated with blasting. However, this precision introduces complexity, and with this complexity comes difficulty in demonstrating the predictability, safety and reliability of such systems.

A number of improvements in the techniques of budgetary control have been developed in the 1970's. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

"The design of rock sockets for drilled shafts and piles proves to be a challenge for the Design Engineer. The magnitude of loads on the shaft and the behavior of the rock are critical in determining the required socket length. Several acceptable methods are available in the literature to analyze a rock socket under a combination of axial loads, lateral loads and moments. This paper will present a state-of-the-art methodology to analyze rock sockets utilizing deformation characteristics of the rock. This design methodology was implemented in the design of a major project in New York City.The project discussed herein is a marine transfer station planned for construction at East 91st Street along the East River in Manhattan. In order to support the piers and platform structures at a site with relatively shallow depth of the bedrock, rock sockets were required for the drilled shaft foundations. Rock sockets were utilized to provide the required fixity to the foundations and the structures. Acting at the top of the rock sockets are large shear forces and moments created by the lateral loads transferred from the structure.Upon review of the available techniques, a simplified method was proposed and used to analyze the rock sockets with a significant magnitude of lateral loading. The method recognizes two mechanisms through which the lateral shear and moment are transferred to the rock; a) load transfer through horizontal resistance of rock and b) the vertical shear resistance of the bond between socket and rock.The first load transfer mechanism was analyzed using the p-y curve method based on a rock model developed by Reese. The second was analyzed using a bond stiffness derived from the formula and curves utilized in the AASHTO Specifications for calculation of rock socket displacement. By comparing the two mechanisms, the main contribution to the large horizontal shear force that developed in the rock socket is identified.The paper will present a summary of the design methodology utilized in determining the length of the rock socket. It is believed that the presented method will provide substantial cost saving in selecting the most economical and efficient design length."

An equation derived from first-order kinetics and accounting for return from froth to pulp has correlated continuous flotation data. The concentration of floatable material in the pulp can be altered either by changing the feed concentration or the feed rate. The latter does not affect the flotation rate constant, the froth to pulp return constant, and the concentration of non-floatable material in both the pulp and concentrate. Both the return constant and the concentration of non-floatable material in the pulp are directly proportional to the feed concentration, while the concentration of non-floatable material in the concentrate is related to the feed concentration. The investigation of the froth flotation process by continuous test methods, previously used by Brown and smith,1 Jowett and Safvi2 and Jowett and West,3 is being continued. Recent tests, primarily concerned with flotation cell design, have yielded kinetic data suitable for testing an equation proposed by Arbiter and Harris4 which postulates that a flotation process is defined by two rate constants: 1) the rate constant for mass transfer from pulp to froth. Previous workers have regarded this as the flotation rate constant. 2) the rate constant for mass transfer from froth to pulp, which has previously been ignored. "The thermal mass flow controller, or MFC, has become an instrument of choice for the monitoring and controlling of process gas flow throughout the materials processing industry. In the semiconductor industry, these MFCs are used on over 70% of the processing tools. Reliability and accuracy are major concerns for the users of the MFCs. Calibration and characterization technologies for the development and implementation of mass flow devices are described. Sources of inaccuracy in process gas handling are described, and a model to correct for these inaccuracies is outlined. A gravimetric calibrator is described that allows flow sensors to be calibrated in corrosive, reactive gases to an accuracy of 0.3% of reading, at least an order of magnitude better than previously possible. All described capabilities are implemented in a Department of Energy User Facility which is available to industry and universities to test and develop gas flow sensors and controllers and evaluate their performance related to environmental effects, reliability, reproducibility, and accuracy.IntroductionMaterials processing is at the heart of semiconductor manufacturing. To make today's advanced integrated circuits, silicon wafers are subjected to over 200 process steps. Most of these steps involve processes such as etching, implanting, diffusion, annealing, deposition, and lithography (resist deposition and hardening). Often one or more process gases are used to complete the process step. To achieve the quality and performance required in the micro devices, accurate measurement and control of these gases is essential. The Oak Ridge National Laboratory (ORNL), in conjunction with the semiconductor industry, has been working to improve process gas measurement and control accuracy and reliability. Standardized test methods have been developed to characterize and benchmark the performance of mass flow controllers (MFCs), the method of choice for monitoring and controlling gas delivery. Testbeds have been designed and fabricated to produce repeatable and accurate data using these standards. Baseline testing was performed along with development of a unique mass flow instrument, the gravimetric calibrator."

An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

The runout of dry blocky rock avalanches produced by planar rockslides affecting a limestone formation with clayey interbeds is analysed by means of distinct element modelling. Numerical analyses are validated by means of the back analysis of a historical rockslide occurred in the investigated area and physical aspects of the phenomenon evidenced by modelling are discussed. Die Steinlawinen werden erzeugt von Rutschungen in einer Kalkstein-Formation mit tonhaltige Schichten betreffen. Die numerischen Berechnungen wurden anhand einer Simulation einer historischen Bergsturzen verifiziert, der sich auf den untersuchten Gebiet ereignete. Auf der Basis der erhaltenen Ergebnisse wurden die physikalischen Aspekte der untersuchten Steinlawinen analysiert.

This paper highlights the mineralogy of the Barrick Goldstrike Mines Inc. area. The mine is located at the north end of the Tuscarora Spur and is part of the Bluestar/Goldstrike subdistrict of the Carlin Trend. The Betze, Post, and Meikle Mine are major deposits located in the area. The deportment of gold, its leachability, and various process options are also evaluated. Particular emphasis is given to the practical and economic considerations of ore control, and routing of ore to a process option.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

Improvements in remote fire fighting technology are needed to reduce miner exposure to the dangers of fires and possibly save the lives of those who may become trapped. The National Institute for Occupational Safety and Health, in cooperation with U.S. Foam Technologies, Inc1., conducted a series of experiments at the NIOSH Lake Lynn Experimental Mine to study the stability, transport, control and fire extinguishing effectiveness of nitrogen-enhanced foam technology. The Arab community is formed by around twenty countries in Africa and Asia, linked basically by a common language-Arabic - and the same religion, the muslim. They jointly occupy around 12 million square kilometers with a total population of around 140 million people. Nevertheless, these nations differ widely in their geographic area and population. Thus, while Egypt has a territory of over a million square kilometers and a population of nearly 40 million people, Kuwait, Qatar and Bahrain have, among the three of them, less than 30, 000 square kilometers and a million inhabitants. The per capita income also vary greatly, depending on whether they are oil producing countries or not. Generally speaking, it can be said that these countries economies have been based on oil or agriculture and that in these last years, they have been making serious efforts to increase their degree of industrialization and have greatly improved their infrastructure. This trend has resulted in the development of the iron and steel industry, which is still in a stage of primary development.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by two to five orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

Geostatistics has been widely accepted as a standard tool for reserve estimation and mine planning. Kriging has been adopted as the best estimator of grade. Although many discussions have been conducted in the use of kriging in the mining industry, insufficient attention has been given to solutions for over-smoothing. This effect has been frequently encountered in many mines. The so-called over-smearing refers to two facts: (1) over-reduction of grade variabilities and (2) over-estimation of low-grade ore tonnages. This study attempts to link over-smoothing effects with several other practical aspects in kriging. These include the weight independence of data values, variogram modeling, and search strategy used in estimation. All solutions recommended here are suited for precious metal deposits (e.g. gold) in open-pit mining.

Two radioisotope techniques suitable for the rapid laboratory determination of the ash content of coal have been tested ou unwashed coal samples from four Australian coal seams. In one techniqne, measurements of backscattered 238Pu L X-rays and iron K X-rays from finely ground coal samples have been combined to determine ash content in uuwashed coals to ±0.5 weight per ce111 ash (ls) for three seams and 0.9 weight per cent ash for the fourth.The second technique, which involves measurements of the transmission by the coal of narrow beams of 241Am 60 keV and 123Ba 356 keV ? rays, requires less sample preparat ion. The ash was determined to within the range of 0.8 to 2.6 weight per cent for the four seams (unwashed coal). For washed coals, errors are expected to be < ±0.5 weight per cent ash.

Laboratory batch and small - scale continuous flotation tests were conducted on a ferruginous barite - fluorspar ore from near Sweetwater , Tenn . , to determine the feasibility of producing commercial - grade fluorspar and barite concentrates . The lignin sulfonate - sodium fluoride - fatty acid method of floating fluorspar produced acid - grade concentrates . Flotation of the barite from the fluorspar tailing using petroleum sulfonate yielded concentrates suitable for use as a weighting agent in oil -well drilling muds . The continuous flotation tests , treating about 150 pounds of ore per hour , yielded fluorspar concentrates that assayed 98.3 percent CaF2 and barite concentrates that assayed 91.2 percent BaSO4 . The recovery of the two minerals was 91.2 and 85.2 percent , respectively .

The leaching behavior of chalcopyrite concentrate in acidic CuC12-NaCI-O2 solutions was investigated. Experiments were conducted under continuos flow of oxygen at atmospheric pressures. The results indicated that among the variables temperature has the largest influence on the dissolution of chalcopyrite in this medium, and high copper extraction can only be obtained at temperatures near the boiling point of the solution. It was also found that the stirring speed did not influence appreciably the dissolution of chalcopyrite. An increase in the oxygen flow rate up to 0.1 1/min increased the copper extraction. The total chloride concentration affects the dissolution of chalcopyrite up to about 4 M. Copper extraction of 93 % was obtained in leaching chalcopyrite of size fraction -400 # Tyler at 105 OC in 2 hours.
