The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active

Mineral sands mining for ilmenite, rutile and zircon has disturbed over 1000 ha of prime farmland in Virginia (USA) since 1997 and additional areas are likely to be disturbed in Virginia and North Carolina (USA) over the next 15 years. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc. and restoration protocols have continued to evolve in response to a variety of economic, technical and social issues. Early on, the return of these lands to agricultural row-crop production was complicated by vertical stratification of tails + slimes and lateral variability in soil physical conditions in the reclaimed pits and by limited topsoil return. Virginia Tech and Iluka have worked cooperatively with all stakeholders for over 20 years to review the pre-existing research base, conduct new and innovative site-specific research and thereby provide reasonable expectations of post-mining soil productivity levels. In 2004, Virginia Tech, Iluka Resources and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45 ha research demonstration farm where the long-term effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Row crop yields between 2005 and 2010 were significantly above county average yields (regulatory target level) and approximately 75 - 80 per cent of undisturbed adjacent prime farmlands. The state regulatory authority has recently relaxed its position on the necessity of topsoil return versus use of topsoil substitutes based on appropriate on-site research results and the ability of the reclaimed soils to meet comparative local county crop yield targets. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry. The stabilities of rehabilitated landforms are often threatened by the altered surface hydrology, especially the excessive surface run-off, which may cause severe water erosion and associated pollutant transport to surrounding areas. These effects would lead to pollution in waterways and render the failure of newly established vegetation. An accurate quantitative evaluation of run-off problems are consequently essential for the proper rehabilitation designs which can help minimise these harmful consequences. For this purpose, in this study a novel run-off model, RunCA, was developed based on Cellular Automata (CA), integrating fundamental hydraulic principles. In this model, a series of rectangular cells were employed to cover the study area. Run-off production within each cell was simulated by determining the cell state (water surface elevation) that consists of both cell altitude and water depth. The distribution of water flow among cells was determined by applying CA transition rules based on the improved minimisation-of-difference algorithm and the calculated flow travelling time. RunCA was applied to various aspects in mined land rehabilitation planning, including landform designs for both hill-slopes and tailings dams, revegetation strategies and cover constructions. Simulation results showed that surface run-off increased with slope gradient and more run-off was produced on convex and straight slopes than on concave and S-shape slopes. Both mounds and rip lines constructed on the tailings dam surface could help reduce the water discharge. Vegetation planted in rows were more effective than those in columns or patches in controlling run-off. Increased cover thickness had the potential in reducing run-off rates, and the covers with an increasing thickness from top to bottom of the slope tended to be more efficient than those with a constant thickness. All these results have demonstrated the efficacy of RunCA as a simulation tool in assessing the hydrologic behaviours of different rehabilitation designs. Compared to the traditional hydrologic models, most of which were developed for the catchment scale studies, RunCA has the potential advantages in capturing the dynamic and spatially varied run-off behaviours at different spatial and temporal scales.CITATION:Shao, Q,?Baumgartl, T, Huang, L and Weatherley, D, 2014. The "United Nations Framework Classification (UNFC-2009) for Fossil Energy and Mineral Resources 2009” is the international system designed to meet (to the extent possible) the needs and to support the decision making and resources management of private industry investment, governments, policymakers, bank investment, scientists. There are different international and national systems classifying commodities (resources, reserves, possibility and feasibility to extract them, etc.) with their own definitions and reporting terminology which often do not overlap entirely or even differ significantly - thus creating difficulties and problems among stakeholders to understand each other. The UNFC-2009 is developed to allow “speaking in one language”. The paper presents briefly the UNFC-2009. The UNFC-2009 applies simultaneously three fundamental criteria to classify projects: economic and social viability, field project status and feasibility, and geological knowledge (so called E, F and G axes), thus creating a visualized, easily understandable three dimensional system. The E, F and G axis categories are divided to subcategories, using additional criteria. The UNFC-2009 is already applicable to solid minerals, nuclear fuel resources, petroleum. The amounts of solid waste generated by metals production from ores (mining, minerals beneficiation, extraction metallurgy) and its metals content are discussed from the viewpoint of using the waste as resource. An attempt is made to apply the UNFC-2009 to technogenic waste from metals production from ores - both to old engineering constructions (historic mining dumps and reclaimed beneficiation tailings ponds) and new (currently in use) dumps and ponds.

"Plant design parameters for gold extraction, leach residence time and cyanide consumption are generally determined from standard bench-scale bottle roll or agitation leach tests. The application of laboratory data to process design has essentially evolved from the testing of oxide or low cyanide-consuming ores. Such scale-up factors may not be appropriate for ores that deplete cyanide and oxygen since this interferes with gold extraction kinetics. High cyanide-consuming ores also exacerbate the differences between the conditions applicable to small batch tests and large continuous operations. Testing a reactive high-sulfide South American ore deposit necessitated the re-evaluation of conventional bench-scale cyanidation procedures. Pulp density can be a major factor affecting the results for plant design purposes and should be treated as a test work variable. As with high clay-bearing ore, where pulp viscosity can hinder mass transfer, minimizing the influence of test equipment on gold extraction kinetics may require low pulp densities. This introduces interpretative complexity since cyanide consumption changes as a function of pulp density. Activated carbon also consumes cyanide, so its effect has to be accounted for in the case of carbon-in-leach (CIL) or carbon-in-pulp (CIP) plant flowsheets. Since cyanide is an expensive reagent, often a major component of plant operating costs, it is important that the scale-up of cyanide consumption from laboratory to plant be representative. The traditional method of reporting cyanide consumption in bench-scale testing is questioned since it takes credit for residual free cyanide in leach tails. The projected plant consumption may be better estimated by using the total cyanide addition in a laboratory test. We propose a test work protocol that categorizes the cyanide consumption into its components but requires more extensive testing to generate design data. The ultimate validation of scale-up factors used by project engineers requires rigorous bench-scale versus commercial plant comparative data. Such data are not readily available.IntroductionMajor factors in the design of a gold processing plant are gold recovery, leach residence time and cyanide consumption. These parameters are important determinants of project revenue and costs and, thereby, potentially of project financial viability. Estimates of the associated design criteria for a commercial plant are normally generated from laboratory cyanidation, carbon-in-leach (CIL) or carbon-in-pulp (CIP) tests using standard procedures (Angove, 2005). The key question is whether the standard laboratory test work procedures developed historically for low reagent consuming ores are appropriate for ores that are highcyanide and oxygen consumers.The present paper examines test procedural factors that can influence the test work results and, therefore, their interpretation for design scale-up purposes. The study refers in particular to a high cyanide-consuming sulfide ore. The ore was being tested to develop scoping level engineering design criteria for a proposed project in South America."

The Fosterville Gold mine is located approximately 20km to the East of Bendigo in central Victoria. The gold at Fosterville occurs as solid solution within disseminated arsenopyrite and pyrite. The Fosterville ore bodies contain various amounts of native carbon in the form of bituminous coal. This carbon (Non-Carbonate Carbon or NCC) has been the predominant mechanism for gold loss from the processing facility through”preg-robbing”.Processing of the Fosterville ore is achieved initially through crushing, grinding and flotation to extract the sulphides. The sulphide concentrate is oxidized using Bacterial Oxidation, before being leached in a conventional CIL circuit. A high portion of the native carbon (NCC) in the mine ore is naturally hydrophobic in nature, and subsequently reports to the flotation concentrate stream, and ultimately onto the CIL circuit. This NCC has a notable preg-robbing ability. Treatment of Black Shale ores, which have elevated NCC levels, has historically resulted in CIL recoveries as low as 35%, with around 60-80% of the gold loss from the leach circuit attributed to preg-robbing.Standard technologies for dealing with a carbonaceous leach feed have been trialed with limited success. The discovery of the significance of heat on leach recoveries, triggered extensive testwork on a range of leach feed and tails samples. Pilot plant testing demonstrated that “Heated Leaching” of the CIL tails was the best process with an average recovery increase of 7.5% being achieved. Following a successful pilot study, an engineering feasibility study was completed by Minerva Engineering, and the project economics determined. With strong recovery gains evident and a predicted project payback of 1-1.5 years, approval for the installation of the full scale plant was granted. Detailed design commenced in September 2008 with installation commencing in January 2009. The circuit was successfully commissioned in April 2009.Following commissioning, the Heated Leach circuit has achieved recovery gains of 4-14%, and has proven itself to be a significant contributor to the overall plant performance.

In room and pillar mining a large number of working points are arranged to follow a mining pattern. Geological and roof control problems can be overcome or their effect minimized by varying this pattern. Longwall mining on the other hand, fixes the mining pattern for anyone panel. This aspect of longwall mining leads to constancy, so that a well-conceived organization, ventilation, dust and roof control systems lead to daily repetition and subsequent simplicity of control. All the same, a fixed mining pattern calls for a very careful consideration and selection of design parameters. (Ref. 1.)

Records show that much of the lead produced in the Upper Mississippi Valley lead-zinc field was taken from natural openings along crevice systems at shallow horizons or at the surface. During the early history of the district, the shallow deposits were worked intensively; but in recent years the production of lead, except as a byproduct of deeper mining for zinc ores, has not been significant. Considering the methods of early mining, the character of mineralization, and the fact that galena can still be found on the surface of the old digging areas, it was reasoned that enough mineralization might remain on and above bedrock to permit, through the use of modern equipment and methods, economical re-treatment of surface material in the digging areas.

"This paper presents a systematic approach to metallurgy diagnostics using an integrated gold deportment methodology developed for complex refractory gold and copper-gold ore bodies. Quantification of gold deportment for these ore bodies is a challenging task due to reasons such as lower grades, high variability of visible and invisible gold content in different sulphides and iron oxide phases, significant presence of disseminated and composite carbonaceous matters along with associations of various copper sulphide phases. Some case studies are presented in this paper to demonstrate the value of a high confidence gold deportment methodology in developing insights for problem diagnostics and to identify opportunities for metallurgical improvements. A holistic approach involving different fields of expertise is critical for successful development and delivery of solutions for complex ore bodies.INTRODUCTION Studies were initiated on various ore complex ore and also on samples representing various process streams. These complex copper-gold single refractory, double and triple refractory gold ores are mainly composed of silicates and/or carbonates with moderate amounts of clay and mica, along with minor amounts of sulphides and organic carbonaceous matter. Variable proportions of visible gold and “invisible gold” (sub-microscopic gold) were noted in different mineral phases for various ore types and process stream samples. Invisible gold commonly occurs as solid solution or as colloidal-sized particles in different sulphides (pyrite, arsenopyrite, pyrrhotite, chalcopyrite and galena) and other phases (including hematite, magnetite and goethite) for different refractory ores. The dominance of invisible gold and presence of highly preg-robbing along with finely disseminated carbonaceous matters adversely affects gold recovery in flotation and leach circuits for most of these double and triple refractory ores. This paper discusses applications of an integrated gold deportment technique developed for different types of gold and copper-gold ores, namely, complex copper-gold, double and triple refractory gold ores (Chattopadhyay and Gorain, 2014; Chattopadhyay et. al., 2016). Various process streams from flotation and gold leaching circuits were investigated. Different concentrates and tailings samples from flotation circuits whereas feed and discharges from pressure oxidation (POX) and carbon-in-leach (CIL) residues were used from gold processing circuits."

Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. Mining has been the mainstay of the Woods Creek Valley for more than a century. The head of the valley is at the Continental Divide, about 50 miles west of Denver, Colorado. First, it was the quest for gold and silver that drew people to the valley. Then, when molybdenum was classified as a strategic metal by the U. S. Government during World War I, it was the valley's molybdenum mineralization which attracted the most attention. Molybdenum is used primarily as an alloying material in superior grades of steel. Circumstances responsible for providing the label "Urad" are unknown, but Urad is variously reported to be an acronym for "Uranium Research and Development" or "Uranium Research of America Division". The search for uranium was fruitless as no ore grade uranium exists in this area. The moly orebody was first developed and mined by the Primos Exploration Company from 1914 to 1919. During World War II, the mine was purchased by the government and turned over to the Molybdenum Corporation of America to operate. In 1963 AMAX Inc. purchased the property for $2 million. After spending nearly $30 million for exploration and development, AMAX put the mine into production again in 1967.

"Kennecott Barneys Canyon Mining Co. is a gold heap leaching facility that has been in operation since 1989. In 1994, a flotation plant was commissioned to remove sulphide minerals from refractory sulphide ore. Tailings from the plant are mixed with oxide heap leach material in order to produce a geotechnically stable agglomerate from which the gold is leached and recovered in a conventional heap leach cyanidation process. The experience to arrive at an effective blending methodology is discussed.IntroductionAgglomeration is the practice of binding fine particles to coarser rock or other fines in order to avoid the deleterious effects of mobilizing the fines during the course of heap leaching(l-Chamberlin). Agglomeration has been considered a key component of successful operation at many heap leach sites. If the ore is of sedimentary origin and crushed, there is a high likelihood that the resulting product will contain a significant quantity of fines and a skewed gradation, that i~, a disproportionate amount of coarse and fine particles, with few in the intermediate size range. The exact methodology for determining whether the practice of agglomeration will have to be integrated into the operating scheme has been well discussed. These conditions are primarily geotechnical and geochemical. This paper will deal with the specific experiences of Kennecott Barneys Canyon Mining Company in modifying the agglomeration practices to suit evolving operational requirements."

"Water composition has a significant effect on flotation. A better understand the role of water composition in flotation is very important for process quality and performance. Based on source of process water, the concentrations of the dissolved ions, hardness, contaminants and residual composition of reagents can varied in the process water. The various water resources employed during lead and zinc flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed on the ore, whilst ions associated with gangue minerals were released into the flotation pulp.This paper includes a research for the effect of different water compositions on lead and zinc sulphide flotation. Experiments were carried out five types of water such as tap water, recycling water, tailing dam water, underground mine water and sea water. The ore sample was obtained from Esan Balikesir-Balya mine. The mineralogical study of ore sample shows that it contains mainly galena, sphalerite, pyrite, hematite, quartz, diopside, epidote, calcite, and chlorite. It is found that recycling water and tailing dam water has a positive effect on recovery of lead and zinc minerals and detrimental effect on content of both minerals. This result may explain with remaining reagents in these waters. Underground mine water and tap water gave nearly the same recoveries of zinc. Sea water affects the recovery lead and zinc negatively."

"In March 1988, old Denver flotation cells were removed from Dickenson's Arthur w. White Mill, and a new flotation circuit, consisting of four Prochem rougher cells and a Hydrochem agitated cleaner column, was commissioned. The refractory portion of the gold in the ore is associated with arsenopyrite, therefore the flotation circuit is set up to produce a saleable sulphide concentrate. Tailings from the leach circuit are conditioned prior to being pumped as feed to the flotation circuit. The prototype Hydrochem agitated column has been in operation as a single cleaner stage for rougher concentrate. The effect of flotation circuit changes on gold recovery data, as well as cleaner concentrate production, and development work to achieve the target results, have been investigated. Flowsheet modifications and the resulting circuit performance data, along with test results to date, will be presented.INTRODUCTIONThe mill is capable of treating 1000 stpd of ore averaging approximately 0.30 oz/ton Au. The ore is crushed and ground to 75% - 200 mesh. Gravity concentration, cyanidation, and Merrill - Crowe precipitation yields 84% gold recovery. Detailed descriptions of the comminution, gravity separation, and leaching circuits, as well as background information have been presented elsewhere (Suttill, Van Weert et al). The target cleaner concentrate grade is 1.0 oz/ton Au for custom smelting and refining. Historical gold recovery values of the old circuit was approximately 20% of the gold present in the float feed at the target grade. The recovery value objective set for the new circuit during the planning stages was 50% of the gold present in the flotation feed at 1.0 oz/ton Au in cleaner concentrate."

Richards Bay Minerals (RBM) has recently undertaken an exercise to improve orebody basal definition. Older mineralisation bases (pre-2005) were highly erratic using old protocol reverse circulation (RC) (also known as Air Core) drilling and interpretation. The erratic nature of this estimation tool, resulted in impractical modelling towards the end of mineralisation (EOM), difficult mine design and unrealistic reconciliation. New protocol drilling, which includes high definition SONIC drilling data, has provided more data to be available for more accurate interpretation. Recent advances in drilling methodology has allowed for better penetration depths for SONIC drilling, which was previously restricted to approximately 80 m (pre-2005). This improved data set allows more emphasis on geological interpretation with factors such as lithology, slime content, and mineral species distribution. These factors when in unique combination enable more accurate and realistic EOM data points. These points are modelled into surfaces using conditional simulation techniques and result in a vastly smoother surface and consequently, a more representative resource.

A flotation process was developed by the Bureau of Mines for separation of carbonate and phosphate minerals occurring in unaltered phosphate ores of the Phosphoria formation. The process involves depression of phosphate minerals with fluosilicic acid and flotation of carbonate minerals with fatty acid emulsions. In individual laboratory tests, selective removal of carbonates was achieved with phosphate recoveries ranging from 60 to 80 pct P205. In continuous-circuit testing, sizing and separate treatment of coarse and fine fractions was necessary to achieve 65-pct P205 recovery. Concentrate grade ranged from 26 to 33 pct P205. The flotation tailings containing primarily carbonate and phosphate minerals is a potential fertilizer material. When reacted with H3P04, concentrated superphosphate containing approximately 40 pct available P205 was obtained.

Bendigo Mining operates a 600 000 t/a comminution, gravity, flotation and leaching processing plant for the recovery of gold from their Kangaroo Flat Operation, in the Bendigo goldfields. The free gold and gold bearing sulfi des present are typically coarse grained and hence are highly amenable to gravity recovery. Plant operating data is consistently showing that over 78 per cent of the feed gold is recovered in a circuit, consisting of inline pressure jigs, inline spinners followed by free gold tabling and intensive leaching of tabling tails. The circuit receives coarse crushed product from high pressure grinding rolls and the grinding mill discharge, which allows material to be re-circulated through the gravity process until the particles are small enough to enter the flotation circuit. A plant audit was completed on 26 November 2009 designed to give an indication of the overall operational characteristics of the gravity circuit including single pass efficiencies of associated equipment. The techniques, results and challenges of such a survey are discussed.

Laboratory batch and small - scale continuous flotation tests were conducted on a ferruginous barite - fluorspar ore from near Sweetwater , Tenn . , to determine the feasibility of producing commercial - grade fluorspar and barite concentrates . The lignin sulfonate - sodium fluoride - fatty acid method of floating fluorspar produced acid - grade concentrates . Flotation of the barite from the fluorspar tailing using petroleum sulfonate yielded concentrates suitable for use as a weighting agent in oil -well drilling muds . The continuous flotation tests , treating about 150 pounds of ore per hour , yielded fluorspar concentrates that assayed 98.3 percent CaF2 and barite concentrates that assayed 91.2 percent BaSO4 . The recovery of the two minerals was 91.2 and 85.2 percent , respectively .

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.
