"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. This paper describes four new families of flotation products which are currently being introduced at the industrial level. A brief summary of the chemical basis behind each product family will be given. This is then followed by a selection of flotation examples which illustrate the more important use characteristics that have been observed to date. A GOOD idea of the magnitude of the underground operations at Climax can be gained from the following figures. A little more than 43,000,000 tons has been drawn from the mine and of this amount, 40,500,000 tons has been drawn in the past ten years and 12,000,000 tons was drawn in two of the war years. The maximum daily average output over a period of one month was slightly more than 20,000 tons but during this period, production on certain days was 24,000 tons, and 9000 tons was produced in a single eight-hour shift. This production came chiefly from 260 draw points although all of them were never in operation at one time. The haulage system for these draw points is made up of 7.5 miles of 36-in.-gauge track, and 131,000 ft. of subsidiary drifts and 44,000 ft. of raises have been driven to develop the necessary broken ore reserves for this high production. Power consumption is often considered an index of operating efficiency. In 1943, the year of maximum production, the mine power consumption was 19,223,000 kw.-hr. or 3 kw.-hr. per ton; in 1945 it was 3.5 kw.-hr. per ton. To handle this amount of power, there are four transformer stations and one switch station in the mine. Mr. Garrabrant, the chief electrician, describes the electrical installation in this issue.

The crusher was input to China’s Beijing General Research Institute of Mining and Metallurgy (BGRIMM) from Russia’s Mekhanobr-Tekhnika Research & Engineering Corporation at the beginning of the 1990s. This paper introduces that after years of absorption and innovation how Chinese researchers optimized and creatively designed about transmission mechanism, bracing structure, kinetic parameters, lubrication system, dust sealing system, damping system and hydraulic control system etc on the basis of keeping its advanced theory and unique structure, therefore the crusher’s stability was raised and the usage cost was reduced greatly. Accordingly the inertia cone crusher in China has been widely used in many fields, such as mineral resources and the recycling of metallurgical slag. The achievement in cooperation was fully affirmed by governments of Russia and China, and cooperation of science and technology in the mining and metallurgy industry between Russia and China is promoted greatly. Pressure leaching of zinc sulphide concentrates has been practiced commercially for nearly two decades. The process, which includes direct leaching of concentrate with spent electrolyte in an autoclave, has been commercialized at four separate locations to date. In pilot studies carried out in the Dynatec lab in Fort Saskatchewan, dozens of additional zinc concentrates have been shown to be amenable to pressure leaching. This paper highlights recent improvements in zinc pressure leaching that have been identified through process development studies, and how the experience gained in these studies has been utilized in the development of a new copper pressure leach process.

"The development of computer process control at the Lake Dufault concentrator is reviewed and the on-stream X-ray analysis -computer system is described briefly. Some applications of the computer in metallurgical process control are described.The computer sequences slurry sample streams to the analyzer and translates the analytical results from voltage signals to elemental percentages. The required flotation reagent flow rates are calculated from analyses and mill-feed tonnage rates and the reagent feeders are set automatically to provide such flow rates. X-ray calibration time has been reduced from about 45 minutes to 15 minutes by the use of a computer program. Metallurgical and operating personnel have acquired the ability to program the computer and have extended the system capability to allow the calculation of recoveries, averaging of mill data, application of ore specific gravity in grinding control, control of oxidized ore flotation and the development of an economic recovery program."

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. "This paper summarizes the main conclusions derived from twenty-two technical presentations made at the 1973 meeting of the Canadian Mineral Processors. Results of two surveys with response from over seventy mines were reported on Canadian milling practice for water re-use and on elimination of cyanide from mill effluents. Water and solution recycle in Canadian mills were detailed for copper, copper-zinc, lead-zinc-copper, nickel-copper, iron and gold mines. Cyanide elimination from mill effluents was reported under current practice and under requirements for further treatment by various other processes. Three recent process equipment entries into Canadian mills have been the on-stream particle analyzer, the new gravity concentration tables for recovery of fine tin and other heavy minerals, and solution-jet slurry equipment for reclaiming ground ore from storage. The principles of operation of this equipment were described along with the practical limitations that were found in their application to mineral processing. Capital costs and milling cost reductions were shown in some operations. Computer control of flotation mill processing was a major item on the program. Four major mining companies outlined their mill process control strategy, computer programs and on-stream analysis equipment. Some capital costs and personnel changes were presented, together with gains in concentrate grade and mill recovery. Recent development work has shown the effect of the type of grinding and of aeration on the recovery of sulphide minerals in flotation. One mining company reported a significant depressing effect on copper sulphide flotation while floating ore ground with mild-steel balls; also, pyrite appeared to be activated in the subsequent zinc flotation step. One company with extensive experience in the application of aeration to copper sulphide flotation showed significant improvement to copper recovery by pre-aeration. Both the effects of grinding and aeration were subject to the constraints of the chemical condition of the ore pulp. The metallurgy of silver recovery by combination grinding - gravity treatment and of gold recovery from a complex gold-sulphide ore were reviewed in two papers on precious metals. The latter paper further described the recovery of gold from the Cottrell collectors and the final disposal of arsenic from the dust collectors."

Flotation columns have been readily accepted for use in most sulfide flotation plants; however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition, physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

"Detailed characterization and improved recovery of a micro-fine, low-grade refractory gold ore from a beneficiation plant in Yunnan Province, China, was investigated. Different analytical techniques, such as videlicet size analysis, scanning electron microscopy, and mineral analysis by a Mineral Liberation Analyser, were used for mineralogical characterization of the ore. This paper describes an experimental study on the effect of the grinding fineness and the use of various flotation reagent regimes involving collectors, depressors, and activators on the flotation behaviour of micro-fine auriferous pyrite. Two-stage flotation resulted in high gold grade (32.71 g/t) and gold recovery (80.02%) of the bulk gold concentrate. This process opens the possibilities of maximizing Au recoveries in a micro-fine low-grade refractory gold ore where low recoveries are common.INTRODUCTIONWith the rapid development of the gold industry, refractory gold ores are becoming increasingly important resources for gold production (O’Connor & Dunne, 1994; Agorhom, Skinner, & Zanin, 2012). Among these refractory gold ores, sulfur and micro-grained native gold ores represent a significant challenge, since they are not amenable to gold recovery by direct cyanidation. The gold contained in this type of ore is very finely disseminated and encapsulated in sulfides, which makes it inaccessible to the cyanide solution during direct cyanidation (Bulatovic, 1997; Allan & Woodcock, 2001). Autoclave pressure oxidation (AC POX) of the sulfide ore and subsequent cyanidation is a common technology used to recover the gold in such types of ore. Flotation is often used as a pre-treatment method to refractory gold ore (Monte Lins, & Oliveira, 1997).As the gold-carrier minerals are usually finely disseminated (sometimes under 10 µm) and intimately associated with gangue minerals, a fine grind is necessary to get a high degree of liberation. At the same time, the fine grind usually causes the production of significant quantities of slimes, which comprise easy-to-float gangue minerals such as mica, dolomite, and calcite. These mineral phases are naturally hydrophobic and float readily, competing with the value minerals in the froth phase and resulting in lower concentrate grades."

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

The Boddington gold mine is located near Perth in Western Australia in the Saddleback Greenstone Belt, a fault-bounded sliver of Archaean volcanic and shallow level intrusive rocks, surrounded by granitic and gneissic rocks. The mine began operations in 1987, producing about 7.7 t/a (250,000 oz/year) until mining ceased in 2001. Built on the footprint of the original mine, the Boddington gold mine expansion project involved opencut mining from two large pits. Expected gold production is around 31 t/a (1 million oz/year) for the first five years. It will be the largest gold mine in Australia. The mine has proven and probable reserves of more than 622 kt (20 million oz) of gold and has an expected life of more than 24 years. The mine is currently solely owned by Newmont Gold Corp., the world?s second-largest gold mining company, employing around 28,000 people worldwide. The conveyor and belt feeder contract for the Boddington gold mine expansion project was awarded by Aker Kvaerner Clough Murray Roberts (AKCMR) to FLSmidth Conveyor Engineering Inc. in August 2006. The contract involved the design and manufacture of 15 conveyors and 17 belt feeders with belt widths ranging from 450 mm to 2.4 m (18 in. to 96 in.) and conveyor lengths from 16 m to 2,172 m (52 ft to 7,125 ft). The total motor power added up to more than 16,700 kW (22,400 hp). The total length of all belting was almost 11.5 km (7.1 miles), and the total fabricated steel weight was approximately 3.7 kt (4,100 st).

MAGNETITE ore from Lyon Mountain, so- called "Low Phos Chateaugay," has long been known to the iron and steel industry for its almost complete absence of impurities. These magnetites occur along the northern foothills of the Adirondacks in several parallel and folded stringers which are continuous for several miles, striking generally northeast-southwest and dipping usually over 45° to the northwest, or roughly toward the St. Lawrence River. Ore of minable thickness is found in shoots of various sizes as to length and breadth, but of undetermined and possible great depth.

LEAD, silver, and zinc, in quantities of economic importance are found in the Aguilar ore. The lead occurs as galena and the zinc as sphalerite and marmatite. The silver occurrence is more complex. Pyrargyrite and proustite have been identified only occasionally. Galena is silver-bearing and so are the various other sulphides, though to a lesser degree. The principal nonsulphide gangue minerals include calcite, quartz, wollastonite, rhodonite, and various calcium, aluminum, and iron silicates. A typical analysis of, the ore is: Pb, 11.2; Zn, 12.3; Fe, 4.4; Mn, 2.2; Cu, 0.15; S, 11.2; CaO. 7.6; "Insoluble," 50.1 percent; and Ag 263 g per ton. Crushing is done in three stages. The primary crusher at the mine is set to deliver about a 5-in. product. The crushed ore is then transported to the secondary crushing plant by a 3-km cableway where the general practice is to hold the product of the first Symons to about 1 in., and of the second Symons to about 1/2 in. When the ore is soft and rich the product of the first Symons is by-passed directly to the ball-mill bins. Dust control in the secondary crushing plant is effected by enclosing the dust-emanating sources and exhausting the enclosures with a Clarage No. 18 fan driven at 1300 rpm by a 20-hp motor. Use is also made of spray water at one or two critical places. Every effort is made to keep the air free from visible dust. Dust counts taken at the working places show dust concentrations of less than six million particles ner cu ft. The composition

The Montreal metro Blue Line Extension toward the northeast consists of the construction of five new underground stations. The project includes 6 kilometers of the tunnel which will be constructed using a Tunnel Boring Machine (TBM). In line with the commitment to integrating sustainability best practices, Envision verification is pursued this project. The Envision reference framework was developed to cover all the sustainable development aspects of an infrastructure project and each phase of its life cycle (planning, design, construction, operations and maintenance, and end-of-life). As a part of this endeavor, low-carbon concrete and shotcrete mixtures are proposed for the linings of TBM and SEM tunnels as well as stations and auxiliary structures. The CO2 emission of the low-carbon concrete and shotcrete mixtures were compared with their typical mixtures and the total CO2 emissions reduction related to the tunnel lining is determined. The study is of strategic significance for achieving emission reduction in the tunnel industry.

The jig men of the Tri-State (Joplin-Miami) zinc district complain about the flakiness of their mill feed. They believe that the flakiness of the composite grains of gangue and mineral are to blame for losses of zinc; that is, that the flaky grains in the jig tailings have higher zinc tenor than the cubical grains. Although the evidence which follows contradicts this belief, no effort is made to give a final and conclusive answer. On the other hand, there is outlined a positive and mechanical method which the operator may use to pursue this and similar investigations. DISCUSSION OF SCREENING METHOD Hand-sorting is obviously not satisfactory for separating cubical grains from flaky grains because the personal influence can not be removed. Screens, however, may be used with success. A set of each of two types of screens is required; namely, the square-hole type and the rectangular (rectang, oblong) type. The square-hole screens must be of the double Tyler scale; that is, the order of the sieves should be after the fourth root of two instead of the customary square root of two; close sizing is important. The size of the rectang screens may be selected by trials so that a part of the material already closely sized on the square-hole screens, will pass the oblong holes. Obviously, the cubical grains will remain on the rectang and the flaky grains will pass through. Hence the mode of operation is to screen first on square-hole screens and then split the products on the oblong-hole screens.
