INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

The investigation focuses on leaching of copper (2 wt%), cobalt (0.5 wt%) and iron (2.4 wt%) from complex tailings material from the Democratic Republic of Congo. The highest recovery of copper and cobalt into the leach solution were 78 and 10%, respectively, under direct leaching with sulphuric acid. Higher recoveries (90% for copper and 96% for cobalt) were attained when the material was pre-reduced with coal for 1.5 h in the temperature range of 700–950 °C. The increased recoveries were due to metallisation of all the copper and cobalt which is in the silicate matrix. The effects of pre-reduction temperature and sample to carbon weight ratios were analysed and found to be important in; (i) achieving high recoveries of copper and cobalt and (ii) decreasing the amount of iron in the leach solution. The samples were characterised by atomic absorption spectroscopy and scanning electron microscopy (SEM) techniques.

A model assessment was made to evaluate contaminant transport to ground water from clay-lined and unlined tailings pits. The input hydrologic soil characteristics were measured on materials typical of those found at the Morton Ranch uranium mill site in central Wyoming. The assessment involved combined saturated and partially saturated flow and contaminant transport models for two-dimensional cross-sections typical of the proposed Morton Ranch burial pits. Specifically obtained from the models were contaminant flow paths, the advancing contaminant flow fronts for sorbed and non-sorbed constituents, and travel times of contaminants along flow paths. Such results enable evaluation of the environmental consequences for the alternative control methods.

"The Louvicourt Mine located near Val d’Or, Quebec has been in operation since 1994. It produces copper and zinc concentrates. The tailings generated from the ore processing operations have a strong net acid generating potential. Louvicourt Mine, a grass root project, was designed for closure with the best available technology at the time of design. In order to inhibit short and long time acid potential generation, sub-aqueous disposal was selected at the design stage. Given the fact that disposal in a natural lake was ruled out up front for obvious reasons related to loss of natural habitat and risks of permitting delays, a man made facility built with dams was planned. This mine includes therefore the first fully man-made sub-aqueous tailings disposal facility built in Canada. The requirement of using sub-aqueous disposal had serious implications on the placement of tailings. This tailings facility located about 9 km from the mine site has been selected based on the available natural confinement, the favorable foundation and hydrogeological conditions. This paper describes the site and the design criteria that were used. A presentation is also made on the placement technique to maximize storage and its impact on the operation of the basin. The performance of the basin, the dams and the decant structures is reviewed.Résumé : La mine Louvicourt, située près de Val d’Or, Québec est opérationnelle depuis 1994. Elle produit des concentrés de cuivre et de zinc. Les résidus générés par les opérations de traitement du minerai possèdent un fort potentiel net de génération d’acide. Le parc à résidus de la mine Louvicourt, implanté dans un milieu naturel intact, fut doté dès sa conception initiale de la meilleure technologie de fermeture disponible à l’époque, soit la déposition sous couverture aqueuse et ce, dans le but de bloquer le potentiel de génération d’acide à court et à long terme des résidus. Etant donné que la déposition dans un lac naturel fut mise de côté dès le départ pour des raisons évidentes reliées à la perte d’habitats naturels et au risque d’introduire des délais dans l’émission des permis, un étang artificiel délimité par des digues a été conçu. Cette mine fut donc la première au Canada à être dotée d’une installation anthropique de disposition des résidus sous une pleine couverture aqueuse. L’exigence d’une déposition sous couverture aqueuse a eu des implications sur le mode de mise en place des résidus. L’emplacement de l’installation de gestion des résidus a été choisi en un lieu situé à environ 9 km du concentrateur sur la base du confinement naturel disponible et des conditions hydrogéologiques et géotechniques favorables. Cet article décrit le site et les critères de conception utilisés. Une présentation est faite sur la technique de mise en place utilisée pour maximiser l’entreposage et son impact sur l’opération du bassin. La performance du bassin, des digues et des structures de décantation est également revue."

"Brazil has large reserves of coal (32 billion tons) located predominantly in the south of the country. Despite the relative ease of exploitation, these resources have been underestimated as a source of energy. Currently the country's strategic planning aims to minimize the gap between coal and resources traditionally used in the Brazilian energy matrix. In this scenario the processing of Brazilian coal by flotation appears as a promising alternative, having been successful in mineral systems containing fine particles This paper aims to study the overall process of flotation for a specific Brazilian coal. The material used in this study consists of fine coal that is usually discarded as waste and deposited in the tailings dam. The objective is to recover carbonaceous matter and reduce the ash and contaminants grade. The variables analyzed were the influence of size particle, solids concentration in the pulp, the concentration of surfactants and frothers to be used. The results showed that it is possible, from a feed with around 65% of ashes, to obtain products with approximately 35% ashes with mass recoveries about 40%. The types of collector reagent and foaming employees result in different concentrates. This study also presents a preliminary analysis of the effect of water recovery in concentration parameters."

This Bureau of Mines laboratory research demonstrated that building bricks meeting ASTM specification C62-66 for grades SW and MW of FBS-type bricks can be produced from waste copper mill tailings. Waste tailings from accumulations at Magna, Utah, Anaconda, Mont., and Hayden, Miami, and San Manuel, Ariz., were dry-pressed into bricks, and the products were tested in accordance with ASTM Designation C67-66 on sampling, and testing of brick. An evaluation derived from pilot-plant production of similar brick at the Coal Research Bureau of West Virginia University indicated the production cost to be about $34 per 1,000 bricks. Utilization of such mill tailings on a commercial scale would eliminate the need for digging new pits for brick raw material production, conserve natural resources, and simultaneously remove potential sources of air pollution.

"INTRODUCTION Extensive studies have been carried on pure gold to determine the various factors that affect its dissolution in alkaline cyanide solutions. With the extension of milling to refractory ores more intensive investigations on the effect of impurities in the ore on the dissolution kinetics are needed. The present work describes experiments carried on refractory flotation tailings with the object to determine how the recovery of gold could be increased. The effect of arsenic and antimony in the ore and the excessive use of lime are discussed. "Agromining aims at recovering metals from different secondary resources with hyperaccumulating plants. These natural plants can selectively concentrate metals at very high level and can be transformed to produce commercial compounds. The classical strategy to recover metals from hyperaccumulator plants is based on hydrometallurgy. It consists of: i) burning the plant to obtain ash, which is a very rich bio-ore without organic matter, ii) transferring the target element(s) into aqueous solution by acid leaching and iii) purifying the leach liquor to obtain the target element(s) in the desired form. This method has enabled us to obtain nickel salts, nickel oxide, zinc and cadmium from different plants. However, it is not possible to apply this approach to recover rare earth elements (REEs) from the fern D. dichotoma, growing on mine tailings in South China. Actually, this plant is very rich in silicon: plant burning gives an amorphous ash, very stable despite severe leaching conditions. Therefore, the strategy has been changed and processes are currently developed to extract REEs by direct leaching of the biomass, without burning the plant. Several conditions (i.e. leaching solutions) have been investigated, showing that a good extraction yield was obtained with HNO3 0.5 N (around 84%). This yield was increased to 99% by adding a complexing resin into the leaching solution. After two-steps of elution, results have shown that is possible to recover 75% of the REEs at 81% purity.INTRODUCTION The demand of rare earth elements (REEs) (including 15 lanthanides, yttrium and scandium) has been growing sharply over the past years, because of their industrial applications. REEs are essential elements for emerging technologies, and are used for example in permanent magnets, lamp phosphors or rechargeable batteries. China is the main producer, and the market supply became tense in 2010 when this country decided to limit exports of these elements. Exploitable mineral resources, as well as REE separation capacity are concentrated in a few countries (e.g. USA, Australia, Malaysia, France), which increases the supply risk. Therefore, these elements are considered as critical raw materials (CRM) for many countries and especially for EU (Fortier and Gambogi, 2017)."

Tailings disposal is a significant consideration for the mining industry, with the majority of the ore processed in most mining operations ending up as tailings. Several tailings dam failure accidents have occurred during the past few years and mine tailings dam failures are occurring at relatively high rates. Tailings dam failure is disastrous with the serious damage and the loss of lives. To increase the tailings dam safety, a tailings dam monitoring and pre-alarm system (TDMPAS) based on the internet of things and cloud computing platform has been accomplished with the abilities of real-time monitoring of the saturated line, impounded water level, rain fall and the dam deformations etc. The TDMPAS has been applied in several mines in China and helped the mine engineers monitor the tailings dam safety and get warning information automatically and remotely in any kind of weather conditions. This work has been demonstrated the tailings dam monitoring and pre-alarm system (TDMPAS) is meaningful to monitor the tailings dam physical safety condition. The TDMPAS could be applied to monitor all the national tailings dams online in the future.

Western Deep Levels, a seismically active deep level gold mine, started placing backfill in their narrow tabular workings as part of the regional support strategy in 1986. Over the years the percentage of working places being backfilled has been gradually increasing. At the end of 1995 the support efficiency and the labour productiveness relating to support installation were scrutinised to determine if resources were being optimised. Owing to financial, safety and productivity constraints it was decided to redesign stope support to be less labour intensive, safer and provide an integrated stope support system. This new integrated system will thus combine the previously used temporary, permanent and back area support consisting of mechanical props, hydraulic props and backfill respectively. Backfill previously formed an integral part of the regional support in conjunction with strike stabilising pillars. To design the integrated support system the backfill placement quality has to be exceptionally good and placement must be done as close as possible to the working face. The backfill to face distance was reduced by 30 per cent and in some areas by more than 50 per cent with an increase of square metres filled to increase the effect of the backfill even more. This paper addresses the design and successful implementation of an integrated stope support system based on the optimisation of backfill to the extent where installation of mechanical and hydraulic jacks could be eliminated.

As part of its program to conserve domestic mineral resources through advancing mineral resources technology, the U.S. Department of the Interior, Bureau of Mines, conducted investigations to determine the feasibility of recovering high-grade barite concentrates, suitable for use as well-drilling mud, from current and old waste pond materials and materials bypassed in present mining operations. Flotation studies of waste pond samples from Missouri and Nevada yielded barite concentrates containing over 95 percent BaSO4 with recoveries of 86 percent and 96 percent, respectively, of the barite in the flotation feed. Flotation studies of a hard-rock sample from Georgia, currently bypassed in mining, yielded a barite concentrate containing 97 percent BaSO4 with an attendant recovery of 97 percent of the barite.

INTRODUCTION Manganese nodules were first discovered by the H.M.S. CHALLENGER expedition of 1873-76 and have engaged the interest of oceanographers and natural resources engineers ever since (1-4). Manganese nodules, some of them as large as grapefruit, cover vast stretches of the ocean floor throughout many parts of the world. In some areas the ocean floor is literally paved with nodules. The Pacific Ocean alone is estimated to contain 1.5 trillion tons of nodules which are forming at the rate of about 10 million tons per year (2). An analysis of the principal metal values for Pacific Ocean nodules is shown in Table I (5). Coal preparation men today are confronted with problems brought about by changing feed characteristics. The size consist of the coal going to preparation plants has been getting finer and finer. In order to handle these sizes economically, operators are turning to Notation. American Cyanamid Co., in an effort to enable coal flotation plants to produce efficiently at maximum quality and capacity, wnducted experiments which demonstrated that synthetic flocculants are useful for increasing the capacity of coal and refuse filters and for clarifying coal and refuse slurries, and a wetting agent is beneficial in reducing the moisture content of filter cake. Coal preparation men are today confronted with problems brought about by the changing coal markets, changing feed characteristics, and ever increasing labor and supply costs. Small mines are finding it difficult to exist, and the larger mines are rapidly converting to fully mechanized and automated operation to survive. The size consist of the coal going to preparation plants has been getting finer and finer, and the problems facing the preparation plant personnel are growing larger and larger. Facilities can be provided to handle this plant feed in new plants, but the problems are generally not so simple in existing plants where equipment must often be used to perform tasks far beyond its rated capacity. In addition, various state conservation departments, water commission boards, and other Federal and state agencies are endeavoring to eliminate stream pollution. These problems, and many more not mentioned, have been forced on the preparation engineer for reasons of economy and the public interest. In the matter of stream pollution, a determined effort is being made by the coal industry to cooperate with the Federal, state, and local agencies. Economists predict it will be necessary to produce 600 million to 700 million tons of coal by 1970. Bear in mind that the greater proportion of this increased tonnage will have to be processed in existing plants, and you get an idea as to the problems facing the preparation engineer. Methods presently in use for preparing fine coal do an acceptable job down to 48 to 100 mesh. A very large percentage of the - 48 or -100 mesh fraction of the tonnage of coal produced now is being sent to settling ponds or sold at a low figure for reason of quality. This has caused operators to turn to flotation. Building settling ponds and impounding fines is a costly and, at times, impossible method of handling these sizes. Recently a number of flotation plants have been installed to beneficiate material finer than 48 mesh, and these plants have demonstrated that flotation can be successful and increase the plant realization. Coal is a low cost commodity and processes for its beneficiation must be low in cost. Flotation is such a process. It is easily adapted to handling fine coal, requires very little supervision when properly installed, and is economical to operate. Flotation separates coal from refuse and fine clay. "Mine tailings is one of the most important bulk industrial solid wastes, but its rate of comprehensive utilization is relatively low. Efficient separation, recovery and utilization of the valuable components is one focus of the comprehensive utilization of tailings. Beneficiation recovery of the valuable minerals is the most direct comprehensive utilization method for tailings. There are generally different kinds of nonmetallic minerals contained in the nonferrous metal mine tailings, which are secondary mineral resources waiting for further developing and recovery. Comprehensive utilization test studies on fluorite in tungsten beneficiation tailings and feldspar in molybdenum beneficiation tailings have been carried out by author and good test results are achieved. Some of the technologies developed in the test study have been applied in industrial productions, which have been working well. The economic, social and environmental benefits are remarkable. Our test studies and some production practices will be summarized and current situation and existing problems of comprehensive utilization for nonferrous metal mine tailings will also be discussed. The use of High Rate Thickeners has gained wide acceptance in the mineral treatment industries. The design of these units is characterized by an efficient deaeration and flocculation chamber, and introduction of the flocculated feed solids into a preformed floc bed zone. By these means the settling process is accelerated and consequently High Rate Thickeners achieve a significantly higher throughput per unit area than conventional thickeners.   The object of a control system on a High Rate Thickener (HRT), as on a conventional thickener, is to obtain the required underflow density and overflow clarity at all feed conditions. The feed conditions which may vary include volumetric and mass feed rate, pulp density, particle size and particle type. A conventional thickener has a large volume and cross sectional area, and changes in performance occur slowly û the operator has time to observe and react to these changes to maintain control. On a HRT, there is a much reduced residence time and therefore control parameters need to be reset more frequently. Although manual control is possible, the use of automatic control systems is therefore desirable to avoid excessive operator attention, while optimizing control of density and clarity. Automatic control of a conventional thickener is usually achieved by an underflow density loop which regulates the rate of withdrawal of underflow. A turbidity meter is sometimes used to measure overflow clarity and regulate the addition of a coagulant or polymer flocculant. These measures are not adequate on a HRT, because they would not give optimum control and could lead to excessive flocculant use. To achieve optimum operation in a HRT, the floc bed level should be maintained above the feed inlet point in the thickener. This bed level has become the key variable around which most control systems have been designed. However, a number of problems have occurred which has resulted in poor control, or only partial control of thickener performance. We will describe some of these problems, and a solution which is simple and effective.

Abstract- Since the 1957 initiation of deposition of mill tailings at the Heath Steele mine, New Brunswick, periodic detailed studies of the tailings geochemistry and mineralogy have been con­ ducted, thereby providing a unique opportunity to examine the geochernical evolution of a sulfide- rich mine-tailings impoundment. When deposited, the tailings contained about 85 wt% sulfide minerals, 1 wt% to 3 wt% carbonate minerals, and 12 wt% to 14 wt% aluminosilicate minerals. Mineralogical examination of samples of the tailings from deep in the impoundment indicates that little oxidation occurred prior to tailings deposition. The mill process-water deposited with the tailings was neutral to slightly basic and contained low concentrations of Cu, Pb, Zn and As. Sampling of the tailings five years after deposition indicated that sulfide-oxidation reactions, occurring near the tailings surface, had decreased the tailings-water pH and increased the concentrations of Fe, SOi-, Cu, Zn and Pb (up to 10 000 mg/L, 25 000 mg/L, 2.5 mg/L, 200 mg/L, and 4.5 mg/L, respectively) . In 1975, ten years after decommissioning, the tailings could be divided into three zones: an upper oxidation zone in which sulfide oxidation is actively occurring, a hardpan layer, 15 cm to 20 cm thick, composed of tailings cemented by secondary Fe minerals, and an underlying reduction zone in which the tailings are relatively tinoxidized (Boorman and Watson, 1976). Chemical analyses indicated the presence of low-pH waters containing very high concentrations of SO42- , Fe, and other metals (up to 63 600 mg/L SO42-, 28 600 mg/L Fe, 10 mg/L Pb, 600 mg/L Cu and 4000 mg/L Zn), suggesting that there was a period of intense sulfide oxidation between five and ten years after tailings deposition. More recent sampling, conducted some 20 years after the end of tailings deposition, indicates that relatively little change has occurred in the last ten years, thereby suggesting that the hardpan layer has provided an impediment to the downward movement of dissolved constituents . Analyses of the tailings solids show increased accumulations of many metals at or near the depth of the hardpan layer. Evaluations of the long-term evolution of the tailings can be enhanced by comparison of descriptions of the tailings with descriptions of the gossan that overlay the massive­ sulfide orebody prior to mining. At Heath Steele, this comparison suggests that many of the mechanisms controlling the distribution of metals in the tailings will probably persist over geologic time.

Chemical analyses indicated the presence of low-pH waters containing very high concentrations of SOi-, Fe, and other metals (up to 63 600 mg/L SO42-, 28 600 mg/L Fe, 10 mg/L Pb, 600 mg/L Cu and 4000 mg/L Zn), suggesting that there was a period of intense sulfide oxidation between five and ten years after tailings deposition. More recent sampling, conducted some 20 years after the end of tailings deposition, indicates that relatively little change has occurred in the last ten years, thereby suggesting that the hardpan layer has provided an impediment to the downward movement of dissolved constituents. Analyses of the tailings solids show increased accumulations of many metals at or near the depth of the hardpan layer. Evaluations of the long-term evolution of the tailings can be enhanced by comparison of descriptions of the tailings with descriptions of the gossan that overlay the massivesulfide orebody prior to mining. At Heath Steele, this comparison suggests that many of the mechanisms controlling the distribution of metals in the tailings will probably persist over geologic time.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.
