Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau's field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

Sulfide-ore concentrates containing cobalt, nickel, copper, lead, and iron from the operations of the National Lead Co. at. Fredericktown, Mo., were treated successfully on a laboratory scale to recover more than 90 percent of the cobalt, nickel, and copper. A cobalt -nickel-bearing, lead-copper matte., produced by the St. Joseph Lead Co. at Herculaneum, Mo., was treated to produce a lead-zinc fume, a copper sulfide concentrate, and a cobalt nickel-iron product, netting a recovery of over 75 percent of the cobalt and about 90 percent of the nickel and copper. National Lead Co. bulk concentrates were chlorinated with gaseous chlorine to form anhydrous metal chlorides and sulfur chlorides, sulfur chlorides were recovered by distillation, a high percentage of the ferric chloride was converted to ferric oxide, and the chlorinated residual metals were extracted with water. Metal ions were removed from leach liquors by pH-controlled fractional precipitation as hydroxides. Cobalt solutions "were prepared from cobaltic hydroxide, and procedures were developed to remove contaminating metal ions. Purified cobalt solutions were employed as electrolytes for deposition of high-purity cobalt.

This paper presents a review of the extractive processes used in the production of nickel, with emphasis on developments since the beginning of the Second World War. Attention is given to the factors, many outside the nickel industry itself, which determined the direction of process research and strongly influenced the ultimate commitments to industrialize the resulting developments. An example of such a factor is the sudden surge in demand, far exceeding the then available nickel production capacity, that was caused by the advent of World War II; the result was the first serious consideration ever given to low- grade laterites as a viable source of primary nickel. Other factors discussed include such items as process development in the extraction of other metals - particularly copper; the availability of increasingly sophisticated materials of const- ruction; the advent of the "environmentalist" and related political developments; the massive escalation in the price of energy - particularly oil. The paper concludes with an attempt to forecast the nature of the most effective nickel process of the future, based on extrapolation from the economic and political situation that exists today.

"Low-grade iron ores are finely ground and processed to recover iron-bearing minerals. However, the iron-rich powder is too fine to be used directly in blast furnaces and most direct reduction furnaces, and must be agglomerated or pelletized into a usable product called “pellets.” Bentonite clay has traditionally been used as a binder to make iron ore concentrate pellets, but it is expensive and contaminates the pellets. Organic binders may be a viable alternative to bentonite clay. This manuscript reviews organic materials that have been used to make iron ore concentrate pellets. Included are discussions on the development of organic binders, common pros and cons to organic binder use, organic binder structure and its effects on agglomeration, and additives to organic binders.IntroductionIron ore agglomeration turns finely disseminated, low-grade iron ores into a usable product, called pellets. During pellet production, fine-grained, iron-rich minerals are liberated from low-grade ores, concentrated, and agglomerated into round balls that are thermally hardened or cold-bonded to form pellets. Pellets are then transported to blast furnaces or direct reduction operations where they are used to produce iron; iron is further refined and shaped into the wide variety of steel-based industrial and consumer products in use today.Over the years, pellet production has become increasingly more prevalent with the increased exploitation of low-grade iron ores and increased iron and steel consumption around the world. In 2010, world iron ore pellet production was 388 Mt. It could be argued that the current pellet production process has been enabled by the use of binders – practical experience has shown that it would be nearly impossible to agglomerate iron ore concentrates using rotary drums and discs without using a binder."

This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.

OD March 20, 1989, a meeting was held at the U.S. Bureau of Mines Pittsburgh Research Center at the request of Senator Pete V. Domenici of New Mexico. The purpose of the meeting was to engender a technical relationship between the National Laboratories and the minerals industry. During the meeting, the Director of the Bureau of Mines, T S Ary, suggested that since the Bureau is the focal point for mining research in the United States, it would be appropriate for the agency to act as the liaison between the National Laboratories and the minerals industry. As the first step in this process, the author was selected to perform a 6-month investigation to better define the proper role of the Bureau in this area. As part of the investigation, the mining and mineral-related technology available at 21 major U.S. Department of Energy (DOE) Research Laboratories was reviewed. It was assumed that the broad range of scientific and technical areas covered DOE research would provide fertile ground for mining-related technologies. It was hoped that the applicability of DOE research to this liaison effort would be indicative of Federal laboratories in general.

"Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole," (Baxter and Parks, 1939)."An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence, the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence."The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling."Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive." (McKinstry, et al., 1948).In an actual orebody, the accuracy of sampling depends not only on the number of samples but also on their proper distribution throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore, it is important to select the places in such a way that all parts of the orebody will be represented."

A red copper plate, discovered in the ruins of Dachengshan in Hebei province, was recognized as a forged one rather than a cast one, which means it was probably made from natural copper during the Longshan Culture period (2200~2208 BC) in the Chinese history. The copperware, found in the Niangniang Tai relics in Wuwei city, Gansu province, contains 99.6% copper and 0.4% Sn, Pb, Sb and Ni, which was guessed to be made during the Qijia Culture about 2000~ 1900 BC in the Chinese history in the late Neolithic before Shang dynasty. This shows that Chinese ancestors were able to distinguish, sort and use some native metals and minerals more than 4000 years ago.

"A preliminary examination of the Bi-Metallic molybdenum prospect was made in October 1944, as a result of which it was recommended that a trench exploration project be undertaken on the property. This report presents the information obtained from project work done during June 1945.In its program of exploration of mineral deposits, the Bureau of Lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to the national security and. economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment is due S. H. Lorain, chief, Albany Division, Mining Branch, for aid in preparing the report.The property is situated in the NW1/4, sec. 26, T. 39 N., R. 29 E. about 21 miles northeast of Tonasket. Tonasket (population 643), the nearest town, is a way point on a branch line of the Great Northern Railway. The prospect is reached by a good gravel road through Havillah to Vincent's ranch, about 3 miles northeast of Havillah. From the ranch, an abandoned dirt road extends to the portal of the Moly alit, about 1 mile distant. The mine road could be kept open without difficulty if properly graded and surfaced."

The methodology of active pulsing air separation is a new method for dry material classification. Especially, it is suitable to electronic scraps disposal and re-utilization. By studying the difference of drag coefficients of the particles moving through areas of varying Reynolds numbers, and considering the extra-mass forces acting on the particles in the active pulsing air field, models of the dynamic motion which particles follow were developed. A computer simulation was prepared that showed the traces of particles with different densities and/or diameters, but similar aerodynamic characteristics, as they moved through the turbulent flow, to modify and define the parameters of the models. The simulation was found to predict the observed results with artificial tracing spheres being separated by the laboratory equipment. The separation performance, as being affected by the particles, nature, the air velocity, the pulsing frequency and the air pattern, is discussed. In general, lower density particles are more responsive to variations in airflow velocity. In addition, an industrial scale active pulsing air separator was designed, and it provides a new and efficient method for resource re-utilization in China.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. ABSTRACT The correlations between froth recovery of coal and air recovery were investigated using a hybrid mechanical flotation column. The particle slurry was fed onto the surface of air-water two phase froths to carry out the tests. Froth recovery was taken as the recovery of particles into the froth product, whereas air recovery was determined by the froth height method. The relationships between froth recovery and air recovery were nearly linear, with greater slopes for more hydrophobic particles. Inside the froth phase, the particles were stratified, with hydrophobic particles concentrated in the upper region and hydrophilic particles in the lower region.

It is more than ten years since the first fully automated process using a computer started operation. Computer control has become common in a number of process industries, yet in spite of the tremendous incentives which ere present, there are only a few computer installations in the mining industry and none of these has announced successful control of a process. Recognizing that one of the reasons for this slow progress is the lack of adequate mathematical models of the various processes involved, the author's company started a project in the summer of 1966 to develop such models. It was early recognized that the existence of a major disturbance input, in the form of the mineral composition of the feed prevents most flotation plants from attaining a steady state condition. This makes the custom¬ary method of developing correlations from steady state plant data inapplicable and requires a more fundamental approach.

In this paper, the application of the metallurgical residue produced from oceanic cobalt-rich crusts leaching process is studied in the area of wastewater treatment. The modification of the sulfuric acid leached residue and the adsorption behavior behaviour of heavy metal ions such as (Pb(II), Cu(II), Zn(II), Cd(II), Ni(II), Mn(II), Co(II), As(III)) in the waste-water on the surface of the residue are investigated. The rate of adsorption efficiency of heavy metal ions in the wastewater on the modified sulfuric acid leached residue is investigated. It is showed that when the initial pH value of wastewater containing heavy metal ions including Pb(II), Cu(II), Co(II), Ni(II), Mn(II), Zn(II), Cd(II) and As(III) range from 1.4 to 1.9, with the use of the modified leached residue, As(III) ion can be selectively separated from wastewater, and the separation efficiency can reach 90%~100%. The adsorption efficiency is affected by pH, reaction time, amount of adsorbent and the initial concentration of heavy metal ions in wastewater. The results showed that the optimum pH was natural pH value and the absorption equilibrium time was 2 hours. The adsorption efficiency of heavy metal ions increases with the addition of adsorbent and de- creases with the increase of the initial concentrations of heavy metal ions in wastewater. The heavy metal ions polluted wastewater, of which concentration is about 22.5~793.6 mg/L, can meet the national disposal standard for industrial wastewaters in China very well, after 2 hours treated by 3.75~7.50 g/L modified adsorbent at room temperature. Standard methods were used to investaged investigate the absorption behaviour between abosorbentabsorbent and metal ions in the wastewater. It is concluded that the adsorption behaviour of Co(II), Mn(II) and As(III) ion fits Freundlich iso-therm, while the adsorption behaviour of Pb(II), Cu(II), Zn(II), Cd(II) and Ni(II) ions fits Langmuir isotherm, and the saturated adsorption amount of the modified adsorbent is about 54.0~336.7mg metal/g?adsorbentabsorbent. It is suggested that the modified sulfuric acid leached residue produced from oceanic cobalt-rich crusts is environmentally attractive and meaningful as absorbent used in heavy metal ions polluted wastewater.

The environmental impact assessment of the Imperial Smelting Process for metallic zinc and lead production in Shaoguan Smelter, China, was carried out by the life cycle assessment method. The detailed inventory analysis of the Input/Output in the process during 1998-2000 was conducted and the allocation was done among the main products of zinc, lead and sulfuric acid, according to the system expansion and substitution principle, The environmental impacts were assessed by using the following five Eco-indicators: Gross Energy Requirement (GER), Global Warming Potential (GWP), Acidification Potential (AP), Heavy Metal Toxicity' (HMT) and Solid Waste Burden (SWB). The results from this study are useful to address the environmental situation of the technology practice in this smelter, and provide a scientific basis for the further improvement.

The New Zealand (NZ) Transport Agency’s Waterview Connection will complete Auckland’s Western Ring Route, a 47 km north–south motorway alternative to Stage Highway 1. The project is being delivered by the Well-Connected Alliance comprising the New Zealand Transport Agency (NZTA), Fletcher Construction, McConnell Dowell Constructors, Obayashi Corporation, Parsons Brinckerhoff NZ, Beca Infrastructure and Tonkin & Taylor.The project involves construction of 5 km of new motorway, nearly half of it underground connecting State Highway 20 (SH20) to State Highway 16 (SH16). The underground portion of the project incorporates twin 13.2 m inside diameter (ID) tunnels 2.4 km long, each carrying three traffic lanes, one for north-bound traffic and one for south-bound traffic. The tunnels are being driven by a 14.46 m outside diameter (OD) 2400 t, tunnel boring machine (TBM) shield that was assembled and launched at the southern portal. It will be turned and re-launched at the northern portal for the return drive to the southern portal where it will be disassembled. This paper presents two major temporary works elements contributing to the successful launch of the TBM: the TBM assembly crane platform and the TBM shove frame and associated components.Tunnel boring machine shield assembly – crane platformThe TBM shield was delivered to site in subassemblies ranging in weight from 100 to 380 t. It was initially proposed to use a 750 t crawler crane sitting above the tunnel portal headwall to assemble and disassemble the TBM. However, this did not have sufficient capacity to allow the TBM shield to advance clear of the tunnel before disassembly commences. To reduce the crane’s working radius a temporary steel crane platform was developed that is supported on the side walls of the tunnel approach trench. This has enabled a smaller, less expensive, 600 t crawler crane to be used and will allow the TBM shield to clear the tunnel before disassembly.Tunnel boring machine launch – temporary worksTo launch the TBM a purpose built steel frame was required for the TBM thrust rams to react against. The shove frame had to be able to transfer the thrust loads from the TBM shield to the ground below and thrust wall behind. A range of potential thrust loads and jacking patterns were examined to develop the design load cases for the shove frame. The shove frame was used to launch the TBM at the southern portal and to re-launch it at the northern portal. Elements of the shove frame will also be used to support the portal faces during the TBM arrivals.CITATION:Kubik, D and The, K, 2014. This study investigates the mode of occurrence of uranium in a copper concentrate from the Prominent Hill mine. Mineralogical and liberation studies of a high grade Cu concentrate (monthly composite) containing uranium (U) were undertaken using QEM-Scan in combination with QXRD and ICP-MS. The study aimed at determining in what form U was recovered, and by which mechanisms. The deportment of U was studied in 3 size fractions; +20µm, -20+8µm and -8µm. QEM-Scan analysis showed that uranium was present as U(Cu)-silicates, U-silicates, UPbOx/FeOx or traces of UThOx and UTiOx, with the U-silicates present across the size fractions. The association of uranium bearing minerals with copper sulphides varied across the size ranges. Interestingly, most of the U (46% by weight) was distributed in the finest fraction (-8µm), in which the deportment of Cu was low (6%). Over 40% of the U mineralisation in the -8µm was liberated. In terms of the floatation response, while recovery of the uranium minerals as a result of their association with copper sulphides (as composite particles) was evident, recovery of UPbOx locked in hydrophilic haematite in the +20µm size fraction suggests, that other mechanisms (e.g. Inadvertent activation by Pb from radioactive U decay) are possible. Furthermore, the high amount of fine liberated U bearing particles in the concentrate points at entrainment as another major mechanism for uranium recovery, and therefore, a target for process optimisation.

The total pressure oxidation of copper concentrates is a potentially viable option for treating copper concentrates that are either low grade or contain significant impurities. Both concentrate types are heavily penalized in smelter contracts. The total pressure oxidation process involves autoclaving the copper concentrate at temperatures of 200-220 C under oxygen pressure. The autoclave discharge can be separated into a solid (oxidation residue) and a liquid (oxidation solution) product. The oxidation solution can be treated for copper recovery by solvent extraction - electrowinning or by direct electrowinning. The direct electrowinning recovery of copper requires prior removal of selenium and tellurium by cementation on finely divided scrap copper. The oxidation residue is washed thoroughly to remove acid and dissolved copper prior to precious metals recovery by conventional cyanidation in the presence of lime. The results of a benchscale investigation involving a number of copper concentrates are reported. Copper recoveries in autoclave oxidation and gold recoveries by cyanidation of the oxidation residue exceeded 99%. The results of benchscale experiments to demonstrate copper recovery are described. Various flowsheet options are presented.
