Kidd Mine, an Xstrata Copper operation in Timmins, Ontario, operates a 400 t/h pastefill plant that provides paste backfill to stopes at the depth of 9000 ft. This paper will cover the operating practices of the pastefill plant both on surface and underground, highlighting tailings excavation, paste mix design and the pipe maintenance program. The Shamrock Gold Mine has been brought from exploration to production within three years. Mining of the openpit is scheduled for June 1990 with commissioning in April of the 180 000 TPA carbon-in-pulp mill on old tailings and rock dumps. The development of a small openpit containing 344 000 tonnes at 3.6 g/t Au in a complex sulphide ore has required extensive metallurgical testwork to optimise recovery, and ensure profitability. The project has been undertaken in a changing economic climate, with increasing restrictive legislation. The decision to mine was further complicated by the escalating cost of installing a heap leach operation in South East Queensland. Decreasing costs of consumables, in particular sodium cyanide, and the opportunity to purchase a suitable transportable mill at a reasonable price made the project robustly viable as a CIP operation.

During the processing of gold, effluents that are discharged into the tailing dams contain free cyanide, metal cyanide complexes of zinc, copper, iron, etc and their oxidised products such as ammonia, cyanate and thiocyanate. A knowledge of how different cyanides behave in the solution is vital to metallurgists working in the area of cyanide waste treatment. Although the free cyanide ion is not stable in aqueous solutions and is expected to degrade in a natural environment by atmospheric oxidation, the metal cyanide complexes, especially of iron, are very stable. The CHEMIX program from the THERMODATA package, developed by the CSIRO Division of Mineral Products, was used to evaluate various copper-cyanide and iron-cyanide systems. The simulation of these systems show how the free cyanide and cyanide complexes behave at different conditions of solution composition and acidity (pH).

Mines in the western United States have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the earl v 1990s provided an effective alternative, (lilt/ it remains the dominant form of tail¬gate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled to¬gether; provides more capacity than (m equivalent sized Call support and improves transport efficiency. However the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but the \' have not been proven in high deformation en¬vironments. This paper compares the performance characteristics o f these various support systems.

Open Pit Mining of Golden Band Resources? EP Gold Deposit Golden Band Resources Inc. (GBN:TSX-V) is Saskatchewan's newest Gold Producer. Located in the La Ronge Gold Belt of northern Saskatchewan, GBN has over 875 km2 of claims with 12 known gold deposits and 4 former producing mines. Production has begun at the Roy Lloyd Mine (Bingo Deposit), to be followed initially by our EP and Komis properties. Development of the underground infrastructure at the Roy Lloyd Mineis continuing and on schedule. Production from these deposits will feed our centrally located and 100% owned Jolu mill. We have our provincial environmental permits in place, and we have an established infrastructure including a 400 tonne-per-day mill, year-round road access, and access to grid power. Construction of the grid power line and the above ground tailings facility are now complete.

IN the fall of 1953, The Consolidated Mining and Smelting Co. of Canada Ltd. put into operation a completely new and modern plant for sintering the rather complex assortment of materials which comprise the feed to the Lead Smelter at Trail, British Columbia. This Lead Smelter is one section of an integrated metallurgical plant producing lead, zinc, silver, gold, cadmium and other metals. Since most of the incoming lead concentrate contains appreci- able zinc values, and most of the zinc concentrate similarly contains appreciable lead values, the cross-routing of residues or tails from the respective lead and zinc plants offers obvious advantages in recovery of metals, and has been practiced for many years. A disparity has existed, however, between the output of zinc plant residue and the capacity of the Lead Smelter to treat it, with the result that over the years a stock-pile of residue had been accumulating, and by the end of World War II had reached the formidable total of half a million tons. To treat this stock-pile, in addition to all current zinc plant residues and, of course, the regular quota of lead concentrates, became a prime objective of the Lead Smelter following World War 11. Homestake Mining Company has developed an estimating model, based on other closed projects, to audit and prepare new estimating plans. The results of recent closure audits reveal that the original budgets were often insufficient to cover the present expected expenses. Some of the major areas where technical challenges and costs are increasing include heap leach pile detoxification and rinsing, tailings dam closure, water management and treatment, abatement of contaminated soils, and many others. Risk and sensitivity analysis of each category will develop a level of confidence in the estimate and allow management to focus on the pertinent issues. Periodic audits of closure plans and costs throughout the life of mine serves to focus management attention on the complete costs of production. This will result in improved overall planning and management, and reduce the number of missed opportunities for savings.

"Hydraulic transportation efficiency and production optimization are considerations in the surface extraction of Athabasca oil sand deposits. To reduce the dependence on haul trucks, it is possible to extend the hydraulic transport system to production faces using a mobile at-face slurry system (AFSS). The flexible arrangement of connected pipelines transports slurried minerals from the mining face to the processing plant. An experimentally verified mathematical model indicates the friction loss of oil sand slurry associated with the AFSS. Laboratory-scale testing enables extended analyses for examining pipeline slurry transport in an oil sands environment.RÉSUMÉ L’optimisation de l’efficacité du transport hydraulique et de la production sont des considérations importantes dans le domaine de l’exploitation à ciel ouvert des gisements de sables bitumineux de l’Athabasca. Afin de réduire la dépendance envers les camions de transport, on envisage d’étendre le système de transport hydraulique aux fronts de taille à l’aide d’un système mobile de transport des matériaux sous forme de boue à partir du front de taille (AFSS, de l’anglais at-face slurry system). L’organisation flexible des conduites reliées permet le transport de minéraux à l’état de boue du front d’exploitation jusqu’à l’usine de traitement. Un modèle mathématique vérifié de manière expérimentale indique la perte de charge par frottement des schlamms provenant du traitement des sables bitumineux associée à l’utilisation de l’AFSS. INTRODUCTIONObjectives and scope of studyThe at-face slurry system (AFSS) concept has become a competitive means for materials handling to optimize haulage system efficiency and cost. The mobile and flexible arrangement of the AFSS introduces a unique set of hydraulic transport problems. This paper will focus on developing the mathematical models governing the friction and head losses within the AFSS concept.Background of the problemLarge-capacity shovels and dump trucks are increasingly used for excavation, loading, and hauling in the operation of surface mining. Production cost and efficiency optimization are demanded during the Athabasca oil sands (Alberta, Canada) mining process to secure North America’s energy supply. Increasing haulage distances, rugged terrain, and a constrained mine environment are conditions that will reduce the effectiveness of the shovel-truck haulage system (Frimpong, Szymanski, & Changirwa, 2003). In such conditions, the tire heat index and weight, distance, and time limits for truck haulage can be exceeded, simultaneously creating extreme tire wear and high maintenance costs. In addition to low production cost and equipment effectiveness, a mining environment also requires efficient waste-material recycling and distribution. Waste materials need to be recycled from the processing plant to a new destination such as a tailings dam, or replaced in mined-out areas such as backfill. The Athabasca oil sands configuration and location characteristics result in a mining environment that would benefit from flexible pipelines for constant production and an efficient waste-material recycling process."

As part of its goal of helping maintain an adequate supply of minerals to meet national economic and strategic needs, the U.S. Department of the Interior's Bureau of Mines is evaluating alternative technologies to treat oxidized taconites. Since process control is an essential element in the application of these process technologies, research was performed with a prototype monitoring system. A Californium-252 neutron source and a thermal neutron capture- gamma ray spectra analysis method was utilized to measure the amount of iron and the percent solids in the process slurries. The concentrate and tailing streams in a 410-kilogram-per-hour (900- pound-per-hour) pilot plant employing a selective flocculation and cationic flotation process were monitored. The results obtained showed that the thermal neutron capture-gamma ray reaction can be used to provide process control parameters.

The increasing interest in the subject of electrical separation warrants the addition to what has already been written of a few lines covering the practical workings of the Tilly Foster mill under the direction of Mr. E. S. Moffat, General Manager. Since my last paper was presented to the Institute, Mr. S. P. Tomkins, the superintendent, has had thrust upon him for solution several problems complicated by the introduction of new conditions. 1. The richer portion of the lean ore dump, and that nearest the railroad track, having been worked up in 1890, the handling of the balance, including a largely increased amount of rock, could only be accomplished at an increased cost. 2. The tailings had accumulated close about the mill to such an extent that arrangements had to be perfected to move them further away.

In 1981 and 1985-1986, the Bureau of Mines conducted orientation studies of marine placer platinum-group metals (PGM). PGM are derived from the Goodnews Bay ultramafic complex and magnetic surveys show that the complex extends offshore at least four mi. The present seafloor was an emergent foreland as recently as 8000 years ago. High-energy ocean processes are transporting and depositing sediment such that PGM-bearing materials are reworked and later masked by barren littoral drift. Exploration targets include 1) placers formed since present transgression began, and 2) ancient marine and drowned fluvial deposits. Additionally, there is evidence of PGM solution transport and accretion. At least minor values of PGM in Recent lag-type placers and possible submarine strands are concentrated along an offshore scarp incised through glacial deposits into the preglacial surface between Flat Cape and Red Mountain. Other Recent PGM-bearing features include Flat Cape shoal, Chagvan Bay, Salmon River delta, and modern beaches. Ancient placers include possible N-S fluvial systems 2 to 3 mi offshore, a nearshore scarp 50 ft below sea level, and strands adjacent to projected ultramafic bedrock slopes. The existance of ancient placers is dependent on depth of glacial erosion. SEM studies show PGM are principally isoferroplatinum and osmiridium, with minor sperrylite, moncheite, and platiniridium. Gold is a co-product, and concentrates comprise chromite, ilmenite, and magnetite. Beneficiation tests successfully concentrated precious metals from natural blacksand accumulations, but failed to concentrate low-grade lag gravels.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

The Bureau of Mines investigated the availability of potash from 68 mines and deposits in 12 market economy countries (MEC's) containing, at the demonstrated resource level, approximately 11.7 billion metric tons (mt) of potash in assay terms of contained K2O; K2O as used by industry as a standard of comparison for the different forms of potash. These resources include almost 190 million mt in the United States, 9.63 billion mt in Canada, approximately 430 million mt in Western Europe (France, Federal Republic of Germany, Italy, Spain, and the United Kingdom), 1.24 billion mt in the Middle East (Israel and Jordan) and over 220 million mt in other countries (Brazil, Chile, and the Congo). This analysis his determined that future production of potash in MEC?s will most likely continue to be from the large resources associated with producing operations in Canada. Based solely on the demonstrated resources included in this study, potash mining in the United States would decline while overseas production from MEC's can continue into the next century at near current production levels. However, timely development of new or inferred resources would offset any such decline. Producing mines in Canada have the resources to increase and maintain increased production well into the next century. For U.S. potash users, Canada is a long-term stable and secure source.

Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

The CH Leaching process is a new, more sophisticated, form of gold, silver, uranium and sulfide copper heap leaching wherein each layer of a multi-layered heap is divided into a number of independent cells, each of which are successively formed and leached in the top layer of the heap to their maximum economic recoveries, and then rinsed and sealed from further leaching. Triangular earth berms form the outside walls of the heap and a gridwork of rock-filled berms on top of the bottom pad form independent under- heap solution storage zones. The high degree of solution recirculation and staging that occurs in this process produces a relatively small volume of very rich pregnant solution. The cellular heap design and its mode of operation result in a uniform, intensive, long-term leach for all of the ore particles in the heap. Besides improved metal recoveries, the process appears to have several cost and operating advantages. In the CR2MR process, sulfuric acid and a soluble sulfide are added to a gold and/or silver pregnant leach liquor to precipitate most of the contained silver, mercury, copper, etc. as sulfides at a pH below 2.5. The other product of the reaction is solubilized HCN. Following a liquid-solid separation step, cyanide is regenerated in the supernatant solution by raising the pH to a level above 9.0. This process regenerates a portion of the cyanide used in the leaching step, removes contaminant ion species (silver, copper, mercury, etc.) from the leach solution and, in a subsequent step, recovers the gold in an enriched form. It is believed that substantial cost savings may be experienced by the use of this process in some gold and/or silver leach systems.

This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. In the first Report of Investigations of the present series?(No. 4562) the usual course of progress ill reducing the minerals of low-grade ores to their valuable metallic components had been noted as advancing along two lines to concentrate a usually diminishing percentage of these minerals to a smaller bulk of richer product, and then to smelt the smaller bulk more cheaply per pound of metal produced. Fundamental properties of lead compounds made it difficult to treat much richer lead products than are treated at present in several steps of conventional lead smelting, unless ?marked modifications were made. No limits to the richness of the feed itself' were set by the ore (Scotch) hearth; on the contrary, the richer the feed, the better the results given by the hearth. The natural field of operation of the hearth, as determined by the ores available, was seen to lie in the Central United States, with their lead concentrates containing negligible quantities of precious metals and. with few ores of such metals available for use as fluxes. It was noted) however, that even in its chosen field, the Scotch hearth, or "ore" hearths developed from them, was not always used; the usual smelting practice was followed, at times, of sintering followed by blast-furnace smelting for even rich ores.

There are many conflicting ideas on how, who, and when to engage. Given the large number of communities and varied cultures, each resource development company must equip itself with a better understanding of the people they are planning to work with.The lecture will begin with a basic historical perspective on treaties and the various societies across Canada. We will also explore the current situation many communities find themselves in today. Building a meaningful relationship with a community is the foundation for a lasting partnership. Every community is unique and every approach to engage communities must be just as unique. The lecture will outline some basic steps that can lead to a better relationship building process between the communities and companies."

Concern over possible wartime shortages finally resulted in passage of the Strategic Materials Act in 1939. As authorized by one section of this legislation, the Bureau of Mines proceeded to investigate deposits of seven strategic minerals with the objective of developing tonnages of low-grade material that could be mined in an emergency. During the war, the size of the program and the number of strategic minerals were increased, and the objective was the more immediate one of aiding production. Since the war, the size of the program has been reduced, but the number of minerals on the strategic list continues to be large. The objective has returned to that of 1939. In the course of the program, more than 10,000 examinations were made and about 1,300 projects were run on deposits of 33 different commodities. A considerable contribution to war production was made in six of the commodities investigated, and a minor contribution was made in twelve others. Substantial reserves have been indicated in 19 minerals. Private interest is currently active in some of the deposits developed in 14 commodities.
