Discussions on reasonable prospects for eventual economic extraction (RPEEE) include the CRIRSCO 2019 reporting template, JORC 2012, SAMREC 2016, CIM 2019 Guideline, and Regulation SK-1300. These reporting codes all conform to the principles of reasonable prospects for eventual economic extraction. To demonstrate that all mineral resources align with the RPEEE principles, the Competent Person is responsible for endorsing the mineral resource estimate. Moreover, establishing mineral resources and RPEEE requires technical input from numerous technical specialists, such as mining and geotechnical engineers, metallurgical engineers, social and environmental specialists, financial and governmental practitioners, and more. The aim is to improve the transparency of the disclosure of mineral resources and guarantee the investor or potential investor that the reporting of mineral resources is based on reliable technical, economic, environmental, social, and other relevant factors. This paper discusses the important protocols and definitions in some international reporting codes for the purposes of developing a guide memoire that will assist the Competent Person to interpret, establish and apply RPEEE appropriately and easily.

Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? With each year that passes hydrometallurgical processes are being more widely used to recover base metals from ores and concentrates. Generally these processes involve liquid-solid separation of metal-bearing liquors from barren residues. This may be done by countercurrent decantation, thickening and filtration, or filtration or centrifuging only. Choice of method is governed by chemical and physical characteristics of the pulps; cost of labor, power, materials, and waste disposal; and even by the amount of capital available when building plans are under way. Since all these controlling factors change with time and location and with technological advances, the separation method must be re-evaluated when new plants or expansion programs are contemplated. At the Sherritt Gordon refinery in Fort Saskatchewan, Alberta, an ammonia pressure leaching process recovers nickel, copper, and cobalt from the nickel concentrate produced at Lynn Lake, Manitoba.' Pregnant liquors are separated from the barren leach residues in a thickener-filter liquid-solids circuit. The decision to use this type of separation was based on a summation of economic factors during the pilot plant and design stages. Although countercurrent decantation was not incorporated in the refinery flowsheet, the problems solved in thickening the leach residues and the experience gained in operating the commercial plant are pertinent to countercurrent decantation, particularly where it is applied to slow-settling leach slurries or slurries having a relatively high vapor pressure of a valuable, obnoxious, or poisonous vapor. The nickel sulfide concentrate is leached under pressure with air and ammonia to dissolve the nickel, copper, and cobalt and most of the sulfur, leaving a residue of iron and siliceous material to be discarded.2,3 During a subsequent distillation stage to recirculate part of the ammonia used for leaching, copper is recovered from the solution as a high-grade sulfide. After further purification to remove traces of copper and undesirable sulfur compounds, the nickel is precipitated by hydrogen under pressure at an elevated temperature. The cobalt, together with unreduced nickel, is precipitated as a mixed metal sulfide by hydrogen sulfide for eventual cobalt recovery. The end solution is then evaporated to produce a crystalline ammonium sulfate byproduct. As shown in Fig. 1, the nickel concentrate is leached in a continuous, two-stage, countercurrent circuit. In the first stage, or adjustment leach, the fresh concentrate is partially leached (60 pct) in the liquor produced in the second stage, or final leach. This system is necessary to produce a solution suitable for treatment in the copper sulfide precipitation step. Both stages are carried out at 170" to 180°F under a total pressure, with air, of 100 to 120 psig in large, horizontal, water-cooled autoclaves. The autoclaves are divided by overflow weirs into four compartments to give a certain amount of staging during leaching. In each compartment a relatively slow-speed (100 to 150 rpm) agitator maintains the nickel concentrate in suspension. Adjustment leaching, carried out in two autoclaves in parallel, is followed by a thickener-filter liquid-solids separation. Final leaching is done in two parallel trains of three autoclaves using aqueous ammonia to extract metal values from the adjustment leach residues. This too is followed by a thickener-filter circuit. Here the residues are repulped once with aqueous ammonia and twice with process water and refiltered after each repulping stage, to insure a maximum recovery of soluble metal, before being discarded to the tailings pond. The adjustment leach is followed by a seven-disk Dorr-Oliver American filter, with an agitator in the filter boot to keep the residues in suspension. Agitators have also been installed beneath the four ten-disk filters following the final leach thickener. Slurry Characteristics: A typical analysis of the Lynn Lake nickel concentrate, produced by differential flotation,' is given in Table I. The concentrate comprises 35 to 49 pct pentlandite, (Fe, Ni)S; 3 to 6 pct chalcopyrite, CuFeS,; 1 to 4 pct pyrite, FeS2; and 24 to 42 pct pyrrhotite, Fe1-2S (where x varies between 0 and 0.2) together with various siliceous minerals such as actinolite, hornblende, and talc. During leaching, the sulfur in the pentlandite, chalcopyrite, and part of the pyrrhotite is successively oxidized through the thiosulfate and poly-thionate radicals to sulfate and sulfamate." Simultaneously the nickel, copper, and cobalt are converted to soluble ammine complexes and the iron in the pentlandite, chalcopyrite, and part of the pyrrhotite is oxidized to a spongy hydrated iron oxide. The hydrated iron oxide is readily broken down by the agitation needed to sustain the concentrate in suspension and to maintain a satisfactory mass transfer of the oxygen from the air to the slurry. The investigations described in this bulletin are confined to a study of the washing characteristics of bituminous coals. The major part of the work was conducted by the Bureau of Mines in cooperation with the Engineering Experiment Station of the University of Illinois and the State of Illinois Geological Survey Division between 1918 and 1924, in accordance with the provisions of an agreement between these agencies. The washing characteristics of coals from many of the important coal-producing fields of the Eastern and Central States were examined. The coals of the Pacific Northwest States and Alaska have been studied separately by McMillan and Bird of the Northwest Experiment Station of the Bureau of Mines at Seattle in cooperation with the College of Mines of the University of Washington.2 OBJECT OF INVESTIGATION The object of the investigation of coal preparation by the Bureau of Mines has been to promote the production of better prepared coal and to facilitate the correct selection and design of coal-preparation plants by obtaining as complete information as possible regarding the washability of the various types of American coals and the treatment best suited to each. In addition, some attention has been given to the development of new methods of washing coal. The work naturally divides itself into three rather distinct steps: (1) Development of a systematic method of examining and testing a coal; (2) classification of the American coals on a basis of the occurrence of the impurities associated with the coal in the beds; (3) examination of one or more representative coals of each type.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

This study presents the results of the mineralogical characterization of Ti-Zr ore from the Jiboia deposit, located in the municipality of Brejo Grande, Sergipe State, Brazil. The goal is to identify the main Ti, Zr, and REE carrier phases in the different particle size fractions in order to subsidize the development of a cost-effective processing route for the production of heavy minerals concentrate. The mineral resources are estimated at 31.5Mt @ 3.5% of total heavy minerals (THM) for the Jiboia Ti-Zr deposit, of which 5 Mt @ 3.39% THM were classified as measured and indicated. The mineralogy of the heavy mineral concentrate recalculated to 100% is represented by 22% pseudorutile, 20% ilmenite, 15% zircon, 5% rutile, 2% monazite, and 36% gangue. The ore minerals are preferably concentrated in the 150 × 53-μm granulometric fractions, which represents 80% of the THM and only 27% of the ROM (Run-of-Mine) ore. Therefore, by cutting the ore to 150 μm, it is possible to discard 73% of the ROM mass and recover 80% of the THM, including 100% of the zircon and monazite which are the most valuable minerals present in the heavy mineral concentrate. The global recovery of THM starts to decline rapidly in the fractions finer than 106 μm and the mass disposal (tailing) does not follow in the same proportion. Higher zircon contents in the concentrates of the fractions finer than 150 μm imply a significantly lower recovery of heavy minerals like ilmenite, pseudorutile, and rutile that make the fractions coarser than 150 μm.

1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

The overall injury experience, excluding officeworkers, at metal mines and mills during the period 1961-63, reported by operators, was 174 fatal and 11,357 nonfatal disabling work injuries during an aggregate worktime of 451 million man-hours. These injuries occurred at a frequency rate of 25.55 per million man-hours, comprising 0.39 for the fatal and 25.17 for the nonfatal injuries. The combined severity rate of the disabilities was 3,779 days lost or charged per million man- hours, consisting of 2,314 for the fatal and 1,465 for the nonfatal injuries. The average severity of all disabilities during 1961-63, was 148 days per injury. The number of days lost and/or charged, ex- cluding officeworkers, at metal mines and mills during the period 1961-63, was 1,440,000 days charged to fatal injuries and 661,290 days lost from nonfatal injuries. An average of 70,966 men were at work daily. The outstanding cause for fatal injuries was the fall of rock or ore from the back, while most of the nonfatal injuries were caused by handling materials, slips or falls of persons, machinery, falls of rock or ore from back and side, and haulage. Injury experience at primary nonferrous smelters, refineries, and reduction plants during 1961-63, excluding officeworkers, was 23 fatal and 3,214 nonfatal disabling injuries during a total work- time of 277 million man-hours. The injuries occurred at frequency rates of 0.08 per million man-hours for the fatalities and 11.61 for the nonfatal disabilities. The severity rate for all injuries of 1,085 days lost or charged per million man-hours comprised 498 for fatal and 587 for nonfatal injuries. The number of days lost, excluding officeworkers, at primary nonferrous smelters, refineries, and reduction plants during 1961-63 was 138,000 from fatal injuries and 162,385 from nonfatal injuries, An average of 34,938 men were at work daily an active plant days during the three year period. The injury experience for officeworkers at metal mines and mills during the period 1961-63 was 20 nonfatal disabling work injuries, (there were no fatal injuries reported), during an aggregate work-time of 28,694,244 man-hours. These injuries occurred at a frequency rate of 0.70 per million man-hours. There were no fatal injuries reported for officeworkers at non-ferrous smelters, refineries, and reduction plants during 1961-63, but seven nonfatal injuries were reported during an aggregate work-time of 30,814,772 man-hours. The frequency rate for these injuries was 0.23 per million man-hours for this period.

Fresh coal refuse was sampled at 21 US mines. Five of the sites were drilled, sampled and tested more extensively. Field tests included Standard Penetration tests, and in-situ density determinations. Laboratory testing included specific gravity, gradation, maximum, and minimum density tests, as well as 9-inch) drained triaxial tests, 9 and 10-inch, permeability tests, slake-durability tests, and accelerated slaking tests. Some refuse sites had significantly lower shear strengths and permeabilities in old, slaked or weathered material than in fresh refuse. Testing did not show useful correlations between strength and permeability changes and other material properties which could serve as "predictors". Testing of refuse under "accelerated slaking" conditions showed promise as a comparative tool and as a potential means of preparing artificially aged samples for evaluations of long-term behavior. The state-of-the-art in slaking research, and the implications of slaking on coal refuse disposal, and on practical methods of managing slaking, were also studied.

A family of modified-sulfur cements has been developed by the Bureau of Mines for the preparation of construction materials with improved properties. Various types of sulfur cements were prepared by reacting sulfur with mixtures of dicyclopentadiene (DCPD) and oligomers of cyclopentadiene (CPD). Durable cements were prepared with structural characteristics ranging from rigid to flexible. These cements were used to prepare corrosion-resistant materials for use in a wide variety of industrial applications where resistance to acidic and salt conditions is needed. These materials were prepared as rigid concretes, flexible pavings, spray coatings, and grouts. Production of modified-sulfur cements in a commercial-size plant was demonstrated.

"Gravity separation is a key technology in the recovery of a range of mineral ores including coal, tin, tungsten and tantalum. One of the problems associated with gravity concentration is that recovery is traditionally lower than for other separation techniques such as the flotation of base metals. Any improvements in recovery will, therefore, have a significant effect on the economics of operations of this type. More accurate, robust modelling of gravity separators is one means of achieving greater recoveries. Furthermore, better modelling can lead to more informed equipment selection and process design for potential economic deposits.Previous models for gravity separation equipment have typically relied on simple metal mass balances from samples of the separated products. However, with advances in technology there is a ready availability of analytical instruments for the automated quantitative determination of mineralogy. Instruments such as the Mineral Liberation Analyser and QEMSCAN make it possible to estimate particle size and density (related to mineral liberation and association) which are the primary factors in gravity separation. Models produced using quantitative mineralogy of feed streams will be potentially superior to those produced historically.This paper describes test work undertaken on a wet shaking table using a synthetic ore. The objective of this test work was to develop a model to predict the effect of changes in feed ore characteristics on shaking table performance by measuring quantitatively the mineralogy of the feed material. Particles were divided into size/density classes based on the results of QEMSCAN analyses.It was found that it was possible to use data from QEMSCAN to predict the recovery of size/density classes and to predict the effect of changes in the relative abundances of these classes on the separation. This model can potentially be used to adjust operating variables to maximise grade and recovery by monitoring the input feed. Care was needed when utilising QEMSCAN data to ensure representivity."

Despite the claims of energy efficiency and the considerable development that has gone into dramatically extending rolls? life and facilitating rolls? change-out, in the six years since the last SAG conference, only a few HPGR operations have entered the realm of mineral processing. Risk barriers to the take-up of new equipment or processes are: a massive increase in materials handling issues as well as in the number of pieces of equipment required, low total circuit potential energy savings, and similar or higher capital costs. An alternative route is to make use of the complementary strengths of the HPGR and SAG in hybrid circuits. Minimising materials handling issues, providing an ideal balanced feed to the AG or SAG mill, and improving controllability through shifting grinding load as the RoM feed changes, are all potential major advantages to this approach. Conceptual circuit layouts, based on real measured ore and equipment data, are presented here to illustrate the potential production upside, the reduction in operating costs and the reduction in the physical and energy footprints.

This paper, which describes mining methods and practices at the Rialto zinc-lead mine American Zinc, Lead & Smelting Co., in northeastern Oklahoma, is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States, The Rialto mine is in the SE1/4 SW1/4 sec. 20 and the NW1/4 sec. 29, T. 29 N., R. 23 E., Ottawa County, Okla. (fig. 1). The 200-acre property is southwest of and adjacent to the town of Picher in the central part of the Picher field of the Tri-State zinc-lead mining district (fig. 2). Other mines of the company adjoin the Rialto on the east and south. Zinc-lead ores have been mined almost continuously from the Rialto tract since 1916. The property was acquired by American Zinc, Lead & Smelting Co. late in 1951, and the mine was operated thereafter by the Nellie B Division of that company until the end of 1955, when it was subleased to the Residue Mining Co.

"Innovation in the minerals industry has been lagging behind comparable industries like oil and gas. An incremental innovation culture that tolerates long lead times between invention and adoption has been exacerbated by a research grant structure that inhibits radical idea generation. Entrepreneurs who can make the link between ore source, technology and finance will cause a shift in innovation culture and open up substantial opportunities in the minerals industry of the future. By extrapolating existing trends in technology within and outside mineral processing, a crystal ball vision of future innovation is shaped with the aim to lower energy and water demand, reduce CO2 emissions, decrease operating and capital costs, reduce environmental impact, and secure a social licence to operate. Advances in nanotechnology, advanced materials and biotechnology will impact mineral processing, but the initiative for technology transfer must come from mineral processors. Laminates of graphene oxide can offer efficient filtration and separation media, while microfluidic devices will be used for desalination, solvent extraction and analysis. Substantial progress is expected on benign lixiviants and separation agents, such as nanoscale supramolecular hosts that can serve as high-capacity, selective and recyclable ligands and sorbents, and solid aminobiphosphonate-based adsorbents. Radical ideas for the recovery of precious metals from non-assayable ores and the generation of energy above unity will be adopted in selected minerals projects. In-situ mining in which microbes generate lixiviants at mineral surfaces will simplify processing circuits. Specific ores will be subjected to microwave processing and electropulse liberation to enhance recovery. Ultrafine grinding using devices of low energy consumption will be done mainly dry, followed by dry separation. New flotation cells will remove efficiently either coarse particles or ultra-fine particles, with mineral surfaces being modified not just by new reagents but also by selective microbes. Innovation in mineral processing indeed has a bright future."

The main reasons for developing an induction system for signaling from the cage are, first, to increase safety, and second, to effect economies in the operation of cage and ship hoists, especially when work is being done in the shaft. To-day nearly all mines which employ safe methods have installed safety gates on cages, at the different levels, and at the collar of the shaft. Under the old system in some instances signals could only be Given from the station outside the cage, and in other cases, after the signal was given the only method whereby those riding on the cage could control its movements consisted of pulling the bell-rope hanging in the shaft, an uncertain and somewhat hazardous procedure at best. With the system herein described, however, it is possible, without opening the gates, to signal to the engineer from any place in the shaft whether or not the cage is moving, and finder the same conditions it is possible to converse with the engineer by using the telephone. In short, the cage tender has at all times an opportunity either to signal or talk to the engineer without leaving the cage.

"Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 100 ft./min. This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the National Institute for Occupational Safety and Health [NIOSH] is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research [OMSHR] Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities (500, 700, and 900 fpm) and at water pressures of 100, 150, and 200 psi. Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer a spray manifold was fabricated and evaluated at an underground operation. INTRODUCTION In 2012, underground coal mining in the United States produced a total of 342 million short tons, with longwall mining accounting for over 53% of this production [EIA 2013]. The longwall mining industry continues to see remarkable and significant improvements in longwall mining equipment and mining practices. Average shift production during compliance dust sampling has increased from 3,500 tons per shift in 1994 to approximately 6,000 tons per shift in 2012. A dramatic decrease in working longwall faces from 80 to 49 has occurred over the same period [Fiscor 2013]. Factors specific to longwall mines that supported productivity improvement include: higher capacity shearers, improved shield hydraulics and control, higher horsepower for equipment, wider face conveyors, and larger faces. Today, the average face width has increased to 1,188 ft., with one longwall operation reporting a face width of 1,650 ft. compared to an average of 750 ft. in 1994 [Fiscor 2009, 2014]. Panel lengths in 2013 averaged 11,307 ft. compared to 7,000 ft. in 1994. Overall production from U.S. longwalls has increased by nearly four percent from 2007 to 2012 with over 182 million tons mined annually [EIA 2013]. Given the volume and rate of coal produced on longwall faces, the potential to generate large quantities of respirable coal mine dust also exists."

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

A gold sampling optimization study was carried out in support of open pit gold mining operations for the Newmont Gold Company Bootstrap-Capstone deposits in Northeastern Nevada. Six bulk samples were tested using fire refining techniques at field particle size, to determine coarse particle heterogeneity of the ores, and by gravity .concentration methods at 10 mesh particle size, to observe any particulate gold liberation. An overall sampling model is presented for the deposit based on the pooled test information, to reconcile the results of coarse particle heterogeneity testing and the fine particle 'liberation testing. The sampling model is used to recommend procedures to control the variability of gold grade estimation due to the fundamental error (nugget effect) during sampling, sample preparation and assaying of the ores and other fundamental variances. The technique of simplified quantitative risk analysis (SQRA) is used to provide an economic justification for implementation of. recommended improvements to field sampling practices.
