This volume was prepared in support of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation under a Bureau of Mines contract. The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.

"The paper gives an overview of the economics condition and strategic business challanges of the mining&metallurgy sector and their possible impact on the future development of the Bor basin of copper in Serbian part of Danube Region. Economics and strategic challanges in the mining& metallurgy complex are emphasized by world economic and financial crisis. An analysis of strategic challanges is undertaken by application of a comprehensive development framework approach. Paper indicates that an economics and evaluation of possible impacts of constraints and challenges for the development of Bor basin shows that it must be included in corporative decision, local and regional plans.INTRODUCTIONRisks are characteristic of every strategic development and business decision-making, so their successful management should be a part of the development strategy of the corporation, especially longterm. Due to the growing uncertainty in the general socio-economic environment, “risk management”, risk insurance, risk control, risk culture, risk optimization are frequently talked about. Among the key risks at a corporate level are the financial risks and risks of the regulative framework, especially in the field of environment and land use. In both cases, it is a question of external risks, which the companies need to relativize and successfully manage. Some companies pay more attention to production risks and search for better solutions in that domain which is not enough (Ernst&Young, 2008). Strategic business risks appear mostly on the macro-economic level, from where they should be” transferred” onto the level of sector economics and action level in corporations. Risk management include transferring the risk to other parts, avoiding the risk, preventing hazard, reducing the negative effect or probability of the risk, accepting some or all of the consequences of a particular risk.The research has included perspective and the general market trend and market positioning of the production and copper processing complex in the world; the impact of the requirements and strategic goals of the EU Directive and Kyoto Protocol on the institutional and other adjustments important for business in this sector; the impact assessment of the regulations important for business in the mining and metals sector, and case study of economics and challenges for the development of mining and metallurgy sector in the Bor basin of copper in Serbian part of Danube region. The analysis has included the identification and assessment of the global challenges on the future development of the copper complex in the miningsmelting basin Bor. Presented results in the paper are part of the research project “Sustainable spatial development of the Danube area in Serbia"" (No. 036036), financed by Ministry of Education and science of Republic Serbia."

The Bureau of Mines evaluated 42 composite samples from selected Michigan-Wisconsin iron formations by reductive roasting-magnetic separation and flotation at minus 325 mesh. Samples having poor to marginal response on initial examination by conventional methods were reevaluated by finer grinding, by reagent suite modifications, and by selective flocculation-desliming techniques. Results ranged from excellent on Menominee Range samples to relatively on Gogebic Range ores. Marquette Range samples ranged from responsive to nonresponsive, depending upon grain size and mineral association.

The mineral industry has seen many significant changes in the past decade. Increasingly, it has responded to unanticipated pressures and demands with a variety of voluntary initiatives. Yet there is still much to do. Mining now takes place in a different context than was the case in the past. Socio-economic, political and environmental considerations must now be integrated into traditional mining systems. This process of integration needs to involve industry, governments, academics, communities and other stakeholders to design a new approach to mining, one that can be fostered through interdisciplinary links and holistic strategies. This paper considers the meaning of sustainability in the context of the Canadian mining industry and explores the need for a broader vision for the mining industry. The role of technology is then analyzed and related to an initiative recently taken by Canadian universities to develop a national network for interdisciplinary research into sustainable mining, CaSM.

Pressure leach autoclave circuits are employed in the leaching of ores, concentrates, mattes, alloys and intermediates for the recovery of metals into solution. Once the metals are extracted into solution the value metals can be recovered by hydrometallurgical means such as by purification followed by electrowinning, hydrogen reduction, pyrohydrolysis, crystallisation and other unit operations. In many of these integrated flowsheets the pressure leach step is pivotal to the recovery of the value metals from the host material. In an expansion or a new project, a large component of the capital cost can be associated with the pressure leach step and process engineers frequently look for opportunities to mitigate costs. This paper examines a new route for increasing the capacity of an exothermic pressure oxidation leach for sulphide concentrates, sulphide and phosphide mattes and alloys.

The Bureau of Mines investigated a HCI-02 leaching procedure to recover Cu, Ni, and Co from a low-grade bulk sulfide flotation concentrate prepared from the Duluth gabbro complex. Since the Duluth gabbro complex is the largest known and unexploited Ni resource in the United States, the development of options for extracting the metal values from the flotation concentrate of this domestic resource is necessary. Conditions were determined for producing a pregnant solution low in Fe to facilitate recovery of the metal values. Leaching experiments were conducted at 15 pct solids, 1000 to 1200 C, 0.2 to 0.3 g HCI per gram concentrate in a 50-gal reactor pressurized to 50 pSig with 02. Base metal extractions from the concentrate were, in percent, 90 to 92 Cu, 99 Ni, 97 to 99 Co, and 0.1 .Fe. Precious metals extractions were erratic and unpredictable; at best their extractions were, in percent, 55 Au, 90 Ag, 40 Pt, and 45 Pd. The reaction time at 1200 C was 0.5 h. The use of compressed air instead of 02 as the oxidant was also investigated. Solvent extraction using LIX 622 was used to remove Cu from the pregnant solution. Cementation on Cu was tested for precious metals recovery, while sulfide precipitation was used to produce a Ni-Co product. A conceptual flowsheet for treating the Duluth gabbro concentrate is proposed.

The Concentrator 1 plant at Cadia transitioned from Cadia Hill open pit to the Cadia East block cave ore body in 2013. As a result of this change, major plant upgrades were required to achieve the desired throughput while treating more competent ore. The 40-foot (40’) SAG mill now receives a feed of predominantly high pressure grinding rolls (HPGR) product with a minor component of secondary crushed ore at a combined F80 of 17 mm. The significant reduction in feed size to the SAG mill has markedly changed the operating characteristics of the mill, which has been extensively studied since commissioning in 1998.This paper examines the operation of the 40’ SAG mill in its new configuration in the Concentrator 1 circuit. Operational stability is highlighted as a significant factor in delivering mill performance, which has been achieved through several key improvement projects utilising a theory of constraints framework. Five years of successful project implementation has progressively lifted the maximum processing rate of Concentrator 1 from the design estimate of 2455 t/h to above 3000 t/h. Although the Mt Charlotte gold resource was discovered in 1893, it was only in 1954 that geologists correctly interpreted drill data and defined a large low-grade orebody. The mine has been a large, low-cost and profitable producer since 1962 when bulk mining commenced using cut and fill. From 1968 a combination of long hole open stoping with delayed mass blasting was used. This proved to be an excellent mining method for the large, separate subvertical orebodies. The structured but otherwise good quality rock allowed very large stopes to stand unsupported. Exceptionally large equipment, for its time, was used to efficiently mine, muck and move the ore at low-cost. The mine only just survived severe cost pressures in 1974-76, due to very low gold prices. Better gold prices in 1979 and a need to access deeper ore meant a bold commitment to sink the Cassidy Shaft and refurbish the mine to sustain future profitability. In 1997 the Sam Pearce Decline connected to the underground workings, making it profitable to mine upper level remnant ore. Mining-induced seismicity has been a feature of mining at Mt Charlotte. The main cause has been shearing on structures. A mine-wide seismic system was installed in 1994. Large seismic events have occasionally made management question whether a safe working environment can be maintained. Thorough investigations led to an understanding of the problem and development of procedures to minimise seismicity.

THE potential oil-and gas-bearing area with "which this paper deals is the large undefined Carboniferous basin, roughly triangular in shape, occupying about 10,000 square miles of southern and eastern New Brunswick. Its base, about 135 miles long, lies on the gulf of St. Lawrence and embraces the whole eastern coast-line of the Province, while its apex lies in the south-west corner of the Province, near the International boundary (see map, Figure 1). The Carboniferous basin may be divided roughly into two areas-the Northern basin and the Southern basin-by a structural feature represented by a ridge of low hills running north-easterly from the Saint John river, near Saint John, on the southwest, to Indian mountain, about eight miles north of Moncton, in the northeast. Within the Northern basin, all evidence regarding the presence or attitude of the older Mississippian Albert Shale series, the only oil-bearing rocks known in New Brunswick, is for the greater part obscured by a thick and practically horizontal blanket of Pennsylvanian strata and, although evidences of oil and gas have been reported, none has been positively identified. Five parallellines of gentle folding, running to the northeast, occur in the Pennsylvanian rocks, within a distance of 100 miles from north to south. This folding is reflected in the courses of the rivers, which lie within the synclines. The relationship of the folding in the younger rocks to structures in the uncomfortably underlying older rocks is unknown, but should now be possible of clarification by means of a geophysical survey accompanied by drilling. Independent geological examinations have yielded no evidence of value in this respect, nor have five exploratory boreholes drilled by per-cussion tools to a maximum depth of 3,645 feet been of assistance, as only one inconclusive hole completely traversed the beds which normally overlie the Albert shales.

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. Under a cooperative agreement, the Bureau of Mines, Magma Copper Co., and ASARCO, Inc., tested backfilled ground support systems at t.wo elevations in Magma's San Manuel, AZ, mine. The tests were mainly for guidance in designing the loading crosscuts of the new ASARCO Sacaton underground mine. Two-piece, wide-flange steel sets for 8-by 8-ft (2.44-by 2.44-m) and 11-by II-ft (3.36-by 3.36-m) openings were designed. Set spacing was 3 ft (0.91 m) and 5 ft (1.52 m), respectively. After erection, the sets were lagged with various test materials. The void between the lining and the ground was backfilled with sand and pea gravel. Instruments measuring strain (used to determine changes in stress) were placed beneath the sets and in the backfill. Results indicate the backfilled sets in the smaller drift (2315 grizzly level, panels 6 and 7) of 8-by 8-ft (2.44-by 2.44-m) cross section are a viable permanent support system, lower in cost than the standard formed concrete. Results are inconclusive in 2615 grizzly level, panels 5 and 6, where wide-flange steel sets were used with 5-ft (1.52-m) long concrete gob lagging of T-design.

The use of the cyclone as a dense-medium cleaning device was first described by Driessen6/ in 1945, after development of the process in the Netherlands during the German occupation of World War II. A pilot plant was built in the Netherlands soon thereafter, and the first commercial plant was built in 1948. By 1958, 18 plants were operating or under construction.7/ Thus, economic factors in Europe, where the high cost of coal places a premium on efficient cleaning, dictated rapid adoption of the cyclone. American reception of the process differed. The Bureau of Mines presented the results of its own small-scale cyclone experiments in 1946;8/ showing a sharp separation between coal and impurity; adoption by industry now is taking place. There is now much greater emphasis on the efficient cleaning of fine coal, and the first American cyclone plant has begun operating; others are planned or under construction. With the present interest in improved treatment of fine coal, the Bureau of Mines felt that additional performance data on the cyclone would be helpful to industry. Therefore, a complete, open-circuit pilot plant was built to make cleaning trials on American coals covering a wide range of washability characteristics. Five raw coals and one middling product were included in the investigation, and each was cleaned at several densities; 17 cleaning trials are reported.

This paper is one of a series being prepared by the United States Bureau of Mines describing gypsum mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation so that there may be no misunderstanding of the scope of the cost tabulation. This paper deals specifically with the mining and crushing methods employed by Victor Plaster, Inc., Victor, Ontario County, N. Y. The maximum annual production capacity of this company is 150,000 tons of crushed gypsum. The methods and practices employed arc typical of those followed in the gypsum mines in western New York State. The shaft is, perhaps, the deepest and the thickness of the gypsum mined is above the average for the section.

The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

Solution mining, sometimes also refered to as chemical mining or bacterial mining, is an innovative technology which, by making use of proper chemical reagents and taking advantage of bio-chemical action of some micro-organism species, can dissolve effectively most. desirable metallic values from ores and then extract them profitably from the resultant metal-bearing solution by suitable means to form the metal product it is more preferable to the conventional mining methods, not only because of its capability to improve working conditions and minimize environmental problems either underground or on surface, but also for its amenability in particular, to exploit low-grade or submarginal ore bodies, or those deposits which are too deep-seated to be mined out economically. Furthermore, it also provides a potential approach to win metals directly from their ores or ore-deposits in-situ by more simplified methods and at a lower cast than the conventional mining-milling-smelting process would do previously. Hence, in developing countries such as China, it will most, probably become a new mining tool of great promise. (1)

During heap leaching of secondary copper sulphide ores operated at low heap temperatures and high levels of leach solution salinity, copper recovery is usually unsatisfactory, due to a slow chemical and bacteriological leaching of the covellite minerals either formed from leaching of chalcocite or naturally occurring in ores. A laboratory test program was conducted to investigate the effect of leach solution temperature in the range of 20 to 50°C on copper extraction during stirred reactor, bottle roll, and short column leaching of fresh or heap leached secondary copper sulphide ores. It was demonstrated that increasing heap temperature is an effective approach for improving recovery of copper from secondary copper sulphide ores. A review of the technologies available for heating heap leach solution or decreasing solution salinity to improve copper recovery from secondary sulphide ore indicates that an integration of copper concentrate pressure leaching with heap leaching is potentially a cost-effective approach. A copper flotation concentrate sample was tested through pressure oxidation with the use of heap leach solutions of varying strengths for the repulping of the concentrate in order to examine its effect on pressure oxidation performance. The test results indicate that use of heap leach solution of high salinity in the pressure oxidation process does not cause a negative impact on the process performance for copper extraction, sulphide oxidation, and recovery of gold (if present) from pressure leach residue, and has additional advantages of removing the bacterially inhibitory aluminum from heap leach solution and generating more acid and ferric iron in the pregnant leach solution. A flowsheet configuration for full integration of the copper concentrate pressure oxidation with heap leaching of secondary copper sulphide ore is proposed and discussed.

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

The Custom Coals advanced coal cleaning plant will be designed with a unique blending of existing and new processes to produce two types of compliance coals: Carefree Coal? and Self-Scrubbing Coal?. Carefree Coal will be produced by cleaning the coal in a proprietary dense media cyclone circuit utilizing fine magnetite to remove up to 90 percent of the pyritic sulfur and correspondingly greatly reduce the ash. While may utilities can achieve full S02 reduction compliance with Carefree Coal, others face higher sulfur reduction requirements due to the higher sulfur content of their existing fuel supplies. For these circumstances, a patented Self-Scrubbing Coal will be produced by taking Carefree Coal and pelletizing limestone-based additives with the finest fraction of the clean coal. These technologies will enable over 150 billion tons of non-compliance U.S. coal reserves to meet compliance requirements.
