Amax Gold's Sleeper Mine was brought to production as an open pit mining, cyanidation milling operation in March 1986. The Sleeper deposit is unique in that it contains zones of very high grade gold ore. Despite blending of ore, mill head grades have varied over a broad range. These grade variations were anticipated during mill design and affected, in particular, the sizing and selection of equipment for the CIP circuit. When grades proved to be even higher than anticipated, design operating parameters were adjusted shortly after start-up to accommodate the higher grades. Operating results have been excellent: during the first 18 months of operations the Sleeper mill has processed 375,600 tons of ore and produced 229,000 ounces of gold.

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

Barrick Goldstrike mine utilizes a carbon-in-leach (CIL) circuit to simultaneously leach gold into solution with cyanide and adsorb the gold-cyanide complex onto activated carbon for further refinement. If the gold bearing ore contains a significant amount of native carbonaceous material, gold cyanide can be adsorbed at these sites instead of onto the desired activated carbon and the gold is effectively lost to tailings in a detrimental process known as "preg-robbing." The preg-rob effect is considerably reduced by treating the ore with a surfactant, which is hypothesized to adsorb to and passivate the native carbon surfaces. Past laboratory and pilot studies have consistently demonstrated significant gains in gold recovery after treating carbonaceous ore with surfactant. With success in bench and pilot scale testing, a plant trial was conducted at Barrick Goldstrike to evaluate the feasibility of using an alkoxylated fatty amine surfactant (Ethomeen T/12) to aid in the leaching of high preg-robbing ores. This paper analyzes the performance of the surfactant during the plant trial in addition to the problems that occurred during the trial period. Suggestions for improvement are also discussed.

Copper is extracted from the Chuquicamata oxide ore by a hydro-metallurgical process. The ore is crushed to 3/8-in. sizing, and leached with a sulfuric acid electrolyte. Chlorine is precipitated. and the ferric iron reduced in the enriched electrolyte, after which the copper is recovered by electrolysis with insoluble Chilex and lead-antimony anodes, the spent electrolyte being returned to leaching. Cathodes are melted and refined in market furnaces and cast into commercial wire-bar and cake shapes. Sulfuric acid for the process is supplied by the brochantite in the ore. Water for washing the ore is advanced through the solution system and finally after cutting by electrolysis to from 6 to 16.0 grams per liter is completely stripped by the cuprous chloride method and run to waste. The cuprous chloride so obtained plus that resulting from precipitation of chlorine from strong solution is dissolved in ferrous chloride brine and the copper cemented on scrap iron. The cement so obtained is in part used to reduce ferric iron in electrolyte, and as it is of exceptional purity is also furnace refined and cast into an exceptional quality of fire-refined copper. Fig. 1 is flow sheet of the operation. The reduction plant is composed of seven divisions as follows: (1) crushing, (2) leaching, (3) tailings disposal, (4) dechloridizing, (5) sulfur dioxide treatment, (6) electrolytic tank house, (7) smelting and melting. A brief description of each of these divisions will be given. Crushing Ore that is frequently blocky and up to 5 ft. in section is crushed in four stages to 3/8-in. mesh. The first stage of crushing is called primary and the next three stages are known as secondary crushing. The first stage is accomplished with two 60-in. Superior McCully gyratory breakers by which the ore is broken to 9 in. The second coarse gyratory breakers crush the ore to 3-in. sizing. There are seven No. 10 McCully gyratories in this service, for one of which recently has been substituted a No. 7 cone crusher. The third and fourth stages of crushing are accomplished by fifty 48-in. disk crushers. In the third stage 14 disk crushers break the ore to 1 in., and in the last stage 36 disk crushers turn out the final product of 0.371-in. sizing. Reference to the flow sheets of Figs. 2 and 3

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. "The Goldex mining and milling complex is operated by Agnico-Eagle Mines Ltd. and is located in the Abitibi greenstone belt of Northwest Quebec, Canada. The mill operates presently at a throughput of 8,250 tpd with gold grade varying between 1.8 and 2.2 g/t. The ore is very high in gravity recoverable gold (GRG) at about 92% and as such a significant emphasis was placed on the gravity circuit. Commercial production started in 2008. Average gold recovery is 93.5% with about 68% of gold recovery coming from the gravity circuit. Over the course of the first several years of production, several gravity audits were carried out. In 2009, a complete gravity audit was completed, including ore, classification, Knelson Concentrators, and the gold room. In 2011, an audit was undertaken of the flotation circuit to determine the efficiency by which GRG is floated. Large samples of flotation feed and tails were collected and process for GRG content. This allowed a link between gravity and overall recovery to be made. This paper presents results of the audits and the development of a model linking gravity and overall gold"

"Radium is selectively leachable from uranium ores with various types of lixiviants. Among a number of lixiviants tried on Midwest Lake uranium ore, KCl provided the highest per cent of radium extraction (60%-65%). Leach results further confirmed that a certain portion of Ra is not amenable to KCl leaching. More than 99% of the dissolved radium could be removed by treating the KCl leach liquor with barite or with radium selective complex resin (XFS-43230 resin of Dow Chemical Inc.) or by precipitating as RaBaSO4. Uranium leachings from the Ra-preleached uranium ores indicate that radium leaching prior to uranium may be applied as an extension to the conventional or alternative (i.e. acid chloride) leaching process of uranium ores in order to yield environmentally acceptable tailings (in terms of radium in the solids).IntroductionAt present, radium is considered as an environmental issue, particularly for uranium ore mine mill operations, rather than a commercial commodity. Radium was once a highly priced commodity ($180/mg during the first great war) but now it hardly has any commercial value. Its principal applications were in the field of cancer treatment and in the manufacturing of lwninous dials for watches. Nowadays readily-available synthetic radioisotopes are finding applications in place of radium.Because of scarcity and high toxicity, further commercial applications have never been explored.Radium was first discovered and extracted from uranium ore by P. Curie, M. Curie and G. Bement in 1898. Radium is widely distributed in nature but in exceedingly minute quantities. It is one of the daughter products of uranium or thorium and its maximum concentration is 3.3 x 10-7 part/part of U(21). Because of its short half-life (approximately 1620 years) in a geological time scale, its occurrence in nature as a distinct mineral is most unlikely.The details of the original radium leaching process developed by the Curies and Bernont are in the literature. This process essentially involved the roasting of uranium ore with caustic. carbonate followed by sulphuric acid leaching. The precipitated RaSO4 and BaS04 were treated with boiling Na2CO3 to convert them into the corresponding carbonates which later were dissolved in HCI. RaCI2 and Ba02 were separated and concentrated from the chloride liquor by fractional crystallization. But, in the course of time several modifications were made or proposed to the original process. Regardless of the process employed 226Ra extraction from the uranium ore was seldom better than 90%, and further as much as 20% 2URa loss took place during the concentration and purification process."

Converter slag assaying 3.7 per cent Cu is produced by Mount Isa copper smelter at a rate of up to 180 000 tonnes per annum.Priority is given to the processing of ore, however concentrator capacity periodically exceeds that of the mine and the opportunity is taken to treat converter slag. It is processed in batch campaigns, typically through the Copper Concentrator, but the Hilton Concentrator has also been used. Slag and ore are kept as separate as possible, since each has an adverse effect on the flotation performance of the other.

Hunt Medal for 1930, is the following prosaic item from the financial columns of a recent issue of a New York newspaper. "According to private advices from Pittsburgh, production costs of the A. M. Byers Co. for 1929 were reduced about $5 a ton by the use of the Aston process for making wrought iron pipe. A greater saving is anticipated for 1930, when more of the company?s requirements will be produced by the new method."

Chuquicamata has added a new facility to their operations located in northern Chile. The plant demonstrates many unusual features including: underground collection of leachate, high copper tenors, extensive use of plastics and special corrosion resistant alloys.

"Laboratory and miniplant testwork was carried out to reject uranium from an Iron Oxide Copper Gold (IOCG) deposit that contains an average of 60-70 ppm uranium with high variability. The dominate copper bearing mineral is chalcopyrite with minor bornite and trace covellite. The main gangue minerals are iron-rich chlorite, quartz and magnetite. The main uranium-containing mineral is uraninite (UO2). Downstream processes require the maximum uranium level of no more than 80 ppm in final copper concentrate.Mineralogical examination reveals that uraninite particles are finely disseminated with grain size of less than a few microns in the deposit requiring fine regrind in order to liberate uraninite from chalcopyrite particles. A lab flowsheet was developed to include ultrafine regrind of the rougher concentrate to the particle size of 80% passing 11-13 µm with up to four stages of recleaning in flotation columns. Finer regrind to 80% passing 5-6 µm may continue to improve liberation but does not decrease uranium level in the final concentrate. In each of the successive recleaning stages by flotation column after fine regrind, uraninite is rejected into the column tailings, with the final copper gold concentrate containing less than 70 ppm uranium from a feed containing 83 ppm uranium. The conceptual flowsheet was further tested in an integrated, continuous miniplant showing average 94% copper recovery with average 74 ppm uranium. The uraninite particles that report to the final concentrate are either locked with chalcopyrite or entrained as liberated particles of less than 5 µm in size."

A complete review of the use of chelating agents in the sepa ration of rare earths by ion-exchange is given as well as a concise description of the recent pilot-plant operations of the Ames Laboratory. The two chelating agents which show the greatest promise are ethylenediamine-N,N,N',N'-tetraacetic acid and N'-(2-hydroxyethyl)ethylenediarnine-N,N,N '-triacetic acid. The first successful separations of rare earths by ion exchange were reported in a collection of papers which appeared in the November, 1947, issue of the Journal of the American Chemical Society.1'9 Some of this work was performed at the Ames Laboratory of the A.E.C., the remainder at the Oak Ridge National Laboratory. The processes developed at Oak Ridge, as well as some of the early Arnes methods, employed 5 pct citric acid-ammonium citrate eluant at low pH and were carried out on either H+-state or NH:-state resin beds. These techniques were successful for the separation of small quantities of either naturally occurring or radioactive rare earths and are still used for the isolation of rare-earth activities from fission products. Concentrated citrate is not economical, however, for use in moderate or large-scale rare-earth separations. For this reason, the Ames Laboratory turned its attention to lower concentrations and higher pH's in order to make more effective use of the eluting agent.10-14 Although elutions have been performed successfully over a wide range of conditions, 0.1 pct citrate at a pH of 8.0 is highly recommended for use on H+-state resin beds.15,16 Elu-tion with 0.1 pct citrate in the pH range from 5 to 9 brings about the separation of the constituent rare earths into a series of flat-topped elution bands which progress down the resin bed, head to tail, without actually pulling apart as do the rare-earth peaks which develop when trace quantities are eluted with 0.25M (5 pct) citrate at low pH's. Because of this, elution with 0.1 pct citrate at pH 8.0 do not produce pure rare earths unless sufficient quantities are present to provide developed bands which are at least several inches long on the columns. Although other eluting agents have proved more effective than citrate solutions, articles concerning the use of citric acid for separating rare earths still appear in the literature occasionally. For example, Ketelle and Boyd17 reported some further studies on the separation of rare earths with 5 pct citrate in 1951. They used 270 to 325 mesh Dowex-50 columns at 100°C and a pH of 3.28. vickery18 compared the effectiveness of a number of eluants for the separation of rare earths on NH+4 state Dowex-50 in 1952. He found that citric acid was more efficient than acetic, malic, tartaric, and aminoacetic acids. In 1953, Mayer and Freiling18 reported that citrate was inferior to malate, glycolate, lactate, and EDTA for the resolution of Sm-Eu and Y-Tb mixtures on 250 to 500 mesh, NH+4-state, Dowex-50 at 87°C. pinta20 used 5 pct citrate in the pH range 2.8 to 3.4 to obtain some rare earths for analytical work the same year. Trombe and Loriers21 reported the use of citric acid in their laboratory to separate rare earths in kilogram quantities. Lariers and Quesney22 reported some separations with citrate in 1954. They used 5 pct citrate at pH 2.8 to separate yttrium and the yttrium-group rare earths from the cerium-group rare earths. briers23 used 5 pct citrate at pH 3.2 and 90°C as late as 1956 to isolate thulium in fair purity. For the separation of tracer quantities of rare earths, Mayer and Freiling19 have recommended pH 5.00, 0.24M lactate at 87 °C on 250 to 500 mesh, NH+4-form Dowex-50. Freiling and Bunney24 have also employed lactic acid for the separation of fission-product rare earths. Cunninghame, Size-land, Willis, Eakins, and Mercer25 have reported a 4-hr separation of Y, Eu, Sm, Pm, Nd, and Pr with 1M lactic acid at pH 3.25 on Zeokarb-225 at 87°C. Stewart, et al.,26 reported separation factors for rare earths distributing between Dowex-50 and 0.25M glycolic acid. stewart27 also reported a 30-61 separation of Y, Tm, Er, Tb, and Lu tracers with buffered, 0.25M glycolic acid containing 0.05 pct Aerosol OT. The resin bed was 400-mesh Dowex-50 (X12). The pH of the ammonia-buffered eluant was 3.5. Various aminopolyacetic acids have also been used to obtain varying degrees of separation of the rare earths. Nepheline syenite is a light-colored feldspathic rock that is used primarily as an addition to the glass batch. It is also used in ceramics and as an industrial filler. Composed essentially of the soda and potash feldspars and nepheline, nepheline syenite contributes needed alkalis and alumina to the glass composition. And because it contains a higher proportion of these oxides per unit weight, it is a formidable competitor for feldspar in northeastern North America and parts of western Europe. Nepheline-bearing rocks are not uncommon on a world scale, but few are able to be beneficiated to a composition sufficiently low in iron to be used in the making of glass. Nepheline can only form in an environment deficient in silica. Hence free silica, as quartz, is always absent in the primary mineral assemblage. Biotite, hornblende and magnetite are usually present as minor accessory minerals, and zircon, garnet, muscovite, and apatite may be present as trace minerals. Nepheline syenite is produced for glass, ceramics, and filler markets by Unimin Canada Limited at Blue Mountain, in south- eastern Ontario. Unimin acquired the former Indusmin and IMC properties from Falconbridge Ltd. in 1990. Elkem Nefelin AIS commenced production of similar products from Stjernoy Island in northern Norway in 1961. Unimin acquired this company in 1992. Nepheline has also been a byproduct of apatite mining on the Kola Peninsula for many years, and in 1951 the production of alumina from nepheline was commenced in a plant near St. Petersburg (Leningrad). There are now four plants in the Russian Republic, two smaller ones based on nepheline tailings from apatite mining and two larger and more recent plants in central Siberia using other nepheline resources. All four of these plants are integrated complexes that produce alumina for the subsequent production of aluminum metal, sodium and potassium carbonates, and portland cement. Roofing granules are produced by the 3M Company from a nepheline rock in Arkansas. In 1980 and 1989, trial shipments of nepheline syenite were recorded from new sources in Brazil and western Turkey respectively. Recent interest is also recorded for deposits in China, Saudi Arabia, and British Columbia.

An extensive laboratory grinding study was carried out on a magnetite ore in order to assess the grinding behaviour of magnetic concentrate and tail from low intensity magnetic separation (LIMS).The test work involved Bond ball mill testing, rod milling, low intensity magnetic separation (LIMS), and batch ball milling down to product sizes of around P80~25 microns. A total of 18 Bond tests and over 150 batch grinding tests and sieve sizing were carried out. Throughout the grinding tests, power draw was continuously monitored. The relationship between the grinding energy and product size was analysed using the conventional energy-size concepts. It was found that the Rittinger equation fits the experimental data well. However, Bond?s equation does not fit the experimental data well, and therefore a modified Bond equation was developed. Differences in grinding properties between the magnetic and non-magnetic component were analysed and compared to the bulk ore. It was found that grinding properties differ significantly and therefore separate grinding test work may be required for each grinding step in the magnetite ore beneficiation flowsheet. The Gekko InLine Pressure Jig (IPJ) was unleashed on the World gravity separation market in 1996 and has since sold over 150 units in applications including tin, diamonds, silver, coal, garnet and gold. During the past twelve years the knowledgebase of the best applications and capabilities of the IPJ has greatly increased. Improvements to the original IPJ design have included engineered ceramic ragging in specific gravities from 1.6 to 5.0, full automation and improved designs of feed presentation and tailings and concentrate handling systems. The IPJ has been found to be able to handle a wide feed size range and recover mineral at liberation size without significant addition of water to the mass balance. Test work carried out during full-scale operation of the IPJ has shown the IPJ can recover diamonds down to 0.5 mm, sulfides down to 0.3 mm and gold down to 0.1 mm which greatly expands its application in the mineral processing industry. A significant volume of data now supports the symbiotic benefits of an IPJ and flotation circuit combination to pre-concentrate an ore and minimise downstream processing requirements.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a

"BHP-Billiton’s Cannington mine in Northwest Queensland produces a silver-rich lead concentrate and a zinc concentrate. The plant has the capacity to treat 3.1 mta and for the year to June 2006 mean feed grade was 10.3% Pb, 461 g/t Ag and 3.7% Zn. Recovery losses of lead and silver are primarily in the fine fractions. In 2001, the plant was modified when it was determined that splitting the lead feed into two size fractions, and floating the two fractions separately increased fine lead and silver recovery. The fine lead fraction (called the split float) is 80% <16µm and about a quarter of the lead and silver is in the finest fractions. In 2006 to further improve lead and silver recovery a statistical plant trial of magnetic aggregation conditioning of the split float feed was undertaken. While pure galena is diamagnetic the Cannington galena contains iron within the galena mineral resulting in the galena having a paramagnetic, magnetic susceptibility. The trial demonstrated to greater than 98% statistical significance an increase in lead recovery, and to 99% statistical significance an increase in silver recovery, and to greater than 97% significance an increase in the lead in concentrate in the split float circuit. These economic recovery benefits with magnetic aggregation of the split float feed, has led to the incorporation of this technology in the plant.INTRODUCTIONThe BHP-Billiton owned Cannington silver, lead and zinc mine is located in the Australian state of Queensland about 800 kilometres west of the coastal city of Townsville. This is a pastoral area characterised by large cattle farms, low population density and very little infrastructure. The area has two seasons, a wet, hot summer and a dry, mild winter. Because of its isolation and lack of infrastructure the mine has always operated on a fly in fly out basis.Geological drilling defined the resource as 43.8 million tonnes grading 11.6% lead, 4.4% zinc and 538 ppm silver (Walters and Bailey, 1998). At times during its history Cannington has held the crown as the single largest lead and silver mine in the world (Torrisi and Smith 2003). Another unique characteristic of the operation’s history is the rapid progress from discovery to operation. The first drill to intersect the ore body was in 1990 and the mine and plant was commissioned in 1997."
