On the night of August 1'9-20, 1995, seepage was seen at the toe of the Omai tailings dam in Guyana. The mill was immediately shut down, and within two hours the flow, then mostly water, was diverted into an inactive mining pit nearby. At about the same time a second more serious break occurred at a point where water and solids could flow directly into the Omai River. By the time Ii coffer dam could be completed in the early morning of August 24, some 4.2 million cubic meters of tailings water and solids had escaped from the dam, of which nearly2.9 million cubic meters had reached the Omai River. This paper outlines some initial Process considerations and operational decisions which might have contributed to the dam's failure, describes how the Government of Guyana and the operator, Omai Gold Mines Limited, cooperated in dealing with immediate problems and shows how the Government set about investigating the accident. In particular, the paper details the work of a Process Review Committee comprising Guyanese and foreign experts convened to assess the gold processing and effluent management systems at Omai, and to recommend actions where appropriate.

"Many of the iron ore deposits on the western end of the Mesabi Range Minnesota consist of the so-called ''wash ores."" Because of their high silica content these ores must be washed or concentrated to make them merchantable. Washing plants have been in operation for 20 years, during this period large quantities of tailings have accumulated in tailings ponds. These tailings contain the aggregate millions of tons of iron oxides which, if recovered, would greatly to the available tonnages and to the revenues of the mining companies. It the purpose of this paper to outline give results of concentration tests on tailings.In order that the reader may understand more clearly the type of material under consideration, a short description of the characteristics of the wash ores of the Western Mesabi Range and a brief resume a washing methods that have been are now being employed will be given. Appleby and Newton4 In their description of the district and of the ores say:The Western Mesabi district embraces the territory west of the town of Nashwauk in Itasca County. The territory to the east of this dividing line is known as the Central and Eastern Mesabi district. This subdivision is rot wholly arbitrary. While the ore bodies in the two districts resemble each other in. shape, size, and general structure, there is a marked and very important difference in the character of the respective ores. For purposes of comparison, the western deposits have been called washable ore bodies, and the central and eastern, standard ore bodies. The latter ores are the result of natural concentration processes which have teen carried far enough to produce a large proportion of high-grade ore Wet can be marketed direct; the Western Mesabi ores present a lesser degree of natural concentration and are as a rule of too low grade to admit of marketing without preliminary treatment. In many cases the grade can be improved by washing, hence the material is called washable ore. Exceptions to thin general rule may be noted in both districts. Many of the Western Mesabi ore bodies contain quite a proportion of merchantable ore. There are also portions of central and eastern Mesabi ore deposits which are of low grade and which can be improved by washing."

At the microscopic laboratory of the Bureau of Mines Intermountain Experiment Station, Salt Lake City, Utah, efforts are being made to devise methods of differentially coloring finely crashed minerals as a means for their identification. Staining would facilitate sight recognition of minerals under the microscope and would be of great value in the study of crushed ores, concentrates, and tailings. Since the treatment of ores for their beneficiation is primarily based on the recovery of the minerals containing the clements of value, it is extremely important that these minerals should be known and that a method for quickly determining them when in minute fragments should be available. Herein lies one of the greatest uses for color methods. In many cases it is a difficult matter for even the trained petrographer and mineralogist to identify finely crushed minerals quickly. Although ordinary petrographic methods are accurate, they are often time--consuming and are not suitable to the needs of millmen who require, especially in the examination of tailings a method for determining minerals by inspection.

An examination of the operating parameters, costs, and chemistry describes how the decision was made to switch to this treatment method. Plant data collected from the last several months will be used, along with considerations from an operator's viewpoint.

This paper aims to present a snapshot of the risk profile for tailings storage facilities within Western Australia by comparing the spatial distribution of known facilities against common geohazards such as cyclonic activity, climate, and peak ground accelerations from earthquakes. The analysis also includes an assessment of proximity to populations at risk including towns and sensitive receptors including significant river systems and wetlands.

Caro's acid (peroxymonosulfuric acid) was successfully field tested as a cyanide detoxification agent at a North American gold mine. An on-site FMC generator injected Caro's acid into a mill tailings slurry sump. The WAD cN-(weakly acid dissociable plus free cN-) was reduced from 40-108 ppm to below the target level of 20 ppm using a 1/1 mole ratio of CA (Caro's acid) /CN-. At an inlet CA/CN-mole ratio of 1.8/1, WAD CN­concentrations as low as 4 ppm cN-were achieved. Raw material costs for the cyanide detoxification were cut by 60% compared to using hydrogen peroxide (H202) alone. Detoxification time with Caro's acid was much faster compared to H202. This resulted in completion of detoxification before the treated slurry reached the tailings pond thereby substantially reducing the probability of wildlife fatalities.

Intrinsic remediation is the effect of natural attenuation mechanisms - dilution, dispersion, sorption/precipitation and biodegradation - reducing contaminant concentrations in ground water to specified levels at predetermined compliance points in the aquifer. Current monitoring and modeling for post closure was used to assess the current and long-term potential of intrinsic remediation of contaminated seepage originating from a large reactive (sulfidic) tailings impoundment near Questa, New Mexico. It is concluded that the natural attenuation mechanisms of precipitation within the tailings (as a result of buffering) and dilution/dispersion within the aquifer are currently active and likely sufficient to reduce contaminant concentrations to below state standards in the long-term. Other natural attenuation mechanisms such as sorption and biodegradation within the receiving aquife4s) were not assessed here, but are likely further reducing contaminant concentrations. Active interception and recovery of the seepage water is being maintained until monitoring demonstrates that intrinsic remediation has successfully achieved the level of water quality control required.

"This paper describes a new, proven approach for tailing disposal. Not only is the disclosed system less damaging to the environment, it is also less costly to operate, to close down and maintain in perpetuity. The basic concept is to discharge thickened tailing from one permanent location.This creates a conical or hill-like deposit which:(1) requires lower perimeter dykes for equivalent storage capacity;(2) eliminates decant towers and decant lines;(3) requires no steep dams built of tailing;(4) is stable:(5) requires only a small pond outside the deposit;(6) decreases pollution of the surrounding environment by water seepage and deflation; and(7) simplifies abandonment and ""closing-down"" operations.The approach is made possible by the fact that, at a sufficiently high ratio of solids to water, tailing material can be made to accumulate at slopes of 5 or 6 per cent -- considerably steeper than possible by traditional methods using low solids-to-water ratios. To achieve the necessary solids-water ratio (35 to 60 per cent), it may be necessary to install a thickener. It is expected, however, that at many concentrators it may be possible to discharqe relatively clear plant water through a line separate from the tailing line, thus reducing the load on the thickener."

Grade Engineering®, integrated across the mine value chain, has a pivotal role to play in achieving step change reductions in energy and water usage in mine operations. High levels of gangue rejection in the mine can significantly improve mineral head grades and overall productivity. A highly successful example is described at the Minera San Cristóbal (MSC) operation. The nature of the mineralisation in their “intrusive” ore domains in particular has facilitated high rejection rates (75 % of the mass), with significant upgrading of metal to the “accepts” streams (equating to a 2.6 times upgrade in the intrinsic Nett Smelter Return). Results from a series of production trials have confirmed these strong upgrades, resulting in the transformation of mineralised “marginal wastes” to high grade ore feedstocks. If new approaches to more energy and water efficient comminution and separation technologies can also realise gangue rejection at finer sizes in the concentrator, then preconcentration strategies across the value chain also offer the promise of no wet tailings treatment facilities and greatly reduced volumes of waste streams. This “No Tails” strategy is discussed, along with the integrated technologies needed to realise its effect. The work suggests a pathway and insights of a sustainable future for the Minerals Industry, unconstrained by Energy and Water, along with no requirement to produce problematic disposal streams. This strategy has the potential to significantly reposition the social, environmental, financial, and regulatory context of existing and new mining opportunities.

Employing the combination of two types of polyelectrolyte might become necessary to enhance both settling rate of the flocs and water clarity of fine particle suspension in high capacity thickening process. The sequence of addition, mixing, type and dosage of polymer affect the overall performance and capacity of a thickening process. For the sedimentation of copper flotation tailings, the cylinder test results showed that two different techniques may be used to achieve the required performance including high settling rate of flocs, underflow density and overflow water clarity, by either adjusting pH prior to anionic polyelectrolyte flocculation, or using a combination of polymer flocculant and coagulant (dual polymer system). The dynamic thickening testing results showed that only the approach using a dual polymer system is able to meet the required performance. The effects of polyelectrolyte dosage, the sequence and numbers of polyelectrolyte addition, feed concentration, bed level and rake speed on the settling rate, underflow solid, and water clarity were studied in cylinder test and a laboratory dynamic thickening unit with various conditions related to the thickening process. The dynamic test is especially valuable in evaluating the addition and mixing of polymers. The results were evaluated quantitatively, using total suspended solids in supernatant, underflow density and capacity per unit settling area per unit time as the measure of effectiveness. The objective of this study is to quantify and explain some of the parameters involved in the sedimentation of copper flotation tailings.

During the middle 1880's, shortly after the discovery of silver-lead ores in the Coeur d'Alene district of northern Idaho, it became apparent that concentration of the ores would be necessary to obtain a profitable product. Too much siliceous material was present for direct smelting, and the majority of the ores found at depth were too low in metallic content for economic smelting processes at the time. As the ores occurred in quartzite shear zones with siderite and quartz gangue, a large quantity of waste material was present in all the mines. As the galena was not finely disseminated, this made possible relatively good extraction of the argentiferous galena by coarse concentration. The first concentrators consisted mainly of coarse crushing, screening and jigging, principally by Harz jigs, the slimes being treated on buddles. Later Wilfley tables took the place of sand jigs and vanners superseded the buddles. Because of the marketing conditions, no attempt was made until 1900 to effect a recovery on the zinc minerals present, which were found associated in varying amounts with the galena. All through this period, the greater part of the production was obtained from mines containing ore assaying high in lead and low in zinc. Parts of some ore bodies would be reversed in this respect, so that ores high in zinc were left intact. During the decade after 1910, several important mines, The Success and The Interstate Callahan, containing ores high in zinc, were put into operation and were a material aid in the needed zinc production during World War I. Gravity concentration by jigs and tables was used during this period, with bulk flotation increasing in popularity for the treatment of the fine material that had already been treated by ordinary slime concentrating machinery. No extra fine grinding for flotation concentration was thought profitable at the time. Tailings Discharged into Streams From the start of mining and milling operations in this district until 1904, no attempt was made by the various mills in the upper district to impound or stack their tailings. They discharged them directly into the adjacent creeks or streams, to be carried away by high water. The Bunker Hill and Sullivan and the Last Chance mines, both in the relatively flat valley of the district, stacked huge piles of the coarse jig tailings on the near-by river bottom. Rain and snowfall are heavy in the Coeur d'Alene district, as it is on the heavily timbered Pacific slope of the Bitter Root Mountains. The most common REE containing mineral that is worked today is bastnäsite. It means that mineral processes are adapted to it and that the metallurgical separation techniques for winning of individual REE are adapted to bastnäsite concentrates. For all other deposit types, suitable mineral processing methods and separation technologies need to be adapted and/or developed. Preliminary mineralogical analyses indicate that slightly less than half of the REE in the tailings dumps at LKAB/Kiruna are associated to apatite. The rest is in the minerals monazite (maybe associated to apatite) and allanite. At least allanite is probably not floatable with reagents commonly used for apatite. Mass and element distributions for the tailings sand reveal that very little apatite is present above 300 µm, and that approx. 30 % is below 20 µm. REE does not follow P2O5 completely and are also present in coarser fractions. Flotation results show that the best condition for both apatite and REE winning is pH 9, high collector addition and low dosage of water glass. Under these conditions, the lab-scale flotation gives an apatite concentrate with at least 30 % P2O5 at 70 % recovery. REE follows apatite in the cleaner steps but only partly. Its recovery is approx. half compared with apatite. The reason for the low REE recovery is likely to be that REE to a large extent is trapped in non-winnable minerals, especially allanite. The REE grades in the concentrate are expected to be in the range 3000 ? 4500 g/ton. Keywords: flotation, REE, apatite, monazite, allanite

In September 1937, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about I per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 60 per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig. I, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of which ranged from 62 to 74 per cent recovery. On the basis of these, a 200-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. Potentially acid forming (PAF) waste rock contained in dumps formed as a result of open cut mining of metalliferous orebodies are conventionally sealed or covered using a near-saturated, low permeability compacted clay layer, protected with a mulch layer and/or vegetated growth medium. The purpose of the compacted clay layer is to limit oxygen diffusion and the infiltration of rainfall into the dump. Where the aerial extent of the PAF waste rock dump is large, or where suitable clayey material is in short supply, it may be difficult to source sufficient suitable clayey material to form the cover. The paper describes a laboratory-based investigation of combining inert waste rock and tailings to form an alternative seal or cover material. The inert waste rock was sourced from the trafficked surface of a non-acid forming (NAF) waste rock dump, with a maximum particle size of about 100 mm. This was combined with NAF thickener underflow tailings slurry in various mass ratios, and the resulting mixtures tested for their particle size distribution, compaction characteristics, soil water characteristics (relationship between suction and volumetric moisture content), and saturated hydraulic conductivity. The mixtures tested ranged in consistency from those dry enough to be compactable, to those with the consistency of wet concrete that lend themselves to placement without the need for compaction. The laboratory test results showed that the suitability of the mixtures as seal or cover materials is very dependent on the particle size distribution of the mixture, with well-graded mixtures having substantial fines performing best.

The Federal Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environ¬mental conflicts, impacts, and occupational hazards Associated with mining and mineral processing operations. Tailings and soil samples from Wyoming and Utah were contacted with tailings liquors to determine the degree of absorp¬tion. Absorption ranged from 0 to 99 percent for radium and from 0 to 31 per¬cent for thorium. Some samples, which readily absorbed radium, were contacted with various salt solutions that could be present in tailings solutions to determine their effectiveness as desorbents. The desorption of radium ranged from 0.06 to 100 percent. An alpha-spectrometric method was used to determine the radium and thorium, concentrations in the solutions and the solids.

Field testing was conducted at the Strassa Iron Ore Processing Plant to evaluate high-gradient magnetic recovery of iron from the plant's tailings. The installation is the first commercial application of the Sala Continuous High-Gradient Magnetic Separator (HGMS) Model 480 Carousel. The objectives of the five-month testing program included optimization of the operating parameters using SSDEVOP techniques to maximize iron recovery, along with establishing a long-term operating history for the SALA 480 HGMS Carousel. The effectiveness of the optimization procedure, the net benefit in term of iron recovery, and equipment performance are discussed in the paper.

Security and safety due to environmental impact as well as the radiological consequences during the uranium mining operations, tailings management, uranium processing, disposal of waste in conventional landfill sites are matters of great importance. The Uranium National Company (CNU) from Romania is responsible for all aspects belonging to the management of the entire Romanian uranium industry- the uranium ore extraction, transport and processing of uranium ore, concentrates processing, as well as disposal of sterile ore and waste. The paper will presents specific safety problems related to the identification and evaluation of potential environmental risks, as well as possible radiological consequences associated with the disposal of sterile and the uranium processing waste resulting from processing of the uranium ore. Computer codes will be used, such as IAEA INTERTRAN II and RADTRAN 5. It is also to be noted that this paper considers the main results of the scientific research carried out by the main author as CSI (Chief Scientific Investigator) for Romanian Research Contract on NORM concluded with IAEA Vienna.

U.S. Bureau of Mines researchers conducted field studies at an abandoned copper-gold mine tailings impoundment. Pore water quality was analyzed in the vadose and saturated zones. Three statistical procedures were employed to summarize the variability within and between the two zones. The results indicated that linear combinations of those variables reflecting sulfide oxidation and aluminum-silicate weathering best summarized the variability in each zone, and that the zones were most different on the basis of sulfide oxidation variables. The geochemical computer code WATEQ4F was used to assess the solubility status (saturation index) of minerals. Saturation indices of sulfide oxidation and aluminum-silicate weathering minerals were different in the two zones. It was demonstrated that the statistical analyses produced similar and complementary results to the geochemical code.
