"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

The conventional low temperature process for extracting' helium from natural gas involves liquefying the whole gas stream in order to remove the relatively small fraction of helium. A process based on the selective diffusion of helium through a semi-permeable barrier is, in principle, more economical and flexible, particularly for the treatment of small re-serves and low concentrations. The well-known permeability of glass to helium offers the possibility of such a diffusion process and McAfee of the Bell telephone Laboratories showed in 1958 that practical separations could be achieved by passing natural gas over bundles of fine capillary glass tubing. Developmental studies have been carried out involving larger units and more extended field tests than those of McAfee. Fine capillary tubing of Pyrex glass 0.0035 in. diameter was prepared by drawing ordinary 6 mm. laboratory tubing in a furnace. "Grinding for mineral liberation is a prerequisite for a successful flotation separation. Different grinding media produce mineral particles with different morphologies and surface properties. In this study, the surface physicochemical properties of fluorite particles produced by ball and rod mills were systematically investigated through single mineral flotation experiment, wettability measurement, X-ray diffraction (XRD) test and scanning electron microscopy (SEM) observations. The XRD observations reveal that the surface exposure degree for both mill particles follows the order {111} > {110} > {100}. The difference lies in that the rod mill ones have a higher exposure of more reactive {110} and {100} surfaces, leading to a stronger interaction with the collector. The difference also leads to their higher elongation and lower roundness values of rod mill particles which are beneficial for the particle-bubble attachment by shorting the induction time. The wettability and flotation results show that the rod mill ones have a lower critical surface tension and a greater hydrophobicity when treated with the collector solution and accordingly perform a higher flotation recovery. This work, for the first time, revealed the importance of the exposure of crystal surfaces in determine the shape factors and reactivity of the mineral particles and will help provide guidance for optimizing flotation separation and particle surface modification. INTRODUCTIONFluorite (CaF2) is the most important source mineral for producing F-based chemicals and materials which are widely used in industrial, environmental, and medical fields [1, 2]. In ore deposit, there are two kinds of occurrence forms of fluorite mineral. Firstly, the fluorite mainly coexisted with the gangue minerals like calcite (CaCO3) and quartz (SiO2). Because of their similar density and fine-grained dissemination in ore deposit, ball mill grinding before flotation separation has been widely applied to produce relatively fine particles [3]. Secondly, the fluorite is often associated with other valuable minerals with higher relative density such as scheelite (CaWO4) and cassiterite (SnO2). Due to their obvious density differences and coarsely grained distribution in ore deposit, rod mill grinding before gravity separation has been usually used to produce more uniform particles and avoid over-grinding [4-6]. After the gravity separation, a flotation separation is also employed to beneficiate the fluorite [7]."

Design for safety is critical to metallurgical plants, due to the inherently dangerous nature of their processes. Two significant areas of concern are: 1. preventing catastrophic process failures that cause damage or injury; and 2. operational safety that directly affects those working in or living near the plant. Process safety involves human behaviour, but the designer can eliminate or control hazards by engineering approaches, and control impacts through the design of the operating procedures. The tools available to guide safe facility design include bowtie analysis, hazard analysis, and hazard and operability studies. Clean plant design principles can guide the design process to address in-plant occupational health and safety issues. Auditing and review is a key part of the overall design process.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

"Pre-oxidation and cyanide leaching behavior of gold in the presence of sulfide minerals were reviewed, focused on the effects of oxygen injection in the gold leaching process. Generally, pre-oxidation and gold leaching kinetics from iron sulfide refractory minerals, such as pyrite, pyrrhotite, marcasite, pentlandite and arsenopyrite, can be enhanced with higher dissolved oxygen (DO) concentration. However, most of copper sulfide minerals dissolved well both in water and cyanide solutions, and copper from the minerals consumed DO and cyanide to oxidize and leach. Only in the presence of chalcopyrite, gold leaching was effectively occurred with increasing DO. However, chalcocite and covellite severely retarded gold leaching. Stibnite, an antimony mineral, formed a passive film on the gold surface under any DO conditions, and it slowed gold leaching. This impeding effect can be alleviated by leaching at low pH or adding lead salt. Using oxygen and lead together can make synergistic effect in oxidation of sulfide minerals and can enhance gold extraction. Depending on the mineralogical characteristics of the ore, the optimum DO and lead concentrations can be optimized. However, lead can cause environmental problems, and so its dosage should be minimized or eliminated by substituting it with oxygen injection.INTRODUCTIONGold ores containing sulfide minerals are becoming more significant as high grade gold oxide deposits are continuously becoming difficult to find. In light of this situation, to produce more gold, recovery methods from refractory gold ore containing various sulfide minerals should be investigated. Generally, sulfide minerals have impeding effects on gold leaching: formation of a passive film on the gold surface, high consumption of chemicalssuch as cyanide and oxygenduring leaching, reduction of gold cyanide by sulfide ions, etc. (Senanayake, 2008). Therefore, sulfides must be properly treated for better gold recovery. Pre-oxidation of sulfide minerals by injecting pure oxygen can decrease the impeding effects in gold leaching. Prior to cyanidation, sulfide minerals can be oxidized to metal hydroxide and sulfate form, which consume negligible cyanide in the following cyanidation circuit (Bodnaras et al., 1993). Moreover, gold cyanidation can be enhanced by increasing concentration of the dissolved oxygen (DO). In general, the optimum concentration ratio of [CN-]/[O2] is calculated as 6, but it goes higher in the real system (Marsden &House, 2006), which means that the reaction is typically controlled by DO concentration."

Fly ash, a by-product of coal burning power plants, poses a major problem for the utility industry since most fly ash must be landfilled. These quantities may represent as much as 20% of the total material going into landfills. A major problem with fly ash utilization is that although the ash consists of useable components, ash composition can vary depending on the types of coal burned and plant operating conditions. Ash is first characterized using SEM, image analysis, and chemical methods. Processing techniques were developed to separate ash into various components including cenospheres, magnetic spheres, carbon, and clean ash. These products are again evaluated for various utilizations before being used to produce valuable products such as mullite, activated carbon, fillers in plastics, and concrete.

"The Alberta and Northwest Chamber of Mines was founded in Edmonton, Alberta in 1935. The organization represented private sector mining explorers and developers in the province and north west Canada. The Chamber aided and abetted the establishment of the two territorial mining associations. Because of corporate human resource department creation by north of sixty mine operators, the Chamber refocused on Alberta and broadened its perspective to include activities beyond mining. In 1977 the name changed to the Alberta Chamber of resources. The slogan (in more modern terms vision, mandate, goal, etc) remains as Orderly Development of Canada's Resources.The sixty-three year reputation of the Chamber, built on volunteer rather than staff contribution, is the principal reason for any success. The key has truly been the reputation, not an image, as all activities have been solution oriented.This presentation provides insight into the structure and methodology applied by the organization, and reviews some of the successes and failures during the period 1985 to present. Comminution continues to be the most capital-intensive unit operation in mineral processing. The fundamental purpose of comminution is to liberate the valuable minerals so that they can be economically concentrated into saleable products. Declining ore quality characterised by lower grade and increased complexity requires significant energy consumption for comminution. Low-grade magnetite ores are typically fine-grained and require fine to ultra-fine grinding (P80 ~ 30 - 40 µm) to enhance its liberation from the typically siliceous gangue matrix. Historically, this has been achieved using multi-stage crushing and grinding technologies, which require high energy consumption with low energy efficiency. This motivated innovations in energy efficient technologies for comminution. Such technology has been developed in the IMPTEC super-fine crusher. It is an innovative, dry (with the potential to be operated wet), media-free, energy efficient crusher that can to reduce 10 mm feed particles to 19 – 30 µm with very low recycle loads. In this study, the mineralogical and physicochemical characteristics of crushed magnetite ore using the IMPTEC super-fine crusher have been investigated in comparison with those of rod milling. The super-fine crusher generated higher liberated magnetite minerals in the – 300 + 212 µm and < 45 µm size fractions compared to rod mill. Both comminution devices generated large low-grade hematite and goethite middlings. However, the rod mill produced higher locked/unliberated hematite and goethite compared to that of the super-fine crusher. Quartz mineral had the highest liberation irrespective of the comminution device used. The super-fine crusher generated higher entrapment of other minerals within the silica matrix compared to the rod mill. The breakage mechanism of the super-fine crusher which is predominantly through high compression with shear, generated improved mineral liberation in the coarse size fractions compared to the predominant abrasion and attrition breakage mechanisms of rod milling. The higher mineral liberation generated by the rod mill is potentially due to the prolonged batch milling of the ore compared to the single-pass open circuit of the super-fine crusher.CITATION:Baawuah, E, Kelsey, C, Kelly, J R, Addai-Mensah, J and Skinner, W, 2018. "Interest in the fine structure of soots and carbon blacks is motivated by a variety of possible applications. The structure provides information on the origins of the particles and on their adsorptive and reactive properties. This paper describes a method for quantification of the structure of soots and carbon blacks based on direct electron microscopic observation followed by image analysis of these materials. High-resolution transmission electron microscopy (HRTEM) provides a very detailed observation of particle structure. The differences in soot structure, because of its complexity, may not be easily quantifiable with the human eye; therefore, high-level computer software has been used to manipulate HRTEM images. This technique involves the application of fast Fourier transforms (FFT) to single particles and the measurement of characteristic parameters such as interplanar spacings and crystallite sizes from these particles. The methodology and application of this characterization technique are presented here. Results are shown for dif¬ferent samples obtained from soot and carbon black particles selected to illustrate the capabilities of the methodology. Quantitative information can be obtained on structural characteristics, e.g., interplanar spacing, circularity, orientation, elongation, and length distribution of lattice fringes, as well as on the fractional coverage of the extracted pattern. c 1996 Wiley-Liss, Inc.This paper presents a combination of techniques for recognizing and classifying different carbonaceous materials, using their structural morphology. A new method to assess and quantify the parameters which define such structures is proposed and discussed. The technique is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, cokes, chars, etc. possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure (Buseck and Bo-Jun, 1985; Buseck et al., 1987). The carbon structure has been variously described as turbostratic (Oberlin, 1989) or as crumpled sheets (Rouzaud et al., 1991) to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers, but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as on the composition of the source of the carbonaceous material. The value of the electron microscope in studying the morphology of such materials has been well-established, and abundant information is available (Ishiguro et al., 1991; Lahaye and Prado, 1978; Buseck, 1992).The use of HRTEM has brought further insight into this matter. Qualitative assessment of the structural order of such materials has been attempted over a long period of time in order to differentiate between various sources or treatments. There is, to date, no successful method available for quantifying the structural characteristics of various carbonaceous materials. This paper presents a technique which is able to recognize dif-ferent materials and to quantify the structural parameters of those materials using HRTEM and computational image analysis, including pattern recognition techniques.In the case of perfectly ordered graphitic crystals, electron diffraction is widely used for obtaining details on structure. Analysis of diffraction patterns can reveal parameters such as interplanar spacing, d002, crystallite size along the c-axis, Lc, crystal size in the plane of the layers, L., mean number of crystallites, Nc, etc.Complicated electron microscopy methods such as defocusing, tilted illumination, axial illumination, etc., often have to be used in order to characterize complex materials such as randomly oriented crystals in soots and carbons. Bayer-process alumina hydrate becomes in turn the source of a host of special products in addition to the calcines that feed aluminum reduction cells. Though relatively smaller in tonnage, specialty aluminas serve important industrial markets in an exciting and growing variety. Production methods and applications are discussed for: (1) trihydrate as flame retardant in organic materials; (2) high-surface-area transition aluminas as desiccants and scavengers, catalysts and substrates; (3) calcines for industrial ceramics, refractories, and abrasives; and (4) tabular alumina for refractories, bed supports and other uses.

The electron optics, vacuum system, and sample stage assembly for the Bureau of Mines? electron probe X-ray spectrograph were purchased. Four scanning curved-crystal spectrometers, two reflection- and two transmission-type, were designed and constructed by the authors. The reflection spectrometers are placed in a vacuum chamber for measurement of long-wave-length X-radiation. Detection, pulse-amplitude discrimination, and recording circuits are provided for the simultaneous measurement of four X-ray spectral lines. Minimum spot size is approximately 2 microns in diameter at 30 kilovolts and a sample-to-ground current of 5 x 10-8 ampere. At this voltage and current the limit of detection with reflection spectrometers is less than 0.05 weight-percent for most elements. The limit of detection for elements determined by transmission-type spectrometers, evaluated at 35 kilovolts and 5 x 10-8 ampere, is approximately 0.1 weight--percent for all elements having excitation voltages below 20 kilovolts. In general, reflection spectrometers exhibited satisfactory but poorer resolution than the transmission type, resolution of the spectrometers being limited primarily by crystal imperfections, with greater mosaic structure being introduced by the grinding process for the reflection crystals. Several applications of the electron probe X-ray spectrograph are described. Analysis of a uranium-steel is discussed in detail to illustrate calculation of composition from measured X-ray intensities.

Considerable interest has arisen in developing analytical methods suitable for measuring resource commodity substitution patterns. some of this work has applied the Translog method to estimate actual elasticities of substitution. Recent examples incl.uae Privolos and Dunietz (1987), Kopp and Smith (1983), and Moroney and Trapani (1983). Another method, one which has received attention earlier in the work of Fisher and Pry (1970), is that of the logistic or diffusion function. We believe that the latter method has properties suitable for analyzing current problems of material substitution. The present study thus evaluates this method in its original logistic form as well as an extended version incorporating additional explanatory influences. The analysis is applied to copper/aluminum substitution and iron ore beneficiation. Substitution for copper by aluminum is examined in the building wire and cable, and magnet wire end-use markets. For iron ore, the substitution of pellets for sinter is considered for the U. S. market.

Bureau of Mines for the purpose of making available to those interested in the industry a knowledge of the mining methods employed in mines where mechanical and hand loading is practiced and the cost data on the several operations pertaining to the removal of coal from the working faces and its transportation to the tipple for loading into railroad cars. The methods employed are influenced by the natural local conditions with respect to the thickness and character of the coal beds and the overlying strata, the means employed for roof support and its control, and the disadvantages incident to the development of mines in thin coal beds.

Horsepower requirement is recognized as a most important equipment characteristic. Other critical equipment characteristics will be isolated and analyzed by traditional operations research techniques, using off-highway trucks as an archetype. A computer search technique has been developed, employing various production and cost analyses. With this model, the optimum combination of horsepower, capacity, and velocity can be found, minimizing handling cost per ton. An example of the program's use and interpretation of its results will conclude the paper.

Adsorption isotherms previously determined by in-situ Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS) for oleate adsorption at calcite and fluorite surfaces near pH 9 and at various temperatures are compared. Results indicate that, at both mineral surfaces, chemisorption occurs at equilibrium concentrations below approximately l x l0-5 M oleate while calcium dioleate surface precipitation occurs at higher equilibrium oleate concentrations. The extent of chemisorption at the calcite surface is 3 to 5 times less than that at the fluorite surface while the extent of calcium dioleate surface precipitation on calcite is nearly a magnitude larger than that on fluorite. However, for both minerals, surface precipitation decreases with increasing chemisorption. Contact angle measurements and flotation recoveries show the hydrophobicity of fluorite to be greater than that of calcite at each of the temperatures and oleate concentrations studied. Significant differences are noted only in the chemisorption region. Unlike calcite, the hydrophobicity of fluorite was sensitive to the presence of oxygen in the system. Multichannel Laser Raman Spectroscopy (MLRS) showed this behavior was caused by the double-bond reactivity of adjacent chemisorbed oleate molecules and subsequent formation of an epoxide/polyether complex at the fluorite surface. Such a reaction product could not be detected at the calcite surface. These differences in adsorption density, hydrophobicity, and polymerization behavior are discussed in terms of the intrinsic surface properties of the minerals.

[Gypsum is one of the most important nonmetallic c minerals, as is indicated by the fact that the United States consumed approximately 3,500,000 tons of natural and calcined gypsum in 1937. The building trades were the largest users required 2,520,000 tons of calcine for production of plaster, wall board, tiles, block, and various other insulating and building materials. The glass and ceramic industries and other manufacturers required an additional 126,000 tons. The balance was used in the uncalcined condition as retarder in Portland cement and or agricultural purposes.]

The work clone during the fiscal year 1937 will also be summarized.
