Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

"Multiple-point simulation (MPS) methods have been developed over the last decade as a means of reproducing complex geological patterns while generating stochastic simulations. Some geological spatial configurations are complex, such as the spatial geometries and patterns of diamondbearing kimberlite pipes and their internal facies controlling diamond quality and distribution.Two MPS methods were tested for modelling the geology of a diamond pipe located at the Ekati mine, NT, Canada. These are the single normal equation simulation algorithm SNESIM, which captures different patterns from a training image (TI), and the filter simulation algorithm FILTERSIM, which classifies the patterns founded on the TI. Both methods were tested in the stochastic simulation of a four-category geology model: crater, diatreme, xenoliths, and host rock. Soft information about the location of host rock was also used. The validation of the simulation results shows a reasonable reproduction of the geometry and data proportions for all geological units considered; the validation of spatial statistics, however, shows that although simulated realizations from both methods reasonably reproduce the fourth-order spatial statistics of the TI, they do not reproduce well the same spatial statistics of the available data (when this differs from the TI). An interesting observation is that SNESIM better imitated the shape of the pipe, while FILTERSIM yielded a better reproduction of the xenolith bodies. IntroductionThe simulation of geological units poses several technical problems that challenge the capabilities of available geostatistical simulation approaches and their ability to deal with spatial complexity of categorical variables. The spatial geometry of diamondbearing pipes and their internal facies controlling diamond distributions are a specific and well-known difficult modelling problem. The geometry of a kimberlite pipe is typically like an inverted cone (Figure 1); the wider part is known as the crater and is located near the surface, and the narrower, deeper part is known as the diatreme. Xenolith bodies can also be found inside the pipe. A very important contribution to the geological modelling of the contours of the pipe is the measure of uncertainty about the location of the contact between the kimberlite pipe and the host rock."

Beginning in 1961 the Coal Research Bureau of the West Virginia University School of Mines began a program of research to investigate the potential of the magnetic separation process to remove sulfur of the pyritic form from pulverized coal. Using a so-called isodynamic magnetic separator (1) it was demonstrated that significant quantities of pyritic sulfur could be removed from coal. Pulverized coal samples representing several different coal seams were individually screened into sizes in the 48 mesh by 200 mesh (297 to 74 microns) range, and untreated and steam-air treated samples of each were processed by the magnetic separator. The results of the investigations to magnetically remove pyrite from coal were published in two separate reports issued by the Coal Research Bureau (2,3), The isodynamic magnetic separator was designed about 30 years ago for use in geological and mineralogical laboratories (1,4,5) to isolate one or more minerals exhibiting only small differences in their magnetic propertiese Specifically, to accomplish this, the air gap of the unit was designed to provide a nearly constant magnetic gradient both laterally and longitudinally in the separating zone. It is reported that mineral concentrates of 99.5 percent purity can-be produced on closely-sized fractions after several cleanings through the unit. The isodynamic magnetic separator, therefore, was not expected to process coal containing sizes smaller than 200 mesh, or to demonstrate commercial capability to process pulverized coal. The primary purpose of the Coal Research Bureau in using the unit was that of determining if the magnetic process could remove pyrite from coal, and thereby encourage further research directed toward development of acceptable full-scale processing equipment.

THE Granby Consolidated Mining, Smelting and Power Company, Limited, is engaged in the mining and concentrating of copper ores, and, incidentally, in the mining of coal and the production of electric power. The Company has been engaged in these various operations both on the mainland of British Columbia and on Vancouver island for the past forty-five years. This paper will attempt to cover their present operations in the Similkameen mining district of southern interior British Columbia. GENERAL CHARACTER OF THE DISTRICT The Interior Plateau in southern British Columbia ranges in elevation from 3,000 feet to 6,000 feet. In the vicinity of Princet0n, a depression in the Plateau forms a well defined basin which is floored with a series of nearly flat-lying Tertiary sediments containing some workable seams of lignite. From this basin, the upland surface rises gradually t0ward the south, from an elevation of 2,000 feet at Princet0n to 4,000 feet at Copper mountain, and 6,000 feet in the upper parts of the Similkameen basin, where it merges into the rugged and diversified t0pography of the Cascade system, with glacier inhabited peaks rising to over 9,000 feet. The valleys of Similkameen river and its tributaries are wide, having flaring sides and gentle slopes, and are separated one from another by subdued rounded spurs, of which Copper mountain is typical. The drainage of this district is taken care of by Similkameen river and its larger tributaries, such as Pasayten river, and Wolfe, Friday, and Whipsaw creeks. The name Copper mountain is applied to a gently arched, nearly flat-topped spur between the deep valley of Similkameen river to the west and the shallower valley of Wolfe creek tO the east. The mountain is appro-priately named from the number of copper deposits occurring on its sides and summit, some of which have been developed int0 an important producer, known as the Copper Mountain mine.

"The St-Honoré carbonatite complex, located 8 miles north of Chicoutimi, Quebec, was discovered in September 1967 as abnormal radioactivity was detected in the course of SOQUEM's aerial surveys. The complex, covered by a shallow layer of Trenton limestone, has been explored by aeromagnetic, ground gravimetric and magnetic surveys, and 12,013 feet of diamond drilling. Its age, from potassium-argon dating, is 650 million years. The carbonatite is approximately kidney-shaped and has a surface area of 6 square miles, 20 per cent of which is explored. It shows a central core of coarse-grained massive dolomitic carbonatite and an outer ring of foliated dolomitic carbonatite.The exploration work to date has resulted in the discovery, in the foliated carbonatite, of an incompletely drilled niobium (columbium) zone of pyrochlore-bearing carbonatite, at least 1,000 by 800 feet in size. This zone contains 5,000 tons per vertical foot grading 0.86 per cent Nb205 or at least 15,000 tons per vertical foot grading 0.66 per cent Nb205 or 45,000 tons grading 0.48 per cent Nb20s. The pyrochlore contains an average of 64 per cent Nb,Os. The central core contains a zone of rare-earth-bearing carbonatite (as monazite), grading up to 4.5 per cent rare-earth oxide, 3,500 ppm zinc and 290 ppm molybdenum. Stocks of nepheline syenite and magnetite diorite accompany the carbonatite. The total analysis and trace-element contents of typical rocks are presented."

The U.S. Bureau of Mines investigated the application of oxidation-reduction potential (ORP) and pH measurements to environmental studies of mining and mineral processing wastes, and developed a computer program to estimate the concentrations of species of lead present in samples from a lead processing waste site. The methods and techniques for the ORP-pH measurements were investigated using known standard solutions made in the laboratory, samples from a ferric oxide waste disposal pond at a rutile production plant, and samples of well water and stream water from the lead processing waste site. ORP values were measured from 5 to 80 °C, from pH 1 to pH 12, and at various ratios of oxidant to reductant. The ORP-pH values can help identify valence values and species of ions present, including those of major, minor, and trace concentrations, and also indicate possible reactions at various pH values. The ORP measurements versus temperature yield data from which thermodynamic values can be calculated. The application and limitations of these measurements are discussed, and a brief discussion of the computational program to identify species of lead is presented.

[This paper describes preliminary tests at the Bureau's Experimental Mine to determine, under conditions that may prevail ira bituminous coal-mine heading, how small a quantity of fire damp may bring coal-dust into suspension and ignite to it. The results show that the explosion of as little as 150 cubic feet of an explosive mixture of gas and air containing 9 per cent natural gas may start a disastrous explosion Of coal-dust. This is a very small volume, of gas, to cause such a result. Let us suppose that this amount of exclusive mixture, was at the face of an entry which was 10 feet wide and the face was overcut to a depth of 6 foot and an upper layer of coal 2 1/2 feet thick had been removed, the recess so made would save a volume of 150 cubic feet. Furthermore, only 13 cubic feet of pure methane is needed in this volume to produce this 9 per cent explosive mixture.]

The Bureau of Mines observed two different types of longwall mining; the advancing longwall method and the retreating longwall method at seven bituminous coal mines located in five of the coal producing states. In two mines using the advancing face method, the coal faces were abandoned because of roof failures and poor production. In the other five mines using the retreating method, roof control was good as was production. The success of longwall mining depends on good roof control and good production. The use of self-advancing hydraulic roof supports, such as Westfalia, Dowty, and Wanheim props along with Westfalia coal planers and the Anderton and Eickhoff shearer-loaders have been a factor in recent successes.

"INTRODUCTION The oscillator and amplifier system described in this paper was developed specifically for driving sound generators of the type developed by H. W. St. Clair and described by him in an article 3/ published several years ago in the Review of Scientific Instruments.Nevertheless, with little or no alteration it can be used to drive any vibrating system in which the vibrating member must be driven at its resonant frequency; the only restrictions are that the driving mechanism be electrical in nature and that the vibrating member be accessible so that some type of pick-up can be coupled to it. Operation of the automatic frequency-control element in the oscillator, however, depends entirely on the operating characteristics of the vibrating member; therefore, in order to completely explain the operation of the circuit, it will be necessary to describe the construction and operation of the vibrator used with it. Only the essential features and characteristics of the vibrator will be described in this article, and the reader is referred to St. Clair's 4/ report for further details."

The Bureau of Mines tested & ground penetrating radar (GPR) system in the central Florida phosphate district. to determine the feasibility of utilizing GPR technology for subsurface cavity detection. The test area is located in karst topography where sinkhole development is prevalent. State regulations require subsurface drilling of damsites to identify underground anomalies; however, this method is not totally accurate in locating subsurface cavities that could lead to sinkhole development. An electromagnetic method of identifying anoma-lous subsurface conditions could reduce or eliminate the possibility of dam failure due to sinkhole development. The Bureau devised a GPR system that successfully penetrated over 50 ft of overburden and gave recognizable radar return signals characteristic of a rock-cavity interface.

"Copper-ammonia-thiosulfate?leaching of gold has been researched for several decades as a potential alternative to cyanidation. However, this technology has not yet been applied commercially due to many challenges such as complex solution chemistry, reagent degradation and losses, system instability with losses of precious metals and difficulties in gold recovery from the leachate. Progress has been made at CSIRO in tackling some of these challenges including:better understanding and control of the leach conditions to minimise reagent losses whilst maximising gold recovery use of strong base ion exchange resins to recover the gold strategies to deal with polythionates that adsorb competitively with gold on ion exchange resins development and evaluation of process flow sheets.As a result there has been increased interest from the gold industry and renewed activities to develop thiosulfate based processes for gold recovery. One application area, which has been developed to the point of piloting, is the treatment of gravity gold concentrates using a copper-ammonia-thiosulfate leach with ion exchange recovery of the gold thiosulfate. A review of technical literature covering Canadian mining emphasizes the advancement and changes that have been made in mining practice. However, current technical publications rarely outline basic principles or state definite rules that govern profitable mine operation. it may be argued that the broad principles of mining have long a go been outlined in various handbooks, text-books, and periodicals, and that these principles never alter. This is in great part true, but modern machinery, improved meta1-lurgical practice, and other advances, have in part modified these principles or changed the manner of their application. Many engineers hesitate to state specific rules, because it is so easy to quote an exception to a rules that any such statement appears to lose weight upon its very utterance. The exception to rules, and the reluctance to formulate rules, has forced such maxims as "the only rule in mining is the point of a pick," and "gold is where you find it". As an illustration of rules and their exceptions, one might quote the time-honoured maxim that a mill should not be built before a shaft has been sunk on a property in point of fact, Canadian mining history is replete with examples of wasted capital where a mill was built before a shaft had been bottomed. Y et this past year has seen a property enter profitable production whereon the building of the mill was started before the shaft was sunk. Instances such as this should not be accepted as evidence that a rule has been overthrown, but rather as an exception to the rule. The case cited pays tribute to the application of the diamond-drill combined with the correlation of sound geology. Incidentally, both these features emphasize a modern trend in the development of Canadian mining properties-a trend that is perhaps worthy of further comment. It is such trends that affect the principles of mining or modify their application. It is with such that this paper deals, at ]east in part. It is hoped that the statement of principles and the opinions herein outlined will be of sufficient interest to arouse discussion.

"The use of flotation columns has remained a contentious issue among mill operators. There are those who consider them an essential part of any mineral processing operation, while others consider them a necessary evil, which should only be installed if there is no alternative. Lastly, there are those who believe they should not be installed, no matter how great the perceived benefit.This paper provides an analysis of over 4000 installed flotation columns, contained in the Amec Foster Wheeler flotation database. Changing trends in column flotation use by type, commodity and geographical region are discussed. The effect of changing commodity prices and the China ‘phenomenon’ are reviewed. Special reference is made to the changing face of column flotation in Australia.Of note is the fact that after falling to a 20 year low in installed flotation column capacity in 2014, flotation columns during 2015 went through a resurgence in popularity. This resurgence was in direct contradiction to depressed metal prices and was driven by brownfield optimisations to reduce off-site costs, particularly in base metals. F OR many years, only one grade of structural steel has been used in volume in Canada. Its characteristics have not been altered appreciably and its long use speaks well for its performance. This standard grade of structural steel may be bought and specified as C.S.A. G40.4 steel or the American equivalent, A.S.T.M. A7. The principal limitations and requirements of this specification are shown in Table I. Within the last five years there has been a growing awareness among the steel producers and steel fabricators that economic forces are at work which make desirable the availability of new and better grades of structural steel. Competition from other materials has increased. The use of concrete bridges and pre-stressed concrete beams is a prime example. New sources of steel from outside the country have become a threat to the Canadian industry and its high cost-price structure. "Discounted cash flow analysis provides a means of relating the magnitude of expected future cash profits to the magnitude of the initial cash investment required to purchase an asset or to develop it for commercial production. The objectives of discounted cash flow analysis are to determine:.. The net present value of a stream of expected future cash revenues and expenditures... The rate of return which the expected future cash flows will yield on a given level of initial cash investment.In the case of mineral properties, discounted cash flow analysis is generally accepted as the preferred method of valuation, whenever sufficient data are available to permit its reasoned application. Sufficient data are required to support estimation of all of the individual elements of cash revenue and cash expenditure which will be associated with the development and operation of the property, up to the end of its estimated life. It is the accuracy of these input estimates which determines the validity of the resulting determinations of profitability and rate of return on invested capital.In undertaking any discounted cash flow analysis, it is important to recognize certain fundamental attributes of the mining industty:.. The basis of any mineral development is the existence of an ore reserve... Costs are determined by the number of tonnes mined and processed, while revenues are determined by the number of pounds or ounces of metal produced. The two are related by the recovered grade of the ore... Profit is typically more sensitive to changes in revenue than it is to changes in cost... Commodity price is a principal determinant of revenue, but it is also the factor with which is associated the greatest level of financial risk.In the end, of all of the factors which must be considered in the discounted cash flow valuation of a mineral property, the most significant are the reliability of the reserve estimate, particularly with respect to recovered grade, the price at which the product is to be sold, and the risk of not maintaining the projected level of price."
