The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

The Bureau of Mines is conducting research to recover strategic and critical metals such as Ni, Co, and Cr from mixed contaminated super-alloy scrap. One approach being studied involves melt refining of superalloy scrap to produce anodes for electrolytic deposition of Ni-Co alloy. This melt refining of superalloy turnings is described based on melt-oxidation and oxidation-carburization experiments, using roasted superalloy grinding sludge to supply the 0 needed to oxidize Cr and other readily oxidized elements to the slag. Controlled melt-carburization subsequent to oxidation improved the metal phase recovery of Ni and Co to well over 90 pct and decreased electrolytic solubility of Cr, Mo, and W by carbide formation. Electrolytic refining experiments were conducted using a controlled-potential mode (preset cathode potential). Data show effects of Fe and Cr impurities, cation concentration, electrolyte pH, S04-Cl electrolyte ratio, temperature, cathode potential, and cation-selective membrane use on current efficiency, current density, and deposit composition. Disposition of Ni, Co, Cr, MO, W, and Fe is compared for melt-oxidized versus oxidized-plus-carburized anodes. Deposits containing >97 pct Ni + Co (major impurity Fe) have been routinely obtained from scrap anodes. Research is continuing to improve deposit quality in sustained deposition and to recover Cr and other metals from refining slags and anode sludges.

This paper addresses, in particular, the influence of winding depth on the selection of head ropes for Koepe winders. Because this is just one aspect of winder design that affects the operational safety of the winding system, the paper starts by considering all the issues governing the life and safety of the winding ropes. Regulations from a variety of countries are reviewed and comparisons of the legislated rope factors of safety and their variation with winding depth are made. This is followed by a discussion of the typical observed mode of in-service deterioration of Koepe head ropes. This mode of deterioration is due to fatigue and is influenced by the load range occurring in the ropes. Parameters contributing to load range are discussed and the influence of winding depth is highlighted. Lessons learned from early experience with very deep Koepe winders in South Africa are recalled. Predictions of load range as a function of depth are made, from which general rope life predictions are made for ropes selected by conventional national factor of safety requirements. This is illustrated in graphs comparing rope life as a function of depth. Typically a reducing life with depth is predicted. A rope selection strategy is advocated, which is based on achieving a constant rope life irrespective of the depth of wind. A new factor of safety (or rope design factor) equation is prepared that has the trend of increasing with depth. This proposed equation is compared with other published proposals that promote an increasing rope factor of safety with depth. It is shown that smoother winder drive controls enhance winding rope life and this improvement is quantified. The paper concludes by pointing out the consistency in predicted and observed life of winding ropes selected in accordance with legislated factor of safety approaches. It recommends the adoption of a new rope design factor equation for rope selection, to be used in conjunction with appropriate codes of practice for winding rope condition assessment and for the design, installation, operation, maintenance and testing of Koepe winders. The new rope design factor equation approaches a limiting economic depth of wind at shallower depths than the existing Koepe factor of safety approaches. However these older approaches æbuild-inÆ a reducing rope life with depth. The new rope design factor is therefore a more consistent way to select Koepe ropes and to evaluate economic trade-offs between Koepe and conventional double-drum or Blair winding systems.

This paper traces the history of mica mining in Alabama from 1870-1970. The decline of sheet mica production is noted and emphasis is placed on the more recent activity of scrap mica production and the development of the U. S. Gypsum Co. mica properties in Randolph County, Prospecting for weathered pegmatites of sufficient size to warrant development is a continuing challenge since most deposits are too small and all exhibit varying characteristics as to size, shape, and weathering. Quantity and quality of muscovite mica in the pegmatites is of utmost importance and its recovery during processing of the ore is described.

Sulfate balance control is a common problem for zinc plants. Roast-leach-electrowin plants are mostly concerned with the over-generation of sulfates while for the HudBay direct leach plant both extremes are possible including potential necessity to buy sulfuric acid to replenish a sulfate-depleted circuit, which makes the problem doubly important. Quantitative methods were applied at the HudBay plant to analyze sulfate generation/depletion based on a local sulfur balance and sulfate extraction calculation in the leach circuit, using a Pb-tie method. Main factors were established influencing sulfate generation/depletion, including the critical role of Pb and pyrite. Regression analysis proved to be effective and allowed the quantitative prediction of Pb concentrations necessary to reach the equilibrium for the sulfate balance. This in turn provided a firm basis for a sulfate-control strategy realized through concentrate blend correction, which allowed the plant to fine-tune sulfate generation/depletion effectively reducing economic consequences of excessive/deficient sulfate generation.

Jaguar Nickel Inc. is developing the Sechol Nickel-Cobalt Laterite Project in Guatemala, Central America. Recognizing the potential advantages offered by chloride brine chemistry, Jaguar, at the facilities of Process Research ORTECH Inc, Mississauga, has developed an Atmospheric Chloride Leaching Process using a mixed chloride lixiviant to recover the nickel and cobalt, whilst leaving the majority of the iron and magnesium in the leach residue. Subsequent solution purification and mixed nickel/cobalt hydroxide product recovery is by standard precipitation methods, using recycled caustic magnesia, with a final stage of pyrohydrolysis of a portion of the concentrated magnesium chloride brine for recycling both the caustic magnesia and chloride lixiviant. The flowsheet that has been developed also offers opportunities for by-product recovery and efficient, environmentally clean process effluent management. The paper discusses some of the early leaching results in the context of strong chloride brine chemistry, with emphasis on how the controlling of water activity, hydrogen ion activity and chloride concentration permits the selective leaching of nickel and cobalt from an iron-magnesium matrix. [The separation of enormous quantities of water produced with the oil in some West Texas fields necessitated. the use of special equipment other than the regular lease tanks. Several methods Were used with varying degrees of success. They include, the water-trap, hay tank and gun barrel, gun barrel and settling tank, chemical, and electrical-dehydration methods. The water trap which has been used extensively in the Hendricks field, and in some instances has been installed in the Yates field separates the water' and. oil under high pressure before tile liquid and gas pass through the flow ?bean. The first trap was constructed and installed by the Southern Crude Oil Purchasing Co. in July, 1928. By July, 1929, approximately 300 traps were in use.]

The South Nottinghamshire Area has not been greatly troubled by spontaneous combustion until the last few years, during which the Blackshale Seam has been developed and exploited. The problem was first encountered at a colliery which was heavily preoccupied with a major reconstruction scheme, and with the sudden appearance of a completely new hazard both men and management had to adapt themselves very quickly to meet the situation. The paper contributed to the Symposium by the South Nottinghamshire Area illustrates the problems by reference to actual incidents, and shows how the lessons learned from them have been applied to the shaping of future policy on the avoidance and treatment of spontaneous combustion.

Information presented herein was gathered by examination of 29 fluidized- bed thermal coal dryers and by conferences with manufacturers and users of such equipment to determine what safety features could be incorporated in design, installation, and operation to minimize fire and explosion hazards. Fire and explosion hazards are inherent in certain types of coal dryers in that high temperatures are employed; the sizes and volatility of material handled are capable of propagating explosions; and drying gases are seldom, if ever, low enough in oxygen content to prevent ignitions of dust clouds, distilled gases, or their combinations. This is especially true for fluidized- bed dryers in which the coal is dried in air suspension and in which atmospheric air is constantly introduced to temper the heated furnace gases. Occurrence of fires on heated bedplates, in dust collectors, and in hot gas inlets was common in nearly all the dryers examined. Forceful explosions which produced external effects had occurred in 11 (39 percent), and internal "puffs" or "bumps" had occurred in at least 24 (79 percent) of the plants examined in the study.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. The homologous series of saturated fatty acids investigated in this study generally show a steady gradation of properties with chain length. The solution pKa values were assumed constant at 4.9, however reported pKa values could be lower or higher. Hematite flotation response and surface pressure for aqueous solutions of these fatty acids were measured as a function of pH. For the shorter chain fatty acids, the undissociated acid was shown to be the predominant surface active species with flotation, supplemented by the physical adsorption of acid anions as the chain length increased. The reduced solubility of the longer fatty acid carbon chains made these reagents ineffective as flotation agents. The maximum flotation response of hematite using tetradecanoic acid corresponded with the precipitation edge of the reagent. The results show that the values of surface pressure of the surfactants are not always a good indication of their effectiveness as flotation collectors.

In connection with air-pollution studies, the Bureau of Mines is cooperating with the U.S. Public Health Service in investigating the use of solids for removing sulfur dioxide in concentrations of less than 0.5 percent from combustion and waste gases. Removal of sulfur dioxide at flue-gas tempera¬tures would no longer result in the cooling of scrubbed gas, which is inherent to liquid scrubbing processes used exclusively in industry today. Results are reported of extensive investigation, using metallic oxides as absorbents, adsorbents, and oxidation catalysts at 130° and 330° C. (temperatures at which flue gas may be treated in powerplant practice). The most active absorbents tested were the oxides of manganese, cobalt, copper, and alkalized alumina; 23 to 33 grams of sulfur dioxidn were removed by 100 grams of absorbent at 130° C., while scrubbing more than 90 percent of the sulfur dioxide from a simulated flue gas, and 19 to 61 grams of sulfur dioxide were removed at 330° C. A more detailed study is reported on absorption and regeneration, using manganese oxides and alkalized alumina. Adsorption of sulfur dioxide on activated carbons and molecular sieves at elevated temperatures is considerably less efficient than removal by absorption--a maximum of 7 to 8 grams of sulfur dioxide could be removed with 100 grams of adsorbent at 130° C. A potash-promoted vanadium pentoxide is effective in converting sulfur dioxide to trioxide; complete conversion in a simulated flue gas containing 0.35 percent sulfur dioxide was obtained at 365° C. Pilot-plant and cost studies are being made by the Bureau to determine the economic feasibility of removing on an industrial scale the sulfur dioxide present in gases in low concentrations.

Living and killed organisms, particularly microorganisms, and extracellular products derived from the organisms are increasingly finding use in minerals engineering. Goals include both enhancement of mineral processing/11.ydrometallurgica,l operations and remediation of mineral industry wastes. Some of the applications, such as biologically assisted leaching of ?sulfide ores and bioxidation of refractory gold ores, are well established commercial ?processes used around the world. Others, such as the use. of organisms for the removal of heavy metal ions from dilute aqueous streams, are nearing commercial application. Many other uses of microorganisms and. their derivatives are potentially possible. These include use of microorganisms in flocculation or flotation of minerals., remediation of organics potentially discharged from mineral engineering operations, degradation of cyanide, the recovery of bitumen from heavy oil reservoirs and tar sands and the solubilisation of lignites and low rank coals. In order to fully exploit these many possible uses of organisms and their derivatives, extensive fundamental .and .applied research work exploring the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering should be vigorously pursued. ?

There is a sense of geometallurgy being new; a new methodology for mining project development and improved operational strategy. One of the main challenges that any ænewÆ technology faces is a validation of the value and the need to produce case studies. However, producing case studies can often be problematic particularly given the long cycle from mineral deposit project, through feasibility and construction to stabilised operation of a mine.However, the roots of geometallurgy go back quite some time. Successful practices with geometallurgy can be seen from as early as the 1980s. Many times those practices were not called geometallurgy but something else and, in other cases, what can be seen are various components of the geometallurgical ævalue chainÆ.This paper will analyse a selection of published past practices from a geometallurgical perspective to demonstrate the value realised from the application of this methodology. The paper will then make some general comments on where this history of work in geometallurgy has lead us to and what are the challenges today for the geometallurgical effort.CITATION:S R Williams, 2013. Since 1970 Mount Isa fines Limited has made a significant increase in blister copper production from approximately 100,000 to 155,000 mt per annum and in fact 161,040 mt were produced in the calendar year 1974. Flowsheet developments including fluidised bed roasting and converter slag flotation are discussed, particularly their contributions to minimising major equipment changes in smelting and converting. The use of model- ling and simulation techniques for such an exercise is mentioned. The paper reports the alterations made to both equipment and operating techniques in the reverberatory furnace and converter sections to achieve the regular production of 250 mt of blister per converter day from a 41% Cu matte grade. The effects of flux composition on converting performance are highlighted. The air quality control programme is discussed in relation to its restriction of blister copper production.

A molecular beam-mass spectrometer-low pressure flat flame apparatus has been constructed for the purpose of examining the chemical microstructure of normal methane-oxygen-argon flames and those inhibited with Halon extinguishants. Details of construction and performance of this apparatus and of related flame temperature measurements are given. Particular attention is paid to the empirical characterization of the perturbation to the flame caused by the sampling probes. The composition profiles obtained for normal flames are compared to those of flames inhibited by CF3Br. In addition to the usual stable species (CH4, O2, CO, CO2, H2O, H2, and H2CO), the inhibitor, its products and intermediates associated with its reactions could be followed. In particular, hydrogen bromide, bromine atoms, hydrogen fluoride, and carbonyl fluoride were observed. The relatively rapid disappearance of inhibitor and early appearance of fluorinated reaction products suggest a short lifetime for the CF3 radical in this system. Observation of COF2 suggests that CF3Br is effective as an inhibitor, at least in part, by virtue of its interference with the oxygen containing species of the normal chain reaction. Profiles of the 17+ peak at low electron energy suggests that the hydroxyl radical may also be sampled, but the profiles obtained are not yet sufficiently accurate to determine the effect of inhibitor on this important flame radical.

This report presents experimental work conducted on a number of coals found within the boundaries of the Missouri River Basin, which were, to an extent, a selection of coals typical of that region. In the min, the laboratory work falls into three general classifications: (1) Laboratory distillation assay of coal to establish yields on carbonization; (2) chemical analyses of the coal samples before drying or carbonization; and (3) chemical analyses of the products of carbonization. It will be seen in the following discussion that these data derived from the small-scale laboratory apparatus are useful in predicting yields from pilot plants or industrial units. Coal is produced in about 48 general areas or mining fields in the Western States, of which approximately 18 fall within the limits of the Missouri Basin.3/ Beginning with the Northern Colorado field, through the Central and Western Wyoming fields, the coal is principally bituminous and subbituminous rank. The western Montana coals are also of these ranks. Progressing northeast from central Wyoming the coal decreases in rank, as shown by the subbituminous C coals of the Gillette field in northern Wyoming and the lignites of eastern Montana and North Dakota.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. This is a report on the design, development, and manufacture of a prototype roof bolting machine for high rise applications. The machine is designed to traverse a 32 inch entry and rebolt a roof fall area to a height of 28 feet 10 inches. Covered in the report is a chronology of the project, an explanation of the design problems, and a description of their solutions. The report concludes that the equipment as designed is suitable for the purpose intended and further testing is recommended.
