It is a great honour to be privileged to address The Institute for a second time as President and I appreciate it more than I can say. Eight years ago in Hobart I tried to cover the development of the mineral industry in Tasmania. That was a general subject. Tonight I want to be more specific - I propose to talk to you about rutile.The choice of subject for a Presidential Address is never easy. One is addressing an informed audience and the best one can do is to try to crystallize a particular subject and to present it in a form that willbe of interest to those who listen.I looked carefully at the addresses given by our Presidents over the past seven or eight years. The titles are impressive, the content excellent, and the length, as published, much greater than I had hoped.It is therefore with some trepidation that I have chosen as a subject one only of the three crystal forms of titanium dioxide. This subject is not as limited as may at first appear.There are two aspects with which I can deal - the mineral itself, which has become familiar as the major product of the East Coast beach sand operations, and the lesser-known "synthetic" product, which is the major pigment in almost all the white paints in common use today, and in cosmetics and white-walled tyres and toothpaste, and even the better types of fine papers. The synthetic form of rutile is' the "whitest"of white pigments.

"The development and characterization of sulphide standards containing as many as seven precious metals has increased the efficiency and comprehensiveness of micro-analyses for deportment studies using laser ablation microprobe inductively coupled plasma mass spectrometry (LAM-ICPMS). Because trace precious metals occurring in solid solution or as sub-micron inclusions in sulphides, arsenides, and sulpharsenides are often heterogeneously distributed, a significantly large number of analyses are required. Using well-prepared samples it is possible for up to 120 analyses per day, far more than by other comparable methods. Examples will be discussed from projects focused on the deportment of Au and the platinum group elements (PGE).INTRODUCTIONBecause gold and the platinum-group elements (PGE) occur as both discrete minerals and in trace quantities in a variety of minerals (mostly sulphide, arsenide, and sulpharsenide minerals), specialized trace analytical methods were developed and applied to determine the deportment of precious metals in ore deposits, requiring sensitivities ranging originally from about hundreds to presently tens of ppb for individual precious metal or less.In mineralogical studies, micro-analytical techniques such as the electron microprobe were first applied to obtain analyses for major elements in about 1959-60, but as the instrumentation improved early attempts for PGE in potential carrier minerals indicated that reasonable levels of detection (LOD) were of the order of 300-400 ppm, depending on analytical conditions, X-ray spectral lines, and mineral matrix (e.g., Cabri and Laflamme, 1976). Eventually, the lowest detection levels by electron probe micro-analyses (EPMA) obtained for some PGE were of the order of 10s of ppm using high accelerating voltage and current for extended measuring time on peak and background (Gervilla, Cabri, Kojonen, Oberthür, Weiser, Johanson, Sie, Campbell, Teesdale and Laflamme, 2004)."

This seven-chapter document is the first volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. After a short introductory chapter, Chapter 2 discusses the history of electrical use in mining and introduces "typical" mine- power-system arrangements. Chapter 3, 4, and 5 supply basic information on electrical theory, circuit analysis, and motors. Next, the Grounding and Distribution Chapters detail unique aspects of mine power systems. Elements of surface and underground use are included in all these chapters. An index concludes Volume I and is cross-referenced to both report volumes.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

"Two composite samples of a gold-bearing ore from North Western Quebec (Barry Township) were tested to assess their grindability, recovery by flotation and Knelson concentrator as well as extraction using cyanidation.Work index values (BWi) for two composites were found to be 10.4 and 11.0 kWh/tonne, respectively. Flotation tests involved feed samples for which the particle size ranged from a P80 value of 205 ?m to 53 ?m, which resulted in gold recoveries of 91.8% to 95.8% (at gold grades of 130 to 140 g/tonne). Cyanidation tests indicated gold extraction levels ranging from 94.2 to 97.5%. Higher, recoveries were obtained at finer grind sizes and higher cyanide strengths. However, the grind size had a bigger impact on gold leaching. Gold grade and recoveries obtained with the Knelson concentrator device were lower than those obtained by flotation. Mass recoveries to concentrate products strongly depended on the fluidization pressure used. High gold recoveries can be obtained generally at low water pressures of 3 to 4 psi. Higher water pressures produced more selectivity at the expense of higher gold losses.It can be concluded that the gold ore samples tested have good characteristics due to moderate levels of energy requirement, high gold recoveries and extraction rates attainable.INTRODUCTIONBench scale testing of ore samples is an important step in the long series of metallurgical and economic studies involved in bringing new ore bodies into production (Coleman, 1980). Through a laboratory testing program, the behaviour of an ore in a particular process on a larger scale can be established. In an exploratory manner, this testing can be helpful for classification of ores in terms of “good ore” or “problematic ore” by providing preliminary information on recoverability of target minerals. Potential problems if any can be assessed by further investigation of products (e.g., middlings) obtained as a result of testing. A detailed bench scale experimental program in the metallurgical laboratory can also provide the background work for flowsheet development. Depending on the simplicity or complexity of the ore to be tested and type of details required from a testing program, the amount of samples required in the mineral processing laboratory can vary from several kg to more than one hundred kg depending on how detailed the metallurgical testing program is."

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimisation of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimisation, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterise cell hydrodynamics, gas dispersion properties, fioth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimisation of the Red Dog flotation circuit.INTRODUCTIONThe traditional methodology for flotation scale-up and plant design is based on the rule-of-thumb with safety factors, dimensionless hydrodynamic group similitude considerations, etc. With the recent trend towards larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-of-thumb and trial-and-error, then the probability of failure would increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimisation of the circuit to meet its metallurgical target. This results in a plant design incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

This paper presents a summary of allowable bearing pressures and skin friction values that have been used to design drilled pier foundations for support of high-rise structures in downtown Seattle, Washington. These design parameters are based upon a review of geotechnical reports and records of more than 20 building projects. The following pages present a description of the soils encountered at these sites including foundation bearings soils, and design bearing and friction values. The accumulated data is summarized in Table 1, and the locations of the buildings are shown in Figure 1. A detailed description of the construction of two belled drilled piers are presented illustrating typical methods and procedures used in downtown Seattle. The two cases are from the Washington State Convention and Trade Center (WSC&TC). SEATTLE AREA SOILS The Puget Sound area was subjected to several major glaciations during the Pleistocene Epoch. Glacial ice originated in the cordilleran and coastal mountains and the Vancouver Range of British Columbia. The maximum southward advance of ice reached the area about halfway between Olympia and Centralia. As a result of these glaciations, the Puget Lowland was filled to significant depths by glacial and non-glacial sediments during the Pleistocene.

"The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.INTRODUCTIONThe East-Malartic mill is located close to the town of Malartic in North Western Quebec, Canada. The mill was first commissioned in 1938. The flowsheet at that time was a straight cyanidation circuit. The original mill operated in that mode up to the discovery of the Bousquet 2 orebody in 1989 which consisted of a massive copper sulphide ore averaging 0.7% copper and 7 g/mt of gold. Bousquet 2 ore processing required a mill retrofit. Grinding capacity, gravity and copper flotation circuits were inserted prior to the cyanidation circuit in order to achieve 3,200 mtpd capacity at expected recoveries.In 1993, control of the flotation circuit was deemed critical in order to maintain the flotation performance and to reduce cyanide consumption since the copper sulphide contained in the Bousquet 2 ore is a high cyanide consumer (50% bornite). (McMullen, 1999) As a result, the implementation of advanced control strategies in order to increase the metallurgical profitability of the plant and to reduce the operating variability between operators was the most rational alternative. In 1994, Corem was chosen to perform the plant audit and to write the first set of rules. The on-line control strategy was started up in 1995. In 1996 and 1997 the Expert System was shutdown because of an extreme change in the ore coming from the milling of Bousquet #1 ore and the departure of the projects engineer. In 1998, the system was restarted and the results were impressive. Furthermore in May of 2001 a patent was issued for the control strategy. (Breau, 2001)"

"The Lone Tree demonstration was an important milestone in bringing High Pressure Grinding Roll (HPGR) technology into hard rock applications in the mining industry. HPGRs have become standard equipment in the cement, iron ore, and diamond industries over the past fifteen years, but their use in severe duties found in the hard rock mining sector has been restricted due to high roll wear and subsequent low availability. HPGR availability has historically been limited because of frequent downtime for edge weld rebuilding as the rolls wore and short tyre life from high roll surface wear rates.Recent advancements in HPGR wear protection are now being evaluated for commercial applications in the gold and copper mining industry where this technology may offer benefits in comminuting hard and/or abrasive ores and in improving metal recovery in heap leaching applications.Proving the feasibility of HPGRs for processing competent, abrasive gold ore, Newmont Mining Corporation, the world's largest gold producer, operated an HPGR demonstration plant employing a POLYSIUS (POLYCOM) HPGR incorporating some unique wear protection, at their Lone Tree gold mine near Winnemucca, Nevada. Results of the successful demonstration are presented and evaluated in this paper.The Lone Tree HPGR demonstration plant operated for three months, from April through June 2003. The HPGR operated for 1626 hours and processed 141,000 tons of ore. This technology demonstration focused on measuring operating performance, wear characteristics, and availability of today's HPGR technology.Polysius' innovative roll surface wear protection system eliminated edge-welding downtime. Improved surface wear protection extended tyre life to predicted durations acceptable for very abrasive service. The POLYCOM HPGR is now deemed suitable for selected hard rock applications."

The coir fiber extracted from the husk of the coconut has been extensively used as polymer composite reinforcement in a variety of industrial applications ranging from civil construction to automobile seat cushions. The hydrophilic coir fiber does not act as an effective reinforcement owing to its low interfacial strength with hydrophobic polymers. As a consequence, coir fiber composites display relatively low mechanical strength. The objective of this work was to investigate the effect of an acetylation treatment of the coir fiber surface on the mechanical behavior of epoxy composites with amounts of fibers up to 30% in volume. Coir fibers were immersed in an acid solution of acetic anhydride for one hour, washed and dried, before mixing with DGEBA/TETA epoxy to fabricate the composites. Flexural mechanical properties were obtained by bend tests. The results showed significant differences to similar composites with alkali treated coir fibers that have been previously investigated.

Use of vehicles with electric drive, which could reduce our oil dependence, will depend on lithium-ion batteries. But is there enough lithium? Will we need to import it from a new cartel? Are there other materials with supply constraints? We project the maximum demand for lithium and other materials if electric-drive vehicles expanded their market share rapidly, estimating material demand per vehicle for four battery chemistries. Total demand for the United States is based on market shares from an Argonne scenario that reflects high demand for electric-drive vehicles, and total demand for the rest of the world is based on a similar International Energy Agency scenario. Total material demand is then compared to estimates of production and reserves, and the quantity that could be recovered by recycling, to evaluate the adequacy of supply. We also identify producing countries to examine potential dependencies on unstable regions or future cartels.

ALTHOUGH the element titanium was discovered by William Gregor in 1790, over a hundred years passed before it was put to commercial use. The first commercial application of titanium was as an alloy additive to iron and steel, and the first ferroalloys were produced domestically in 1906. Titanium pigments were developed somewhat later and have been produced in the United States since 1918. The use of titaniferous material in welding-rod coatings first gained acceptance ill the mid-30's. The metal titanium has only had commercial importance since 1948; domestic production for that year was 10 tons. The relative importance of these major uses of titanium in various forms may he gaged by the consumption of titanium dioxide (Ti02) for these purposes in 1954. Of a total of 440,000 short tons of Ti02 consumed in 1954, 95 percent of the total was consumed for pigments; 2 percent for welding-rod coatings; 1 percent for non-titanium-base alloys and carbide; and 2 percent for miscellaneous uses. The titanium-metal industry is in its infancy, but it has more than doubled its output every year from 1948 to 1954, reaching 5,370 short tons in 1954.

A volcanic sequence is described from the Golden Cross Mine, Waihi, New Zealand. The sequence includes seven lithostratigraphic units comprising flow and pyroclastic units of Coromandel Group andesite and dacite and overlying Whitianga Group dacite and rhyolite which is intruded by the Golden Cross dacite porphyry and rhyolite dykes. The sequence is mineralised and is unconformably overlain by two post-mineral units, the lacustrine Waitekauri beds and Omahine Subgroup andesite.   Detailed structural analysis of mine data has identified four deformational events (D 1-D4) and related these to the gold-silver mineralising events. Faulting was coeval with the mineralization and directly controlled the development, localisation, style and geometry of the ore shoots. Mineralization developed in competent lithologies where dilation occurred during faulting. The Empire Fault is the master shear which controlled fluid flow. Mineralised veining developed in response to tectonic pulses occurring at slightly different stages as represented by the underground Empire vein complex and the open pit vein array. The mineralising events culminated with the deposition of barren calcite veins. Post-mineral movement along the Western Boundary fault appears to have offset the orebody.

Construction vibrations may adversely affect surrounding buildings and their effects range from human discomfort and disturbance of sensitive devices to visible structural damage. There is no unique conclusion regarding the effect of construction vibrations at every site. Measurement is usually made to monitor vibrations and control them with the vibration thresholds for disturbance of sensitive objects as well as damage to structures. To prevent potential litigation and mitigate the vibration effects on sensitive devices, people and structures, it is necessary to manage and minimize vibration problems before the beginning of construction activities or installation of vibrating machine foundations, and during construction. Pre-construction damage survey and engineering vibration investigations, including the prediction of anticipating vibrations, have to be made at most construction sites in advance of construction activities. Vibration monitoring and control have to be provided during construction. The instrumentation feedback of vibration prediction, monitoring and control provide the basis for choice of measures to prevent or mitigate vibration problems and settlement damage hazards.

"A number of silver producers have identified a need for a system to recover silver and gold from base metal flotation concentrates on site rather than sending the concentrate to third party smelters to improve mine economics. Historically intensive cyanidation has only been used for coarse gold gravity concentrates in batch machines but Gekko have applied the InLine Leach Reactor (ILR) to these difficult to leach concentrates.The ILR’s unique ability to operate at various solid to solution ratios, high mass capacity, the ability to handle fines, the use of peroxide to aid silver leach kinetics and simple operation has resulted in significant economic benefits to Hochschild PLC’s Selene and Arcata operations. This paper describes the commissioning phase of the ILR5000BA intensive cyanidation reactors on concentrates from the Selene mine at the Ares Concentrator.INTRODUCTIONIntensive leaching of high grade concentrates in gold ore treatment is now commonplace and is considered an essential feature of most gold circuits (Lane, Fountain and LeBrooy, 2008). The devices commonly used for intensive leaching (InLine Leach Reactor, Acacia Reactor, etc) are specifically designed for the typical coarse nature of the concentrate.In some of these intensive leach applications, significant amounts of silver are co-recovered with the gold. In fact, the intensive leaching conditions of 1 to 2% NaCN in solution and high dissolved oxygen levels, overcome the issue with silver’s slow dissolution rate in traditional CIL/CIP circuits and avoids the formation of insoluble silver sulphide minerals on the surface of the gold (Marsden, 2006).There are a significant number of mine operators producing silver in the form of mixed base metal sulphides flotation concentrates. Typically the mine operators are paid for the silver after processing of the concentrate by the base metal smelter whom recovers the silver during the refining process."

"The argument has long raged across the oceans as to what the best AG/SAG mill aspect ratio is. The North American practice of a high aspect ratio of two, diameter twice length, through to the South African and Scandinavian practice of an aspect ratio of as low as a 0.5. Within the collaborative P9 AMIRA project the MPRU of the University of Cape Town and the JKMRC of the University of Queensland have been collecting plant data pertinent to this issue over the past four years.The JK SAG mill model developed by the JKMRC is based upon data collected from mills having a range of aspect ratios from 1 up to 2. The maximum mill speed, mill load, and ball filling in the fitted data base were all below the operating range common in South Afr-ica. The extension of the P9 project into South Africa therefore lent an ideal opportunity to collect data in a whole new window of operation that would allow the range of applicability of the semi-empirical SAG model to be greatly extended.At the heart of the differences in aspect ratio is the completely different operating practice for high- and low- aspect mills. The mill filling, mill speed, and recirculating loads of closed-circuit single-stage operation have more influence on the differences in operation than the pure aspect ratio relationship. Relationships for load have been extended to 45% filling, with the modified model showing the measured peak in throughput as the mill filling increases. The ball load relationship now covers fillings of over 30% balls (of total mill volume), thus including so-called SAG-ball mills. The influence of closed circuit operation has been measured. It has been found that a key issue of the high slurry flows associated with closed circuit operation, especially when closed with a cyclone, is the pulp discharge limitation of the traditional grate and radial lifter configuration. It has also been observed that absolute mill length is more of an issue than aspect ratio. Slurry flow along the mill and charge segregation within the load are being investigated on pilot and full-scale mills to provide data for potentially modifylng the perfect mixing model that is used for the SAG mill.Improved understanding of these aspects of SAG mill operation and extension of the JK SAG model to better cover the entire range is allowing serious direct comparison of high- and low aspect mills for the first time. It is the conclusion of the researchers working in this area that there is no one best practice, that in fact mills across the range have their application based on ore type, desired product, available capital and on operating costs. Developing robust designs allows direct comparison of two-stage circuits using high-aspect primary SAG mills, with single-stage closed circuit low-aspect SAG mills. The new operations within South Africa are now considering both circuit types, and data is presented on selections that cover the full range of aspect ratio and operating practice."

This paper is a survey of the various methods and research efforts by which the drivability of piles is determined. First, a brief outline of the basic theory and the important parameters for driving by vibration are presented. Then, a wide variety of methods by which the drivability of piles is determined are presented and discussed, with special emphasis on methods developed in the USSR. Each of these methods are examined as to how they take into account the various parameters of vibratory pile driving, such as eccentric moment, frequency, dynamic force, motor torque and power, vibrating and static weight, and other variables. Some relation of these methods of field data is presented as well.

Recycling is generally a more sustainable alternative to landfilling. Its financial costs however, do not always justify its practice, especially in the short term. As a result, even for precious metals such as platinum, significant amounts can end up unrecovered. In considering risks of materials scarcity for firms that require platinum and platinum products, this paper examines how recycling provides additional benefits as a risk-mitigating strategy against scarcity. The experimental platform for this examination is a System Dynamics simulation model that strives to capture the dynamics of platinum market supply, demand and price. The detailed structures of supply and demand are key features of the model. Results show that since the secondary supply of platinum depends on a supply chain separate from primary extraction, recycling can diversify the risks of primary supply instabilities and reduce the impact of price fluctuations upon firms.

"The roasting and gas handling circuits of the Barrick Gold’s new Roasting Facility at the Goldstrike Mine in Nevada, USA incorporate well proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available technologies from the perspective of capital, environment and operating costs.Product from the up-stream dry grinding circuit requires roasting to maximize gold recovery. The roaster utilizes Freeport-McMoRan whole ore roasting technology with pure oxygen as the oxidizing gas. This process was chosen based on its proven application on Carlin-type “double refractory” ores. Double refractory is indicative of the gold being difficult to direct leach due to a combination of pyrite encapsulation and the carbonaceous preg-robbing of the ore.A very extensive gas cleaning train follows the roaster and comprises direct cooling, dust scrubbing, indirect cooling, wet electrostatic precipitation, mercury scrubbing, SO2 scrubbing, CO incineration and NO, reduction before venting to the atmosphere.The roasted calcine is quenched, neutralized and then thickened before leaching in the carbon-in-leach-circuit.INTRODUCTIONBarrick’s strategic development plan integrated the production of gold from Goldstrike’s carbonaceous ore reserves by 2000. A due diligence review of carbonaceous ore processing options was initiated during the second half of 1 996. Processes considered included autoclaving followed by a proprietary ammonium thiosulfate leaching process, fine grinding/autoclaving as practiced then by Santa Fe, and whole ore roasting as practiced by then Independence Mining and Newmont. The objective by year-end was to recommend the most robust and economical process for Goldstrike’s carbonaceous resources. In the fall of 1996, a detailed review of roasting as a processing alternative for Goldstrike was initiated."

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President.
