It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

This presentation will define what talc is, how it is mined and processed, and how talc is used in the paper industry. It will also give you some idea about who Luzenac America is and from where it came. Luzenac America was formed in July, 1992 as a result of the acquisition of the talc assets of Cyprus Minerals by RTZ of the United Kingdom. Cyprus Industrial Minerals was then merged with the other RTZ talc interests under the Luzenac name. Luzenac is a town in the Pyrenees of Southern France -and the home of Talc de Luzenac, RTZ's first talc acquisition. The Luzenac Group is the largest talc producer in the world.

The objectives of this generic study were to use numerical modeling techniques to determine under what conditions seismic waves generated by an earthquake might cause instability to an underground opening, or cause fracturing and joint movement that would lead to an increase in the permeability of the rock mass. In general, the study showed that moderate earthquakes (up to 0.41 g) did not cause instability of the tunnel or major fracturing of the rock mass. An artificial rock-burst tremor with high accelerations, however, was found to be amplified around the tunnel, and fracturing occurred as a result of the seismic loading in salt and granite. In shale, even moderate seismic loading resulted in tunnel collapse.

A paper presented at Perumin 35 in 2022 described the concepts and a state-of-the-art system with extruded curbs and PVC anchor wings, adopted among others at the first four stages of Las Bambas tailings dam in Peru, discussing how upstream geomembrane water barriers can mitigate the numerous issues, including environmental aspects, of tailings dams’ design and operation. This paper, beside presenting a summary of what has been carried out so far at Las Bambas, amplifies the subject, presenting the results by means of the data of the leakage monitoring system, showing that the flow monitoring data at the downstream toe are seasonally consistent, and in alignment with design predictions.

In most underground mines, the ventilation system is a significant portion of the total mine capital and operating cost and the largest consumer of underground electrical power. The effectiveness of the ventilation system has a major bearing on the safety, health, comfort and morale of underground personnel, and has a critical role in meeting production targets and therefore business revenue. Perhaps the most important component of the primary ventilation system is the primary fan. Correct performance testing of the primary fan during the warranty period is important not only to ensure the mine has obtained the asset that it paid for and can therefore deliver on the fanÆs crucial safety and economic role in the future of the mine, and to provide a justification for releasing final performance warranty payments to the supplier, but also to provide a benchmark or baseline against which to assess future performance issues. As there are at least three potential international standards available to measure fan performance, there has been considerable confusion regarding which of these to use for testing primary mine fans, and also the correct allowances and tolerances to use. This paper provides guidance on which standards to use for different applications, how the standards should be interpreted, what allowances and tolerances are reasonable, and other important issues to be resolved with the fan supplier prior to making a contract award. The paper also discusses practical issues and methodology for in situ primary fan performance testing.CITATION:Brake, D J, 2013. A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. "The Safety Pays in Mining web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of over 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items (services, equipment) on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining web application by discussing the development of the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app. INTRODUCTION Injuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker, or divert administrative resources in the wake of an injury. Safety Pays in Mining is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits. The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies don’t usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide — with half of the injuries in our dataset having mean costs higher than 90th percentile costs — just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of their potential impact on their company’s financial health."

Canadian newspapers from coast to coast, have been, for months, denouncing those articles entitled, "The Whisper of Death," which have been appearing in the Montreal Star. I have not read these articles as the newspapers do not print them; they just denounce them or class them as jokes. Apparently they think that they are not suitable for the ordinary Canadian to read. It appears, however, that the Star has said that unless we balance our budget, and that soon, we shall be bankrupt. That seems to me like common sense, though the Victoria Times says editorially that the Star claims will "shortly find a place in the joke column". In this editorial the Times quotes with much enthusiasm from the Quebec Telegraph. "Canada," says the Telegraph, "is all right. Her natural resources are so vast that no one need worry. Her future possibilities are limitless; her assets beyond figures". Does it not seem like the limit of nonsense for a country that is not paying its running expenses to make such pretensions? After fifty-five years of Confederation and much talk of national status we are still sponging on the mother country for our external defense; we still allow the hard pressed tax-payer in the old land to shoulder the entire burden. We even now refuse to accept able-bodied working-men from that small and overcrowded country and yet blatently talk of limitless resources.

Fatigue in mining operations is a serious issue and a significant contributor to incidents and accidents. While mine operators are using or introducing new technology to monitor operator fatigue, there is little work that focuses on the subjective experience of fatigue and the use of fatigue monitoring technology. To investigate this issue, eight focus groups with a total of 44 operators of heavy haulage equipment working for two mining companies in the Mountain West of the USA participated in 1-h focus groups. The topic of the focus groups was the experience of operator fatigue and issues surrounding fatigue at the workplace. The results of the content analyses suggest that operators are well aware of the signs of fatigue, and that they understand the severity of these signs as well. In addition, they are aware of the effect of fatigue on driving performance and are using a wide range of methods to manage fatigue. Finally, based on participants’ assessment, current fatigue monitoring systems lack face validity and reliability and are perceived as not being effective. The results of this study emphasize the importance of a socio-technical systems perspective in the context of miner health and safety management. Only such a comprehensive perspective can result in improvements that are sustainable.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

1. Introductory Some members may recall that at the Annual Meeting two years ago I read a paper, 'The Future of the Mining Industry in Canada." Discussing this large subject it was possible only to outline the facts and inferences leading to ?the conclusion that Canada is a country endowed with enormous mineral wealth, of which the fringes are yet scarcely touched. In the present paper, I wish to examine in somewhat fuller detail the evidence, both direct and inferential, concerning the mineral wealth of the greatest physical and geological feature of Canada-the Precambrian Shield. Many, if not most, of these facts are already familiar to you. But, since they will form the basis of the reasoning employed, they will be recalled for explicit reference. First, let us review very briefly the position and extent of the Shield. The area of the entire Shield is given in textbooks as 2,000,000 square miles, of which perhaps 10 or 12 per cent. is exposed in the south-easterly part of Canada's Arctic islands. The remainder occupies roughly two-thirds of the North-west Territory; the north-east corner of Alberta; one-third of Saskatchewan ;two-thirds of Manitoba; three-fourths of Ontario; and nearly ninety-five per cent. of Quebec.

"Mining geology as a defined profession is only about 100 years old. The successful modern mine geologist needs to be a multidisciplinarian, but also needs to maintain a focus on the key outputs of the role. The technical skills needed in the role have increased as mining methods move to increasingly mechanised techniques. As well as being the guardian of the orebody and ensuring minimal dilution to expected ore grades, the mine geologist should be competent in the 12-point mine geology process. The mine geology process should include:a statement of purpose (a ‘mission statement’)geological mapping/logging system that supports consistent and regular geological data collection, storage, and interpretationsampling system that can produce representative samples and fits in with the mining scheduleassay database with relevant controls to ensure only ‘clean’ data is loadedsimple quality assurance / quality control (QA/QC) system for samples and assays, with a response process to react to out of specification resultsconsistent method of exporting, visualising, processing and interpreting assay data to create mining blocksdevelopment sign-off system so that all development and stoping is controlledproduction tracking system to monitoring and reporting what ore and waste volumes have been moved from the face, to any intermediate stockpiles, the run-of-mine (ROM) pad and into the crusherreporting system for daily, weekly and monthly reporting of tonnes and gradesdocumentation so that the grade control system has simple, but effective descriptions of how it works, who has responsibilities, and authorities, and be easily maintainedreconciliation system to compare resource and reserve to grade control and to mined and milledtraining system so that the geology team can quickly become competent.In this paper, the authors discuss the requirements of each point, and comment on common shortfalls observed by them over several years’ experience on producing mines worldwide.CITATION:Rose, S and Fahey, G, 2014. This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

There are five logical stages in the search for orebodies in virgin territory, namely: (1) reconnaissance inventory of geology, and related investigations; (2) development of broad concepts as a basis for selecting regions of potential mineral deposits; (3) assessment of criteria leading to specific localities within these regions; (4) geo-physical and geochemical studies that will delineate small anomalous areas; and (5) stripping, drilling or other means of locating ore. In addition, the development of new means of extracting mineral resources and the finding of new uses play a vital role in our mineral industry. The continued growth of this industry will be largely governed by our ability to develop or to adapt new concepts and techniques, and to produce a greater number of scientists and engineers. It should always be remembered that more than one-third of Canada's exports are dependent upon our ability to find, develop and economic-ally exploit new orebodies.

CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

THIS year's Chairman of the Institute of Metals Division is a relatively rare phenomenon in the metallurgical profession; he is an expert historian of metallurgy, he is a confirmed collector and student of old works on alchemy, chemistry, and metallurgy-vide: the famous Biringuccio and he is a profound student (with a somewhat idealistic slant) of recent trends in world affairs and in what some incurable optimists call civilization; and at the same time he is still possessed of a sense of humor. Incidentally he is also one of the bestknown nonferrous metallurgists in this country and abroad, and for fifteen years has been a willing worker in A.I.M.E and the Institute of Metals Division.

The most important witwatersrand gold placers occur on extensive unconformity paleosurfaces that were produced during protracted periods of fluvial degradation. The erosional etches on what was generally unlithified substrate indicate that low sinuosity erosion patterns prevailed. The transport systems were dominantly braided fluvial with a minor debris-flow component. The placer sediments were non-cohesive sands and gravels which were evidently transported by fluctuating, yet perennial, discharges across extensive, low relief, bra1dplains, not far from littoral environments. Progress made in understanding heavy-mineral transport processes now emphasizes the importance that selective entrainment probably had in producing concentrations. Cognizance that these characteristics are not unique to the Witwatersrand should be taken into account when designing exploration models.

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

Unlike most ore minerals, the raw materials for lightweight-aggregate, such as clays and shales are abundant everywhere. In view of this ample choice, what are the reasons for many plant failures attributed to the raw material? How can we arrive at a proper choice of the raw material, the proper processing method for the chosen material, predict its behaviour in a plant and the properties of the final product? Determine the uniformity of the raw material and possible harmful impurities? One basic choice is sintered versus kiln-fired aggregate. It will be based on market preferences and availability of the raw material. Almost in every case a good raw material for one process is poison for the other.
