YOUR mom was right …count to 10. Most workers today report that they find their jobs stressful. Miners, in particular, are faced with hazardous and changing environments. Every shift provides different conditions and challenges. Coping with stress is an important tool to maintain your physical and mental health. Now, back to mom. Studies on stress tell us that shifting your focus away from what is causing your stress increases your ability to cope. Counting to 10 is one method. Science proves mom right. The stress response We are born with the stress response, which is a survival instinct, sometimes called the "fight or flight" response. When approached by a tiger in the jungle, our ancestors would perceive danger and prepare to fight or run. The body prepares for the fight or flight response in a number of ways. The bloodstream brings extra glucose and oxygen (fuel) to the heart, the sense of pain is dulled, and memory and thinking improve. The pupils dilate for better vision and the lungs take in more oxygen, while heart rate and blood pressure increase. Body hairs become erect, as puffed-out hair makes an animal look bigger and more dangerous. Once the perceived danger is gone - we have run fast enough to get away from the tiger or won the fight - the body returns to normal functions. Unfortunately, civilization gives us too many opportunities to experience this response. If activated too often, it can create wear and tear on the body, which may lead to injury and illness. Chronic and traumatic stress There are two key types of stress: chronic stress and traumatic stress. Both types can cause both physical and psychological symptoms. Chronic stress builds up from the day-to-day hassles. Traumatic stress results from a traumatic event such as a natural disaster, a mine disaster, or the sudden death of a loved one. Chronic stress is associated with an increased risk of a number of health problems including heart disease, depression, back pain, and carpal tunnel syndrome. Traumatic stress may lead to post- traumatic stress disorder (PTSD), Miners may experience both chronic and traumatic stress in their work.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. PRIOR to 1936, the Ontario Refining Co. received all incoming blister copper from The International Nickel Company's smelter in the usual form of 460-lb. cakes, or slabs. These were received in open cars in lots of 250 pieces. At the refinery the cakes were unloaded onto narrow-gauge cars, for convenient handling and pickup by charging cranes. In March 1936, an investigation was started on the feasibility of transferring converter copper in the molten state from the smelter to the refinery anode furnaces, a distance of 1 ¼ miles. Although common in steel practice, the transportation of blister copper in this form had not previously been attempted and a preliminary study of the various factors involved was therefore necessary. For this purpose, a series of experiments was made in which molten copper, removed at different stages during the furnace cycle, was held in a small portable holding furnace. This vessel was essentially a refractory-lined steel cylinder provided with ports for filling and emptying, heated by an oil burner. Dimensions of the steel shell were 3 ft. 10 in. diameter by 7 ft. 3 in. long, and thickness of refractories depended on the design and combination used for the particular experiment. The vessel was filled with approximately 2 ½ tons of copper at a predetermined temperature, the lining having been preheated to a definite point by means of an oil burner. All openings were well luted and temperature readings were made every 15 min. by means of an immersion-type thermocouple. In this manner the rate of heat loss resulting with different refractory design could be developed. The ratio of exterior surface to weight of metal was taken into consideration in comparing the experimental results with what might be expected for a full-sized unit, and observations were also made on type and degree of slag accretion. It was not possible to get as much information on this latter point as desirable, but all evidence showed that the problem would be control of slag build-up rather than attack on refractories. "This paper describes some of the methods and equipment used for fine milling of minerals, and gives particular attention to the Vibro Energy system.In addition, the paper describes a specific application in the gold mining industry. This is the 200 tpd plant built by Anglo American Corporation at the President Brand Mine in South Africa in 1985, now a division of Freegold. This plant treats a gold bearing pyrite flotation concentrate which is finely ground to 15 microns prior to cyanidation and carbon-in-pulp (CIP). l .0 INTRODUCTIONFree milling gold ores are those that yield acceptable dissolution and recovery of the gold following grinding to what can be described as normal fineness, frequently between 50% and 90% passing 74 microns.Increasingly, gold metallurgists are faced with ores that are refractory. The traditiona1 treatment route for refractory gal d ores and concentrates has been by roasting, but for environmental reasons this is becoming less acceptable, or in some areas of the world, totally unacceptable. New methods of treating refractory gold ores are being developed and applied in practice. These new methods include pressure and biological oxidation. Higher gold liberation can also be attained by increasing the fineness of grind, although with conventional systems there are economic limits to this.In flowsheet development and test programs on new deposits, a standard procedure is to establish the relationship between the grind and subsequent go 1 d extraction. The normal situation is that gold extraction increases as the ore, or concentrate, is ground finer. Typically, this relationship is as shown in Fig. l, where the incremental additional extraction is very small once an optimum, or economic, grind has been achieved. This generally app1ies whether the material is free milling or refractory. The limits to grinding are set by the type of equipment which is commonly in use, usually ball mills. These mills have the obvious advantage of high capacity, however, they are increasingly inefficient as finer grinds are required. In general, ball mills are used to reduce ore to some agreed percentage passing 74, or possibly 53 microns."

"The El Mochito Mine located in Honduras, Central America, has produced lead, zinc and silver in concentrates since the 1950s. The paper discusses changes made in both lead and zinc circuits to reduce costs while maintaining production during the recent period of low metal prices.The intent of this paper is to show that sometimes thinking “outside the box” is beneficial for progress. Also, in striving for better metallurgical results we should not forget the basics of flotation. Sometimes the latest trends may not be applicable to the ore we are treating and may not meet the operating cost constraints.A major beneficial impact on El Mochito metallurgy was achieved when the overall grind was coarsened, eliminating the significant percentage of slimes. Switching from two parallel twostage grinding circuits to one circuit with three-stage series grinding has resulted in a significant reduction in power and steel consumption. With minor layout/reagent modifications, both lead and zinc circuits gained not only in retention time but as well in producing better grade products.Of course, the challenges are still there; they exist and only with the full support of operational data collection and metallurgical laboratory investigation success can come. That is why, we as professionals, can never stop in trying to make the most of what we have.INTRODUCTIONThe El Mochito Mine is owned by American Pacific Honduras S.A. de C.V. (AMPAC) a subsidiary of Breakwater Resources Ltd. Of Toronto, Canada. The mine is located in western Honduras, approximately 220 kilometers northwest of the capital city, Tegucigalpa and 90 kilometers south of the country’s second largest city, San Pedro Sula. The mine began operating in 1948 and to date has produced more than 19 million tonnes grading 240 g/t Ag, 3.5% Pb and 7.4% Zn. Production in 2005 was 700,190 tonnes grading 87 g/t Ag, 1.85% Pb and 6.61% Zn.Decreasing metal content in the ore followed by the lowest zinc price on the market in the last 15 years (see Figure 1) has reduced the cash flow and endangered to stop the operation."

During the past Two years in reef gold mining, "indicators" have received great attention at the hands at the Victorian gold seekers. Many years ago, what was caned the" indicator lode," was struck in Ballarat East, on the course of which extremely rich deposits of gold were discovered but as to its being a .qeneral experience in reefs or leaders no one ever dreamed. Now, however, we find that these "indicators" are frequently to be met with, though they differ very much in different localities, making it, therefore, a difficult matter for other than a careful minel' to follow them. The necessity of following "indicators" for the purpose of developing gold is now recognized, and the policy of following them up has been attended with much success in this field. In the case of Messrs Shaw and Sons, at Wedderburn, those gentlemen began to work on an "indicator" here five years ago, and immediately thereafter more by accident than anything else they being at that time inexperienced as regards "indicators " came upon gold bearing quartz, which continued payable so long as the" indicator" aud the stone were in conjunction with each other, but as soon as they parted company the stone ceasedto be of any value then, by following the" indicator," as the latter intersected fresh bodies of stone they proved again more or less payable, until a fortnight or so ago the Messrs. Shaw turned out 4 tons of stone, which yielded £1,825, with also profitable workingup to the present moment. Where they are now working is a mile north of their original find thus proving that "indicators" travel considerable distances and have something to do with the gold deposits found in reefs. On the direct course of Shaw's "indicator," as high as hundreds of ozs to the ton was obtained from the stone but, just a few inches from either side in the same" leader," not a colour could be got. Whatever the cause-whether by electricity or some unknown force in nature-the gold is found on the course of these" indicators" and nowhere else, and-as each of the Victorian Government Geologists admit-their value to the gold-seeker as a means of leading to' gold cannot be over-estimated.

"The Brunswick Mine ore requires fine grinding to achieve liberation of minerals. With 25mm slugs as the grinding media in the ball mill, there was a limitation of a P80 of 25 microns on the CuPb regrind circuit. Results from pilot plant testing showed that the separation efficiency could be increased through fine grinding with a P80 of 15 microns.Options considered were the capital expenditure for new fine grinding equipment such as a vertimill or the use of the present ball mill equipment with smaller media. The Wheelabrator Allevard Enterprise (WAE) millpebs product was chosen because it was a smaller media with a distribution of steel pellets between 5 to 12 mm.With millpebs the grinding product was reduced in size from a P80 of 25 microns to a P80 of less than 19 microns. The power draw to achieve the finer grind was 13% lower while the media consumption was 57% higher.The millpebs grinding media was also tested on the zinc regrind mill. The purpose of the trial was to understand what the media consumption and power draw would be with the charge lowered to achieve an equivalent grind as obtained with the slugs. The media consumption was approximately the same and the power draw was reduced by 30%.INTRODUCTIONThe Brunswick Mine ore is a complex Pb-Zn-Cu-Ag sulphide ore with the grain size of the minerals varying from submicron blebs to particles up to several mm in size. The ore is ground progressively finer in stages. The first step of grinding occurs in the SAG mill circuit. The product sizing 80% passing 95 microns is fed to the CuPb prefloat stage (Cormier et al 2002). The tails from the prefloat is then further ground to a P80 of 35 microns for the CuPb rougher flotation. The final liberation for the CuPb circuit takes place in the CuPb regrind circuit. The regrinding mill further liberates the cleaner scavenger concentrate, second cleaner tails and third cleaner tails. The reasoning for the progressive grinding is to achieve fine grinding without having galena over ground due to its high specific gravity that preferentially sends it to the cyclone underflow."

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. Although the average delivered price of coal increased for most users in the United States in 2007, the increases were smaller than what had been expe-

As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 9% in 1988. In the case of emery, the increase was due to an increase in unit value of the material produced. The increase in the value of garnet and staurolite production was simply the result of an increase in the quantity of materials produced. However, special silica stone experienced both an increase in unit value and quantity produced. The nonmetallic manufactured abrasives industry, which includes only silicon carbide and fused aluminum oxide in the reported statistics, enjoyed the best production year since 1981 in terms of total quantity produced. Production increased 22% in quantity and 16% in value com-pared with those of 1987.

The only nickel smelter and the only active nickel mine in the United States is Glenbrook Nickel Co., a joint venture (50% each) of Cominco Resources International Ltd. and Cominco Ltd. In 1989, with the nickel price riding high between $2.30 and $2.70/kg ($5 and $6/lb), Glenbrook seized the opportunity to purchase and recommission a southwestern Oregon ferronickel smelter and the adjacent nickel-ore mine. This Douglas County site is only about 97 km (60 miles) due east of the Pacific Ocean, and California's border lies a similar distance to the south. Hanna Mining Co. had closed the operation in 1987. And the following year, the equipment had been largely stripped for salvage value. From November 1990 through August 1992, the mine supplied an average 5 kt/d (5500 wet stpd) of ore. Currently, with import ore supplying 40% of the smelter feed, the mine's daily tonnage averages 4.2 kt (4600 wet st). From November 1990 through August 1993, the mine has delivered 2.1 Mt (2.3 million st) of ore grading 1.22% nickel with an average moisture content of 26%. Buffaloed nickel? A nickel is not worth what it was in 1989 and neither is ferronickel, with recent prices hovering around $1.13/kg ($2.50/lb). To survive, Glenbrook has focused on increasing smelter production to lower its operating costs. And this strategy has triggered several bold moves: • a new, $30 million, port facility and • a 10-year importation contract for ore from New Caledonia, an island approximately 1000 km (625 miles) east of Australia. For a Glenbrook update, a May 25, 1993 visit was made to the company's Oregon operations - the mine and smelter near Riddle plus its new Coos Bay port facility. Unfortunately, as the rain came down that day, so did news of another temporary shutdown. The previous suspension had lasted from Dec. 20, 1992 until Feb. 22, 1993. Barely three months back to work on a wet May afternoon, more than 250 of Glenbrook's approximately 300 employees contemplated yet another shutdown, effective July 31, 1993.

"Since about 2002 there has been significant capital cost escalation, not inflation, in the mining industry causing turmoil for successful project completion. Project capital costs have more than doubled and some cases tripled in this time period. This has rendered many projects to be economically challenged and in some cases not viable. In addition higher than expected operating costs have further adversely affected project metrics such as NPV and IRR. Capital cost increases for projects have been widely reported globally. This current paper reviews three items. Firstly, why such capital increases and the various components that make up capital estimates. Secondly, it looks at reasons why preliminary estimates, for example at scoping and pre-feasibility level, have been lower than the ultimate constructed costs. Such increases and differences in estimates have caused major problems for mine builders and have led to a general nervousness on the part of those providing project finance. Thirdly, what discipline is needed in project execution in an attempt to mitigate such capital increases. The paper will hopefully give a better understanding of the various issues and factors involved for those in the mining industry.INTRODUCTION The years 2012 and 2013 were a turbulent time for the mining industry. The European economic crisis, politics, metal price volatility and a wave of changes of CEO´s in some of the major mining companies all contributed to a challenging couple of years. Two issues stood out. First, the huge increases reported in the capital costs of projects, where increases of 100% - 300% were not uncommon and in some cases exceeded that during the first decade of the 21st century. Second, company write downs related to takeovers during the boom and the stabilization/correction in commodity prices. These have led to great uncertainty, made it difficult (or impossible) to raise project financing costs, contributed to the changes at CEO level and placed many projects either on hold or cancelled altogether. It is commonplace now to read of companies talking of reduced capital expenditure and making a complete review of their projects and operations to contain costs."

"A pilot-scale flotation column was used to evaluate four polyglycol frothers at Teck’s Highland Valley Copper Mine. The column was fed with flotation plant feed from the grinding circuit cyclone overflow. Frother dosage was changed by controlled addition to the column feed. Pulp, froth and metallurgical performance were assessed using gas dispersion measurements, water recovery and copper, molybdenum and gangue grades and recoveries. Ranking the frothers based on pulp and froth phase performance using gas dispersion measurements and water recovery yielded contradictory rankings. All of the frothers changed the froth structure in a similar manner such that, at the same structural conditions, they all gave the same degree of separation between water and entrained solids. The only difference between the frothers was what dosage was required to achieve a certain structure. Changes in pulp structure appeared to be related to the critical coalescence concentration (CCC) for each frother. Changes in froth structure were not completely described by the CCC and involved other factors, such as the hydrophobicity of particles in the froth. All of the frothers were capable of achieving the same metallurgical result, just at different dosages. Optimal dosages for the frothers were anywhere from the CCC, where copper and molybdenum grades were maximised, to 2 to 3 or 4 to 7 times the CCC, where copper and molybdenum recoveries, respectively, were maximised.INTRODUCTION Background Due to supply issues, Teck’s Highland Valley Copper (HVC) Mine replaced Dowfroth 250C, their auxiliary frother, with Huntsman Polyfroth W31. The primary criterion for selection was that the new frother gave the same performance as Dowfroth 250C, minimising disruption to the circuit. Frothers play a dual role in flotation, altering the bubble size in the pulp zone and the stability of the froth. A stronger or weaker frother, or a blend of both, will alter the balance between pulp and froth effects and, ultimately, metallurgy. Dowfroth 250C and Polyfroth W31 may not necessarily be the best frothers for HVC from a metallurgical standpoint. There may be a different frother or frother blend that could deliver higher recovery in the bulk roughers."

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

(1) The Castleman Basin was investigated by diamond drilling, engineering examination, and geologic study. Agreements permitting investigation of about 14,700 acres of land were entered into with 79 landowners. Eleven beds of coal between the horizons of the Harlem and Mercer beds were penetrated in drilling. United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.

The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.
