This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).

In undermined urban areas, new solutions to subsidence problems are being sought. The Bureau of Mines is investigating a hydraulic backfilling technique whereby fill material is pumped as a slurry through a closed system and widely distributed in inaccessible mine workings from a single borehole. A full-scale demonstration was completed in 1973 in Scranton, Pa., which is underlain by abandoned anthracite mines in several coalbeds superposed one above another. A 30-acre residential area was stabilized by injecting about 450,000 cubic yards of crushed mine refuse into two coalbeds through five injection boreholes. Nearly 200,000 cubic yards was injected through one borehole from which the material moved into the mine workings on all sides; the injected material reached a maximum lateral distance of 640 feet and filled mine openings from floor to roof. In the gravity-feed method formerly used to backfill inaccessible mine workings, quantities of fill injected per borehole averaged about 300 cubic yards. The gravity-feed method required many closely spaced injection holes and provided incomplete filling. The new method, designed for inundated mines, proved successful also in mine workings about mine-water pool level. This paper describes the location and general features of iron occurrences in Colorado. Most of the deposits were examined; many are in forested and mountainous areas at altitudes of 5,000 to 13,700 feet. Iron is known to occur in 30 counties of western Colorado. Transporting the ore to market is a handicapping economic factor involving long truck and railroad hauls; the nearest purchaser of smelting ores is the Colorado Fuel and Iron Corp., at Pueblo, Colo. When the ore can be sold locally for special purposes and at higher prices than can be obtained at iron smelters, small-scale operations can supply that market.

This report describes a process for recovering chromium and other metals from superalloy scrap. Part I contains the results of laboratory scale experiments which were conducted to test a complex flowsheet utilizing a wide range of extractive metallurgical operations. The novel basis for the process is the formation of a sulfide matte in which chromium is concentrated in a discrete chromium sulfide phase. Mineral processing and hydrometallugical procedures are used to separate chromium sulfide from the other matte constituents. The products of the process are a chromium-nickel alloy suitable for reuse in the superalloy industry, electrolytic nickel, electrolytic cobalt, and an iron-molybdenum residue. Recovery of the principal elements contained in the scrap are chromium(Cr)-93 percent, nickel(Ni)-99 percent, cobalt(Co)-96 percent, molybdenum(Mo)-92 percent. Part II encompasses a preliminary engineering design of a pilot plant capable of treating 100 pounds(lb) of superalloy scrap per hour. Also included is an economic analysis of the operation of the pilot plant.

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 250, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

Airy kind of a power system is a complicated network of various electrical components, such as cables, transformers, electric machines, circuit breakers, etc. For a system to work continuously and efficiently, each of the components has to be in perfect operating condition. The failure of any of these components can cause serious interruption of the supply and may in several cases involve a lot of precious time and labor in removing and replacing the damaged equipment it may also give rise to dangerous overvoltages on the system, thereby causing a safety hazard. Any piece of electrical equipment can have two likely modes of failure. The first would be the degradation of solid insulation material due to overheating, mechanical damage or a combination of the two, In this mode of failure it is possible that If the insulation damage is not an instantaneous phenomenon (a cable damaged by severe mechanical, Stress) that a detectable leakage current will do lop prior to the faint. The fault would probably he a result of heating and deterioration of the insulation by the leakage current.

The U. S. Federal Coal Mine Health and Safety Act of 1969 placed limits on the permissible concentration of airborne respirable coal mine dust. Evidence exists which suggests that the effects on health of respirable coal mine dust may depend on both host factors and dust properties other than concentration. Dust particle size, shape, density, specific surface area and chemical composition are among the dust parameters of interest in an epidemiological investigation of coal workers' pneumoconiosis and coal miner exposure to mine dust. The purpose of this investigation was to develop and demonstrate the feasibility of techniques to determine selected properties of respirable coal mine dust. An approved underground horizontal elutriator which samples air at 36 cfm was designed, fabricated and utilized in this study to collect respirable coal mine dust in three mines representing the Pittsburgh, Lower Freeport and Lower Kittanning coal seams. Analytical procedures for measurement of respirable dust sample particle size, density, random projected area, total surface area and chemical composition are presented. Results of analyses of three samples collected in each mine are presented. Up to five full work shifts of sampling were required to accumulate approximately five grams of respirable coal mine dust in each sample. Statistical tests were applied to determine the significance of differences between properties of dust samples collected in the same mine and between arithmetic mean values of dust properties representing three samples collected in each mine. This report on water requirements for the New Mexico mineral industry includes data on industrial operations closely related to mineral production. It contains general information concerning public water supplies at five principal cities and a short discussion of water needs for agriculture. Background data are presented regarding the geography, hydrography, and water laws of New Mexico, as well as precipitation and evaporation characteristics of the State. Most of the information on source, quantity, distribution, cost, and treatment of water was obtained in interviews with company representatives. Water systems at 46 operations are illustrated by schematic waterflow diagrams. The study revealed that the New Mexico mineral industry in 1962 used about 16 billion gallons of new water and reused 152 billion gallons, a total usage of 168 billion gallons. Consumption amounted to 7.6 billion gallons. Of the 16 billion gallons of new water, 11.9 billion gallons was "self- supplied" from ground water sources, and 2.6 billion gallons was self supplied from surface sources. Approximately 1.5 billion gallons was purchased. Some of the water from company-owned wells is piped as far as 30 miles. Reported costs of the self-supplied new water range from 1 to 20 cents per 1,000 gallons and average 8 cents per 1,000 gallons for power and maintenance. Inadequacy of the supply of new water at many operations necessitates large-scale recirculation. Reported costs for recirculating water (power and maintenance) average 1.8 cents per 1,000 gallons. For the entire New Mexico mineral industry in 1962, the value of product was $42 per 1,000 gallons of new water intake and $88 per 1,000 gallons consumed. Analyses of 40 water samples, listed in the appendix, show the wide range in water quality at plants throughout the State. Projection of the 1962 water requirements of the mineral industry indicate that the total demand for new water will increase from the 16 billion gallons used in 1962 to 24 billion gallons in 1980, a 50 percent increase; and to 36 billion gallons in 2000, which is 125 percent more than the 1962 intake of new water.

The primary objective of this paper is to discuss the hazards and furnish a list of recommendations for the safe operation of quarries and related works. They have been compiled from Bureau of Mines publications covering the safety experience of engineers before and during the year in the mineral industry,5 from a publication of the National Safety Council, Inc.,6 from explosives recommendations made by various explosives manufacturers,7 and from suggestions obtained from quarries visited. The second objective is to describe and illustrate safety devices, practices, and quarrying methods. The quarrying and related industries of the United States had a lower accident-frequency rate than either the metal- or coal-mining industry as reported for 1942.8 However, the quarry industry ranked eleventh in 15 major industries during 1942 in lost-time accident fre¬quency; metal mining ranked fourteenth and coal mining fifteenth.

A process has been developed in the laboratory and expanded to semi-pilot-plant scale for recovering titania, iron, and byproducts from two types of titaniferous iron ores. A reducing roast with coke and soda ash followed by grinding and magnetic separation produced powdered iron and slag from which titania and byproducts were recovered by H2SO4 decomposition. Based on the steps tested on a. semi-pilot-plant scale supplemented by the results of the laboratory investigations, enough data are available to make a balanced flow sheet. Combined data from the laboratory and semi-pilot plant indicated that 85 to 9O percent of the titania content of the ore was recoverable and that approximately 90 percent of the iron could be recovered as a metallic-iron powder. Tahawus magnetite from the Maclntyre mine at Tahawus, N. Y., was successfully treated as follows: (1) The ore was roasted at 1,050° to 1,080° C. with carbon and soda ash, thereby reducing the iron to metal sponge and retaining the titania in the slag. (2) The metallic iron was separated, after wet grinding, by magnetic or gravity means. (3) The slag fraction was air-roasted at 850° C. and leached with NaOH to recover Na3VO4. (4) The leached solids received a dilute-H2SO4 leach to remove interfering impurities, chiefly Na2O and SiO2. (5) Titania was dissolved from the leached solids of step (4) by a H2SO4-bake followed by a water leach. (6) Titania was precipitated by seeding and boiling the resulting solution. The spent liquor was used for the dilute-H2SO4 leach in step (4). The following scheme was found to be technically feasible for recovering other byproducts of the process. (1) The gelled filtrate from the dilute-acid leach step was washed and dehydrated to produce a commercially acceptable silica gel. (2) The wash liquor containing sulfates of Na2O, Al2O3, Fe2O3, and TiO2 was combined with the highly alkaline filtrate from the wet-grind and metallic iron-separation steps, precipitating iron and titanium hydroxides, which were separated for special treatment. (3) Anhydrous Na2SO4 and Al2O3?3H2O were recoverable from the alkaline filtrate from step (2) by evaporation and carbonation, respectively, and the barren liquor was recycled to the magnetic-separation step.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2 ) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs' estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

This circular is concerned with eight nonferrous scrap metals as they generated, collected, prepared, and consumed in California. Brief reference also is included with respect to Nevada and Hawaii. Four of these scrap metals - copper, lead, aluminum, and zinc - are of major importance and make up about 95 percent of the total value, whereas the remaining four - antimony, magnesium, nickel, and tin - make up the remaining 5 percent. For convenience, the subject matter is divided into three parts, (1) Data with respect to the collection, preparation, and marketing practices that are common activities to all the nonferrous scrap metals; (2) separate discussions and statistical data with respect to each of the eight nonferrous scrap metals in California; and (3) data with respect to Nevada and Hawaii.

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

Increased coal production on longwalls has brought with it higher levels of dust generation. Most U.S. longwall mining operators have difficulty complying with Federal dust standards, which are stricter than European standards. Longwall operators faced with a longwall that is "out of compliance" have implemented a variety of practices designed to reduce dust levels. Mining conditions and other important variables, however, can cause fluctuations in dust levels that may overshadow the performance of a new dust control technique. This can result in the continued use of an ineffective technique or lead to the abandonment of an effective dust control technique. No single technique can keep a longwall in compliance. Maintaining compliance requires a fundamental approach to dust control -- proper application and continued use of effective dust control techniques.

THE Synthetic Liquid Fuels Act. (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation.3 the Fischer-Tropsch synthesis,4 anal oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form will be valuable. The material will be presented in three parts, as follows: I. United States Patents. II. United Kingdom Patents. III. Other Foreign Patents. The domestic patents for this bulletin were collected between 1953 and 1955.
