To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

Periodic dilute sulphuric acid treatment ofstill, batch-fed, molassesenriched, microaerobic, manganese-dioxide-Ieaching microbial cultures led to marked improvements over untreated cultures. Percentage Mn++ recoveries increased (7X), rate of Mn++ formation improved (3X) and yields of Mn++ per molasses use were more economical (5 X). The yield in terms of molasses used improved with decreasing sugar used (eg 1.17 g Mn++/gram molasses at 0.2 per cent molasses (w/v) feed and 24 per cent (w/v) pulp density MnO2 tailings). The most effective Mn++ leaching in terms ofpercentage recovery (97 per cent) and rate ofleaching (46 mg Mn++/day) was at 0.5 per cent molasses (w/v) and 14 per cent pulp density (w/v) MnO2 tailings.

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. "This paper discusses how to effectively conduct energy efficiency studies during the design of new mineral processing plants and plant expansions. Energy management studies for new plants are ideally conducted as part of the feasibility study, but can also be done at the detailed design stage prior to the purchasing of equipment. Energy management engineers work as part of the mineral processing plant design team.Such studies usually result in energy savings of approximately 3-8% of the predicted plant’s energy consumption and energy demand. Potential cost savings can be significant. A variety of mineral processing systems – crushing/grinding, pumping, materials handling, fans/blowers, compressed air, and others – are assessed within this study.Energy Management Information System (EMIS) studies can also be performed for the new plant or plant expansion, as an independent study. EMIS can be incorporated into the electrical and controls design of the plant.Most Canadian Utility companies fund new plant design studies and provide financial incentives based on the predicted energy savings and incremental cost of the more energy-efficient design. A new plant energy efficiency study improves the potential for energy reduction because only the incremental equipment cost is included in the project return-on-investment calculation. After the design and construction phases, energy efficiency projects must justify the entire cost of the upgrade, which is significantly higher than the incremental cost alone.This paper outlines the major steps of a new plant/plant expansion energy efficiency study, the available utility company incentives, and the areas yielding the largest potential energy savings.IntroductionThis paper discusses energy efficiency studies and energy management systems with regards to mining operations. Energy management refers to the systems of monitoring, analyzing, and optimizing energy usage within a facility. It includes energy efficiency optimization of the initial plant design as well as the implementation of an Energy Management System (EnMS) and Energy Management Information System (EMIS) for optimizing energy usage over the lifetime of the facility. An EnMS is the organizational framework and procedures for managing energy use; an EMIS is the system of monitoring, reporting, and tracking process energy use against targets."

Although trace amounts of Indium are found in many ores, commercial production of the metal has come almost exclusively from residues, flue dusts and slags generated by Zinc recovery operations. Our paper attempts to summarize the various approaches used to recover Indium from these by-products. Some comments on production and price trends are included as well as our views on future availability.

THE injury data and experience in this bulletin are presented in three general sections. The first section contains general and detailed data relating to 1948 injury experience in bituminous-coal and Pennsylvania anthracite mines, separately and combined into totals for all coal mines. The related employment, worktime, production, and productivity data are given in each breakdown of the statistical data. Tables 1 through 22 constitute a subsection and present statistics on number of injuries, frequency and severity rates, average severity, detailed and major causes of injuries, injury records of the coal-producing States, distribution of injuries by part of body, and distribution of injuries by days of disability. Tables 23 through 45, the second subsection, present injury experience in bituminous-coal mines by various selected factors of physical or operating conditions that ma contribute to the occurrence of injuries. The degree of mechanical loading, productivity, size of mine by number of men working and by tonnage mined, thickness of bed, length of shift, number of shifts, type of cap lamps, rating of mine as gassy or nongassy, type of ventilation, and combinations of these factors influencing mine safety are presented in this group of tables. Similar data on Pennsylvania anthracite mines are listed in tables 46 through 63, which comprise the third subsection. The second section of the report contains the generalized annual injury records of bituminous-coal, Pennsylvania anthracite, and all coal mines from the earliest available data through 1948. Tables 64 through 97 list the number of fatal and nonfatal injuries, injury rates, and causes of injuries on an industry basis, the long-term injury records of each coal-producing State, and the related employment, worktime, and production data.

"Accurate on-line assays of mineral slurries are the basis for effective operation of flotation circuits. Typically the elemental content measurements are obtained by an X-ray fluorescence (XRF) analyzer, which samples the process lines and performs the analysis concurrently line-by-line. For a more frequent measurement of each slurry line the XRF measurements can be complemented with reflectance spectrum information. In reflectance spectroscopy the absorbance properties of the slurry in the visible and near-infrared wavelength range are analyzed. The advantage of reflectance spectroscopy is that measurements can be obtained quickly and simultaneously from several slurry lines. However, since the shape of the spectrum is only indirectly affected by the slurry elemental contents, frequent calibration of the measurement against the XRF analyzer is necessary. This study elaborates the combination of reflectance spectrum analysis with XRF. Results of laboratory tests for different slurries are presented and the operation of the system in a copper-zinc flotation plant is demonstrated.IntroductionElemental analysis of mineral flotation slurries is the most important factor in evaluating the performance of concentration processes. Timely on-line assays are also used as the basis for controlling the circuits and ensuring that the grade and recovery targets are reached. X-ray fluorescence (XRF) is the dominant technology in on-line elemental slurry analysis, and typically centralized XRF analyzers are used. The advantage of a centralized analyzer is that one measurement probe can be used to acquire the data from several slurry lines. This reduces the overall operating cost of the system when compared to distributed analyzer system design with several measurement probes requiring maintenance and spare parts. Slurry samplers are installed in the interesting process flows and representative sample flows are brought to the analyzer, where the slurry is further sampled and measured consecutively by the XRF analyzer. Due to the centralized structure of the analyzers and consecutively measurement of the sampling lines the sampling interval per slurry line can be relatively long. In larger concentration plants with several sampling lines a typical assay interval is in the range of 10-20 minutes."

Washington, Oregon and Montana accounted for 32% of the total production; Gulf Coast States 20%; other Northern States 32%; and other Southern States 16%. Based on published producer prices output of primary metal in 1979 was valued at over $6 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1979, building accounted for about 24%; packaging 23%; transportation 22%; electrical 11%; consumer durables 8%; and other uses, 12%.

Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

This volume was prepared in support of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation under a Bureau of Mines contract. The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.

"Niobec has been using vibrating screens and screw classifiers as a double stage classification in its grinding circuit since the very beginning of its operation in St-Honoré. Most of the other mineral processing plants around the world uses cyclones as the classification device in their grinding circuit. The difference between these two methods are well known in terms of capital cost and grinding efficiency but the differences in terms of the impact on the downstream processing stages are a lot harder to predict and are case specific. In the interest of lowering the capital cost of a future expansion project, Niobec decided to test the cyclones in its actual grinding circuit and evaluate their impact on the recovery of the downstream processing stages as well as the operating cost of the mill. We switched between cyclones and screens for 8 month in 2013 and early 2014 and we are now operating only with cyclones since march 2014.INTRODUCTIONThe Niobec mine and concentrator were built in the mid 70’s and at that time, the mill was processing 1 500 tons per day. Over the years, many expansion projects have brought the plant to 7 000 tons per day. Throughout the initial concentrator design and commissioning, screens have been chosen over cyclones because of their higher classification efficiency which is known to reduce variability and limit the fine generation especially due to a high undersize classification efficiency. Just like many other plants, fine particle generation is a major problem at Niobec because of its negative effect on downstream processing stages. In the interest of lowering the capital cost of a future expansion project, Niobec’s engineering team decided, 35 years later, to test the cyclones in its actual grinding circuit and evaluate their actual impact on the final recovery and the operating cost of the mill.The grinding circuit is separated in two lines which will be called Circuit #1 and Circuit #2 along this paper. Circuit #1 is, as you can see in Figure 1, composed of a rod mill and two parallel ball mills in closed circuit with screens and screw classifiers. The screens oversize are sent to the screw classifiers while the undersize are sent to the next processing stage. The screw classifiers overflow are both sent back to the pump box while their oversize streams return in their corresponding ball mills for further grinding. Circuit #2 is, as you can see in Figure 1, quite the same as Circuit #1 except it has only one set of screw classifier and ball mill. Figure 1 also shows the modification in arrangement each circuits went through to integrate the new cyclones. One of the ball mills in Circuit #1 now appears dotted because it can still be used but is not now"

Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the quality and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition. and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1, 1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines,July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.' Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.2 Descriptions and analyses of samples collected during the fiscal years 1913 to 1916 were published in Bureau of Mines Bulletin 123.3 The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1916 to 1919. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22, 85, and ,123, the same plan of geographical classi- fication has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. "Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine’s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine’s history, the metallurgical testing, the flowsheet and discusses design considerations.INTRODUCTIONHaile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. This paper provides a brief history of the property, a summary of metallurgical testing, description of the process flowsheet and discusses design considerations.HISTORY1827 – 1837Gold was discovered in creek beds on the Haile property in 1827. The property was owned by Benjamin Haile, and the first few years of production came from placer mining. After gold was discovered in schist beds to the sides of the streams, Haile expanded the operation by leasing 18 meter-square (50 ft.) plots to local planters. These planters used slaves to work the small excavations in the agricultural offseason. The gold ore was taken to arrastras where the free gold was liberated and recovered. The excavations were above the water table, generally less than 18 meters (60 ft.) down, and it was noted then that gold could be found embedded in sulfides and difficult to extract."

"A 500m3 flotation cell was commissioned during 2014 at the Kevitsa Mine in northern Finland working as the first rougher in the copper flotation circuit. Treating around 850tph with an average grade of 0.3% Cu, the TankCell® e500 has run with an average copper recovery of 71% and an average enrichment ratio of 50 during early optimization test work. In addition the cell has proved to be very energy efficient, being operating with a specific energy of around 0.4kW/m3 under production conditions.A review of the installation and operation of the TankCell® e500 at Kevitsa will be presented. Metallurgical performance of the cell during the operating period will be discussed on the basis of on-line analysis and the metallurgical samples collected during early optimization campaigns.IntroductionThe past three decades have seen a rapid increase in the size of mechanical flotation cells. This has been largely driven by demand from the copper industry to process larger volumes of material due to combination of declining head grades and the desire to benefit from the economies of scale (Lynch, Harbort and Nelson 2010). During this period Outotec has been at the forefront of development of large flotation technology with an enviable scale-up track record; 100m3 (1995), 160m3 (1997), 200m3 (2002), 300m3 (2007), 500m3 (2012) to the largest commercially available cell at 630m3 in 2013. This scale-up methodology has been developed, tested and validated (Elgueta et al., 2009; Coleman & Dixon, 2010) by the large installation base of cells in the 300m3 size class operating (over 400). The learning from large cell operation are then reviewed and incorporated back into new designs and scale-up practices (Murphy, Miettinen, and Yanez, 2014)."

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.
