The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. LIKE nearly everything else, mining geology has been reconverting. Many geologists had been in military and other government service. Many more, with mining companies, had been working primarily toward increasing production from known reserves. All of these are turning now toward their normal peacetime endeavor-the search for new ore; for most mining companies, finding themselves with accumulated deficits in development work, are more than ready to go ahead with their postwar plans made a year or more ago but still stalled at the close of 1945 for lack of man power. These plans include not merely development in the old home camp but also wide exploration for new prospects both domestic and foreign. Most of the large concerns have geologists and engineers in the field in the United States, despite the outlook for higher mining costs here, and at least half a dozen strong American companies are already investigating opportunities abroad, notwithstanding past unhappy experiences in certain Latin-American nations which have welcomed capital but later found means of preventing investors from reaping the reward of their enterprise. A few of these new foreign expeditions are following well-planned programs, but too many, in their haste to get any sort of footing, are proceeding without well-considered policy. with the result that their geologists can do little more than desultory scouting.

MESSRS. BURT and Shockley and others have been for three years urging upon the Institute the matter of simplified spelling. The Institute endeavors to be progressive in the matter of spelling and. is in cooperation with the national body which has this in hand and which has its principal office in New York. Our spellings are changed as fast as-good usage will permit (so it seems to the Board of Directors) and the national body, which is the real representative of the simplified spelling interests, deems that the Institute is making real progress, although not quite as fast as extremists would wish. In January, 1919, Mr. Shockley sent out letter ballots which created a misconception in the minds of many members, who received the impression that the communications came from the Institute instead of from a small group of members. As a result of this propaganda 163 proposal-ballots were sent in to the Institute divided as follows: Yes ?114 No ?20 Negative letters ?9 Split ballots ?20 Total ?163 The total membership at this time was about 7200. The disgusted members would not vote.

Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

A. J. Shaler—I should like to congratulate the authors on the presentation of this paper, which we have been awaiting a long time. The view they have taken of the sintering process, namely that voids are comparable to particles of a second phase capable of dissolving to a slight extent in the metal phase, is an interesting but dangerous one. Pines has given a first-order solution of the problem and Has predicted a decrease in the concentration of pores near the surface. The authors of the present paper have experimentally demonstrated the second-order effects, that is, the diffusion of the space phase between voids of different sizes, and also the movement of atoms from highly curved parts of a void to less curved regions of the same void. I have recently calculated the rate of vapor-phase transport within odd-shaped pores in copper at 850 °C and found that probably at that temperature volume flow is the more rapid shape-changing mechanism. The authors of the present paper have found that at 1000°C, vapor-phase transport is dominant. There is no disagreement here, I think. The dominant phenomenon can easily be different' in different temperature ranges and with different pore shapes: I used a cylinder going to a sphere, not a tricuspid going to a "triple cuspidor." But there is some danger in the other art of the explanation, that is, in the study of the diffusion of vacancies from a pore to its neighbors and to the outside. A vacancy is very different in dimension from an atom. When it moves, it carries a field of elastic strain. This has to be taken into account. A concentration gradient of vacancies can cause them to diffuse. But in the absence of such a gradient, they can be made to diffuse by a field of stress. What happens in some of our experiments, and it is most noticeable in the shrinkage of synthetic cylindrical pores, like the tubes we have been working with, may be broken down into the following steps. (1) The presence of a surface establishes a vacancy concentration gradient, as Dr. Kuczynski and the present authors have shown. (2) Vacancies then diffuse in order to decrease this gradient. (3) In so doing, they cause an elastic field to be built up in such a direction as to oppose the diffusion, so that it slows down until it reaches a steady-state rate. (4) The steady-state flow is due to the fact that the surface tension acting on curved surfaces applies a stress to the system which itself mechanically causes vacancy diffusion. What I have said is that the diffusive types of flow of the authors and of Dr. Kuczynski are transient phenomena which soon stop if the pores are large. We are then left with a mechanical problem only, and our researches have not yet disclosed just what the mechanism of flow is; it may be a slip process, or it may take place by a vacancy diffusion of the type Nabarro has de-

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with

IN two previous papersl,2 dealing with the carbon-oxygen reaction, and the simultaneous content of each, in liquid steel in the furnace, we have made use of the quantity 0[O], defined as the excess oxygen beyond what would be in equilibrium with carbon then present if the pressure of carbon monoxide were I atm,; that is, if [C] X [O] is taken as 0.00222, 0[O] = [O] - 0,00222/[C] where [O] is the percentage of oxygen by weight as measured by the method described earlier.' This quantity 0[O] proves to be substantially independent of carbon content over the range 0.08 to 1.2 per cent, as well as of the basicity of the slag, and is nearly always within the limits 0.015 to 0.025 per cent when the bath is boiling normally and is in what we have termed a steady state. Apparently it must be at least about 0.014 per cent before boiling occurs; but this threshold value seems to depend upon the ease of bubble formation at the metal-hearth interface, hence upon the condition of the surface of the hearth. In any case, 0[O], on the average, changes considerably following any disturbance of the bath, as by addition of ore. The present paper deals with the average changes in ?[O] level following addition of Spiegel or crop ends, or after procedures to promote stirring, or by tapping of the steel from the furnace. The observations were made on a large number of commercial heats, and consequently are subject to the influence of various disturbing factors; the results have the compensating merit of showing the consistency obtainable under the limitations imposed by practical operation. VARIABILITY OF EXCESS OXYGEN IN NORMAL OPEN-HEARTH OPERATION The preceding general statements refer to the average value of ?[O] particularly in heats that are boiling actively; on individual heats, which are less active, there may be a variable time lag between the disturbance and its effect, which complicates the interpretation of what is going on. For instance, if in the normal refining process boiling is sluggish, the slag usually is gaining oxygen from the gas phase above it, or from added ore, faster than it is losing oxygen to the metal; yet when the bath starts to boil vigorously, the opposite condition may prevail for some time. The consequence of this lag is a variation of ?[O], the interpretation of which in a single heat may not be immediately obvious, This condition is illustrated in Figs. I and 2. In Fig, I, ?[O] at the beginning of the test period was near the lower limit of its usual range (dashed lines) in the steady state as a consequence of the lime boil, which had ended about as indicated. The bath is now cold, carbon drop is slow, and the first small ore feed causes only a small rise in 0[O]; as the temperature rises and as lime dissolves in the slag, and the bath becomes more active, the

COAL has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads .of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. NEED FOR COAL RESEARCH To utter "Research" is to use the modern magic word; to conjure up the miraculous-rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privately financed research is just started in the Pennsylvania, anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 25 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200, 000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

The Rouse Mine, belonging to the Colorado Fuel & Iron Company, earlier known as the Santa Clara Mine, is located at Rouse, Huerfano County, Colorado. Operations at this property started about the year 1899, after the old Rouse mine had been drowned out by a large flow of water coming from the strata underlying the Cameron seam. The present new Rouse mine was opened by a slope on what is familiarly known as the Walsen seam in the Walsenburg district. This slope has an average grade of 12 per cent bearing approximately, south 45 degrees west, and having at the present time a total length of 6300 feet. This seam has an average thickness at that property of five and one-half feet; however, there are sections of the mine where the thickness is from seven to eight feet. The mine has been developed. since the time it was opened on what is known as the Room and Pillar system ; water level entries have been driven right and left off the slope, and in some cases the rooms are driven directly up the pitch; and in other cases entries have been driven with rooms turned on water level courses. The first flow of water of which we have ally record was encountered in 1901 in what was called the "Second West Entry." This flow, however, was small, and did not require the installation of any large pump unit. From 1901 up until 1909 the flow increased normally as the field was developed. In January, 1909, the first large inflow occurred, coming from a break in the seventh west entry, making a total flow at that time of about 500 gallons per minute. This necessitated putting in larger pumps, and the first pump to be installed of the centrifugal type was a 600 gallon Worthington. By the year 1911 the water had increased, due to additional development, until it was found necessary to install an additional 600 gallon Worthington centrifugal type pump. In December, 1912, a break occurred in the eighth west entry, between the fourth and sixth cross entries, making 2000 gallons per minute. This flow decreased after a period of three weeks some 500 gallons, but on account of the quantity of water then being handled at the mine, and in view of the fact that we needed some reserve pumping equipment to take care of these flows, and additional 600-gallon Worthington centrifugal type pump was installed in June, 1913. An the latter part of 1914 a 250 gallon Reese roturbo was installed to take care of the water, which was being made in the lower workings of the slope. We found after the installation of the centrifugal pumps that the water decreased to a certain degree in the uppermost workings. This led us to believe that the field was being drained, more or less, and the head reduced ; however, our ideas in regard to this were again upset in December, 1915, when we encountered a flow in room 6 off the first cross entry on the ninth east entry. This flow was not as large as previous flows had been, but made 200 gallons per minute.

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

Coal has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

Looking Down the Road: The Environmental Side of the 1990s and Beyond Environmental Social Responsibility Love Canal, Buffalo Creek, Widow Combs, Bohpal and Three Mile Island are familiar names to all of us-names which evoke memories of environmental tragedies. These memories, as well as memories of other environmental disasters, lead us to pose this question: What is the nature of the environmental social contact between industry and society? The manner in which one answers this question will. in large measure, answer the question of where one thinks environmental issues will go, or should go, in the 1990s and beyond. The history of the evolution of the environmental movement will be helpful in defining and under- standing just what society's environmental responsibility is and, perhaps, what it will be. To Define the Future Start With the Past The common law, which most of the United States adopted from the English system of jurisprudence, traditionally considered pollution control and other environmental issues to be a matter of determining the relative rights of private property owners and of individuals. Legal and equitable theories, such as nuisance, negligence, trespass and the law of riparian rights, were utilized to allocate responsibilities between parties under the common law. The discharge of pollutants into streams and into the air was by and large considered acceptable, at least up to the point that another's "reasonable" use of the same air or waterway was significantly impeded. Further, the judicial decisions interpreting the applicability of the common law to the protection of the environment generally reflected the social and economic pressures of the age. During the Industrial Revolution, the decisions and policies had a marked tendency to favor industrial development. Jobs and industrial growth are deemed as important, and in some cases more important, than the protection of people and property. Additionally, the idea of a social responsibility, beyond that owed to a competing land or water user, was nearly alien to the early common law.' One could even go so far as to say that, had there been a social environmental contract under early common law (which, of course, there was not); but if there were, it would have been to promote actions which facilitated industrial development, even at the expense of the environment. Post-World War LI industrial expansion brought with it a growing awareness of limits on the environment's ability to absorb increasing levels of pollution. Thus evolved an era of social and political adjustment, as society began to shift away from supporting big business and industrial development and toward supporting domestic government programs and limits on industry. States gradually stepped in with efforts to address environmental issues. The Pennsylvania Clean Streams Law and the West Virginia Surface Mining Act of 1939, while lax in comparison to today's standards, nevertheless marked definitive efforts toward altering the balance between industrial development and environmental protection Pollution control continued to be viewed as a state responsibility through the 1950s, until Congress began, for the first time, to allocate funds for federal research on air and water pollution and to implement

"Second only to profitability (but not always), productivity is the most sought after measurement for any operation. Whether it is in mining, manufacturing, construction, etc. managers always strive to know how productive various plants are. Even the Federal Government publishes, on a monthly basis, the nation's factory productivity.Just what is productivity and how is it measured? This is an important topic that needs definition. There could be as many definitions as there are people who use it. In the mining industry, the problems of defining productivity would be analogous to the definition of equipment availability. Each mine uses its own definition to suit its needs. Webster's Dictionary primary definition for productivity is ""the quality or state of being productive,"" with productive defined as ""yielding or furnishing results"". This is a definition open to a broad spectrum of interpretation. A discussion of how productivity is currently used in the mining industry and an introduction to a potentially different approach to its measurement and meaning is outlined in this paper.Defining ProductivityTypically, mining companies track several productivity measurements. These are partial measurements and can include the following: tons per specific equipment class per hour, tons per man-hour, and tons per shift. None of these, however, track the over -all performance of an operation, that is, a unit of output per unit of input.For a mining operation, output can be defined as the ore for mill processing. Input includes the required components of production to get to the first step of processing.The Wesbter's Dictionary definition exposes a major fault with the popular conception of productivity. The critical issue of accountability is not addressed. Anyone can produce, but how effectively and efficiently are resources used? Quantifying an inclusive measurement is difficult. Statistics referring to an increase in productivity are often published. For example, the statement, ""gold productivity has increased by 10%"" has many potentially dangerous interpretations. One must ask, what does this statistic really mean? Did gold companies produce 10%” more gold? Were less manpower or equipment required to produce an equivalent amount of gold? Did ore grades increase resulting in more ounces of gold produced, etc. Obviously, production and productivity can have similar implied applications and meanings, but also two different, distinct meanings.To mitigate a problem like this, a standard needs to be developed within the mining industry. Because of varying ore grade, changing waste to ore ratios, different mining methods, etc. all of which have a direct impact on mining, development of a standard is difficult. Kendrick(1) discusses the use of Total Factor Productivity as a productivity measurement. Summarized, the total factor productivity measure is an indication of the change in efficiency in the use of basic labour and capital factors associated with an operation.This measurement has little meaning when calculated at a given point in time. It should be an on-going calculation, tracking an operation over a period of time, to evaluate trends. These trends can be used to determine if an operation's productivity is what it should be, and alert management to potential problems before they become major and adversely affect an operation."

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. Introduction Lime enters our daily life in many ways. Our building, chemical, agricultural, sanitary, and industrial endeavours depend on it to such a great extent that it could probably be called the most important inorganic chemical, and the extent to which it is used might be considered an index of industrial development. Industrial limes vary greatly in quality, due to internal structure and other characteristics. They may be good or bad, sensitive or slow to react. While improper manufacture may not greatly alter the appearance of the lime, it may affect its properties considerably and thus its suitability in the many processes in which lime is used. In some of the processes, one kind of lime is wanted, in others another. While the nature of the stone from which it is made has much to do with whether a lime is suitable or not, its burning and hydration are the crux of the matter. Up to not so many years ago, the knowledge of lime burning was rather imperfect and it is only relatively recently that its manufacture is approaching the state of a higher industrial art. This slow development was in part due to lime manufacture being scattered among many small concerns who, independently, either lacked the inclination or could not afford to strive for a higher technical development.

The DFI Project Information Management Systems (PIMS) Committee cooperated with the US Army Corps of Engineers (USACE) to develop a specification for PIMS used on USACE projects. Once completed the Committee developed a more generic version of this specification for general use, which is contained in this document. This first edition has simply removed the USACE-related requirements from the document. The committee will continue to work on this specification to enhance the content and also incorporate recent technological development for these systems. It is the Committee's intention that a second edition will be issued in 2022.
