Blasthole pressure is the starting point for many blast design calculations, but the way in which it is usually derived, from measured detonation velocity, indicates that more thought is needed as to its true meaning and implication. The general impression is given that the energy in the hole is defined by VoD, but rarely is this the case. VoD is defined by the energy released in the Detonation Driving Zone between the shock front and the Sonic (or 'CJ') surface, and for commercial explosives it is normal for reaction not to be complete within this zone. Reaction and energy delivery continues behind it, not reflected by VoD. Thus it would be more appropriate to use the theoretical VoD, not the measured VoD, to derive the starting pressure, since this would reflect the energy input of full reaction. In decoupled situations, the derivation of pressure at the blasthole wall using a polynomial decay concept is also of debatable value, and an alternative is offered.

Heavy mineral deposits accumulate on shorelines with interrupted sediment input. Beach deposits, which form on shallowly dipping coastal plains, are most favourable. However, shallow shelves seaward of cliffed coastlines are known to contain economic deposits. This question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. Introduction America's workforce is the heart of the nation's economy. The health of its members is a matter of national priority. Statistics show that the most common cause of job difficulties is excess use of alcohol or other drugs. Up to 75% of these troubled employees can be returned to productive careers at little expense and with great benefit to their industries. Of the 1.5 million private corporations in the US, only about 500 have alcohol treatment programs. Even fewer have drug abuse programs. It is time that the myths and prejudices surrounding alcohol and drug abuse are dispelled and help is offered. Corporations and labor unions are now finding that programs to treat these diseases benefit both the employees and the industry. The employee derives health and job security. The company sees increased productivity and decreased costs in sick pay and absenteeism. Unfortunately, three-fourths of the nation's 90.5 million workers are employed in establishments of fewer than 500 employees. In these settings, it is unlikely that either management or the unions will take the initiative in developing programs. Alcohol alone affects the health and productivity of nearly 8% of any workforce. This translates to more than 5 million employees in small business. These workers present an opportunity and a challenge. Alcohol abuse costs the nation nearly $116 billion annually. Seventy billion dollars is attributed to lost production. Medical expenditures related to alcohol are estimated to be nearly $13 billion. The National Institute on Drug Abuse (NIDA) estimates the cost of substance abuse to industry to be in excess of $4 billion a year. In addition to its economic impact, substance abuse has serious personal and social consequences. The mining industry experiences the same exposure as other industries to alcohol, drug abuse, and other employee problems. However, the existence of these problems poses special hazards because of the unique conditions found in mining. Mining has many safety and health hazards. Due to operational and regulatory practicalities, pit lakes will continue to be legacies of many open cut mining lease relinquishments. Unplanned or inappropriate management of these significant geographical features may lead to a short-term liability to all stakeholders during mining operations, or to ongoing liability to the local community and environment following lease relinquishment. However, the potential for pit lakes to provide benefit to companies, communities and the environment is frequently unrecognised and yet may be a vital contribution to the sustainability of the open cut mining industry. Improved remediation technologies are offering more avenues for pit lake end use than ever before, at the same time mining companies, local communities and regulatory authorities are also becoming more aware of the benefit these water resources have to offer. Sustainable pit lake management aims to better minimise short- and long-term pit lake liabilities, and yet also to maximise short- and long-term pit lake opportunities as well.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The geotechnical construction industry generally considers soil mixing to be defined as an in situ ground improvement or treatment method by which a dry or wet reagent is introduced into the ground and is blended with the soil by mechanical or rotary mixing tools. This results in relatively homogenous mixtures whose engineering properties are improved and are greater than the soil properties before mixing. Reagents usually include cement, but may also include processed clay such as bentonite, when a reduction in hydraulic conductivity is desired, or other proprietary chemicals when chemical stabilization is the objective. Mixing may be either shallow or deep. Shallow Mixing is the term arbitrarily used for treatment of soils within the upper 30 feet; Deep Mixing denotes treatment below 30 feet to the depth limits of the equipment. Mixing equipment may consist of single or multiple-shaft tools having cutting and mixing blades of many different configurations. To avoid using proprietary nomenclature, reference to Shallow Mixing Methods (SMM) and Deep Mixing Methods (DMM) are the preferred terms. Although originally developed and patented in the United States in 1956, in situ construction using various soil mixing methods is more prevalent in Japan and the Scandinavian countries. Reintroduced into the United States from Japan in 1986 for ground improvement and liquefaction mitigation at Jackson Lake Dam, Wyoming, acceptance of soil mixing methods has been gradual but slow. The challenge of "ore bodies getting steadily harder and lower in grade" was brought to light during the first oil crisis in the 70's. Shortly afterwards, HPGRs appeared on the scene with the promise of saving energy. This combined with developments in wear protection for the rolls ushered in a period of trade-off studies that considered the HPGR as an option to improve project economics or to even make projects feasible at all. Since then, applications of HPGRs at Cerro Verde (Freeport), PTFI Grasberg (Freeport), Mogalakwena (Anglo Platinum), Tarkwa (Goldfields), Boddington (Newmont), Penasquito (Goldcorp), and others have contributed to the creation of a formidable basket of operating experience. Collected through years of successful operation, this information has been used to validate design criteria, scale-up factors and establishing a clearer picture of what "to do" and what "not to do". This paper compares results from various mining operations using HPGRs in their processing plants. Some of the lessons learnt in different operating environments are reviewed in order to support proper implementation and operation of HPGR's. Some of the development programs that have been initiated to improve wear life of the tyres and to reduce overall operating costs are reviewed. It is timely to summarize today?s experience and analyse its implications for existing and new operations.

extremely powerful tools for building predictive and generative models. ML can be used for building highly accurate regression and classification models. But without careful data science and statistical analysis, a regression or classification model could be highly biased and completely wrong – and we may not even realise. An example rock density estimation task will be used to illustrate the potential gains and possible pitfalls in using ML and AI in Mineral Resource estimation. What could possibly go wrong? Nothing! For most simple regression or classification problems, very little. For density estimation, using the global mean may be all that is possible, but the resource classification would need to reflect the uncertainty in global estimation of tonnage. Everything! From data collection and measurement, from selecting ML and AI techniques and designing the analysis workflow to our own cognitive bias. The things that could go wrong are vast and may include but not limited to asking the wrong question, not asking questions, data bias, measurement errors, insufficient data coverage, not collecting the right variables, not collecting enough observations, collecting clustered samples, unbalanced data, filtering out data without reason (outliers), clipping data (outliers), relying on automatic feature selection, including irrelevant variables, excluding relevant variables, geological interpretation, changing context, blindly following best practice, splitting small data sets, subsetting large data sets, using the wrong tool for the task, insufficient budget to complete the analysis, not allowing enough time for testing and experimentation (the science), focusing too much on building the model (the engineering), not learning from the data, our assumptions, our preconceptions, and our skill. This paper will explore the question of how training regression models to predict rock density are affected by gaps in the data (missing observations and missing variables). What could possibly go wrong?

"The demand for minerals and metals is increasing. Head grades of ore bodies are dropping. Remaining ores are becoming finer grained, more complex, and more logistically challenging. Mineral processing – in particular comminution – already consumes a huge amount of energy. But in 20 years’ time, it will require about six times as much energy as today to meet the world’s mineral demand.Unless we do something different.As minerals professionals, it is our job to find that “something different”. The world is relying on us. Of course, we must look for new breakthrough technologies and techniques. We must find them, and we will find them – most likely in surprising areas.But what if we also already know how to make 30-50% improvements to efficiency? Just by using existing technologies, by applying modern analytical techniques, by custom designing our plants, by applying manufacturing principles, by breaking down our management silos between disciplines.The thing is, industry professionals already know this. Yet – in spite of a lot of intelligent people trying very hard – we just can’t seem to make it happen.This discussion considers why, despite our best efforts, we don’t get the best out of what we already have. Why we are wasting energy and money. Once we understand why, we can set about unlocking that value and improving industry productivity and energy efficiency. We will discuss the role that professionals and volunteer professional organisations like CMP and CEEC can play in catalysing the changes."

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

"The mining industry has made great strides in making mining safer and reducing the occurrence of mine disasters. Nevertheless, sometimes miners encounter smoke while trying to escape from a mine. Underground miners use different visual cues to help them escape from a smoke-filled environment. Foremost, miners look for primary and secondary escapeways that are typically indicated with reflective markers of various colors, with at least 11 colors available from manufacturers. Federal regulations require that escapeways be marked, but they do not specify the colors to be used. Thus, no standard color code exists and some colors can be more difficult to see in a smoke-filled mine.Researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) tackled this problem by taking a human-centered approach to provide miners with better visual information that would improve their ability to see escapeway markers in smoke, thus enhancing their ability to self-escape. What marker colors does your mine use?Does your mine use blue retro-reflective markers to indicate primary or secondary escapeways? Is your mine ready to purchase new or replacement retro-reflective markers? Color is important and blue had the poorest visibility as determined by OMSHR’s recent research investigating the visibility of markers in smoke. OMSHR researchers are not alone in their interest to improve a miner’s ability to escape - specifically when their efforts are hampered by smoke. For instance, there is a LinkedIn Mining Safety subgroup called "Standardized Color Code for Escape Ways and Returns in Underground Mines," and a recent National Academy of Sciences report recommended the development of humancentered technologies to enhance self-escape from underground mines. The mining industry has a common goal of helping improve miner safety, especially when it can be done by way of a simple and relatively low-cost solution of using escapeway colors that are more visible."

How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.

The Osterberg (O-Cell) Method makes it possible to separate the side shear resistance (skin friction) from end bearing. The O-Cell is placed on or near the bottom of a drilled shaft and after the concrete is poured and cured, an equal upward and downward pressure is applied. From the test, the load-upward deflection curve in side shear and the load-downward deflection curve in end bearing are drawn. Typical curves are shown where the ultimate load in side-shear is reached and where the ultimate load in end bearing is reached. Several examples of tests in which the test load reached ultimate loads far in excess of what was expected are shown. The side shear in rock sockets is shown to be much larger than generally estimated. Examples are given of where side shear is smaller than expected and the reasons discussed. Disturbance of the sides of drilled holes due to poor construction techniques and ways to avoid these conditions are considered. Examples of bottom hole disturbance are given and ways to prevent the disturbance are discussed. A graph showing the actual measured capacity of drilled shafts compared to the estimated capacity as a function of the hardness and strength of the soil or rock is presented.

"North America has entered a period when greatly increased attention must be given to energy .supply and demand by government, industry and individuals. Such increasing concern about energy will be a long-term phenomenon, accompanied by continuing examination of future resource development and utilization. Those engaged in or associated with mining, a major energy consumer, are likely to experience a variety of problems which are associated with the end of an era of low-cost, virtually unlimited energy supply. Their efforts, furthermore, may be subjected to escalating public and government scrutiny, involvement and control. However, ever-growing recognition of the real and urgent necessity to systematically develop new energy supplies within Canada and the United States will provide unusual challenges and opportunities for those companies and individuals with mining expertise. The vast deposits of coal, tar sands and oil shale provide a relative certainty of supply which only stands to gain in attractive ness with time. In order to benefit from this aspect of certain supply, nevertheless, synthetic fuels will have to be produced at a tolerable cost. This will always require excellent process design and engineering. As synfuels development expands to any significant production level, however, and Jess than ideal reserves are scheduled, the usual geologic-productivity complexities encountered in making ore out of low-value rock will tend to become of prime concern. It is for this reason that the services of experienced mining personnel will be in growing demand in energy production."

IT is assumed that the word "college" for the present purpose signifies technical school or technical department of a college or university. About ten or fifteen years ago, and more recently in some instances the contact between the technical school and the industry, as represented by the operating companies, was very limited. The school made no effort to place its graduates in the industry and the graduate's first position was obtained by his own or his friends' efforts; the friend often was a professor. The industries, or the operating companies, seemingly had little interest in the training of the technical graduates they employed or in seeking to discover their personal characteristics and fitness for the work. In the public mind there was little relation between technical training and industry. Such training was in the field of education; industry was in the field of business; and the interrelationship was not a matter of common knowledge or concern.

Since the independent review of fatal accidents in the mining industry carried out by Dr Sean Brady (the ‘Brady Review’), High Reliability Organisations (HROs) and their operating principles have been discussed across the Queensland mining sector. HROs are organisations said to consistently avoid serious failures, reliably delivering their organisational objectives despite operating in environments characterised by high levels of inherent risk and/or operational complexity. HRO concepts have previously found application in other similarly hazardous industries to mining. However, as Hopkins (2009) pointed out, HROs ‘are very elusive creatures that inhabit the realm of theory more than the real world’. The Queensland Resources Council (QRC) with support from the Commissioner for Resources Safety and Health initiated a review of how HRO principles can be translated to the mining industry. The review was conducted by Noetic, an Australian management consulting company that specialises in hazardous industries, including mining and metals, and has prior experience applying HRO theory.
