"Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit.The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits.Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels.Computer simulations can be run of discounted cash flow models at various taxation levels to show the impact of taxation changes on future tax revenues."

"This presentation will provide a demonstration of the methodology used in designing a modern shaft and hoisting plant utilizing a review of the challenges faced and solutions delivered for the Elk Creek Superalloy Materials Project (Niobium/Scandium). The development of the design required the review of complex hydrogeological conditions, mine production requirements, demanding capital expenditure (CAPEX) limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group (including Nordmin Engineering Ltd.) (Nordmin) was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. INTRODUCTION The Elk Creek Project, owned by NioCorp Developments Ltd. (NioCorp) presently, will become Nebraska’s first underground metals mine, built to access the Elk Creek Niobium/Scandium deposit. The development of the design for this facility required the review of challenging hydrogeological conditions, mine production requirements, demanding CAPEX limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. This paper will review the challenges faced, and solutions arrived at in a demonstration of a methodology used in designing a modern shaft and hoisting plant. THE CHALLENGES Nordmin became involved in the project in 2015, invited by the Feasibility Study Consultant to provide input on estimating and layouts for the new operation. Many of the fundamental decisions regarding mining methodology, water handling and production strategy had been made, and the scope of Nordmin’s involvement was very limited in this first engagement. Following submission of that study in late 2017/early 2018, Nordmin had opportunity to discuss the overall effort, and its many assumptions and challenges, with NioCorp’s project team. The dialogue quickly identified several significant opportunities to improve the project construction schedule and costs along with the mine production profile and operational approach while reducing project risk."

This paper, the 1965 Airey Memorial Lecture, reviews the world-wide technical advances in iron and steelmaking, and offers an appraisal of the new techniques which will be applied in the future. After a review of blast furnace operations, the continuous steelmaking process is described, and the resulting techniques of degassing and continuous casting are discussed at length. Pressure pouring, hot rolling, cold rolling and coating practices are also outlined, and considerable space is devoted to the direct reduction process. Finally, the application of the computer to steelmaking operations is discussed in some detail.

There are many compelling reasons why correct sampling schemes should be standard practice in the mining industry, yet there are numerous examples where poor sampling practices are known to exist in the business yet permitted to continue. It is not just technical issues that can be ascribed to the reasons for the continued use of incorrect methods. This paper proposes non-technical reasons why incorrect sampling practices continue, and identifies potential ways to overcome them.

This paper describes the steps taken in planning, developing, and executing a case study/ case history course in geotechnical/ foundation engineering at an international university. The paper sheds light on: how a “workable” format for the course was arrived at; the organization of the course; and the results of evaluating the effectiveness of this approach versus traditional lecturing. Problems and challenges that could arise when offering the course for the first time are also addressed. Embedded in this experience and its related protocols are: the emphases on engineering design and the practice, teamwork and leadership development, organizational management, and oral and written communication skills. The paper concludes by confirming that discussions, through an open forum, are judged to be superior to traditional lectures in improving critical thinking, cultivating desirable personal attributes, and acquiring problem-solving skills.

NYC has always been a high-profile target for both foreign and domestic terrorists. Explosives have always been the go-to tool for terrorists to bring about serious physical injury, death, and property damage in our society. Today with the anti-police movement gaining traction in the United States and anarchists groups using homemade explosives against law enforcement and municipalities, it is the responsibility of the explosives industry to ensure that every explosive product on a blasting site is secure. We must prevent the theft of these energetic materials used on projects and sold by vendors so they are not used by these terrorists. We have learned many lessons here in NYC which began with the theft of explosives used for blasting projects in NYC to supply the IRA (Irish Republican Army) 50 years ago. The liability is too significant to take short cuts in securing energetic materials. Over the years through cooperation with all agencies and the industry we in NYC have developed certain proven protocol and procedures we would like to share with the industry. An efficient and effective security plan for the logistic movement of explosives, as well as for the blast site is imperative to keeping the good name of the industry from negative repercussions and possible additional bureaucratic oversight of an industry that is highly regulated and still recovering from the pandemic. Communication, security assessments and transparency with all stakeholders and the Authority Having Jurisdiction (AHJ) will greatly improve the overall security for the blasting project. This SOP (standard operating procedure) will allow the AHJ to become a proactive partner in the security of the blasting project. If the AHJ is not a law enforcement agency, the law enforcement agency specialty unit must be notified and included in all phases of the project. The security for a blasting project with AHJ and law enforcement input starts at the inception of the project when the memorandum of understanding (MOU) is obtained, and involves the AHJ through all steps of the approval process. This includes threat assessments on new and existing structures. SME’s (Subject Matter Experts) must be present at all stages. The blasting industry and regulators must work collaboratively to improve safety, security, and create a dialogue with law enforcement and the AHJ. Relationships are built through trust, teamwork, transparency, and communication and greatly improve the safety of our great country.

New construction in metropolitan areas has direct impacts on immediate neighbors and abutters. While noise and dust are generally nuisance concerns, demolition, vibrations, excavation, and dewatering can cause structural damage to adjacent structures. Different cities, states, or jurisdictions have different regulations that dictate requirements, roles, or responsibilities for varying parties during construction. The authors will introduce and discuss risks of new construction adjacent to existing structures, and the legal framework in Illinois which requires the owner of the new construction project to provide adequate protections for adjacent existing structures. The authors, who are engineers and attorneys, will discuss technical and legal concerns, and will highlight the importance of early and frequent communication among project participants to manage risks, despite whether or not any local regulations exist to drive the process. RISKS IN ADJACENT CONSTRUCTION New construction in metropolitan areas inherently involves some combination of noise, dust, ground-borne vibrations, earth excavation, and subgrade dewatering. These issues have potential to directly and adversely affect abutters and their property. Noise and dust can be nuisance concerns, while vibrations, excavation, and dewatering can result in damage to abutters’ structures. Noise and dust are unlikely to lead to physical damage to abutters’ property, and can be controlled with limited work hours and good housekeeping practices. Vibrations and excavations, however, if not well understood, planned for, and mitigated, can result in serious damage to abutters’ structures. In turn, this damage introduces additional and often significant costs and schedule delays.

Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. The selection of belt conveyor drive systems (*) is the subject of ongoing investigation. Frequently this choice has been governed by an incomplete perspective on the major considerations. A more comprehensive and objective approach is desirable. This paper presents additional factors which hopefully will broaden this perspective. BACKGROUND Conventional belt conveyors are powered by electric or electro-mechanical drives(*) mounted at the conveyor's head, tail, intermediate return span, or a combination of these (Fig. 1). A list of the drives reviewed is given in Table I. The following are main elements influencing the selection of the drive system: 1) dynamic characteristics, 2) economic factors such as capital cost, plant spares compatibility, reliability, availability, maintainability, and 3) environmental constraints. The principal dynamic characteristics of concern are the reactions of belt forces generated by the drive system during starting of the conveyor. Another attribute for consideration is the application of multiple driven pulleys used to 1) lower the conveyor's belt tension requirements, 2) increase the expected tonnage throughput, allowing for possible drive component failures, and 3) increase the plant spares flexibility related to the drive assembly.

NiskanenThe rock mechanics papers, because of their complementary nature, were presented in succession and discussion on both followed directly. The paper on automated ventilation control at a mine in Finland was then presented and the session was closed with several contributions to this paper.By and large the papers and discussions which followed in this session showed how a classic tie-up had developed between the use of computing techniques in important fields of mining, and their practical application. In fact, the dis-cussion following the rock mechanics papers showed clearly that without the aid of high-speed digital computers the rate of progress in applied research in deep-level hard-rock mines, would have been severely hindered. Furthermore, it became apparent from the comments made by several contributors that the rock mechanics techniques and computer progress described in Deist's and Cook's papers could be used to provide useful data in the solving of rock mechanics and design problems on mines other than flat dipping deep tabular deposits.The paper by Niskanen, which described an automated ventilation control system at a mine in Finland, showed how effective computers could be in areas where the reversal of mine ventilation occurs due to severe seasonal temperature ranges. Although the system described in the paper could not be introduced easily in complex underground mines, several contributors gave examples of similar ventilation problems that could be solved mechanically,In introducing his paper, Dr Deist said that the purpose of the paper was to give a brief account of some of the programs designed by himself and his co-authors to aid in the solution of rock mechanics problems,The first system presented by Dr Deist was known as MINSIM in the South African mining circles. This system was designed specifically to aid in the solution of rock mechanics problems in the South African gold mining industry. It was particularly designed to handle tabular deposits at great depth but it has been used satisfactorily on a number of occasions to obtain at least approximate solutions in other mining situations. Dr Deist said that the principles embodied in the programs were easily extended and, in fact, there was a project in progress at that time which was aimed to do this. He said that the principles could easily be extended to shallow-depth mining at steep or very steep inclinations."

The purpose of the paper is to discuss socially sustainable development in the mining industry and the communities surrounding the mines. The discussions are based on results from a prestudy and literature review on mining and sustainable development conducted during 2013–2014 at Luleå University of Technology in Sweden. ‘A social licence to mine’ is important for the mining industry, but the social dimension is a relatively underdeveloped dimension when it comes to sustainable development in general and the mining industry in particular, one reason probably being the lack of effective methods for capturing social impacts. The mining industry and the surrounding communities face many challenges that provide both possibilities and obstacles to socially sustainable development; eg aspects such as gender, work conditions and cultural aspects. For example, a strong mining workplace culture and community identity can create strong cohesion but also lead to excluding certain groups, rejecting new ideas and reinforcing obsolete values. Other challenges include recruitment, as well as health and safety in relation to an increased use of fly-in-fly-out, contractors and automation of mining. Some challenges relate to the effects of fluctuations in the mining market. There is a lack of research that links attitudes, policies and activities within companies to their impact on the wider community, and vice versa. Future research should also include the development of methods and indicators for social sustainability relevant for mining – in other words: how do mining companies get ‘a social licence to mine’?CITATION:Abrahamsson, L, Lööw, J, Nygren, M and Segerstedt, E, 2015. An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

In recent years, coal mining safety has attained national attention due to several highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with 42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year (National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture,? and can be defined as the characteristics of the work environment (such as the norms, rules, and common understandings) that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to present the aggregated results from those five safety culture assessments conducted at underground coal mines. Additionally, some general recommendations for areas where coal mines might focus their attention as part of their attempts to improve safety culture are offered.

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

PLANTS that normally burn coal now able too obtain a substantial increase over their normal supply for their greater power needs, and also additional tonnage for extra storage against the uncertainties of the future. Many plants previously burning oil or gas have already been converted to coal, and those which must yet change to coal will undoubtedly be able to obtain ample tonnage of coal of standard quality at reasonable prices. What a contrast this is to the conditions of 25 years ago, when the shortage of coal and transportation led to prices of $5 to $6 per ton at the mines, and degradation of quality, until the already overburdened railroads were called upon to haul 100,000 ton per day of extra ash alone. This was the result of a runaway market and the loading of gob, slate, and sub-quality coal amounting to an estimated increase in ash of 5 per cent of the total tonnage hauled. The problem of getting increased steam output from inferior coal caused unbelievable reductions in the low normal boiler efficiency of that time and untold labor in firing the hand- and stoker-fed furnaces of that day.

Friction rock stabilisers, commonly termed ‘Split Sets’, friction rock bolts, or continuous friction coupled bolts are the most widely used rock bolt in the Australian underground metalliferous industry. Historically, they were used for temporary reinforcement, mainly within ore development. However, their use as primary reinforcement has grown with the demand for higher development rates at lower costs. The introduction of galvanisation has increased their longevity and pattern bolting in conjunction with weld mesh, specifically made for use in development headings, has allowed the use of friction rock stabilisers to increase rapidly with development jumbo’s undertaking the installation. The installation of friction rock stabilisers appears to be deceptively simple, particularly when compared to resin encapsulated bolts. The friction rock stabilisers capacity is a function of the borehole parameters, rock mass quality/strength, the bolt dimensions and steel quality, and lastly and perhaps the most important the operator skill levels. However, as in industry we are still seeing common occurrences of friction rock stabilisers not reaching their design pull test capacity. Pull testing the friction rock stabilisers is used to verify the installation of the design capacity. It involves loading the collar of the bolt with a hydraulic ram until the design load is reached or the bolt slips. Pull tests often show failure rates of 20 per cent or higher. This is despite over 40 years of use and with millions of units installed annually. Such high failure rates would suggest there remain issues with the quality of installation. Ground support quality assurance and quality control (QAQC) programs are needed in combination with operator training to ensure that pull test failure rates are kept as low as practical. However, there are times when despite the QAQC being completed the pull test failure rates increase quite suddenly. When this occurs, it is important to conduct a thorough investigation. These investigations often show there are several factors that are not obvious to personnel installing the bolts. To complete a useful investigation, it must also be done methodically, working through the entire process that includes less obvious factors such as steel quality and the calibration of the hydraulic pull test kit. The aim of the paper is to give mine practitioners an understanding of the complexities of friction rock stabilisers, what QAQC requirements they should be doing on-site, what can go wrong during installation and, if necessary, a process of how to conduct investigations into high friction rock stabiliser pull test failure rates.
