Abstract-The acid rock drainage (ARD) buffering capacity of mine waste is governed by its bulk chemical composition and its mineral assemblage. Conventional acid base accounting (ABA) tests can be used to predict short-term buffering, but should be used with caution to model or predict the long-term ARD buffering capacity of mine waste. ABA data for mine waste samples from four different deposit types: anorthosite-hosted magmatic sulfide nickel, dunite-hosted magmatic sulfide nickel, porphyry copper-gold, and volcanic-hosted high sulfidation epithermal silver, were compared with whole-rock geochemical and petrographic data obtained from the same samples. Our objective was to devise and test a method of predicting ARD buffering capacity based on bulk chemistry and modal mineralogy. In other words, we developed a quantitative theoretical method for calculating neutralizing potential, relying on easily obtainable and relatively inexpensive whole-rock and sulfur XRF analyses, which could substitute for conventional ABA procedures in situations where these procedures are either too costly or too time consuming. For each deposit type, models were devised that reasonably approximate the net neutralization potential estimated by the ABA data obtained from laboratory tests. Once an appropriate model has been developed and tested, portable X-ray fluorescence equipment, already used for grade control at many mine sites, could provide the wholerock and sulfur analyses required to estimate the ARD potential of the waste material. Although this approach is not intended as a substitute for the legally mandated ABA test procedure, it could facilitate the timely and cost-effective management and mitigation of ARD at a mine site.

The objective of this contract was to review the results of the Rushton Mining experiment in work organization and design, to explore the extension of knowledge gained from Rushton to other underground coal mines, and to conduct a search for a potential mine site for a demonstration project. The primary focus of the contract was on a search process to provide the research team with the opportunity to evaluate the different potential experimental sites, in order to select one or more with the highest potential for success. This search process also provides the various levels of union and company officials the opportunity to fully understand the context of the research before making a decision on whether to participate. While the search project failed in its attempt to locate a specific mine site, the research team believes that this is not a rejection of the actual project but rather extreme caution because of the uncertainty within the UMWA.

The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?

Of the three projects, particularly the extensive Nimitz II (downtown) project, a single system, which was part of the operation, was used to control the spoil. Spoil control was continuous with the work since a vacuum truck and crew was used to suck up the spoils as they came out of the borehole. So, the whole job was kept clean both during operations and at the end of the shifts. On the Sand Island project, a double system was used. Larger spoil quantities were contained within the shaft limits during the work and the cleanup or disposal of the spoils was performed during excavation.

In a survey conducted by symplexi with underground miners in Australia; 78 per cent of participants believed that ‘safety’ is all about people. If ‘safety’ is about people, then is the mining industry focusing on the wrong thing? It would be fair to say that the mining industry is heavily systems focused. Companies develop a safety management system and use this to show regulators that they comply with legislation – however, that is only half of the picture.

Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country's world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom' - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. ANY one of the mining engineers who spent three years under the benevolent and protective custody of the military forces of His Imperial Nipponese Majesty will admit that he has survived a most disagreeable experience, but our friends here in the States all demand that we tell them something about our thrilling adventure. Many of the younger men who were on Luzon in December 1941 joined up with the Army, either as civilian technical employees or through their reserve officer status. They served through the Bataan and Corregidor defense and had five months of thrills and hardship, if that is what constitutes adventure. Unfortunately, too many of them are not alive to tell their stories. But for most of us, our internment as alien civilians was just one long, drawn-out pain in the neck. Yes, we starved; yes, we contracted beriberi, dysentery, typhus, dengue, and for a while had no quinine to fight the ever-present malaria; but these things are not exciting, neither is the account of them interesting. Our contingent from Mindanao, 250 .in number including 25 mining men, went through one period of starvation at Davao. When the activity of the Allied fleet interfered with the importation of staple foodstuffs, and the natives stopped bringing fruit and vegetables into the market, the food situation became acute, and in December 1943, with stocks in sight and in prospect insufficient to provision their own soldiers, our custodians decided that we must be moved to Manila. The story of that ten-day voyage in an antiquated Jap freighter is too disgusting to tell, but hardly more adventurous than the account of a game of solitaire.

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Interviews of 48 miners who escaped underground coal mine fires revealed that none of them had ever, before that incident, worn their self-contained self-rescuer (SCSR) either in training or in a real emergency. Consequently, they were ill-prepared to use this emergency breathing apparatus. One persistent problem stemmed from the fact that miners had no notion of breathing resistance, nor of the fact that it would get more difficult to breathe the longer they wore their device. As a result, many of those who were interviewed had simply removed their mouthpieces and breathed ambient air. This is obviously behavior that should be trained out of the workforce. Unfortunately, because of high costs and difficult logistics, miner training is unlikely to ever include donning and wearing an apparatus on a regular basis. In order to give workers a better idea of what to expect from their devices, therefore, the National Institute for Occupational Safety and Health researchers developed a tabletop (paper and pencil) simulation based upon actual predicaments evacuees had reported encountering. The simulation is designed to emphasize important points related to donning and wearing a self-contained self-rescuer in a mine fire escape, and, by doing so, to bring miners' expectations more in line with what their actual experiences would be. The simulation was field tested in six training classes at three different mining operations. In all, 99 individuals were involved in completing the exercise and rating its properties. In their ratings 88% of the respondents indicated they thought the scenario could definitely happen in real life, and over 80% agreed they had learned something new. From the field test data it was concluded that the simulation had authenticity and potential value as a teaching tool. The simulation was therefore used in a pre-test/post-test control group experiment to determine whether it led to improvements in miners' scores on a true-false test of their SCSR's functional capabilities and proper usage. Eighty-three miners were included in this part of the study. As expected, miners who had participated in the training exercise scored significantly higher on their post-test than miners who had not.

In the March/April 2006 issue of the Journal, we published an ethical dilemma called “Blowing the Whistle.” We received many interesting responses to the article as requested. Some of the responses are printed here. We’ve also included “Blowing the Whistle” again in this issue as a refresher on page 37. Dear Editor, It is in my own personal belief that it would be extremely important if I were the blaster to take the following steps. 1. Hold an immediate emergency meeting with the contractor to convince them to stop work at this point.2. This meeting would need to be held with all powers that be in this construction company. This helps eliminate the hearsay (excluding the farmer). 3. Explain the entire situation to the contractors as it has been presented to the blaster by the farmer. 4. Recommend calling in an engineering or geological firm with the expertise to investigate this matter immediately, and take all immediate action based on findings. 5. Follow up with farmer allow him to speak, (a.k.a. vent) and assure him proper steps are being taken to come to resolve this matter. 6. Be a good listener, and communicator with the farmer while investigation is being conducted. 7. Should the contractor not want, or take any of these recommendations, the blaster himself and his company should question even working for this company ever again. This in itself would not be the class of people we would want to be associated with EVER.

Numerous worthwhile benefits accrue to the industrial organization that is supported by a maintenance organization performing at a world class level. That organization will be favored with consistently reliable production equipment. It will be assured of meeting production goals. Its product will exceed marketplace standards. Its customers will see them as a quality organization. Its employees will enjoy job satisfaction and the plant will realize continuing profitability. Every industrial plant aspires to achieve ?world class? status knowing it can compete favorably with the best, most profitable organizations in the world. The trick is to achieve the attributes that qualify your organization for world class status. But there are no world class maintenance organizations. Rather, there are world class industrial organizations that include a world class maintenance organization. Maintenance, by itself, is a service provider, dependent on the support and cooperation of other departments. When that service is exceptional, it is made that way because maintenance is operating in a plant environment that requires it to be exceptional. Managers have created an environment in which maintenance can be exceptional. The plant, mine or facility manager must acknowledge from the start that maintenance is not a stand-alone effort of a plant maintenance department. It will require the joint efforts of all plant departments. Quality material support and full cooperation from operations, for example, are among the essential requisites for effective maintenance and achievement of world class maintenance status. When attributes such as these are reinforced by dedicated plant managers, profitability soon follows.

Thank you Mr. Chairman, Ladies and Gentlemen of SME-AIM? for this opportunity to talk to you about, one of the most interesting and challenging facets of our mining industry. Because the need was then -we built in 1964 what is still today, one of the most sophisticated AC mining machine simulators for this or any industry. It simulated the electrical controls and circuits of an AC shuttle car. The student activated the controls on the main console, which represented the elementary control and power circuits. Its accompanying slide-tape program, student manual and worksheets provided our customers with an effective and highly motivational means to teach their face mechanics: 1. practical AC circuit and motor theory 2. print reading 3. troubleshooting techniques Nearly 10,000 men have put in over 100,000 manhours of training on the AC panel and its DC counterpart. The DC panel was modeled after the 14BU10 Loader. The success of these larger panels pointed out the need in our industry for an orangized, basic electrical program designed around mining machinery components & circuits. But probably more importantly, they brought to light the tremendous thirst for upgrading by our industry's employees. We then turned our attention to developing programs around very basic panels. The resulting programs were designed also to assure maximum student involvement.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

Sustainability of lignite mining in the Rhenish lignite mining area is ensured by a preceding study of the overall project, with the involvement of all those affected. The supporting holistic consideration of the various sustainability elements is essential for a later balancing of the several ecological, economic and social concerns. In what follows, a brief overview of the Rhenish lignite mining area is given as introduction to the focus of this report, which is on sustainability, starting with the approval procedure under regional planning law incl. opencast mine planning, and extending to concrete on-the-spot implementation, taking the Garzweiler II follow-up mine as example. To illustrate the issues involved, an account is given of some selected sustainability elements.

Predicting when and at what rate seepage will occur from waste-rock facilities is becoming an integral part of permitting and closure at mines situated in dry climates. Such predictions require development of a conceptual framework that accurately describes how water will percolate through a waste-rock facility. Also needed is a detailed hydrological characterization of the waste-rock facility, including measurement of the hydraulic properties of the waste rock and any potential cover materials. This paper presents a conceptual framework describing unsaturated water flow in a waste-rock facility and describes methods for characterizing the hydrology of a waste-rock facility in a dry climate. The methods are designed to collect site-specific data to support accurate and defensible predictions of long-term seepage rates.

Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

Members of AIME, I read to you now a portion of a very fine business letter which we received several years ago. This letter originated in Rangoon, Burma, and reads in part: "Rest assured, if your goodselves see with us eye to eye, sure as certain we should get the business". I don't plan to give anybody "the business" today, but you can rest assured that if some of "you goodselves see with me eye to eye" on what I am about to discuss, I would be most pleased. My talk with you today will discuss the Federal Corporate income tax and its effect on our lives as engineers. In the-engineering-construction business we are faced with all the usual form of taxation which includes such items as sales tax, use tax, school tax, contractor; gross receipt tax, import duties and excise taxes, severance taxes, etc, adinfinutum.

Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. Furthermore, monitoring programs in mining contexts provide a good opportunity to better understand long-term ecological patterns and test the application of more rigorous modelling approaches as the life of many mines tends to be greater than ten years.CITATION:Lechner, A M, Arnold, S, Fletcher, A T, Gordon, A, Erskine, P D, Gillespie, M J and Mulligan, D R, 2012.
