At the Annual Meeting of this society, held in Halifax last year, a paper entitled "Closed System Breathing Apparatus" was read by I. C. Mackie, metallurgist, British Empire Steel Corporation. Coming from such an authority it was most instructive and illuminating. The purpose of the paper was to emphasize the necessity of a full supply of oxygen and the danger of oxygen shortage in the use of rescue breathing apparatus. In connection with this he pointed out: "In times of emergency, when life is at stake, rescue men cannot be restrained from using their utmost endeavor, and unless the apparatus is adequate to meet the heaviest load, the result may be fatal to the wearer. The body's demand for its oxygen requirement is absolutely imperative and must be granted at once. We can do without food for many days and without water for many hours, but we cannot do without full requirements of oxygen even for a few minutes. Furthermore, the victim of oxygen shortage gets practically no warning. He may fall helpless or unconscious before realizing that he is in a serious condition." Hence the necessity for expelling all the nitrogen from the breathing-bag and filling it with pure oxygen; also filling the lungs of the wearer with oxygen before he begins to use the breathing apparatus. This practice is general at all the collieries under the British Empire Steel Corporation.

As mining projects get larger and more complex there is a need to examine the use of project management techniques developed for large construction projects in order to ensure completion of the project on time and budget. In recent years the construction/civil industry has sought new methods to ensure that multimillion dollar projects involving multiple contractors, working in an increasingly legislated work environment, are delivered to the clients satisfaction. The paper describes these methods, which range from program management to systems and tools to gather all project information such as schedule and cost, and relates how these can be applied to large international mining projects. The paper also describes the benefits that an independent project manager can bring to a client or owner?s team by setting up the relevant organization and controls together with the appropriate contract and procurement strategy.

A SYMPOSIUM on current. conditions in Mexico, particularly in the oil and mining industries, was a most successful feature of the May meeting of the New York Section of the A.I.M.E. Heath Steele, vice-president of The American Metal Co.. Ltd., with an intimate knowledge of Mexico gave the principal address, and asked that his analysis of the present situation he regarded neither as an endorsement of Mexico's policy nor as the criticism of a disgruntled operator. To explain the .attitude of the great mass of the Mexican people towards recent developments, he first described briefly the political, social, and religious beliefs and customs of tile Mexican Indian. In spite of their contact with foreigners these beliefs and customs have remained unchanged throughout many generations. The old communal spirit and the idea of common ownership of the land still persist especially in the rural districts and villages; the old custom of a council for local self-government is reflected in the present-day labor committee. Mr. Steele discussed in order land oil, and mines.

Your challenge is to transform those concepts into action and give life to the ideas discussed here. The notion of achieving limitless productivity produces peak levels of enthusiasm in today's mining leaders. Highly-productive mines do not happen by chance --they are created by progressive leaders. The quest for productivity improvement, exclusively through capital investment and technological advances, is an incomplete process. Improvement, through capital and technology, is often not achieved because we fail to energize the true potential and commitment in our employees.

The annealing and pickling line n. 1, responsible for the production of stainless steel 3xx, 4xx and 430a in thicknesses from 4 to 0.4 mm, has two vertical strip accumulators. These are intended not to let the material exceed the determined time in the furnace and in the pickling, and consequently do not cause defects like burning and excessive pickling. Strip accumulator n. 1 avoids the line from stopping during welding execution of the coils in the welding machine. In sequence, the strip accumulator n. 2 avoids the line from stopping at the end cutting of the tips, and in the coils removal from the pickling. The strip accumulators have a roller table that during the strip accumulation moves vertically downwards while its counterweight moves vertically upwards, and do the inverse movement when the material is released. On December 12th 2018, the failure occurred in the strip accumulator n. 1, where it was verified that the shaft of one of the pulleys had been fractured by high-cycle mechanical fatigue, which was characterized by alternating bending. With the fracture of the shaft, occurred the unevenness of the counterweight that damaged the guides. Failure analysis of this occurrence was based on the PDCA methodology, when was verified a weld between the shaft and the pulley. The analysis of the microstructure transformation in the molten zone, in the heat affected zone and in the base metal was carried out in an optical microscope, and no abnormality was observed. It was also carried out the end test by penetrating liquid, finding an inadequate weld in its geometry, as well as longitudinal trunks along the center of the weld bead. However, after a huge investigation of the causes, it was found that the failure was triggered by an inadequate design of the pulley shaft. It was also verified that the shaft had an open measure, inadequate for the operational context. After the analysis, action plans were drawn up based on the FMEA methodology to inhibit the failure recurrence.

CALCULATING the average grade of a gold deposit is a problem that presents certain unique difficulties. Particularly troublesome is the fact that the average of the samples taken from a deposit is likely to be higher than the grade of the ore that is eventually mined, even when allowance is made for dilution and other factors resulting from the mining operations. It would seem that this situation is due to the presence in the deposits of structural peculiarities which have not been properly taken into account, since estimating the average grade of the broken ore produced from the deposits does not present the same difficulty. It is therefore evident that structural considerations are of prime importance in estimating the grade of a deposit. This fact is clearly realized and taken into account in cases where the boundaries of the orebodies and the variations within them are easily recognized. But in many gold deposits this condition is not satisfied, a circumstance which can be regarded as the main source of difficulty. Lacking definite information concerning the structure, we are apt to use certain procedures which are either empirical or based on general probabilities.

EITHER the 2300 people who came to the Annual Meeting were in a better frame of mind or they were resigned to their fate, or it was a better meeting than usual. Whatever the reason, at the 1nstitute?s 148th meeting the attendance was better than ever before, things went more smoothly than in some previous years, and complaints appear to have been almost entirely absent. Patience was sometimes reauired but. almost without exception, it was forthcorning the well-known recession seems to have given many members enough leisure time to come to the meeting without depriving them of the tangible wherewithal to come.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.

Shutdown is a generic term for what may be called an Outage, Turn Around (TAR) or Overhaul etc. Running a plant shutdown well has always been key to the financial contribution of a mine. However, something important has changed. The post pandemic reality is that it is harder to retain workers and many of those near retirement just didn’t come back to work. This is creating a shortage of experienced people and a workforce that changes employers easily. We are seeing the impact of this manifested in the erosion of established maintenance and supply chain processes that now struggle to yield the plant runtime that could once be taken for granted. The scope, cost and duration of a shutdown varies widely depending on the nature of the work and the equipment being renewed. The PM of an electric shovel might require a week of downtime and cost $100,000. A gold plant may need to go down for 3 days when its time to change mill liners and cost $500,000. A turnaround in a refinery can take more than a month and cost multi millions. Despite the huge differences.

Introduction Cylindrical grinding mills have been used for a long time, but during many years of testing no methods were established that gave consistent results. The work by both scientific investigators and operators led very often to contradictory conclusions, and each millman was very much 'on his own' when trying to find the limits for working of his ball-mills. Fred C. Bond, in the introduction to his paper on Wear and Size Distribution of Grinding Balls, freely states that the mathematical immaturity of the grinding process "is the cause of many inefficient designs and installations as well as of much poorly oriented experimental work", and evidently he sees the solution of all our grinding problems in the discovery of the fundamental laws "which can change the empirical art into a mathematically exact science". While the writer is in complete agreement with Mr. Bond that grinding is governed by fundamental laws which can be expressed by mathematical formulae, there are so many variables in grinding, all interwoven with each other and mutually influencing each other, that the coalescing and merging of all these variables into a harmonious mathematical whole appears to be a homeric job. However, a light appeared on the horizon when it was proposed that power be used as an index of the grinding operation. It is pertinent to quote Gow, Guggenheim, Campbell, and Coghill from their paper on Ball Milling, in which they say: "Much of the past literature devoted to the subject has been concerned with the Kick-Rittinger dispute over evaluating grinding, or with dissertations on ball paths and the closely allied impact versus attrition hypotheses or with the exclusive consideration of certain specific variables, such as mill speed or circulating load, irrespectve of the other factors in operation. Such subjects may be dismissed with but little discussion in what may be called, by comparison a new philosophy in the stud of ball milling. Briefly this 'new philosophy' consists ' of using power as an index of the mill operation, and investigating grinding from the standpoint of set and induced variables with emphasis on the latter". But it is safe to assume that it was the work by E.W. Davis, H. E. T. Haultain, F. C. Dyer, A: M. Gaudin, J. Gross, S. R. Zimmerley, and others, that cleared the path for the authors of Ball Milling and induced them and A. W. Fahrenwald to look farther afield and thus to establish a far-reaching relationship between the power and capacity and the diameter of the ball-mills.

Unlike most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are—I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital—it is not those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his approach to the problems of metallurgy, his broad-mindedness and fairness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude—his refusal to accept them as masters—that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united. Howe's Discussion of a Creep Problem I have often wished that Howe were still with us to turn his keen insight upon the problems of the use of metals at high temperatures, a field much studied but still very hazy. Indeed, 53 years ago, in a paper1 before this Institute, Howe stated a problem closely allied to some that still perplex metallurgists and engineers dealing with the high-temperature field. Howe was intrigued by a report2 from another old master, Robert Henry Thurston, on the behavior of annealed vs. cold-drawn iron wire, and in order to broaden the foundation for metallurgical generalization, Howe made experiments of his own on copper and silver. This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

Section 709 of Public Law 95-87, "Surface Mining Control and Reclamation Act of 1977," requests the National Academy of Sciences to determine if the standards of the act are applicable to minerals other than coal. The Academy has established the Committee on Surface Mining and Reclamation to respond to this charge. The committee is, itself, organized to be responsive to the varieties of minerals, environments, mining systems, and locations that are representative of U.S. mining systems. It is not the charge of the committee to write trial legislation, but to indicate whether or not technology, extant or proposed, is available to meet the standards of the law, and at what cost. It is within this set of conditions that the committee will examine blasting.

In 1972 the Kentucky State Legislature enacted House Bill 625 which was known as the Kentucky Blasting Law. This law was enacted primarily to stop problems associated with surface mining, but when it was enacted all industries using explosives were included. The bill was assigned to the Department of Mines and Minerals which created a Division of Explosives and Blasting. At that time, this division only had regulations concerning blasting. One should make a distinction between blasting regulations and other explosive regulations. Blasting is the actual use of explosives, the control of the blasting operation, how much is used, at what distances to buildings, the yardage, and other actions associated with the detonating process, explosives regulations generally including safety to the personnel and the storage of explosives.

The Faculty of Engineering at the University of the Witwatersrand and the Mining Technology Division of the CSIR have co-operated to define the problems associated with deep level mining and in this paper they will identify what they consider to be the critical areas requiring technological solutions. This perspective will then be applied to work currently being carried out by both the organizations and gaps for additional developments will be identified. Finally the Co-operative Research Centre methodology operating in Australia is described. The purpose of this CRC is to provide a vehicle for R&D co-operation to develop and implement technologies which will increase the competitiveness of the mining industry. A further objective is to develop an appropriately skilled human resource base.

Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.
