The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

You may think long before this talk has been completed that the speaker is belaboring the obvious. Please let me put to rest here and now any doubt which you may have in this regard by assuring you that is precisely my intent, and for a very specific reason. We all profess to know and recognize the obvious, but I am impressed increasingly how often we forget or fail to act upon the obvious. Shortly after starting my first job upon graduation from college, I was asked by my boss to participate in a course on practical communications, particularly as applied to conveying proposals effectively to the client -- be he customer or company president. The concept or philosophy underlying this program was so simple and obvious that in my youthful brashness I saw only a gross waste by the company of e good, solid $1930 in compelling me to take the course. The sequel to this experience occurred about five yews ago when I was directing a 300-man marketing group. At that time I enrolled a dozen of my department heads, and subsequently about a hundred other personnel, in the contemporary version of that sane program. Why? -- because they all knew the obvious, but I could see how imperfectly they were implementing it. Truly, a wide chasm exists all too often in our beliefs on the one hand and our practices on the other.

Fatigue is it the newest buzz word or is fatigue a real phenomenon that is creating safety and organisational risk for you? There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. For many years the impact was not measurable, hidden out of sight and, quite frankly, written off as the infamous ‘operator error’. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. Caterpillar Safety Services has assembled an extensive and exceptional set of technologies that will provide the best methods and data to measure the impact of fatigue. This case study focuses on analysis of sounds inside a house induced by blasts as result of surface mining coal in West Virginia and how to better communicate technical information to the public. The field study included a house wide vibration and sound monitoring system installed in a home which was subjected to blasts at varied distances and direction. The structure response was separated into ground vibration and airblast induced movement due to the differences in their times of arrival. This signal was then compared to the sounds recorded to determine which component of blast (ground vibration or airblast) induced the maximum sound. Findings shows that blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast. While for blasts beyond this distance the maximum sound response was caused by ground vibration without exception. The kitchen generally created the most sound. The second phase of the study was to gauge the public’s response or preference to technical information. Three hundred and forty eight (348) telephone surveys were conducted in Logan and Boone counties West Virginia. Based on the survey, the public prefers units of pounds per square inch (psi) for airblast and millimeters of displacement for ground vibration. Ultimately a public relations plan was developed based on the results.

THIS PAPER has resulted from a preliminary draft of a background paper prepared anonymously for the Science Council's Special Study of the Solid-Earth Sciences in Canada. The draft was circulated to eighty-four Canadian geologists; forty-eight of these responded with criticisms of the draft. All critical re-marks were considered carefully and most have been incorporated in the final paper in an attempt to balance the author's bias, although this bias undoubtedly still appears. Indications of support for a particular statement or section were also helpful, because many of these contradicted criticisms and enabled the author to judge the consensus. Thus, all criticism could not be incorporated because the referees did not agree. It is interesting that some remarks were con-sidered overstatements by some and too bland by others. The most perplexing critical comment was one which suggested a new author was needed, and went on to name the existing author as the most likely candidate.

WHEN the price of crude oil was advanced on July 26, 1928, with some 4,000,000 bbl. daily of potential production shut in under proration regulations, and with as much more new production shortly available from semi-proved undrilled reserves, students of the oil industry were made to realize that a new order of things now prevailed in petroleum economics. A new interpretation of the law of supply and demand had taken the place of the archaic method of influencing current production by changing crude price levels. Proration had caused the change. The long period of over-production just experienced, the prospects of a potential over-supply far into the future, had set up certain forces which brought about some fundamental changes. Their cause, effect and future influence can best be developed by a detailed study of the history of the period since war-time regulation

Over the past decade the use of BIM in the AEC industry has grown several fold and with it the number of standards available for implementing BIM. The ?National BIM Standard? by buildSmart Alliance, the ?Contractor Guide to BIM? by the Associated General Contractors of America, the ?BIM Project Execution Planning Guide and Templates? from Penn State University, the ?BIM Roadmap? by the US Army Corps of Engineers are some of the several BIM guidelines that are currently available to the AEC industry practitioners. Some of these guidelines are as comprehensive as defining BIM and the associated taxonomy while others are meant to be used on an individual project basis. From a contractor?s perspective one of the key benefits of using BIM is for the purpose of collision detection and coordination. This research has found that currently available guidelines do not address these issues adequately. For instance, the currently available guidelines do not allow the subcontractor to quickly communicate issues such as naming conventions and color schemes within the model, to the general contractor. Consequently general contractors and sub-contractors find themselves making changes to their BIM deliverables based on each other?s abilities and levels of adoption, apart from reason?s stemming from use of different software platforms. This paper describes how a group of contractors and subcontractors from Atlanta and Birmingham in the United States came together to create and adopt a ?Coordination Guidelines for Virtual Design and Construction?. These guidelines were specifically created with the purpose of streamlining the construction coordination process using BIM. This paper describes how the guidelines created differ from other guidelines currently available in the industry.

This semantically ambiguous title purports to describe an examination of the question of automation and its effect on the industrial worker. More explicit titles might be "Painless Automation" or "Mechanization without a Sting" or, if I may steal a few phrases from the title of a recent interview Pith John L. Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

The total number of tailings accidents has reduced from over 50/decade in the 1960s-1980s to less than 30/decade in the 2000s to 2010s. However, the rate of significant tailings dam failures has not been reduced. The significant tailings dam failures the mining industry experienced in the recent history include: Merriespruit, South Africa, 1994; Los Frails, Spain, 1998; Kolontár, Hungry, 2010; Mount Polley, Canada, 2014; and Samarco, Brazil, 2015. The conventional Factor of Safety approach itself may not be enough to further reduce the rate of significant tailings failures due to its limitations such as uncertainty. For example, the same factor of safety could have a vast range of annual probability of failure for different tailings dams, and insufficient consideration of failure consequence. This paper presents a risk based approach for design with the objective being to minimise tailings dam failures, especially those significant tailings failures with high consequence and low probability. This approach includes risk based design and risk management using bowtie tools. In the risk based design, quantitative analysis will be used to estimate the annual probability of failure and the tolerable failure criteria is linked to the consequence category. Bowtie analyses will be used to understand hazards and risks and identify and select independent controls that are effective in preventing and mitigating catastrophic failures. Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

If I should appear to criticize some of his findings and arguments, I do not want to leave the impression that I do not appreciate the article; I think Mr. Barbour has been painstaking, and even where one might not agree with his conclusions, he has opened our eyes and stimulated us in our search for the truth.' It might be well to define the term "secondary copper" and to make a few remarks about the origin and the reasons for the variation of the supply. Mr. Barbour has touched on these points, but not sufficiently to make them clear to those not in the business.

IT has been said the British Empire was built on British Coal. In all the postwar planning for Great Britain the necessity for producing cheap coal and the prosperity of the coal industry are given first consideration. On Jan. 23, 1945, there was released in London a "Report to the Colliery Owners" which had been awaited with great interest. This was entitled "A Plan for Coal" and was the recommendation of Robert Foot, chairman of The Mining Association (Colliery Owners), prepared at their request. Presentation of the "Plan" at this time is particularly significant as it is an answer to the demand for nationalization of the coal industry by the Labour Party and at the same time is a carefully considered program for postwar reconstruction, prosperity, and stability. In the words of Mr. Foot, If the coal industry for the first ten years after this war is to find itself in a situation similar to the one it occupied for the ten years following the last war, with its record of disputes, strikes, stoppages, short-time working, unemployment, and, with it all, a completely insufficient margin of profit, and all the insecurity and instability in our basic industry that was brought with them, it is goodbye to any real prospect of full employment, social security, and high standard of living. To present an elaborate review of the conditions which have brought to a crisis the unfortunate situation in the British coal industry is here unnecessary, but certain of the salient points

There is a strong need in North America and other major steel producing markets where major capital investment in new equipment has been minimal over the past several years to make improvements to existing casting machines. In many cases, very cost effective improvements can be made to existing equipment in order to maximize the efficiency and production of an older designed continuous caster, a classic caster. SMS Group and its predecessor companies have been maintaining continuous casting molds for over forty years. This experience has allowed SMS Group to intimately understand the advantages and disadvantages of each design. The most vital component of the continuous caster is the mold copper design, as it has the most influence over the ability to cast a quality product. Updating to a modern copper design is less complicated than most steel producers think and the benefits are significant. "In March 1988, old Denver flotation cells were removed from Dickenson's Arthur w. White Mill, and a new flotation circuit, consisting of four Prochem rougher cells and a Hydrochem agitated cleaner column, was commissioned. The refractory portion of the gold in the ore is associated with arsenopyrite, therefore the flotation circuit is set up to produce a saleable sulphide concentrate. Tailings from the leach circuit are conditioned prior to being pumped as feed to the flotation circuit. The prototype Hydrochem agitated column has been in operation as a single cleaner stage for rougher concentrate. The effect of flotation circuit changes on gold recovery data, as well as cleaner concentrate production, and development work to achieve the target results, have been investigated. Flowsheet modifications and the resulting circuit performance data, along with test results to date, will be presented.INTRODUCTIONThe mill is capable of treating 1000 stpd of ore averaging approximately 0.30 oz/ton Au. The ore is crushed and ground to 75% - 200 mesh. Gravity concentration, cyanidation, and Merrill - Crowe precipitation yields 84% gold recovery. Detailed descriptions of the comminution, gravity separation, and leaching circuits, as well as background information have been presented elsewhere (Suttill, Van Weert et al). The target cleaner concentrate grade is 1.0 oz/ton Au for custom smelting and refining. Historical gold recovery values of the old circuit was approximately 20% of the gold present in the float feed at the target grade. The recovery value objective set for the new circuit during the planning stages was 50% of the gold present in the flotation feed at 1.0 oz/ton Au in cleaner concentrate."

South Africa has the world?s largest in situ deposits of platinum group metals, but economically exploitable resources are shrinking due to escalating costs and technical challenges. The South African National Research and Development Strategy comments that an increase in the knowledge intensity of the resource-based sectors is required to turn these resources to account. Highly trained human resources, continuous improvement, technological innovation, and smart acquisition of know-how will become the major differentiators in the global mining market. Mechanization and, ultimately, automation in mining have the potential to reverse the negative mining trend and resolve safety and other challenges. However, the adoption rate of mechanized mining in platinum (and hard-rock gold) has been slow for various reasons. Changing systems from conventional drill?and-blast to continuous mechanized mining is a big step-change endeavour. The problem of transformation is discussed, and the discipline of systems engineering is examined because of its successful application in aerospace and defence.

"SynopsisMining value chains are dynamic systems and should be managed according to systemic flow-based principles. This includes a detailed focus on the impact of variable geological conditions on material flow, product quality, and production cost, visibility of the total mining system to operators and managers, as well as the synchronization of resources and activities in downstream processes. Thirty mining operations across the African continent were studied to establish to what extent systemic flowbased principles are applied in day-to-day operations. The study indicated that although most mining operations have identified the relevant geoprocessing variables, only a small number apply this information in a flow-based management approach. Most mining operators do not focus on developing a clear flow view of the mining value chain and on making it visible to operators and managers to enable them to optimally set and reset operations. Daily synchronization of geoprocessing variables is limited to a small number of variables, e.g. synchronizing ore hardness with drilling or milling requirements, in less than 30% of the operations evaluated. Operations where these principles have been adopted reported a noteworthy improvement in performance. The study indicates that notable potential exists in most of the operations evaluated to implement flowbased management principles, including geometallurgical principles. This can significantly improve value chain performance without exorbitant capital layouts and enhance ROCE. IntroductionObjective of the studyThe study seeks to establish to what extent systemic flow-based principles have been adopted in the southern African mining industry and the implications thereof. Specific attention is given to the importance of defining and managing geoprocessing dependencies (geological variables directly impacting mining and plant performance – the geometallurgical approach), establishing a flow view of the mining system, which typically includes a dashboard of the flow of ore/product quality and cost from the mining face to the customer, and limiting the impact of dependencies through synchronization of activities and resources, e.g. ensuring that a continuous miner does not wait for a roofbolter, or that reagent addition rates are matched with a specific ore/concentrate composition."

Computations and allowances for mine depletion for Federal income tax purposes depend upon the meaning of certain terms in the pertinent provisions of section 114(b) 4 of the Internal Revenue Code. Unfortunately, but one of these terms is defined in the Code. Congress left it to the Commissioner to define the other terms in the Regulations. Even though the Commissioner, through his staff, labored long and earnestly to draft these definitions they have not been satisfactory to the mining industry, because the definitions in the Regulations and the interpretation placed thereon by the Commissioner do not state what the industry believes to be the clear and obvious intent of Congress. Consequently serious and prolonged disputes, unduly delaying the settlement of Federal tax returns involving percentage depletion deductions are continually arising between taxpayers and the Commissioner.

Much has been written and many discussions held on the virtues (and evils?) of a Company-owned motor fleet. Almost invariably these dialogues take a generalized form and thereby lose something since the individual circumstances, geography and philosophy - particularly in diverse industries, is never quite the same. In considering the nature of my remarks today, I felt a departure from the general approach might be in order, and in lieu of that, will attempt to present a concise picture of how we in the Lehigh Portland Cement Company view this problem and the steps we have taken in our efforts to solve it. At the outset a word may be in order about the Lehigh Company itself, what we do, and the problems that confront us specifically as well as the cement industry at large. We are primarily a manufacturer of portland cement operating 10 plants with a total annual capacity of about 23,000,000 barrels. We market this material in 30 states, shipping both from the plants directly as well as through a system of 18 distribution terminals. About 150,000 truckloads of cement are shipped to customers each year.
