This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

"The construction of the new Scissors Creek shaft at the Rocanville mine, the first potash shaft successfully completed in Saskatchewan Canada since 1979, is summarized here. Located 15km from the existing Rocanville surface plant, this new 6 m inside-diameter, 1121 m deep service shaft was built for fresh-air ventilation and access. Shaft construction in the Saskatchewan sedimentary basin involves sinking through five different rock-types: glacial tills, shales, sandstones, carbonates and salts. The first four rock- types are all water-bearing, and the salts will dissolve in water. This results in five different sinking challenges and requires five different shaft lining designs. The upper 580 m of rock (the till – shale – sands sequence) was frozen before sinking, and grouting methods were used for water control through deeper carbonate levels. Challenges that were faced and overcome during shaft sinking are reviewed, and ideas that future operators working in sedimentary basin environments might consider in order to avoid these difficulties are discussed.INTRODUCTIONThe Nutrien Inc. (formerly Potash Corporation of Saskatchewan Inc. / PotashCorp) Rocanville potash mine in southeast Saskatchewan, Canada has been in continuous production since 1971. Devonian potash, formed approximately 380 Mybp, is mined in a sedimentary basin environment at approximately 1000 m depth below surface in this area of Saskatchewan. The predominant use for finished potash products is fertilizer: potash fertilizer is concentrated and nearly pure KCl (i.e. greater than 95% pure KCl). Currently 10 potash mines are in operation in Canada, all in Saskatchewan. In 2018 Saskatchewan mines produced ˜ 23 million tonnes of finished potash products, which is approximately 35% of World demand of ˜ 66 million tonnes for the year (e.g. Nutrien Inc., 2019).In November, 2007 it was announced that the Rocanville potash mine would be expanded to increase production from 3.0 Million tonnes per year (Mtpy) to approximately 6.0 Mtpy of finished potash products, requiring an increase in hoisting capability from approximately 9.0 Mtpy to over 18.0 Mtpy. The Rocanville potash mine has historically been accessed through two shafts: a production and ventilation exhaust shaft, and a service and ventilation fresh-air shaft located approximately 200 m from each other. All surface offices, processing facilities, etc. are situated near these original shafts.A very important part of the recent Rocanville expansion involved the construction of a new service shaft (6 m diameter, 1121 m deep) for fresh-air ventilation and access, approximately 15km west of the existing surface plant. Once this third shaft was completed in 2015, the historical service shaft was converted to a second exhaust and production shaft. Three shafts are now available for mine access, ventilation and ore hoisting at Rocanville. As of December 31, 2017, annual nameplate capacity for Rocanville was 6.5 million"

One responsibility of a manager is to improve his human organization. Some executives believe a manager should be measured and compensated accordingly on the basis of his ability to improve the quality of his human organization. Officials in the coal mining industry have had a tough road to travel in this regard due to fluctuating coal production demands, contractual obligations, and improved mining equipment and methods. The time may have finally arrived when we are able to recruit, select, and develop men from the labor market to fill vacancies, This is particularly true of our maintenance organizations. Because of the importance of this responsible function and the types of skills required, we must develop an extensive improvement pro- gram. Anyone in the industry who fails to undertake a manpower audit and who accepts a philosophy which will not permit collective planning, organizing and con- trolling the improvement of the human element throughout his maintenance organization may certainly cause deterioration within his company.

The Norman B Keevil Institute of Mining Engineering, or the Department of Mining Engineering (the Department), at CanadaÆs University of British Columbia (UBC) is addressing the integration of sustainable development concepts into mining education and research on behalf of industry and society. Over the past decade, the DepartmentÆs education and research model has been evolving to incorporate collaborative and multidisciplinary strategies, where sustainability initiatives are taught in classes, supported in research and discussed in a voluntary collective of mostly graduate students û the Sustainability Working Group (SWG). The SWG has brought together a diverse array of disciplines from academia, industry, government, non-governmental organisations (NGOs) and mining communities. The operational mechanisms and structure of the SWG have enabled momentum to be gained through several multidisciplinary educational and research networking initiatives. It acts to attract new students with diverse backgrounds, foster innovative research, develop relationships and networks, and create the space to discuss progressive ideas and projects. The original cohort of SWG graduate students laid the foundation for sustainable research initiatives within the Department at UBC. Novel research has incorporated topics such as: community resilience, artisanal small-scale mining, sustainability indicators and corporate social responsibility, environmental assessment and impact benefit agreements and the recycling of waste. Propelled by the support of the Department and inspired by the works completed, a host of new graduate students have embarked on their research quests to integrate sustainability principles into their projects. Such projects include: social impacts and benefits of mining, artisanal small-scale mining, community health, the production and transport of mine pollutants, mine waste management, mineral process plant design and the evolution of community education and mine policy. This paper reports on the departmentÆs continuing research and development towards an understanding and evaluations of the ongoing contributions of mining to sustainable development.

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

The mining industry is facing some key challenges that provide a compelling case for geometallurgy initiatives. Over the last 30 years, the average grade of Australian orebodies being mined has halved while the waste removed to access the minerals has more than doubled. In the last eight years, the industry’s energy consumption has increased 70 per cent while multi-factored productivity has fallen 24 per cent. The paper documents a broad range of industry case studies which demonstrate strategies for gaining value from geometallurgy.The mining industry constantly faces the key questions of how significant ore variability is on mine valuation and how would knowledge of the variability change the mining schedule, mine to mill design and operation. Using case studies the paper describes the methods used for incorporating mineral extraction attributes into orebody models and their technical integration into daily operation as well as mine planning optimisation. While pit optimisation from a fully attributed geometallurgical model highlights areas of opportunity and risk it is shown that during the scheduling phase of mine planning that significant value can be added. The benefits from these projects included reducing geotechnical and environmental risk, improving mine to mill performance, option analysis and quantified cash flow risk. There is growing acceptance within the minerals industry that ‘realistically assumed modifying factors’ defined by a competent person/s are not sufficient to mitigate the risk of funding mining ventures. Geometallurgy is moving away from factored ore reserves to data-rich block models providing reliable information for mining, metallurgical and environmental considerations.

In this comprehensive study of the use of wood products in coal mining, a sample of over 220 mines provided data by questionnaire. Wood use per ton of underground coal was found to vary substantially by mining process and region. In the Eastern Coal region, 1.6 board feet of wood was used per ton of coal, wel above the 0.6 board feet usage per ton in the West. The kind of timber used varied also by Region. Hardwood use is about 40 times greater than softwood in the Eastern Region. There, hardwoods are plentiful, relatively cheap and strong. In the West where softwood forests predominate, softwoods were 2-1/2 times more common in mine wood use than hardwoods. Nearly 80 percent of the wood used in underground coal mines is used in cross bars and props. Nearly 54 million cubic feet of wood products were used in coal mining in the sample year 1979; about twice as much going to underground mines as surface mines. Wood requirements for mining were projected to 2030 for a range of three oil price scenarios. Much greater wood use will be required for greater coal output.

Coal preparation is based on the properties of noncombustable materials (impurities) in coal being different from the organic constituents. The most commonly used property difference is density, via its affect on settling rates; and either gravitational or centrifugal forces can be used to remove impurities. However, examination of various particles settling rate correlations shows that at smaller sizes, particle drag becomes a very important factor. Classification, based on differential settling rates, becomes impractical and some property other than density must provide the basis for fine coal cleaning. Froth flotation and agglomeration employ differences in surface properties to clean coal. These methods are very successful except that the oxidized surface of a pyrite particle is somewhat hydrophobic and will tend to be collected with the organic portion of the coal. Surface property cleaning techniques have not been very effective in rejecting sulfur, except for two-stage flotation.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

In his report on the Coal Resources of Southern Vancouver Island, Mr. J. D. MacKenzie stated that: "For various reasons it has been imagined that the coal deposits of Vancouver Island are extremely large and readily available." "Unfortunately," he added, "neither of these assumptions is correct." The chief disability under which the Island mines now labor does not concern the extent of the deposits. There is ample coal for the present demand. It does, however, concern the availability of the coal. If it were readily available the fuel-oil competition would not be serious and there would be no competition with Alberta, American, Welsh, or Australian coal along the Pacific Coast, for Vancouver Island coal could be produced at a price that would cut out all competition. The outstanding operating difficulty common to all Island mines is the extreme irregularity of the coal seams. To most people a coal seam is synonymous with uniformity, and in most coal seams a condition found at one point will be repeated at other points in the same seam throughout the basin. The accompanying drawings show how very far this is from being true in the Cassidy mine, which, in many respects, is typical of Vancouver Island mines. Figure I is a plan covering about 160 acres of the Douglas seam, the only workable seam in this part of the district. The area shown represents what has been the best producing part of the mine and indicates the very large percentage of the seam where the coal is either entirely lacking or so small in amount that it cannot be profitably recovered.

As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. THE dry concentration of ores and minerals is a subject on which there is very little engineering literature available. With the advent of flotation, practically all milling research was turned to this development as it held the answer to large-scale economic operations. However, there are many concentration problems that can be more adequately and economically handled by the dry methods that have been developed, and, consequently, I believe it is very advisable for mining men to become fully 'conversant with just what can be done in the dry state.
