The planning of an underground mine for successful extraction of a bedded deposit in sedimentary rocks requires the integrated evaluation of many interdependent problems. The development and coordination of feasible solutions are the responsibility of the mining engineer. One of these problems will be discussed herein; this is the design and .layout of mine workings to secure effective control of the strata above and below the deposit. The objective is the simplest possible repetitive system permitting safe maximum recovery at optimum cost. Mining conditions to be encountered must be predictable. The best mining equipment is ineffective unless strata are controlled. Conversely, a mining layout is only of academic interest, if equipment can not be adapted to work it with adequate provision for ventilation, compliance with mining laws, proper ingress and egress and other practical requirements. Strata control, then, is but one of the mining engineer's problems, and the solutions must be worked out concurrently with solutions to other problems. Dr. Karl F. Fetters in his introductory remarks before the Fourth International Conference on Strata Control and Rock Mechanics at Columbia University said that mining engineering ?has come from the stage of empiricism backed by intuitive reasoning, to where it is based on fundamental scientific and engineering principles?. The standard curriculum in mining engineering now reflects such a change. In common with other branches of engineering education, less and less emphasis is placed on practical skills and more and more on broad scientific education. Science, research and the quest for basic truth are stressed, while descriptive courses and the teaching of specific skills are limited.

It becomes my pleasant duty to call the meeting to order. This is our fiftieth regular meeting. And the session we are opening today, I am sure: will be as interesting and informative as those in the past. These gatherings present a fruitful opportunity for an exchange of experiences and ideas that will aid all of us in our work in the various segments within the coal industry. Walter Johnson and his Program Committee have arranged a wonderful program for us; Walter, due to his standing in the industry and his large acquaintanceship with the leaders of the industry, has really gone to town in bringing outstanding speakers and personalities to deliberate with us in our proceedings. A lot of things have happened since we last met; in the operating end, and in safety we have made marvellous headway, but we have slipped badly in the marketing end. However, I am sure the messages and discussion you will hear will point out ways and means of overcoming at least some of our difficulties. Before we get on with the program, I want to thank our hard working Secretary, Fred Whiteside, who, by the way, is a charter member of the Institute and has attended every one of the fifty meetings we have held; and the various committees who have been meeting for the past several months and who have arranged this fine program you are to hear. I hope all of you enjoy the convention; the business as well as the social sessions.

The human race has been exposed to copper for thousands of years, as copper and gold were the metals first used by man (1). if According to Ramazzini (2), "of all the metals that man's ingenuity has contrived to dig out of the bowels of the earth, iron and copper are the most useful, far more so than silver and gold." Workings of copper in the oldest known copper mine associated with the smelting of this metal have been traced back to 4300 B. C. Facts revealed by archeological research in India, Austria, Hungary, France, Italy, and Spain indicate that the use of copper probably began about 5000 B.C. (3), and that about 4000 B.C. a copper age came intermediate between the stone and bronze ages (4). Copper ores are rather widely distributed and are found in nearly every country. Many of the copper minas of Europe have been worked since before the Roman Empire. The must important mines in Europe occur in the district around Huelva, extending into Spain and Portugal. The German deposits are located mainly about Mansfeld (Rhenish Prussia); they have been worked continuously for 1,000 years. Some of the mines in Africa have been worked by the natives for centuries, and China has produced copper from shallow pits for thousands of years. India also has many ancient mines worked in the early centuries (2).

Patent records show that the idea that the burning of fuels can be improved by mixing or pretreating them with chemicals 6 dates back to the early years of the last century. By 1845, English and French patents included the specific beneficiations of elimination or reduction of smoke, soot, and clinker; reduction of the ashes, presumably meaning the total weight of refuse from the ashpit; elimination of sulphur fumes; increase in the rate of burning; increase in the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 pounds or more per ton of fuel, but after 1860 the quantity was rarely more than 4 pounds. There is no record of the extent to which these patents were commercialized, but after 1884 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many companies marketed proprietary products that were sold under the general name of "fuel savers." Since its establishment in 1910, the Bureau of Mines has continually received inquiries about these products and, at the request of other govern-mental departments, has tested some used in accordance with the instructions of the purveyors; the results were all negative and, within the accuracy of measurements, the products had no effect on the burning.

"The history of mineral processing is indeed long and has always been tied to mining methods of the day. While many new processes and devices have been developed, the most significant trend in recent times has been the ever increasing scale of operations. There is serious doubt this ongoing trend is enough to match the global trend of falling grades and rising energy demands needed for mineral processing. As well we see that globally, the social licence to operate for mining (and hence mineral processing) is far from secure. Indeed, some argue that mining as we know it is dying and in the future, mining will be much more environmentally secure, even to the extent of insisting upon “in place” recovery and only bringing to the surface the valued product. In this paper we comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10 - 20 years but in the meantime, the focus is just as likely to be on removal of waste much earlier in circuits. Either way, mineral processing as we know it will change significantly. INTRODUCTION Mineral processing has a long history well covered in a recent publication (Habashi, 2006) who points out “the ancient Egyptians knew already that it would be easier to melt an earth rich in gold particles than another which is poor. As a result, all efforts were made to enrich the gold by washing away the light gangue minerals. Similarly, another ancient method for enriching gold particles from a river stream was by means of fleece, hence the Greek myth of the “golden fleece”. Since the middle ages, striving for improved economics has driven a string of innovative developments in milling and separation. The reader is again referred to the informative and illustrative text by Habashi."

Mr. Chairman, ladies and gentlemen. As a member of the uranium and coal producing community, I am pleased to participate in a session dedicated to a look at these and other mineral markets.(title slide) before sharing some of my thoughts with you, let me tell you a little bit about rocky mountain energy company. It was established as a subsidiary of union pacific corporation in 1971 with responsibility for coal, uranium, and industrial minerals. We participate in four coal mining operations and a uranium mine and mill all in Wyoming, and an aggregate and an abrasive operation in Utah.

Indications are that underground mining is gaining favour with large and small mining companies due to environmental and sustainability concerns. Dramatic changes to mine fill technologies will be needed in order to keep pace with these emerging trends. The industry will be compelled to gravitate toward zero discharge mining operations. Innovative handling of mine tailings will become a focal point in this effort. The challenges are to use a greater portion of the residues and to manufacture a fill with better properties. This is a tall order that can only be addressed through a systematic research and implementation process involving mining companies, universities, research organizations, manufacturers and governments. The mining industry has to be at the forefront of this technology push in mine fills for the future mines. It will also be called upon to lead the way in other research areas. The industry will have to partner with other technology providers: universities, government laboratories and consultants.

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F. Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. "THE EXPANSION of steel capacity is seldom spectacular. It may be for this reason that the remarkable progress made in Canada has not been generally recognized. In 1950, Canada's output of steel ingots amounted to 3,270,000 tons ( l ), which is a ll8 per cent increase over the tonnage produced in 1939. It can therefore be readily seen that Canada's growth curve for steel production is climbing at a rate paralleling her growth as a nation. It is by no means •an exaggeration of its importance to consider the steel industry as the cornerstone in the economic structure of Canada's manufacturing activities. From the humble diaper pin to the giant members of massive bridges, fortifications, and other steel structures, steel accompanies us as a necessary and inescapable companion in our journey through life. The Age of Steel has a literal meaning, and refinements in the manufacture of the products of steel are adapting it to more and more varied uses as time passes.The integrated iron and steel works of Canada fall into two natural geographical divisions. One has its base on the Great Lakes and draws its supply of •coal and some of its ore from the United States. In this division lie the works of the Algoma Steel Corporation, at Sault Ste. Marie, at the junction point of lakes Huron, Superior, and Michigan; and the works of The Steel Company of Canada, at Hamilton, on lake Ontario."

Previous mine incidents show weaknesses in mine rescue preparedness from poor training in decision making, leadership and incident command center (ICC) protocols. Computer simulations offer a larger range of training opportunities for mine rescue teams focusing on exploration and communications. The mine rescue simulator developed by the Colorado School of Mines and Rite Solutions Inc. utilizes four computers for the instructor and team, with the instructor monitoring the team?s progress. As the team explores, it relays information back to the Fresh Air Base, which then reports to the ICC. This forces a three-step communication procedure, enhancing the team?s overall communication skills and developing ICC protocols. The simulator is decision-based, demanding team decisions be made quickly. Upon completion, teams commented positively. Generally, participants said that the simulator is useful for learning how to communicate and make decisions during mine rescue emergencies. This mine rescue simulator improves team training, providing effective communications practice with an easy setup and no production interruption.

The concept of microstructure, its evolution through materials processing and its effect on the properties of the material is, perhaps, the foundation upon which the science of materials is built. PHAUST, a computer aided learning program, attempts to provide instruction in establishing the relationships between phase diagrams, thermal processing and microstructure. Using phase diagrams derived from a database or created by the user, the evolution of microstructure during processing is quantified using the lever rule and/or the Scheil equation and tracked through a doubly linked list (a form of binary tree). Microstructures, in the form of full colour cartoons are then drawn using the quantitative and logical information contained within the linked list using bitmapped templates and logigal operators such as NOT. AND, OR and XOR, giving the student a view of the structure as it would be seen under the optical microscope. The software provides complete diagnostics of student answers, locates errors and misconceptions as well as providing tutoring towards the correct solution method and answer.

Bacterial oxidation of sulfide minerals is a familiar and commercially available process to enhance gold recovery with problem ores. Pintail Systems, a Colorado, USA based company had developed bio-processes for gold recovery based on natural mineral formation and transformation in a global mineral cycle. The biological recovery of precious metals from ore involves a number of mechanisms that are dependent on the metal-mineralogical association. These processes include: partial bio-oxidation of sulfide ores; oxidation of gangue minerals exposing gold to leaching; surfactant properties of bacteria/nutrient solutions that improve wettability of ores and solution contact with leachable gold and silver; and microbial production and excretion of trace amounts of gold lixiviants, and bio-fracturing or biological alteration of ore minerals. Pintail has demonstrated enhanced recovery of precious metals during cyanide detoxification of spent heaps at the end of mine life. Biological recovery processes also have the potential to be applied to in situ mining technologies. The in situ process application could recover gold from subgrade deposits, small deposits or those ore bodies with uneconomic stripping ratios for conventional mining. In situ biomining can be accomplished at a fraction of the cost of conventional mining and leaching and does not have the environmental liabilities associated with many conventional gold lixiviants.

WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

IT is a high compliment to be invited to present a pap::r on the subject of "Mining in the National Economy". To cover it adequately would need the knowledge of the economic geologist and of the technical mining engineer, together with the arts of the statistician and of the economist in general, allied with generous psychic powers. Further, one should embellish the tale with a touch of drama. It is comforting that the subject is so broad that whatever may be said within the compass of a paper like the present, can hardly be criticized as going beyond the terms of reference. A conventional approach would be to begin with the noteworthy statistics of the mining industry of yesterday and today. But in the present company this would be "carrying coals to Newcastle"-or to give the venerable metaphor local colour, "nickel to Sudbury". Such statistics are available in all their stimulating detail in our official publications. Let us tackle at once, therefore, as a less hackneyed theme, the relationship of mining to other phases of the Canadian economy. RELATION TO TOTAL PRODUCTION While mining occupies a position of less importance than manufacturing or agriculture in Canada, its relative contribution has greatly increased during the post-war period. Due to the fall in wholesale prices, the net value of production in Canada has shown a decrease averaging about 1.5 per cent per year during the post-war period, though its volume of course has gone up. Mineral production on a value basis, on the other hand, showed a gain of 2.8 per cent per year. Mineral production was only 5.14 per cent of the net value of production of all kinds of commodities in 1919, bur from 1929 to 1936 the proportion rose steadily rill it reached no less than 12. 76 per cent in the latter year.

The relatively recent explosion of available data in all business sectors has induced a common expression of “drowning in data, starving for information.” The mining sector is affected by the information age through equipment-based sensors, process monitoring, and traditional enterprise data sources. Information technologists have developed techniques such as data mining that apply new and old statistical algorithms to large datasets. Mine planners and managers can apply these tools for improved planning and control, thereby increasing the use of the highly underutilized information system infrastructure in most modern mines. This paper describes the use of data mining and its enabling technology, data warehousing, in the development of an energy consumption model for large surface mines using real historical data.
