The thrust of this Bureau of Mines report is to relate the size of automobiles to the price of gasoline, and the use of minerals in automobile manufacture to the size of automobiles. Only one of the many plausible scenarios of public reaction to higher gasoline prices, a switch to economy size automobiles, is developed. No account is taken of other potential impacts such as improvements in public transportation or increased occupancy per vehicle. Furthermore, a gasoline price increase is the only incentive to the greater utilization of economy cars that is considered. A gasoline price increase to $0.60 per gallon would reduce the amount of minerals required to produce the automobiles sold in the United States by an estimated 15 percent. Gasoline prices of $0.80 and $1 per gallon would cause declines in mineral requirements for U.S. automobile sales estimated at 26 percent and 35 percent, respectively.

This paper highlights the strong safety and progressive engineering cultures th at existed and continues within the company. A long-term view of the business coupled with proven professionalism is amply developed. Quite dearly, to revert to private ownership is not a return to Victorian values but ‘back to the future’.

This paper provides a logical approach to developing a TSF design concept through: • Identifying key properties of tailings and containment structures; • Reviewing underlying principles for effective operation; • Showing how these apply to select an appropriate TMS; and • Demonstrating how to align the TMS to site-specific constraints and TSF design. This approach follows a path of rigorous data analysis independent of discharge parameters (whether low-density slurry, paste or cake disposal) to select the most cost-effective and sustainable approach for any given material or site.

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

Slurry pipelining, as now under-stood and practised, can only command marginal interest in Canada, as long-distance railway freight charges in this country are generally lower than slurry pipeline tariffs. Several alternatives to conventional slurry transmission are, however, now emerging, and two such alternatives are briefly discussed with reference to coal pipelining. In one, coal is transported as a suspension in oil; the other contemplates the movement of paste "slugs." Preliminary economic estimates indicate that the resulant process simplification and adoption of common carrier principles could lead to cost reductions that might make Western coal competitive with imported fuel in the power generating stations of eastern Canada. R ECENT appraisals of slurry pipelining techniques, some-what incongruously 'based upon the performance of successful installations (1,2), are making it increasingly apparent that current solids pipelining methods can only command marginal interest as methods of bulk commodity transportation (3). Introduction Research has shown that when an emergency occurs, work-ers often do not get the information they need to take appropriate action. Important information about incidents is either not com-municated effectively or not at all to those affected by the event. The "Emergency Communication Triangle" safety talk focuses on the content of emergency warning messages. It presents a procedure using mental cues that can be used by senders and receivers of emergency warnings. The talk includes graphics for use during the presentation, as well as references for more information. Background Interviews with 48 miners who had escaped one of three different underground mine fires revealed that warning information provided to them was inadequate. Either insufficient information was provided to miners inby the fire areas or they failed to ask the questions needed to let them plan and execute an effective escape. Most of the miners who evacuated from these three mines did not have information that would allow them to make decisions about efficient escapes. The communication breakdown came from two directions: (1) the individuals providing the warning did not offer details about the situations even though some were known and (2) the individuals who received the warnings did not ask for clarification of the situation. The lack of information allowed miners to continue attempting to place cues into normal frameworks after they should have evaluated the situation as abnormal and threatening. The uncertainty created by the lack of information influenced their decision-making and therefore their actions. Approach Researchers at the NIOSH Pittsburgh Research Laboratory have developed a training intervention that can be used by senders and receivers of warnings during a mine emergency. This material was developed for use in short safety training sessions such as start-of-shift safety talks. The information can be presented in about 15 minutes. Although the illustrations were taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. How It Works During the safety talk, miners learn about the six categories of critical information that should be provided during emergency communications: Who, Where, What, Miners, Event, and Response. • Who: When reporting an emergency or receiving a warning, the first thing a miner must do is identify himself or herself. This is important because people react differently based on who gives them information. • Where: Giving or finding out the location of the problem is important. Of the 48 miners interviewed about their escape, only 2 knew where the fire was located. However, this information was known by either the dispatcher or the person who discovered the fire. • What: Miners must tell or ask exactly what is happening. At one mine fire, miners near the phone heard the message to evacuate and went to gather the others on their crew. One worker shouted to a machine operator: "Come on down to the mantrip. We're going out." Because it was close to quitting time, the machine operator thought they were just leaving the section a little early and went through his normal end-of-shift routine, wasting valuable time. After giving or obtaining the three initial pieces of critical information, miners can then give or obtain details about the response in progress. • Miners: Is anyone hurt? Has everyone been accounted for? When and where was a missing person last seen?

"SUMMARYA chronological list of accidents at metal and nonmetal mines and quarries (excluding coal mines) in the United States in which five or more lives were lost has been compiled. Many accidents were described in more detail because of their unusual features. Tables have been included to indicate the number of major disasters and fatalities by the principal product mined, by State, and by 10-year intervals prior to 1945. The number of men employed to indicate man-hours exposed is unavailable; therefore, a true picture of disaster data by principal product mined, by State, and by 10-year intervals is not possible. However, the data are presented to indicate the causes of major accidents and bring to the attention of those affiliated with metal and nonmetal mines and quarries the hazards involved and lessons that can be practiced to keep such accidents at a minimum.INTRODUCTIONThe Bureau of Mines was requested to compile a chronological list of accidents at metal and nonmetal mines and quarries (excluding coal mines) in the United States in which five or more lives were lost. Data have been assembled on accidents from all causes in these mines and quarries from the earliest available information (describ¬ing an underground mine fire in Nevada in 1869) to the last reported major accident (a fire at a company-owned bunkhouse in Arizona in 1945).The accounts of the accidents were taken from articles in the technical press and from published and unpublished reports of the Bureau of Mines. Many of the accidents have been selected for more detailed descriptions because of the unique circumstances and to show the variety of dangers involved.Tables are included to indicate the number of major accidents, with resultant fatalities, by the principal metal and nonmetal producing groups, by State, and by 10-year intervals previous to 1945. The paper briefly discusses the nature of spontaneous heating in mines in the Doncaster area, in the period immediately before 1967 and steps taken to prevent and treat such outbreaks. The changes that led to the increased rates of advice of Barnsley Seam faces since 1967 are listed and the effects of these increased rates on the frequency and location of spontaneous combustion are discussed. The change in methods of control required by the increased rate of advance of the faces and the changes in location of outbreaks are described. Some typical heating situations are evaluated. The methods described include the use of air sealants, water gels for filling of voids in wastes, the balancing of pressures across heating areas by pressure chambers, booster fans, and the resiting of air separation doors, and the sealing of air-ways by flooding. The authors discuss the influence of mine layouts on the risks of spontaneous combustion and advocate that future plans should be designed to limit the number of districts at risk when heatings occur.

This report discusses the nonfuel critical minerals position of the United States-both current and future (to the year 2000). We have assumed that there will be no major global disturbances-military, political, or economic-during the rest of this century. However, international relationships, strategies, and conditions that affect the supply of minerals are very tenuous, normal trading patterns can be easily upset, and national and ideological objectives can and do interfere with "normal" free market conditions. For example, the Department of Defense has reported that the Soviet Union is engaged in a strategy designed to reduce the availability of strategic minerals, through either physical disruption, market manipulation, or domination of producing or neighboring states. Although such a strategy poses serious concerns for the United States and the free world, the impacts of disruptions are not covered in this publication. Historical Perspective The modern industrial economy of the United States is founded on the production and use of minerals.* Two hundred years ago our forebears began taming a raw continent, developing a base for agriculture and a rudimentary minerals producing system. In the 19th century, with the aid of imported labor and capital, the development of America's vast natural resources was undertaken, and the transition from an agricultural to industrial society was underway. By the century's close, the United States had emerged as a great industrial power, partly through the development of such mineral resources as iron in Minnesota and coal in Pennsylvania.

The availability and reliability of large grinding mills and their Gearless Mill Drives (GMDs) are of paramount importance for the grinding process. Although GMDs have been in service for decades, and are known for their operational efficiency (reliability and robustness with reduced operating cost per ton), compared to conventional drives, in the last decade due to certain reasons some failures led to serious unscheduled shutdowns and significant insurance events. The majority of these notable "insured" failures have happened on GMDs installed on relatively large mills, as the financial impact of a failure is proportional to the through-put of the mill. Despite the occurrences of these events, as mining operations are driven by lower ore grades and the ability to continue reducing operating costs per ton, the trend for having larger mills is still very present and there is no reason why this trend should not continue. It is obvious that if not handled correctly, the possibility of large value GMD loss events, coupled with the continuing increase in mill size or required availability and reliability targets, could potentially lead to major conflicts as it becomes difficult for the insurance companies to judge the risk and hence may result in hesitation to insure these grinding circuits. This paper will not only describe the conflicting situation from both an insurer's perspective and from an equipment supplier's perspective, but also how these conflicting challenges can be successfully mastered. It has to be noted that not only the mining companies themselves, but also their insurance companies and the involved equipment suppliers have a common interest: to reach the highest availability and reliability in order to avoid or at least minimize unscheduled shut down times, and most importantly prevent unplanned events that result in extended production stoppages or reductions in through-put of GMD driven mills. From the very beginning onwards, the complete service concept together with emergency plans must be integrated on every level in the design of the grinding circuit. This approach must be implemented continuously and without compromises by all involved parties during all following stages, such as basic design, detail design, manufacturing, quality inspection and testing, packing, transportation, storage, installation, commissioning, operation and maintenance. The concept of formal risk analysis related to mill operations, maintenance and spare parts strategies must be an integral part of mining companies? decisions related to the selection for installation and continued use of large mills powered by GMDs. The service concept in place for operating mills shall also have a clear focus on very early detection of any abnormalities, so that the risk can be mitigated and unscheduled shutdown times avoided. However, if a major failure occurs, then procedures and tools shall already be available in order to ensure that production impact is minimized.

Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

Back in 1995, Air Liquide and Union Minière presented a joint paper at the Copper 95 – Cobre 95 Conference in Santiago, Chile, describing the first full scale plant trials of shrouded sonic injection in a Hoboken converter at the Hoboken smelter in Belgium. Almost a quarter of a century later, the technology known as ALSI, or Air Liquide Shrouded Injection, has been tested or commercially implemented in several copper and nickel smelters. Despite these successes, the copper industry did not adopt it widely in the same manner the steel industry adopted the Savard-Lee tuyere in the 1970s and beyond, not even in the way the lead industry adopted it with the Queneau-Schuhmann-Lurgi, or QSL, process. The development and implementation of bottom-blowing smelting and converting technologies in China in the last ten years, however, changed the industry’s perception that high- and ultra-high oxygen injection in copper smelting and converting was indeed possible under specific process conditions. In this paper, I retrace the key learnings of my journey with sonic injection over the twenty five years from my humble beginnings in my early years with Air Liquide, through plant trials and technology implementation in the late 1990s and into the first decade of the new millennium, and ultimately, to the most conclusive proof that the sonic injection design methodology I established is valid, and the calculation tools I developed are accurate. I conclude by sharing my thoughts about whether the deployment of the Savard and Lee legacy within the nonferrous industry was just a pipe dream or whether it will become a reality. INTRODUCTION In the context of lower quality ores and changing economic markets, copper smelters need to continuously innovate and improve to remain competitive and respect their corporate social responsibility engagements. One avenue towards this business, social, and environmental goal is to increase process intensity while lowering fossil fuel consumption to lower greenhouse gas emissions and reducing process off-gas volumes to better capture As and SO2–laden emissions. I believe high oxygen sonic injection for submerged tuyere copper bath smelting and converting is one technology that can help smelters achieve that goal of higher business, social, and environmental performance. Twenty five years ago, when I discovered that the Savard-Lee tuyere had revolutionized the steel industry (Savard & Lee, 1966; Knuppel, Brotzmann, Fassbieder, Savard, & Lee, 1972), I had a dream — or was it a vision? — that within the first decade of the new millennium, modern copper smelters operating submerged tuyere bath smelting and converting vessels will have implemented high oxygen sonic injection and will be reaping the financial and environmental benefits that the steel industry enjoyed in the 1970s. As we approach the end of the second decade of the new millennium, I have to admit that my dream has been all but shattered as the majority of copper bath smelting and converting vessels today continue to operate under bubbling regime conditions. This mode of operation is archaic, still requires tuyere punching and blows at inherently low enrichment levels, particularly in converting, producing large volumes of process off-gases. Under such operating conditions, regulations and emission quotas for As, SO2, and particulate matter oblige smelters to use not just primary or secondary hoods, but sometimes even tertiary hoods. I vividly recall being told, fifteen or twenty years ago when visiting smelters to promote the application of the Savard-Lee tuyere in nonferrous processes, that implementing sonic injection was not economically viable due to the high cost of compressing air and oxygen. Some of the smelters I visited back then have since mandated their engineering partners to design and build secondary or even tertiary hoods. I cannot fathom how secondary and particularly tertiary hoods, with all of their auxiliary equipment and added ducting, could be more economically viable than purchasing and installing a few compressors, expanding the pipeline network for compressed air and oxygen, and installing a new control valve train to feed sonic tuyeres. Besides, adding hoods does not address the problem of As and SO2-laden fugitive emissions at its source but merely provides a costly mitigation for it by capturing larger volumes of process off-gases rather than reducing these large volumes in the first place. Moreover, hooding does not reduce energy consumption nor does it increase process intensity, two aspects that I believe are critical for smelters to remain competitive and sustainable in a deeply changing market environment.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

Wide settlers are a way to decrease the linear velocities of advancing liquid phases. It has, however, been found unnecessary to risk a proper settler performance by building shallow settlers in order to avoid a so-called interface turbulence due to a too big difference between the linear velocities of the organic and the aqueous phase. This conclusion has been reached from tests using a large transparent settler model, where the behaviour of a clean interface between two advancing liquids has been investigated. Also in a more realistic case, making an organic in aqueous or an aqueous in organic dispersion to move between the liquid phases, no obstacle has been found to use a somewhat more deep and correspondingly ore slowly t10wing aqueous phase. Based on above findings, support can be given to a new trend to build the settlers slightly deeper than what has been typical for the so-called low-profile design. In this way, it is much easier to avoid an excessive air introduction and other severe difficulties, like those caused by crud moving from one stage to another. It is further shown, how gravity can be used to slow down and distribute a dispersion being fed into a settler of a VSF unit. Entrainment levels have been found to be reduced by a careful design of primary dispersion distributors and picket fences of the settler. Finally, it is demonstrated, how outlets from the side of the settler can be used to simplity interstage pumping and to decrease the rotation speed of any pumping device.

The purchase of mechanical equipment for mines is not unlike the purchase of other materials or supplies in general principle, but on account of the major part such equipment plays in the operations, and of the fact that life and valuable property are at stake, the matter demands the most careful attention on the part of the purchaser. The problems and difficulties encountered are dealt with below in their sequence in the purchasing procedure. Requisiting Although it is quite a common practice to submit a tentative specification of requirements to recognized manufacturers of equipment- soliciting alternative propositions or recommendations for study in the selection of certain equipment-as a rule the first step in purchasing procedure is the requisition. Primarily, it is the form that carries to the purchasing department the record of equipment wanted. A full and complete description or specification, and accuracy of record, are the important points to be insisted on in a requisition. Too much attention cannot be given to this detail, as this is one of 'the most important phases of purchasing work. Incomplete information, either in specification or detail, leads to delay in handling the requisition, and, if not detected in the purchasing department, may mean receipt of material which cannot be used for the purpose intended. In addition to description of material or equipment to be ordered, the requisition should also show where or what the equipment is for, whether for operating or new work. If for capital account, the number of the authority for expenditure should be given for record and distribution purposes.

"The first 90 years of the last century generated a considerable volume of technical literature on the subject of grinding mill power and its prediction. It is therefore surprising that during this time there were no published models for predicting grinding mill power draw which were validated using a wide range of comprehensive industrial scale data.Notwithstanding this lack of data, the majority of models placed limited emphasis on the internal dynamics of mills and relied on simple assumptions which considered the charge to take up a fixed position and shape.Laboratory based studies (Liddell, 1986), and industrial data (Morrell, 1993), showed that these assumptions did not hold over a wide range of operating conditions, and brought into doubt the ability of the (then) existing models to accurately predict grinding mill power draw. Furthermore no model treated AG,SAG and ball mills as a single class of devices whose power draw could be predicted with the same equations.Through a detailed investigation of the charge dynamics, coupled with a large data base of industrial mill power draws, this situation was rectified by the end of the century, by which time a model had been developed and validated, which accurately predicted the power draw of all wet tumbling mills. This paper describes this model and reviews some of the earlier attempts at mill power modelling.INTRODUCTIONThe early 1900?s saw the beginnings of published papers which tackled the problem of what influenced the power draw of tumbling mills and what equations (models) were suitable for predicting power draw. This interest continued for the rest of the 20th century and the literature contains many papers that attempted to satisfactorily answer these questions. A common and disappointing theme in the majority of them, however, is the distinct lack of suitable experimentally derived power draw data. This deficiency consequently limited the practical application of many of the attempts at modelling mill power draw. Prior to the early 1990?s some limited data on the power draw of grinding mills in the literature can be found, but as Harris et al (1985) remarked they are ?... too frequently unusable simply because one or more essential variables have been omitted?. The absence of published results, from vigorous experimental testing of the various models, has resulted in a general lack of evaluation of the validity of assumptions and hypotheses that such models contain. Harris et al (1985) however, did make some efforts in attempting to evaluate the performance of various power prediction equations and in so doing further developed a semi-empirical one of their own. Pumped co-disposal of coal processing waste was promoted in the 1990-2000s as a low-cost highperformance alternative to tailings dams. In particular it would avoid high up-front capital for rejects trucks and dam embankments, and would produce a combined waste deposit with better geotechnical properties than either coarse rejects or tailings. Overall, the promise was not delivered; in particular, upon discharge the waste segregated by size, and operators responded by moving the coarser waste to contain the finer waste. In consequence, not only did design analysis lag behind construction, but some of the initial expectations persisted with the result that analyses did not fully represent what was occurring on the ground. After more than twenty years inspecting, designing and tending Co-Disposal Areas (CDAs), it is apparent that they are essentially upstream constructed tailings dams with some more favourable aspects but also a few unique quirks. Although waste management technology has moved on somewhat, the high cost of changing CHPP waste circuits means that most mines with pumped codisposal will continue to discharge mixed waste slurry into CDAs. It is therefore worthwhile to share some lessons in the hope of promoting sounder design, operation and rehabilitation. These include: • Discharged waste does not form a homogeneous wholly competent deposit but instead comprises materials ranging from sandy gravel to silty clay with the distribution determined by movement of the discharge and decant structures; • CDAs circulate and contain a lot of water; • As a result of the first two points, some areas of the CDA comprise saturated fine waste that is no different from tailings and, like tailings, often behaves in an undrained manner; • Seepage is inevitable and desirable because strength improves as water is removed. However, stability is strongly impacted by pore pressures and in design these need to be rationally rather than optimistically considered; • As CDAs are built to about 40m or higher, strength-deformation characteristics of the foundation become more important; • Even if geomechanically stable, CDAs will need covers to prevent salts and acids from reaching the surface; and • Erosional stability of the cover material(s) will probably dictate maximum slopes for rehabilitation.
