In the 2000 page Handbook of Mineral Dressing by A. F. Taggart, the subject of material or metallurgical balances is covered in only six pages of eve-straining type. Although Taggart's work was compiled before 1945, and there has been significant progress since then in most areas of mineral processing, the practicing metallurgist's approach to metallurgical balances remains exactly the same as described in those six pages. There are several portions of Taggart's text appropriate to introduce the subject of this paper which I would like to quote: "Milling Calculations. Computations of per¬formance in milling are complicated by the fact that it is a continuous rather than a batch operation, that the quantities of solid materials handled are large and usually mixed with water, hence difficult or impos¬sible to weigh. Fortunately it is possible to determine many facts concerning perfor¬mance without knowing weights, if the value of various constituents is known in some common unit, e.g., the content of some par¬ticular metal or mineral, or of water, or some ingredient soluble therein, or of par¬ticles of a particular size or falling within some particular size range, or the like."

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

(New York Meeting, February, 1912). IN a paper before the Institute at Wilkes-Barre, Pa., June 1911,1 Mr. James Gayley discussed the application of this process to iron-bearing materials. The same author2 described the results of operations at the plant at Birdsboro, Pa. The purpose of the present paper is to present further discussion of some technical details involved in the operation of this plant, and of the theoretical and practical relations of this product to blast-furnace practice. Since Oct. 1, 1911, the Birdsboro plant has been in operation at the blast-furnace of the E. & G. Brooke Iron Co. The results have been highly satisfactory, although the material treated, being chiefly the flue-dust currently made by the furnace or taken from the accumulated stock-pile, was excessively high, and yet not uniform, in carbon, so that the desirable control or regularity of the amount of fuel in the mixture treated could not be maintained. Nothing could more forcibly demonstrate the flexibility of the process than the fact that, under these conditions, the sinter produced was, in all cases, of excellent quality. The Dwight & Lloyd process, as such, and its present highly-developed mechanical appliances were described by Mr. Gayley in the paper above mentioned. While the repetition of some particulars will be unavoidable in this paper, it will be confined to features bearing upon the metallurgical principles involved. "In the base metals industry of today, operations required to continuously improve productivity and reduce unit production costs. Consistent with these goals is the improvement of the muck haulage cycle from open stopes with the No. 12 Mine.Existing haulage from open stopes occurs with LHD units experience at Brunswick indicates that LHD units have a higher unit cost per tonne mucked than loader-truck combinations when the haulage exceeds approximately 150 m.The reintroduction of open stoping at Brunswick made existing loader-truck combinations unsuitable. It was recognized that application of recent continuous loading technology could potentially result in significant unit cost savings and productivity increases.A review of the technology resulted in the testing of the Voest Alpine AL60 loader in the open stopes located on the 1000m Le vel. Testing began in January 1988 and finished in late November 1988. The test will provide experience as well as quantified production and maintenenace parameters f or the purpose of quantifying production unit costs and system productivity, ultimately resulting in a decision to further utilize or not utilize the loader as a primarymucking unit at Brunswick .INTRODUCTIONBrunswick Mining and Smelting Corporation Ltd. produces approximately 10500 tonnes per day from the No. 12Mine located 35 km southwest of Bathurst, New Brunswick Mining is the largest (single mine) producer of zinc in the world having mined over 52 million tonnes since 1964. Many years of production still remain with proven and probable reserves in excess of 90 million tonnes. Reserves grade at an average of 3.65% Pb. 8.99070 Zn, 99g/mt Ag and 0.32% Cu . The operation employs 1446 people with approximately 800underground including operations and maintenance staff.In the No. 12 Mine two major mining methods are presently utilized . The primary method is Mechanized Cut and Fill (MCF) accounting for approximately 6500 tonnes per day from four major areas. The remaining 4000 tonnes per day is produced from open stopes with the majority of 2800 tonnes per day being produced by the 1000 level.The 1000Level contains 30 million tonnes segmented into open stope blocks 30 m high, 15m and 30 m on strike , with a transverse width of 10m to 50 m (Fig. I). Stopes are organized on a primary secondary stope arrangement along strike. Primary stopes are undercut and overcut full size with the back fully cablebolted. All stope and lateral development is driven 4.0 m high. All stopes to date are flat bottom (Fig. 2). Primary stopes are filled with cemented rock- fill , secondaries with conventional rockfill, Haulage from the stopes is primarily with 8-yard LHD units ; mucking is approximately 50% conventional and 50% remote. Haul distance to date has averaged approximately 150m with current stope haul distances of approximately 300m. Haulage is presently to a small jaw crusher situated on the 1000 Level. From August 1989on, haulage will be to a set of ore passes feeding to a large gyratory crusher situated on the 1200 Level. Start up of the gyratory crusher corresponds to an increase in tonnage from 1000 Level to 4100 tonnes per day."

B.P.J. Stevens contributes a further response to the authors' earlier lengthy reply regarding their paper published in Trans.IMM B, vol.104, 1995, p.B1-B17, contending that despite the positive contribution clarifying their interpretations they perpetrate some misquotations, attempt to rewrite history and fail to understand the New South Wales Geological Survey's stratigraphic interpretation of the Broken Hill area. The paper's authors, in their further response, robustly defend their views, insisting that Stevens tends to misquote or take out of context what they have written and reiterating their findings that Zn is tectonically stacked above Pb at the north end of the orebody, that the written development of the stratigraphic interpretation is as they have stated, that shearing has attenuated or removed fold limbs in the Broken Hill block and that the 1:100 000 stratigraphic map reveals that magnetic anomalies are oblique to and truncated by the Geological Survey's interpreted stratigraphic boundaries

Heavy mineral sand exploration drilling prior to the 1970s generally utilised open hole auger and air-blast type drilling. However, mining reconciliations were poor and limitations on accuracy and precision of drilling results were severe.Working with the exploration companies, Wallis Drilling principals designed various systems, including what was termed the ‘Eneabba System’ and then the ‘Capel Twin-Tube System’. Eventually the company with its improvements developed and patented the Aircore Drilling System.Aircore drilling has subsequently become recognised as an excellent drilling system for exploration and mine-sample drilling that gives good precision and accuracy in sampling both above and below water. Its use has also been extended to many other commodities and is used in a number of overseas countries.This paper documents anecdotally the development of the system, identifying problems encountered during the times it was evolving and of the means to overcome the problems as being the documentation of the story by the inventors and developers in Wallis Drilling Company. Aircore drilling system is a Western Australian technological development owing its existence to the designing and incorporation of a number of discrete improvements along the way and recognises the tenacity and inventiveness of all who contributed to the system, in both Wallis and also in a number of companies that gave the impetus to succeed.

ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

A variety of shaft and hoist equipment exists in the United States. Nearly all hoist systems are electrically driven. Machine elements which comprise the hoists and ancilliary equipment include bearings, shafting, drums, gear reducers, couplings, brakes, clutches, sheaves and electrical motors. Volume I, Systems Description, describes the various components encountered in most mine hoist and shaft installations, and brief descriptions of functions and constructions. Hoist ropes and balance ropes are specifically excluded from this report. Associated with the hoisting system is the headgear, shaft and equipment, loading/dumping facilities and the actual conveyances and their rope attachments. Volume II, Inspection and Maintenance Procedures, discusses scheduled Inspection and preventative maintenance in general terms. Preventive scheduled inspection and maintenance procedures assist in the smooth operation of mine hoisting plant, by the prevention of unscheduled or catastrophic equipment failure and its attendant downtime. Schedules and overall maintenance planning is required at the management level. Records and equipment logs must record inspection and maintenance, and unusual operations or incidents. A cross reference between MSHA regulations and various equipment components is included as part of the report. A discussion of the various non-destructive testing methods which may be applied to hoisting equipment is also included.

Across the globe, it is a common scenario that tailings storage facilities (TSFs) are being decommissioned; however, their subsequent impact on the local environment and landscape can often be overlooked during the mine planning process. In addition, the requirement of a cover system for a facilities closure may not be a priority until the latter stages of the mine/mill operation when potential cover materials may have been utilised elsewhere or, worse, buried. Developing a conceptual design and closure plan for a TSF early in a mining venture is fundamental to its success once operations have ceased. If a cover system is a planned component for rehabilitation of a TSF, it is vital that its design is appropriate to the facility and any local site constraints, such as climate and cover system material availability. It is also strongly recommended that various cover system options are physically trialled at the site by using performance-monitoring instrumentation. Through this process, an informed decision can be made regarding the most appropriate cover system design to meet any regulatory and stakeholder closure objectives and criteria specific to the site in question; however, in order for the cover system’s performance to be determined through on-site trials, it is essential that an appropriate instrumentation design is utilised. Often, little attention is paid to the data that is being obtained, and its importance may only become apparent after several years of monitoring at an expense to the venture. This should not be the case. Many sites have used an appropriate initial planning stage to understand what is required for the successful closure of a TSF, how it can be achieved and how monitoring data can be utilised to prove, or otherwise, that a cover system design will be a success.CITATION:Barritt, R and Scott, P, 2015. In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.

(Cleveland Meeting, October, 1912.) ALMOST half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: ?What is the safe and economical limit of the open-hearth furnace?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own Conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Co., of Phoenixville, Pa., and their distinctive and important feature is, that they charge to twice the capacity of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

This paper summarises the process taken to simplify 35 ground support standards accounting for the multiple development profiles, dynamic geotechnical environment and the practical safety implications of a large-scale change in the ground control standards. This reduction was required after an incident involving incorrect standards being issued. The subsequent investigation identified that: • Selection of ground support standard for a mining instruction (MI) is not straightforward due to multiple standards, standards not reflecting current reinforcement used and complex geotechnical environment being encountered. Instead, site-specific ground control instructions were being issued. • Ground support standards were hard to follow and confusing, errors were present and not all standards to scale. • Ground support standards being used did not reflect what was being installed, ie bolt type incorrect and mesh orientation different. • No process or tier action response plan (TARP) for operators to follow for ground control standard noncompliance. • No justification for ground support standards being used in the current geotechnical environment. • No process for ground support standard selection and thereby no paper trail to document and assess adequacy of performance. A project was undertaken to reduce and simplify the ground support standards, produce a justification document to support ground support design and develop a process for site practitioners to identify the type of ground support standard required for the mining instruction. The exercise of rationalising the ground support was met with some challenges, including: • Technical aspects to determine the level of demand and the capacity for each ground support scheme. • Training the geotechnical engineers how to determine the level of risk for each area. • Winning over other technical services staff and the underground mining contractor of the new approach and then implementation. One of the major successes was the acceptance by the underground operators who found the system simplified their work and gave them increased confidence in management of seismicity. The rationalised ground support standards have now been successfully in place for over two years.

Most of the visions describe the industrial work, while the work of the managers does not seem to be affected. Examination of numberous disasters , such as fires or explosions , and the evidence at coroner's inquests following such disasters in several States , have shown the writer how frequently men in charge of the operation and safety of mines have forgotten, or have failed to learn , details of safe mining practices , After securing a position of trust as superintendent , or a certificate of competency to act as shot -firer , fire boss , or mine foreman, some men seem to have felt it unnecessary to keep safety principles in mind , or to keep abreast of current progress in safety ; they have concentrated on getting out maximum tonnage at minimum cost . • In coroner's inquests , the testimony after disasters has shown that firebosses , foreman , and coal -mine superintendents are noticeably lacking in knowledge of the provisions of the State mining law relating to fans or doors , frequency of crosscuts , nature of stoppings necessary , electrical equipment , records of daily mine examinations , quantity of air required , or splitting and overcasting .

A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

When Dr. David Gully solicited this paper last spring a few questions basic to commodity trade between the U.S. and world markets appeared perplexing. Why, for example, when the demand for aluminum was at a peak and when little expansion of capacity had taken place, was the dollar price half of what it had been at the previous peak? Or, why in 1984 when imports surged by 50% as the U.S. economy pulled out of its recession did the dollar not fall, but rather rose by 35%? And, why when the experts all seemed to agree that the dollar was grossly overvalued did the price of gold continue to decline? Surely these were extraordinary times for the mineral economist. When this paper was written in late July, 1985 the answers seemed clearer. The prices of many commodities were not low - the dollar in which they were denominated was too high. In other currencies many commodity prices were indeed high. The dollar was overvalued in trade terms by some 40% caused by an influx of short term coupon investments made by foreign money managers to take advantage of the higher short term interest rates in the U.S. relative to other international banking centers. With a decline in the relative difference in interest rates, an unhealthy buildup of foreign bank accounts and a perception that the dollar would fall, the dollar did start to decline rapidly.

Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.

Until well into the 20th century, most construction work was performed under the auspices of a master builder or in a manner that would be described today as design-build. In addition, many civil engineers served as ?interns? under the tutelage of a master builder in order to learn how to design and construct a certain type of structure. This was certainly the case for tunneling projects with various individuals having been identified as tunneling experts as a result of successfully completed projects The master builder approach began to change in the early 1900s to a model that would be referred to today as design-bid-build. A design-bid-build approach to project procurement gives the owner more control over the final product and al-lows the contractor to know exactly what is expected of them before the work is constructed. As a result of this transition in project procurement, civil engineering schools placed a greater emphasis on the training of ?design? professionals. This article will document how the training of tunnel design professionals progressed within the United States. Although it is difficult to generalize about the hundreds of tunnels that were constructed in the first four decades of the 20th century, there is one project that stands out as having resulted in a university program related directly to tunneling and that is the Chicago Subway. During a visit to the United States in 1938, Dr. Karl Terzaghi met a student named Ralph Peck who was then studying at Harvard University in a pro-gram established by Arthur Casagrande. Shortly thereafter, Terzaghi traveled to Chicago for a lecture and was asked to consult on the Chicago subway project that was then under construction. The Chicago subway was being constructed in clay, and the owners were worried about possible settlements to nearby buildings. Terzaghi asked Peck to serve as his field engineer for that project. Thus was established one of the most productive relationships in the history of civil engineering in the United States. Peck, who would become Dr. Peck, moved to Chicago in 1939 to participate in an extensive research project that con-tinued until subway construction was halted in 1941 because of World War II. During that time, the cost of subway construction in Chicago was reduced substantially as a result of Peck?s observations and Terzaghi?s recommendations. In fact, it was reported that subway construction in Chicago cost less than one-half of similar projects in London even though the clay in London is considerably stiffer compared to Chicago. Upon the completion of his work on the Chicago Subway, Peck accepted a professorship with the University of Illinois in Champaign/Urbana.
