The development of a design-and-construct tunnelling project in Australia from its concept to its construction requires designs to be prepared and reviewed at several distinct stages prior to documenting ‘for construction’. On recent projects the post-tender stages have been variously called 30 per cent—70 per cent—100 per cent; or concept–substantial–final; or system definition–preliminary–critical. The design is reviewed at each stage by the designer’s internal reviewer, the contractor and its independent advisor(s), the owner and its independent advisor(s), the project’s independent certifier, proof engineers and often third-party stakeholders and their advisors. Documentation for each stage often dominates the design effort, at times distracting from design. This paper presents the authors’ experience of this design-and-review process. Comparisons of design budget and actual design spend and design program implications are presented. It is postulated that a subtle change has occurred in our industry that has diminished the value of the design dollar. Is there a better process? The concepts of geostatistics are commonly difficult to understand for students, even for those with a strong mathematical background. A main problem is certainly the link between the variation of the parameter value in space or time, and the calculated experimental semivariogram as a function of the interdistance, but over the entire area. Another problem is to differentiate between directional and omnidirectional semivariograms and the way they have to be interpreted. Furthermore first time users of geostatistics often do not want to struggle through different books with the whole geostatistical background before using it. Too often this leads to using geostatistics as a black box with all the risks linked to it. That is the main reason that we developed some interactive tools based on the free public domain software R. We aim by developing three different modules to assist individual first time users, but also regular students and teachers to get a feeling of the importance of the various aspects in conducting a good geostatistical study. The modules show directly e.g. the impact of deleting, moving or adding data points, of changing parameters of the semivariogram model and of the geometrical parameters during kriging. The first module allows making the link between the variation of the parameter values in one direction and the calculated experimental semivariogram, and this for different given datasets. The second module covers two dimensional datasets and apart from calculating the semivariogram values, models can be fitted to the calculated data. A distinction can be made between omni-directional and directional semivariograms, including the effect of the tolerance on the angle and lag-distance. The third module focuses on ordinary kriging of point values in two dimensions. The aim of the interactive tools developed is limited to educational purposes only, i.e. to visualize some basic concepts for different pre-selected types of spatial variation. They do not intend to do a geostatistical study on a certain dataset (for this purpose there exists already a broad spectrum of good software packages). The original intention of developing the three modules was aimed at users with no or a limited amount of geostatistical experience. However, these modules seem also very useful to remain critical for experienced users. One should never forget that in a real application one does not have a complete view of the phenomenon studied. We compiled a manual to facilitate the use of the modules and to guide the user we formulated several questions to be solved for each module.

FIPR-sponsored research will playa critical role in enhancing the competitiveness of the Florida phosphate industry as ore grade declines and environmental restrictions tighten. FIPR's program seeks to improve surface mining and pipeline transportation while reducing the energy cost for pumping phosphate matrix. The development of a reliable on-line analyzer and a modern process control strategy will result in improved processing efficiency. Significant improvement in overall efficiency will also be realized as the industry adopts column flotation technology. Economic acidulation of high-Insol rock will allow the industry to adopt simplified flotation flowsheets thereby reducing operating costs. Various applications of phosphogypsum would save the industry millions of dollars in constructing and closing gypsum stacks.

The San Gabriel Valley contains some of the richest and most extensive sand and gravel deposits in California. Operating quarries within the San Gabriel area mine more than 15 million tons of high quality aggregate per year. This represents about 45 percent of the total mined in the greater Los Angeles area, one of the nation's largest aggregate markets and producing regions. Popular opposition to continued aggregate production in the San Gabriel Valley is high, especially in the city of Irwindale where 40 per-cent of the city's property is made up of "excavated holes," some 150-200 feet deep. Reclamation of 70 years of mining is now an almost impossible task. Zoning regulations have the effect of depleting these vast reserves rapidly by changing the definition of total reserves to include only "legally minable reserves." All but two or three of the aggregate mines now operating will be depleted or zoned out of business by the year 2000. Some studies indicate that there will be no aggregate mining operations by 1995. Recent studies show a drastic change in land use patterns within this valuable mineral resource area over the past 20 years. The San Gabriel Valley is a classic example of the lack of adequate regional planning with regard to urban development in MRA's and represents a "too little, too late" effort by local government and industry.

"Seafloor massive sulphide (SMS) deposits have been identified as important marine metal resources for the future. However, literature on mineral processing of SMS is currently limited, and to date, no research has been published on processing of SMS from either active or inactive hydrothermal vent fields on the Arctic Mid-Ocean Ridge. In this paper, individual SMS rock samples from the Loki’s Castle area were tested. Chalcopyrite, isocubanite and sphalerite represented the main copper and zinc bearing minerals in the SMS samples, whereas the gangue consisted of barite and silica. Based on the X-ray transmission response (XRT), i.e. differences in the atomic number of elements in tested samples, and using portable XRF (PXRF) values of elemental composition, individual particles were classified as a either product (low barium / high to low silicon / high copper and zinc) or waste (high barium / high silicon / low copper and zinc). The classification was based on the elemental composition of the samples with the cut-off grade equal to 0.5% for copper. It was shown that the XRT discrimination analysis correlated well with elemental (PXRF) data classification. The results clearly indicate that X-ray transmission sensor-based sorting can be used a useful technique for preconcentration of SMS rock samples. INTRODUCTION Due to different compositions of investigated samples, sensor-based sorting is a useful technique for preconcentration of different materials. The aim of using sensor-based sorting is to upgrade an ore by reducing the quantity of overall waste material reporting to the next processing stage. This can be achieved by eliminating (reducing) the waste fraction. By applying sensor-based sorting, the energy consumption for particle comminution as well as the required process water and reagents can be decreased. The total volume of the waste rejection leads to a proportional reduction in the total energy costs (Lessard et al., 2014, 2016)."

The world's population by 2000 A. D. may approximate 6.5 billion and the United States' 304 million. South Asian population increases between 1970 and 2000 A. D. will be triple the projected population of North America. Such anticipated dramatic and probably traumatic increases in world population yield grave concern for the standard of living in the world and the United States. The people of the United States currently consume 32 percent of the world's energy and similarly large percentages of the world's mineral raw materials. With only 6 percent of the present world's population and slightly smaller percentage by 2000 A. D., much expanded world-wide production of energy and raw materials will be required to maintain even a standstill living standard. A minimal 2 percent increase per year in the standard of living in the United States and a 4 percent increase elsewhere in the world, beyond the demands of the estimated population increases, suggest the magnitude of the increased need for energy-mineral raw materials and the possible crises the world will face in these areas by 2000 A. D. Mineral engineers and scientists with broad educational backgrounds will be required in greatly increased numbers to help alleviate, and possibly avert, expected energy-mineral raw materials shortages of the next millenium. Explorationists, mineral engineers, commodity economists, environmentalists, city, county, state, and federal mineral materials planners and coordinators, and metallurgists will be among those most needed. AIME membership in the second century of the Institute's history will contribute directly to this personnel pool.

Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. In the grand scheme of things, the 9.5-t (21,000-lb) shipment of molybdenum concentrate that left Freeport-McMoRan?s Climax Mine site on May 10, 2012 was not unlike the thousands of others that have been hauled away from the site during the last century, except for the fact that this shipment marked the official rebirth of one of America?s greatest mines. For nearly two decades, 17 years to be exact, there was no production from the mine that was once the largest underground mine in the world and was so important to the Allies? effort during World War II that it was assigned the highest priority of any mine in the United States by the War Production Board. The economic recession in 1980 put an end to the mine?s success, and the Great Recession of 2008 nearly derailed the mine again. But, like the nearby town of Leadville, CO, the mine survived thanks to an investment of more than $700 million by Climax Molybdenum Co., a Freeport-McMoRan company, to bring the Climax Mine back into production.

It's a pleasure to be included with this group. I am not here to sell my services, but rather to share with you some ideas and considerations on using environmental consultants. Environmental consultants have developed some problems as well as created new costs for companies that are as legitimate as engineering costs. Each day the mining industry is becoming more affected by the proliferation of environmental regulations and their interpretations by federal and state agencies. How does a modern mining company cope with all the demands for environmental consideration by regulatory agencies and special interest environmental groups-- yet produce a product and make a profit? One way is to make efficient use of environmental consultants. But, as everyone here knows, this approach has been fraught with seemingly inherent frustrations, difficulties, and much justified criticism.

Traditional in situ fan flow test methods under accepted standards require determinations to be made of both static pressures and total pressures during testing. This is to determine the resultant velocity pressures, which are vital in the accurate determination of the final fan airflow. These crucial velocity pressure (Vp) determinations are normally determined using simple manometric instrumentation such as an electronic manometer or an inclined liquid filled manometer. There is relatively little noise or fluctuation in the static pressure determinations and they can be quite easily and accurately recorded. There is almost always considerable fluctuation in the velocity pressure determinations though due to the highly turbulent and irregular velocity profile normally found in such in situ installations. This velocity turbulence means that the recording of such data is subject to random human error as the observer tries to average such fluctuations mentally during the observation period. Worse than this, and in the extreme, the recording of such velocity pressure data could actually easily be misreported if, for some reason, persons chose to do so.The author has devised a field method using highly accurate quartz crystal logging barometers to objectively record these velocity pressures. The method eliminates the ability to either mistakenly or intentionally misreport these crucial velocity pressures and is carried out in parallel with the recognised methodology, so result comparisons can be drawn. As such, a far greater level of confidence can be achieved in the final flow performance results than using the traditional more subjective method. Further to this it is difficult and almost impossible to refute the results using this ancillary substantiation method.The accurate determination of fan flows due to the impost of the carbon tax has taken on much more significance given the financial impacts in Australia at this time. The methodology detailed herein can be applied equally for both fan flow compliance testing and the verification of mine airflow data for greenhouse gas emission evaluations.The paper utilises the results of one 24-point pitot traverse to demonstrate the various findings. These include the very wide range of velocity pressures, which were logged at most of the measuring stations. It also illustrates how the method is utilised and compares the results derived from both this method and the more subjective traditional method along with the benefits of logging the velocity pressure results during the testing process.CITATION:Rowland, J A, 2013. Blasting specifications and guidelines are very important aspects of detailed project specifications covering any scope of work (SOW) that involves explosives and blasting procedures. A lot of larger construction or tunneling projects require some degree of project specifications for the entire scope of work on such project, including blasting specifications. It is important that all blasting specifications effectively and accurately address all explosives and blasting concerns associated with the SOW for such project. This includes safety and security, required personnel and their associated responsibilities, procedures and applications involving explosives, blast design and planning, blast monitoring and reporting, quality assurance and quality control, and local, state, and federal regulations and limitations. With the of wide range of information required in blasting and overall project specifications along with the risks associated with work involving explosives, it is also important to ensure qualified personnel are involved in interpreting or compiling and approving any blasting specifications and guidelines. The purpose of the following paper is to explore and present the basic information, as summarized above, that should be included and considered in the creation of detailed blasting specifications and guidelines. Detailed information is presented in specific relation to a potential bid package that would be compiled for a construction or tunneling project requiring protective or high-profile blasting.

TWENTY-ONE of the states in the Union, the Territory of Hawaii, and seven provinces of Canada now have in operation laws requiring that professional engineers be registered or licensed. In addition, two states require that civil engineers be registered, and one other state demands registration of structural engineers. Moreover, nearly every year sees additions made to the list. The registration movement, fostered by the American Association of Engineers, now has the powerful, energetic backing of the An1,erican Society of Civil Engineers, which is itself now fostering registration legislation, and there is a strong sentiment in favor of registration in the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. Only in the American Institute of Mining and Metallurgical Engineers is anti-registration sentiment, strongly dominant, but many members of this organization are enthusiastic advocates of registration.

RECENT developments in the Turner Valley gas and oil field, 40 mi. southwest of Calgary, Alberta, have indicated a large producing crude-oil area. Drilling be¬gan in Turner Valley in 1913 but no major developments took place until the fall of 1924, when Royalite No. 4 well at a depth of 3740 ft. in the upper part of the Paleozoic (Mississippian) limestone obtained a production - of 20,000 M cu. ft. of gas with a content of about one imperial gallon of naphtha (73° A.P.I.) per M cu. ft. This well produced as much as 600 bbl. of naphtha per day, and until abandonment in 1934 produced 911,313 bbl., which together with the gas sold was valued at about $5,000.000.

As the tunneling industry continues to adopt Tunnel 4.0, digital twins of the tunnel construction site are becoming standard requirements for tunneling projects. However, the benefits of these remain unproven to many practitioners. The paper discusses the various implementations of digitalization and describes efforts to combine all data types to analyze the relationships between influences, predictions and performance in a single digital platform. This includes data pertaining to investigations, design, construction, monitoring and post-construction asset performance and management. Based on 16 years of global tunneling projects the paper aims to quantify the tangible and intangible benefits of such systems. Using a number of real examples, the paper describes where opportunities were taken and where they went unrealized. Challenges and considerations for both procuring and developing these digital twins are also discussed.

In mechanized tunnelling operations, performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequately dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole project. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer’s point of view.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

Roller presses are widely utilized in mineral industry for fine milling and compaction. Recently used models are providing only limited information about the material behavior in the roll bite. This paper introduces a 2-dimensional finite element model for analyzing those two basic processes. A pressure-dependent plasticity model with linear elasticity was used as a constitutive model for the particular material. Coulomb friction law was used to describe phenomena on the material/roller surface interface. Two basic roller geometries are considered: smooth (used for milling and compaction) and with cavities, commonly used for briquetting. Comparison of the results obtained from the model with experiment indicates that they are following the general trends of experimental values recorded with laboratory roller presses. It is shown, that the model is suitable to analyze material behavior through all stages of the rolling process: feeding zone, nip region, neutral plane and release section. It can predict pressure, shear stress, slip of the material over the roller surface, material velocity field, failure of the compact during release and the course of other important process variables. This allows the process engineer to gain an improved understanding, leading to a better process and equipment design and control.

Improving the safety culture and performance of any operation is a fundamental goal of every mine operator. Methods of implementing, or changing a culture have developed from the early methods of operant conditioning, for example rewarding crews for achieving nominated safety milestones i.e. 3 months Lost Time Injury (LTI) free through to the current model of engaging a workforce through education and empowerment. As a large scale and mature operation with multiple contractors, Telfer has been exposed to numerous programs throughout its history. This has provided the opportunity to build on and complement these systems by integrating key elements from each. SAFE 360° is a new approach developed to engage the workforce in a holistic approach to encourage positive behaviours across all facets of an individual’s life which results in a focus on situational awareness at all times, rather than being workplace specific. It is based on three key modules: • Emotional Intelligence • Mindfulness • Situational Awareness Each module has a series of modules that help enhance the individual’s sense of self, leading to an ability to self-reflect and self-manage whilst empowering them with the moral courage to challenge their peers to raise standards. Since commencing this SAFE 360° behavioural safety risk management journey in November 2017, we have witnessed a change in the way our workforce engages with each other, their workplace and with management. There has been an increase in hazard perception, identification and ownership of issues, and we have seen a significant decrease in site TRIFR rate from 13.7 to 5.7 (as of April 2019). This paper will provide an overview of the program, how it has been implemented, case studies to demonstrate outcomes and KPIs used to measure effectiveness.

Rapid growth and acceptance of engineered materials have changed the way we live. We have come to expect improved performance at less cost. At the same time, our awareness of societal and environmental issues created by these materials during and after their lifetime has been heightened. As a result, material lifecycle analysis is receiving considerable attention. Material lifecycle analysis evaluates the cost/effective tradeoffs at each stage of a material's life: feedstock, fabrication, performance, recycle, and disposal. The U.S. Bureau of Mines investigates a material's lifecycle using technical cost models augmented with decision and impact analyses. Results of these studies are useful in gaining a better understanding of current material selections and illustrating the multifaceted issues associated with engineered materials in today's society.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.
